on the Treaty on cooperation in the veterinary and plant protection sectors
On 14 December 1959, a cooperation agreement was signed in Sofia on the veterinary section and a cooperation agreement on the quarantine and protection of plants against pests and diseases.
That Treaty was ratified by the President of the Republic on 27 June 1960.
The Agreement on cooperation in the veterinary sector entered into force on 12 September 1960 and the Treaty on cooperation in the quarantine and plant protection sector against pests and diseases on 19 October 1960.
The Czech translation of the above Treaties is announced simultaneously.

TREATY
on cooperation in the veterinary sector
Contracting Parties aware of the risks to national economies and the health of the population of all countries of infectious and other animal diseases,
led by the desire to extend cooperation to the veterinary science and practice section in coordinating measures against animal diseases, in drawing up uniform provisions on the export, import and transit of animals, food and raw materials of animal origin and objects which may carry the infection, as well as on the production of biological preparations and other products used in veterinary medicine,
building on the interests of mutual protection of the territory from diseases, the aim of eliminating the risk of public and animal diseases by the same diseases and the interest of all countries in developing economic and commercial relations,
decide to conclude a Treaty in which they agree on the following:
In order to prevent contagious and other animal diseases and to overcome the diseases already produced, the Contracting Parties shall carry out:
1. Coordination of the measures necessary to prevent the spread of infectious diseases and also to eliminate such diseases and, where necessary, implement common measures, particularly in border areas.
2. Regular (at least once a month) exchange of information on the spread of infectious diseases listed in Annex 1 to this Treaty.
3. Immediately inform the other participants of the Treaty on the establishment and spread of diseases with a high degree of infectious or animal mortality and on the measures taken to eradicate these diseases (the list of diseases is set out in Annex 2 to this Treaty).
4. Coordination of the plan for the production of sera, vaccines and other veterinary medicinal products and the unification of the state control of those products.
5. Technical assistance, at the request of any Contracting Party, in the study of animal diseases and in the fight against such diseases by sending experts, as well as the supply of equipment and veterinary products where necessary.
6. Assistance at the request of any Contracting Party in organising the production or acquisition of vaccines, sera, antibiotics, diagnostic and pharmaceutical preparations and other veterinary medicinal products, as well as assistance in designing the construction of veterinary objects.
7. The cooperation of scientific institutes of veterinary medicine in the research of animal diseases and in particular anthropopodionos, cooperation in the improvement and use of the most effective methods of diagnosis and means against infectious animal diseases, as well as in the standardisation and control of vaccines.
For the purpose of mutual familiarity with the organisation of the veterinary service and with the results of scientific and practical work on this section, the Contracting Parties shall:
1. Exchange of valid laws, instructions, regulations, professional literature, methodologies of scientific research institutes, curriculum plans and curriculum of veterinary schools and other materials relating to veterinary medicine.
2. Mutual information on the preparation of the most important meetings and conferences on veterinary matters, and courses to increase the qualifications of veterinary experts, so that the experts of the Contracting Parties can take part in these events.
3. Mutual broadcasting of the professorship and teaching body of higher education in veterinary medicine, scientists and practitioners for the purpose of studying the results of veterinary science and practice and the exchange of experience.
The Contracting Parties shall take measures to establish bilateral contractual arrangements on the means of import, export and transit of animals, food and raw materials of animal origin and articles which may bear the infection.
The link between the veterinary services of the Contracting Parties on matters arising from this Treaty shall take place, on the one hand, directly and through the work apparatus of the Permanent Commission of the Council of Economic Assistance for Economic and Scientific and Technical Cooperation in Agriculture on the other.
Expenditure incurred in implementing the principles of this Treaty shall be broken down as follows:
1. The expenditure incurred in implementing points 2 and 3 of Article I and point 1 of Article II shall be borne by the Contracting Party which sends the information and materials referred to in those points.
