concerning the Convention between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia on cooperation in the quarantine and plant protection sectors against pests, diseases and weeds
On 9 December 1966, the Convention between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia on cooperation on quarantine and plant protection against pests, diseases and weeds was signed in Prague.
Pursuant to Article 14 of the Convention, the Convention entered into force on 10 November 1967.
The Czech version of the Convention shall be published simultaneously.

CONVENTION
between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia on cooperation on quarantine and plant protection against pests, diseases and weeds
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia, led by a desire to consolidate and expand cooperation on the quarantine and plant protection sector and in order to protect the territory of both States from introduction of quarantine pests, plant and weed diseases, have agreed on the following:
The Contracting Parties undertake:
(a) implement on its territory the necessary measures against quarantine pests, plant diseases and weeds (hereinafter referred to as plant pests) listed in Annexes A and B to this Convention;
(b) apply all measures to prevent the introduction into the territory of the other Party of plant pests listed in Annexes A and B to this Convention with exported consignments of plants and plant products (hereinafter referred to as consignments) or other means;
(c) when exporting consignments, comply with the quarantine rules of the importing State;
(d) bear a health certificate issued by the competent authorities of the exporting State certifying that the consignment is free of pests listed in the Annexes to this Convention.
The Contracting Parties shall apply all necessary measures to protect their territories from introduction of plant pests from third States.
Therefore, each Contracting Party shall establish in its territory the principles according to which the importation of consignments from any third State shall be carried out only with the agreement of the competent authorities, which shall determine the quarantine conditions for the import and use of consignments.
The transit of consignments shall be allowed where they are accompanied by a health certificate and comply with the quarantine rules of the State whose territory the consignments are accompanied.
The Contracting Parties undertake:
(a) avoid the use of hay, straw, husk, leaves and other waste of agricultural plants as packaging material when exporting consignments, and preferably use sawdust, shavings and other materials which exclude the possibility of carrying plant pests;
(b) to dispose of exported consignments of all removable soil residues;
(c) remove from the means of transport used to transport consignments any impurities and, if necessary, effectively recover them.
The import, export and transit of consignments shall be carried out by border crossing points designated by the competent authorities of the Contracting Parties.
The competent authorities of the importing State shall carry out, as appropriate, plant health inspections of imported or accompanying consignments and carry out quarantine measures within the meaning of the laws and regulations of the importing country or country through which the consignments are accompanied.
If the competent authorities of one of the Contracting Parties do not permit the import or transit of consignments or provide for specific quarantine measures, they shall immediately inform the competent authorities of the other Contracting Party.
The Parties shall provide each other with the necessary technical and technical assistance to protect against plant pests under the conditions agreed in each individual case between the competent authorities.
The competent authorities of the Contracting Parties shall inform each other of:
(a) by 1 April each year, on the presence and spread of plant pests and the measures taken to eradicate them. In the event of the detection of a new pest, they shall be informed immediately;
(b) the laws and regulations relating to quarantine and plant protection and governing the import, export and transit of consignments, no later than 30 days after their issue;
(c) the results of scientific research as well as the new methods and means of plant protection, as well as the publication of specialised journals, monographs and other relevant publications in the field of plant protection.
The Parties agree:
(a) to send experts to study scientific knowledge and exchange experience on the quarantine and plant protection section as appropriate;
(b) enable experts of the other Contracting Party to specialise in quarantine and plant protection establishments;
(c) to set up joint committees as required to coordinate activities in the implementation of quarantine measures.
The competent authorities of the Contracting Parties shall convene, as appropriate and at least every three years, joint consultations on quarantine and plant protection in order to discuss and address practical and scientific tasks and exchange of experience on this section.
The meetings shall be held alternately on the territory of both Parties. The time, place and schedule of such consultations shall be determined by agreement of the competent authorities of the Contracting Parties.
The competent authorities of the Contracting Parties may establish direct contact at any time to address issues related to the implementation of the measures referred to in this Convention.
The costs of sending experts in accordance with Article 8 (a) and (b) of this Convention shall be borne by the Party sending experts.
The amount of assigned revenue in accordance with Article 21 (3) of the Financial Regulation is estimated at EUR 5000000. (c) the Party in whose territory these commissions will work shall be covered by this Convention.
The costs associated with the organisation of meetings in accordance with Article 9 shall be borne by the Party in whose territory that meeting will take place. The costs of sending experts to such meetings shall be borne by the Party which sent them.
Annexes A and B to this Convention include a list of plant pests which may be supplemented or amended by the competent authorities of the Contracting Parties.
Such amendments shall be communicated to the other Contracting Party by diplomatic channels and shall enter into force 30 days after receipt of a note on the changes made.
This Convention shall not affect the rights and obligations of the Contracting Parties arising from agreements and plant protection agreements previously concluded.
This Convention shall be subject to approval under the national provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
The Convention shall be concluded for a period of 5 years and shall be extended for a further period of five years each time unless one of the Contracting Parties denies it in writing one year before its expiry.
