DECLARATION
State Commission for Scientific, Technical and Investment Development
of 14 February 1985
on the system of scientific, technical and economic information
The State Commission on Scientific, Technical and Investment Development provides, pursuant to § 53 paragraph 1 (b) of Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries, as amended by Act No. 115 / 1983 Coll.:
INTRODUCTORY PROVISIONS
Definition and purpose of the system of scientific, technical and economic information
(1) Scientific, technical and economic information (hereinafter referred to as "VTEI") means knowledge reflecting the state, trend and legality of science, technology and economics in the Czechoslovak Socialist Republic and the world for the purposes of this Decree.
(2) VTEI from all fields of science, technology and economics, which are specifically collected, processed, evaluated and used, is the VTEI system.
(3) The VTEI system is used for the planning and management of the development of the national economy, testing, evaluation of the quality and technical progress of products, inventions and standardisation activities, research and development needs, pre-production and production stages, technical propaganda, educational process and other activities serving the development of science and technology and the application of the results of the development of science and technology in practice, in particular with a view to ensuring the economy of production, competitiveness of Czechoslovak products on the world markets and the effective involvement of the Czechoslovak national economy in the international division of labour.
(4) The purpose of collecting, processing, evaluating and making available to the VTEI is to provide a uniformly methodically managed institutional basis, consisting of the VTEI site (hereinafter referred to as the "VTEI site") with coordinated methodology and technological processes and technical means applied.
(5) The VTEI system follows up on a system of socio-economic information1) and a system of information for planning and drawing up state budgets; 2) the VTEI site can only use the information of those systems after publication. The VTEI system participates in the creation and function of the FIT of institutions and organisations and automated management systems.
(6) The VTEI system functionally builds on a unified system of libraries (3) and develops it mainly in the area of the information base.
VTEI functional units
(1) The functional units of the VTEI system are in particular sectoral, sectoral and specialised systems.
(2) Sectoral, sectoral and specialised systems have an organisational and functional link corresponding to the degree of science and technology development management. They have national competence and are directed to avoid duplication.
(3) The establishment and function of a sectoral, sectoral or specialised system shall always be the responsibility of the central authority or central management body.
(4) Sectoral, sectoral and specialised systems are created by the establishment of VTEI workplaces involved in the function of the system.
(5) Sectoral, sectoral and specialised systems have central or central management bodies
(a) a specific heading of activity within the sector (hereinafter referred to as the sectoral information gesture) or a specific heading of activity within the field (hereinafter referred to as the sectoral information gesture) or a cross-cutting heading of activity (hereinafter referred to as "specialisation") and an institutional base;
(b) uniformly adjusted basic technological processes and flows of the VTEI;
(c) established and managed cooperative relations within and outside the system and basic international links.
(6) Sectoral systems are created for each sector. Sectoral systems created for individual fields are usually part of them.
(7) Specialised systems are cross-sectoral, cross-cutting within the entire VTEI system. Their specialisation is mainly based on the purpose of using the system. Sectoral or sectoral cross-sections of specialised systems are part of sectoral or sectoral systems.
(8) In order to enhance the social efficiency of certain cross-sectoral activities, in particular in the application of cooperation within territorial districts or the pooling of computer and reprogramic technology, cooperative systems may be established.
(9) The establishment, organisation and function of the cooperative system, as well as the responsibility for it, are the subject of an agreement between the institutions and organisations involved.
(10) The involvement of the VTEI workplaces in cooperative systems shall not affect the functions of sectoral, sectoral and specialised systems.