2. The costs associated with the arrival and residence of the persons referred to in points 2 and 3 of Article II shall be borne by the Party sending them.
3. The expenditure incurred in implementing the measures listed in points 1, 5 and 6 of Article I shall be distributed in accordance with the agreement between the interested parties.
This Treaty is for signature from 1 July 1960 in Moscow.
This Treaty is subject to ratification.
The instruments of ratification shall be deposited in the custody of the Secretariat of the Council of Mutual Economic Assistance, which shall act as the depositary of the Treaty.
The Treaty will enter into force on the date of the surrender of the fifth instrument of ratification into custody, as the depositor will report to all States which have signed this Treaty.
Following the entry into force of the Treaty, any State may join the Treaty.
For each State which joins this Treaty and also for those States which surrender their instrument of ratification after the entry into force of the Treaty, the Treaty shall enter into force on the day on which the State hands in custody its instrument of ratification or the document of accession to the Treaty.
On expiry of the five-year period from the date of entry into force of this Treaty, each Contracting Party may terminate the Treaty, which it shall report in writing to the depositary.
The contract shall not be valid for such a participant for six months from the date on which the depositary received the notice of termination of the contract.
This Treaty was drawn up in a Russian language in a copy which will be submitted to the Secretariat of the Council for Mutual Economic Assistance.
The Secretariat of the Mutual Economic Assistance Council shall send to the Contracting Parties duly certified copies of the Treaty, as well as States which have signed this Agreement or have subsequently joined it, information that it has received the instruments of ratification, the documents of accession to the Treaty and the termination of the Treaty for safekeeping.
Written in Sofia on 14 December 1959.
In order to confirm the accuracy of the above, the following representatives who were authorised to do so by the governments of their countries have signed this Treaty.

TREATY
on cooperation in the quarantine and plant protection sector against pests and diseases
Contracting Parties
be aware of the danger to national economies of all countries of diseases and pests of agricultural crops and weeds,
led by the desire to extend cooperation on the quarantine and plant protection section against pests, diseases and weeds and to ensure coordination of measures on the quarantine and pest control and crop diseases and the fight against weeds,
building on the interests of mutual protection of the territory against quarantine pests, diseases and weeds and on the development of economic and trade relations between their countries,
decide to conclude a Treaty in which they agree on the following:
The Parties shall implement the necessary measures to combat pests and plant diseases and weeds listed in the Annex to this Treaty. This list may be amended by a resolution of the International Conference on Quarantine and Plant Protection convened pursuant to Article VIII of this Treaty.
The Parties shall keep each other regularly informed of the spread of harmful pests and plant diseases and of the measures taken against them. The methods and dates for the transmission of such information shall be determined by the international conference on quarantine and plant protection convened pursuant to Article VIII of this Treaty.
In the event of the occurrence of particularly dangerous quarantine pests and plant diseases first discovered, a report shall be submitted immediately.
The Parties undertake to provide each other with the necessary technical assistance to combat pests, diseases and weeds, i.e. the sale of machinery, equipment, apparatus, chemical products and other materials to combat pests and plant diseases, and also undertake to implement common measures against pests and diseases under conditions to be laid down for each individual case by specific agreements between interested parties.
The Parties shall implement:
1. Exchange of laws in force on the quarantine and plant protection sectors, exchange of instructions, regulations, special literature and methodologies of scientific research institutes, exchange of curriculum and curriculum, statistical and other materials relating to quarantine and plant protection.
2. Mutual information on the preparation of the most important conferences and consultations on quarantine and plant protection, on courses to increase the qualifications of experts on the quarantine and plant protection section, with the possibility for experts of the Contracting Parties to participate in these actions.
3. Mutual broadcasting of the professorship and teaching body of universities, scientists and experts in the quarantine and plant protection section in order to study new results of science and exchange of experience.
4. Cooperation of scientific institutes in the study of diseases and pests, in improving diagnostic methods and means against pests and plant diseases.
