of 6 June 2018
on the content and scope of courses of deaf and deaf-blind communication systems
The Ministry of Education, Youth and Sports provides pursuant to § 10 (b) of Act No. 155 / 1998 Coll., on Communication Systems of Deaf and Deaf Blind Persons, as amended by Act No. 384 / 2008 Coll.:
Subject matter
This decree regulates the content and scope of free teaching in courses of deaf and deaf-blind communication systems for parents whose child has been diagnosed with practical or complete deafness or deafness.
Types of courses provided
For the purpose of this decree, the courses of communication systems of deaf and deaf blind persons are divided into:
(a) the course of the Czech sign language,
b) courses of communication systems based on the Czech language.
Content of the Czech Sign Language Course
(1) The Czech sign language course is provided in 2 consecutive knowledge levels, namely beginner and advanced, and usually consists of a general and special part.
(2) The general part of the Czech Sign Language course is part of both knowledge levels, unless, according to the individual needs of the advanced participants, its teaching is not useful. Its content is at least teaching
(a) the history and culture of the deaf,
(b) principles of access to children with hearing disabilities;
(c) typical communication of children with hearing disabilities;
(d) basic principles and characteristics of communication in the Czech sign language and differences from spoken languages,
(e) basic forms of hands and finger alphabets,
(f) essential characteristics for everyday use; and
(g) basic grammatical rules of the Czech sign language.
(3) The content of the special part of the Czech sign language course for beginners is mostly practically focused and is at least composed of teaching
(a) use of the finger alphabet to express names and characters for everyday use;
(b) the creation of basic sentences to express everyday needs; and
(c) the ability to express basic information about yourself and your family in an impeccable form, to ask others personal questions and to answer simple questions about personal matters and to communicate about everyday needs and activities.
(4) The content of the special part of the Czech sign language course for advanced is mostly practically focused and consists of at least
a) fastening the basic vocabulary and grammar of the Czech sign language,
(b) the exercise and creation of simple and continuous sentences; and
c) teaching the ability to conduct a smooth form of simple conversation with others on their personal matters and on everyday needs and activities.
Contents of courses of communication systems based on Czech language
(1) The content of communication systems based on the Czech language depends on the individual communication preferences of the child, the level of his psychomotor development and the severity of the disadvantage.
(2) The courses of communication systems based on the Czech language consist of a general and special part and are provided in a variant focusing on teaching
a) Czech sign language and Czech sign language in tactical form, or
(b) marked Czech in tactical form.
(3) The content of the general part of the course of communication systems based on the Czech language, focusing on the teaching of the Czech sign language and the Czech sign language in tactical form at least consists of teaching
(a) the principles of access to deaf-blind children;
(b) the basis of the grammatical rules, principles and characteristics of communication in the Czech sign language, including the tactical form;
(c) basic knowledge of other deaf-blind communication systems according to the individual needs of the participants in the course.
(4) The content of the special part of the course of communication systems based on the Czech language, focusing on the teaching of the Czech sign language and the Czech sign language in tactical form is mainly focused on practical purposes and is at least composed of teaching
(a) the characteristics of communication and the differences in communication between deaf and deaf children;
(b) the use of finger alphabet and the creation of basic characteristics for everyday use and expression of basic data.
(5) The general part of the course of communication systems based on the Czech language with a focus on the teaching of marked Czech in tactical form is at least the teaching
(a) the principles of access to deaf-blind children;
(b) the basis of the grammatical rules, principles and characteristics of communication in the Czech sign language, including the tactical form;
(c) basic knowledge of other deaf-blind communication systems according to the individual needs of the participants in the course.
(6) The content of the special part of the course of communication systems based on the Czech language, focusing on the teaching of marked Czech in tactical form, is mainly practical and is at least composed of teaching
(a) the characteristics of communication and the differences in communication between deaf and deaf children;
(b) the use of finger alphabet and the creation of basic characteristics for everyday use and expression of basic data.
Scope of courses provided
(1) The courses of communication systems of deaf and deaf blind persons are generally declared for the school year.
(2) The length of the course of the Czech sign language and the course of communication systems based on the Czech language is not more than 64 hours.
(3) The teaching hour lasts 45 minutes.
Efficacy
This Regulation shall enter into force on 1 September 2019.