ACTIVITIES OF THE CURRENT AUTHORITIES, THE INSTITUTIONS OF THE CENTRAL ARTICLE OF MANAGEMENT AND ORGANISATIONS AT THE SECRET OF THE VET
State Commission for Scientific, Technical and Investment Development, Czech Commission for Scientific, Technical and Investment Development, Slovak Commission for Scientific, Technical and Investment Development
(1) The State Commission for Scientific, Technical and Investment Development, in cooperation with the Czech Commission for Scientific, Technical and Investment Development and the Slovak Commission for Scientific, Technical and Investment Development, within its competence, in particular:
(a) establish and coordinate the implementation of the VTEI system, in accordance with the content and focus of the common national scientific and technological policy;
(b) manage the VTEI system in a consistent manner, in particular in the area of the creation and use of information funds and files, technology for the processing of VTEI and the use of the necessary techniques;
(c) in the framework of scientific and technological cooperation and contacts abroad (4), organise international cooperation and work sharing in the field of VTEI;
(d) coordinate the activities and development of the functional units of the VTEI system and its institutional base;
(e) ensure through its subordinate organisation5) certain research, organisational methodological and processing activities of a cross-cutting nature;
(f) in agreement with the Ministry of Education of the Czech Socialist Republic, the Ministry of Education of the Slovak Socialist Republic and other participating central bodies, it coordinates the non-educational education of staff in the field of VTEI,
(g) coordinate control activities in the field of VTEI and act to remedy the deficiencies identified.
(2) In exercising their powers, the State Commission for Scientific, Technical and Investment Development, the Czech Commission for Scientific, Technical and Investment Development and the Slovak Commission for Scientific, Technical and Investment Development may cooperate with other central authorities and may require the necessary documentation from them to carry out their tasks, including those which would allow the monitoring of the activities of the VTEI workplaces within the Czech Socialist Republic and the Slovak Socialist Republic.
Central authorities of the Federation and Republics
(1) For the purposes of this decree, the central authorities are the central government bodies, the Czechoslovak Academy of Sciences, the Czechoslovak Atomic Energy Commission, the Slovak Academy of Sciences, the Regional National Committees, the National Committee of the City of Prague, the National Committee of the Slovak Socialist Republic of Bratislava, the Supreme Authorities of Cooperatives and Social Organisations and the State Bank of Czechoslovakia.
(2) Central authorities within their competence
(a) ensure and manage, in accordance with the common methodological management of the VTEI system, the development and function of the relevant sectoral, sectoral or specialised system;
(b) establish the conditions for the operation of the VTEI workplaces directly managed by the authorities and organisations; carry out checks on this activity and on the use of information;
c) provide the State Commission for Scientific, Technical and Investment Development, the Czech Commission for Scientific, Technical and Investment Development and the Slovak Commission for Scientific, Technical and Investment Development with the necessary documentation.
(3) Responsibility for the function of the sectoral or specialised system shall always be borne by the central authority under whose responsibility the head of the system's work (sectoral centre, specialised institution); the central authority within whose jurisdiction the branch centre is responsible for the function of the branch system only if the branch centre is not within the competence of the central management body.
(4) Where more than one central authority is involved in the function of a sectoral or specialised system, the participating central authorities shall follow the instructions of the central authority responsible for the system.
(5) The central authorities responsible for the function of the sectoral, sectoral or specialised system shall approve:
(a) its development programme as part of the RTD programme;
(b) annual analysis of the state of the system;
(c) basic methodological documents governing the operation of the system.
(6) The functions of sectoral systems which are not part of a sectoral system are provided and regulated by central authorities as sectoral systems.
(7) The central authorities of the armed forces and armed corps manage the VTEI site in their jurisdiction through their own internal measures issued within the meaning of the principles of this Order.
(8) The Federal Ministry of Foreign Trade directs the activities of the VTEI workplaces within its competence so that, using the cooperation of the VTEI workplaces, comprehensive information is created for decision-making and management of Czechoslovak external economic relations.
(9) The Ministry of Education of the Czech Socialist Republic and the Ministry of Education of the Slovak Socialist Republic guide the activities of the VTEI workplaces in their competence (especially in universities) in order to establish continuity to the functions of sectoral, sectoral and specialised systems.
(10) The Czechoslovak Academy of Sciences and the Slovak Academy of Sciences create VTEI in such an organisational structure as to fully meet the information needs of their scientific research centres and establish continuity with sectoral, sectoral and specialised systems.