5. At the request of any Party to the dispatch of expeditions, consisting of experts on the quarantine and plant protection section of one or more Contracting Parties, in order to study hazardous pests and plant diseases, to examine the means against them, to implement quarantine measures and to protect plants against pests and diseases.
The Contracting Parties undertake to comply with uniform rules on the phytoquarantine conditions for imports, exports and transit of plant material consigned from one country to another. Those rules shall be laid down by an international conference, as provided for in point VIII of this Treaty.
The Contracting Parties undertake not to allow exports or other routes from one country to enter into the other quarantine pests, plant diseases and weeds listed by contract between the participating States.
To this end, the Contracting Parties shall undertake:
to implement in areas bordering the borders of the Contracting Parties the necessary measures for the disposal of quarantine pests, diseases and weeds by chemical, biological, agrotechnical and all other means,
designate border stations on their territory to carry out all exports and imports of goods of plant origin, equip those stations with disinfecting chambers for the disposal of consignments and equip those stations with the means to carry out sample analyses to determine if the consignment is not contaminated by quarantine pests, diseases and weeds,
to carry out a thorough quarantine inspection of consignments of plant origin which are exported from one State to another, as well as control of means of transport, to attach to such consignments a quarantine certificate issued by the State Plant Protection Authority of the exporting country in which it is confirmed that the consignment is not contaminated by quarantine pests, diseases and weeds;
do not use straw, leaves and other parts of agricultural plants as packaging material and use sawdust, shavings, moss and other materials suitable for packaging as far as possible by the exporting country. In extreme cases, use straw and leaves as packaging material, provided that it is properly disinfected.
In order to coordinate activities in the implementation of quarantine measures and to ensure the possibility of control of the implementation of the necessary quarantine measures against quarantine pests and plant diseases in border areas, the Contracting Parties agree to establish, where necessary, a special commission composed of representatives of the countries concerned, providing the members of those commissions with the right to cross-border cross-border and residence in the territory of the other State for as long as necessary to fulfil the tasks assigned to them.
The Contracting Parties agree to convene, as necessary, but at least every three years, an international conference on quarantine and plant protection which would address practical issues arising from the implementation of the obligations of this Treaty and also for mutual information and exchange of experience on the implementation of the measures contained in this Treaty.
The time and place of the international conference and the list of issues to be discussed at the conference shall be determined by the Contracting Parties.
The link between the competent authorities of the Contracting Parties with regard to matters arising from this Treaty shall be maintained both directly and through the work apparatus of the Permanent Commission of the Council of Economic Assistance for Economic and Scientific and Technical Cooperation in the Agricultural Field. Specific working groups consisting of representatives of these countries may be set up to draw up proposals for the most up-to-date issues of quarantine and plant protection in the period between conferences under the agreement of the participating countries.
Expenditure incurred in implementing the principles of this Treaty shall be broken down as follows:
1. Expenditure relating to the provision of the measures referred to in Article II and point 1 of Article IV shall be borne by the Contracting Party sending the reports and materials referred to in those Articles.
2. The costs associated with the arrival and residence of persons referred to in points 2 and 3 of Article IV and Article VIII shall be borne by the Party sending them.
3. Expenditure incurred in implementing the measures contained in points 4 and 5 of Article IV and Article VII shall be broken down according to the agreement between the interested parties.
4. Expenditure relating to the organisation and implementation of the international conference referred to in Article VIII shall be borne by the State in whose territory the conference is held.
This Treaty is for signature by 1 July 1960 in Moscow.
This Treaty is subject to ratification.
The instruments of ratification shall be deposited in the custody of the Secretariat of the Council of Mutual Economic Assistance, which shall act as the depositary of the Treaty.
The Treaty shall enter into force on the date of the surrender of the fifth instrument of ratification into custody, as the depositary shall report to all States which have signed this Treaty.
