on the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Lao People's Democratic Republic
On 25 November 1977, the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Lao People's Democratic Republic was signed in Vientiane. The Agreement entered into force pursuant to Article 10 thereof on 25 November 1977.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Lao People's Democratic Republic
The Government of the Czechoslovak Socialist Republic and the Government of the Lao People's Democratic Republic, led by the desire to expand cultural and scientific contacts between the two countries, develop ties of friendship and strengthen mutual understanding between the peoples of the two states, agreed as follows:
The Parties shall consolidate and disseminate mutually beneficial cultural and scientific exchanges on the basis of respect for the principles of sovereignty, equality and non-interference in the internal affairs of the other Party and in accordance with the laws of both countries.
The Parties shall contribute to the development of cooperation in the fields of education, science, culture and art, literature and book publishing, film, press, radio, television, health, physical education, sport and tourism. To this end, they will promote the establishment and development of contacts between public authorities and NGOs active in the scientific and cultural field.
1. The Parties shall develop cooperation in the field of education. To this end, they shall support:
(a) exchange of information on their education systems and curriculum;
(b) exchange of school textbooks, teaching and laboratory supplies;
(c) the exchange of professors for professional improvement or their broadcasting for teaching;
(d) the mutual provision of scholarships to study as well as the exchange of information on the fields offered and the conditions for admission of students to schools.
2. The Parties shall recognise, by means of a specific agreement to be concluded for this purpose, evidence of school education completed and of scientific qualifications obtained.
1. The Parties shall encourage exchanges of scientific staff, representatives of scientific societies and other experts to carry out scientific research, lectures and familiarisation with the activities of scientific facilities, as well as exchanges of publications and other scientific material of common interest.
2. The Parties shall facilitate the participation of experts of the other Party in national or international scientific conferences and seminars to be held on their territory.
Each Party will facilitate the recognition of cultural heritage and the current national culture of the people of the other State. To this end, both Parties shall support:
(a) exchanges of artistic ensembles and artists for artistic performances;
(b) the establishment of contacts and exchanges between their national libraries, museums, publishers, archives and other cultural establishments;
(c) the translation of books and the publication of literary, artistic and cultural works of the other Party;
(d) exchanges of feature, documentary, educational or medical films, or exchanges of film filming teams, as well as the organisation of film weeks or film premier;
(e) mutual visits to writers, painters, composers, film workers and other cultural workers.
The Parties shall cooperate actively in the area of press and radio. To this end, they will promote direct cooperation between their press agencies and the dialogues and press organisations. They will also make exchanges of journalists and press rapporteurs, as well as exchanges of information material and documentation from their countries' political, economic and cultural lives.
The Parties shall facilitate cooperation in the field of health, in particular:
(a) the participation of its experts in meetings with a health theme;
(b) the exchange of medical publications and medical material;
(c) by exchanging doctors for professional improvement or by sending them to teaching.
The Parties shall promote the development of contacts between physical and sports organisations of both countries.
For the implementation of this Agreement, the Contracting Parties shall periodically draw up cooperation plans which shall also specify the financial conditions for the implementation of each action.
The Agreement shall be subject to approval in accordance with the constitutional provisions of both Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be concluded for a period of five years. It shall be tacitly extended for a further period of five years until it has been terminated in writing by either Party at least six months before the expiry of the relevant period of validity.
Dane v Vientiane on 25.11.1977 in duplicate, each in the Czech, Lao and French languages, the Czech and Lao texts being equally authentic. In case of differences in the interpretation of the Czech and Lao texts, the French text will be decisive.