(11) The Ministry of Culture of the Czech Socialist Republic and the Ministry of Culture of the Slovak Socialist Republic and the State Commission for Scientific, Technical and Investment Development coordinate, to the extent of their information competence, the procedure for the methodological management of the single system of libraries.
(12) The Office for inventions and discoveries and the Office for Standardisation and Measurement are progressing in the provision and organisation of information activities in an agreement with the State Commission for Scientific, Technical and Investment Development.
(13) The national committees shall direct the activities of the VTEI workplaces within their competence in order to ensure the information needs of the organisations under the responsibility of the national committees while fulfilling the obligations arising from their involvement in sectoral, sectoral and specialised systems.
Article 2
(1) The central management bodies (6) create the preconditions for the activities of the VTEI departments of subordinate organisations, carry out the control of that activity in terms of its social efficiency and the control of the use of VTEI.
(2) The bodies of the Central Article of the proceedings under the jurisdiction of the branch centre are responsible for the function of the branch system.
(3) Where VTEI is involved in the function of the branch system under the responsibility of other bodies, the authorities involved shall follow the instructions of the authority responsible for the system.
(4) In the context of the responsibility for the function of the branch system, the central management authorities shall approve:
(a) the sectoral system development programme as part of the sectoral system development programme;
(b) annual analysis of the status of the sectoral system;
(c) basic methodological documents applied in the system.
Organisation
(1) Each organisation is required to provide the VTEI for its own use and to create conditions for the use of the VTEI.
(2) To ensure the VTEI, organisations establish the VTEI site themselves or by mutual agreement. They create conditions for his activity and are responsible for the effectiveness and results of his work.
(3) The organisations entrusted with the functions of sectoral or sectoral centres and specialised institutions ensure in full the obligations arising from paragraphs 1 and 2 and the activities resulting from the credentials.
WORKING OF SCIENTIFIC, TECHNICAL AND ECONOMIC INFORMATION
Basic provisions
(1) The VTEI workplaces are:
(a) sectoral centres;
(b) trade centres,
(c) primary centres,
(d) specialised institutions;
(e) specialised centres.
(2) The organisation of VTEI workplaces involved in the function of one system is tiered, as a rule
(a) within the framework of the sectoral system is a sectoral centre, a sectoral centre and a core centre;
(b) there is a branch centre and a core centre within the professional system;
(c) there is a specialised institution and specialised centres within a specialised system.
(3) If necessary, the central authorities may establish other types of VTEI workplaces within their respective systems.
(4) One organisation can perform the function of several VTEI workplaces.
Sectoral centres
(1) The sectoral centres shall carry out the tasks of the head of the coordination and methodological unit of the sectoral system.
(2) The sectoral centres carry out coordination and methodological management of the sectoral system on the basis and to the extent delegated by the central authority, while respecting the uniform methodological management of the VTEI system as a whole. The instrument of delegation shall be a basic document defining their competence, activity and relationships.
(3) Sectoral centres for the needs of the central authority shall process the draft sectoral system development programme in relation to the sector and sector development concept and the annual analysis of the sector system status.
(4) Sectoral centres shall ensure, within the meaning of paragraph 1:
(a) the division of work, the organisation of relations and the integration of the activities of the VTEI workplaces involved in the function of the sectoral system, in particular the sectoral centres;
(b) unifying technological processes and applying rational forms of work of the VTEI workplaces involved in the function of the sectoral system;
(c) coordination and effectiveness of international cooperation.
(5) The sectoral centres shall perform the function of the core centre of the competent authority or, where appropriate, the organisation of which they are part and the activities resulting from the rational division of work within the sectoral system and its external links.
Trade centres
(1) The trade centres carry out the tasks of the head of the coordination and methodically managing workplace of the branch system. The instrument of delegation shall be a basic document defining their competence, activity and relationships.
(2) The trade centres process the proposal for a programme for the development of the sectoral system in relation to the concept of sector development, the annual analysis of the state of the sector system and the development of the relevant sectoral system.
(3) Within the meaning of paragraph 1, the trade centres ensure the division of the work of the VTEI workplaces involved in the function of the trade system and the coordination of the international relations of the system, in particular within the framework of the sectoral system.
(4) The trade centres perform the function of the centre of the central article in question to manage the body or organisation of which they are part and the activities resulting from the rational division of work within the trade system and its external links.
Basic centres
(1) The primary centres provide information needs specifically for the designated authority or organisation. In relation to that authority or organisation, they shall be responsible for the timely and comprehensive processing and collection of VTEI and their provision in an optimal form. The annual plans for the core tasks of the Centre shall be approved by the management of the institution or organisation.
(2) They shall develop their activities on the basis of the division of work within the relevant sectoral or sectoral system, cooperation with other VTEI and research and development bases, single system libraries and the effective use of international cooperation.
(3) Basic centres in particular
(a) establish information funds and apply appropriate technologies for the processing and evaluation of information;
(b) make available and disseminate, under the conditions laid down, the VTEI contained in its own information funds and ensure activities resulting from their involvement in the sectoral and sectoral system.
Specialised institutions and specialised centres
(1) Specialised institutions shall perform the tasks of the Head of the Coordination and Methodological Management Centre of the relevant specialised system.
(2) The methodological management of the specialised system is carried out by specialised institutions on the basis of specific legislation governing the definition, function and use of the system. 7)
(3) A basic document defining the executive information activities of specialised institutions shall be the credentials.
(4) Specialised institutions shall process the draft programme for the development of the specialised system and the annual analysis of the state of the system.
(5) The function of the specialised institution may also be entrusted to organisations which provide activities affecting the function of the VTEI system as a whole.
(6) The specialised centres carry out activities linked to the function of the specialised system or activities defined by the credentials.
Establishment of VTEI workplaces
(1) Each institution and organisation shall be entrusted with the functions of the sectoral and sectoral centres and specialised institutions by the issuance of an instrument of delegation.
The instrument of delegation shall specify in particular:
(a) information gestures or specialisation;
(b) the scope;
(c) main tasks.
(2) The entrustment of the VTEI sites referred to in paragraph 1 under the responsibility of the federal central authorities shall be issued by the competent central authority with the agreement of the State Commission for Scientific, Technical and Investment Development.
(3) The entrustment of the VTEI sites referred to in paragraph 1 within the competence of the Republic's central authorities shall be issued by the competent central authority of the Republic, with the agreement of the relevant Republic Commission for Scientific, Technical and Investment Development and with the approval of the State Commission for Scientific, Technical and Investment Development.
(4) The credentials of the specialised centres involved in the function of the specialised system shall be issued only if specific legislation governing the function of the system so provides.
(5) Specialised centres not involved in specialised systems are established as sectoral centres and specialised institutions.
(6) The method of setting up the Centre shall be determined by the central authority responsible.
(7) The provisions on the function and organisation of the VTEI workplace also include, for example, the status and organisational arrangements of the organisation responsible for the VTEI workplace function.
(8) The provisions of this paragraph shall not affect the provisions on the establishment of socialist organisations.
INFORMATION BASIS AND USE
Information funds
(1) The information base of the VTEI system is:
(a) dedicated VTEI workplaces information funds and library funds of single system libraries;
(b) information funds of foreign institutions used under international cooperation;
(c) other available information sources.
(2) The thematic focus of the information funds of the VTEI workplaces is determined by information gesture or specialization.
(3) In the defined information gesture, VTEI is required in particular:
(a) to create a full fund of domestic information sources;
(b) to obtain foreign sources of information on research, development, inventions and discoveries, sector and sector development and trade-related aspects of the application of scientific and technological development results;
(c) maintain a permanent overview of domestic and foreign funds and sources of information related to the information gesture;
(d) coordinate the complementarity of information funds with foreign information sources within sectoral and sectoral systems and their external links and with scientific libraries within territorial districts.
(4) The method of coordinating the creation of information funds at the VTEI workplaces, in particular by supplementing them with foreign information sources, unless established nationally, shall be determined by the superior central authority which may entrust this function to a subordinate sectoral centre.
(5) The external books and periodicals included in the information funds report the VTEI workplace to the central registers of foreign literature. 8) They are made available according to the same principles as library funds of the single library system.
(6) The information funds of the base centres are established according to the needs of the competent authority or organisation, respecting the principles agreed under the sectoral or sectoral system.
(7) VTEI Informational Funds are mandatory
(a) reports of professional foreign travel of the scientific and technical nature of the personnel of the competent authority or organisation and other materials obtained during those journeys, unless otherwise specified;
(b) research reports drawn up in the participation of the institution or organisation in the management of the tasks of scientific and technological development plans and documents on the standardisation and inventive activities of the institution or organisation;
(c) any publications issued by the competent authority or organisation, including company literature;
(d) information sources obtained under collective and individual membership of international organisations;
(e) own research and studies of a scientific research character.
Information Files
(1) Information files within the meaning of this Decree are information funds or parts thereof in machine-processed form.
(2) The VTEI workplaces generally create information files according to specific needs in cooperation with other VTEI workplaces within sectoral or sectoral systems and workplaces of the research and development base.
(3) The information files generated by the VTEI site are registered by the State Commission for Scientific, Technical and Investment Development or by a delegated organisation. The formalities and method of registration are set out in a uniform manner by the State Commission for Scientific, Technical and Investment Development.
Automated VTEI system
(1) The automated VTEI system is a cross-cutting automated system designed to:
(a) to process and make available, within the central technical base system, the information files of cross-sectoral and interbranch use, ensure direct access to foreign information files and ensure direct access of foreign users to Czechoslovak information files;
(b) ensure the processing of sectoral and sectoral information sets or such cross-sectoral and interbranch information files which cannot be processed within the central technical base system.
(2) The functions of the automated VTEI system referred to in paragraph 1 (a) shall be provided by the database centres specifically designated by the State Commission for Scientific, Technical and Investment Development in agreement with the relevant central authorities and computer equipment related to their activities. The work programme of the database centres, their functional, organisational and technical follow-up shall be approved by the central authorities under the responsibility of the database centres.
(3) Details of the functions of the automated VTEI system referred to in paragraph 1 (a) are laid down by the State Commission for Scientific, Technical and Investment Development.
(4) The functions of the automated VTEI system referred to in paragraph 1 (b) are provided by multi-purpose IT equipment of organisations.
International cooperation
(1) International cooperation in the field of VTEI is part of scientific and technological cooperation with foreign countries.
(2) The international cooperation of the VTEI workplaces focuses mainly on the acquisition and use of foreign information sources, information files in the relevant information gesture and specialisation and research and development results in the field of informatics.
(3) The basic forms of international cooperation in the field of VTEI are:
(a) participation in the creation of international information systems;
(b) exchange of information sources and mutual disclosure of information files on the basis of reciprocity within the framework of international scientific and technological cooperation agreements;
(c) obtaining foreign information sources and files through foreign trade organisations.
(4) VTEI's participation in international cooperation in the field of VTEI shall be approved by the authorities responsible for the function of the sectoral, sectoral or specialised system. Those authorities shall decide in particular on the purpose, subject matter and scope of cooperation and how the contractual obligations are fulfilled.
(5) In order to involve the VTEI workplaces in the international division of work, to make information files available to foreign organisations and to take over foreign information files, the VTEI workplaces, through a superior central body, require the approval of the State Commission for Scientific, Technical and Investment Development.
PROVISIONS TRANSITIONAL AND FINAL
The mandates issued pursuant to the Directives of the Federal Ministry of Technical and Investment Development No 2 of 17.5.1974 on the system of scientific, technical and economic information as at 31.12.1983 are mandates within the meaning of this Decree.
Directive No 2 of the Federal Ministry of Technical and Investment Development of 17.5.1974 on the system of scientific, technical and economic information published in the Federal Ministry for Technical and Investment Development, the ministries of construction and technology of the Czech Socialist Republic and the Slovak Socialist Republic, p. 3 / 1974, expires.
This Decree shall take effect on 1 July 1985.
