amending Decree No. 39 / 2005 Coll., laying down minimum requirements for study programmes to be qualified for the pursuit of an unmedical medical profession
The Ministry of Health, in agreement with the Ministry of Education, Youth and Sports, provides, pursuant to § 90 (2) (d) of Act No. 96 / 2004 Coll., on the conditions for obtaining and recognising the competence to pursue non-medical medical professions and to carry out activities related to the provision of health care and amending certain related laws (Law on non-medical medical medical professions), and under § 38 (1) of Act No. 18 / 2004 Coll., on the recognition of professional qualifications and other competence of nationals of Member States of the European Union and on the amendment of certain laws (Act on the recognition of professional qualifications), as amended by Act No. 189 / 2008 Coll.:
Čl. I
Decree No. 39 / 2005 Coll., laying down minimum requirements for study programmes for the acquisition of professional competence for the pursuit of a non-medical medical profession, is amended as follows:
1. In Article 9 (2), "3,5 years' is replaced by" 3 years';
2. In Paragraph 11 (2), "1800 'is replaced by" 1600'.
3. In Paragraph 17 (2), "1500 'is replaced by" 1800'.
4. After Paragraph 19, the following Section 19a is inserted:
„§ 19a
Biotech Assistant
(1) The professional competence to pursue the profession of biotech assistant is acquired through the completion of an accredited medical study programme or an accredited study programme and an educational course programme.
(2) The programmes referred to in paragraph 1 shall have a total standard period of at least 3 years, of which practical training shall be at least 400 hours.
(3) The study in the programmes referred to in paragraph 1 shall provide the knowledge and skills set out in Section 3 and shall include:
(a) theoretical teaching providing knowledge in:
1. the medical fields which form the basis needed for the pursuit of the profession of biotech assistant, in the foundations of anatomy, physiology, pathology, biochemistry, internals, surgery, microbiology, clinical pharmacology and dentistry,
2. technical fields, in the processing of bio-signals and images (introduction to the theory of biosignal processing, analysis and interpretation of bio-signals, introduction to simulation and modelling), in medical devices (diagnostic and therapeutic medical devices, laboratory medical devices, imaging systems in medicine), in informatics (health information systems, telemedicine, computer support for diagnostics and therapy, basic programming, basic medical statistics),
3. related fields, namely ethics, psychology, management and the economy in the health sector and the basis of scientific research methodology;
(b) practical training providing skills in the fields referred to in point (a) (2) shall take place in school laboratories and in health establishments; practical training in medical institutions shall take place for at least 50 hours at workplaces using diagnostic medical devices, at least 40 hours at workplaces using therapeutic medical devices and at least 20 hours at workplaces using laboratory medical devices.
(4) Where the professional competence to pursue the profession of biotech assistant is obtained by studying in an accredited study programme and a training programme, the training programme shall complement the training course obtained by completing the accredited study programme in order to meet the requirements of paragraphs 2 and 3. ';
5. After Paragraph 20, the following Section 20a is inserted:
„§ 20a
Adictologist
(1) The professional competence to pursue the profession of adictologist is obtained through the completion of an accredited medical study programme or an accredited training programme or an accredited study programme and a training programme of a course or through the completion of an education programme of a course after obtaining the professional competence of a general nurse.
(2) The programme referred to in paragraph 1 shall have a standard period of at least 3 years and at least 2400 hours of theoretical and practical teaching, of which at least 350 hours of practical teaching.
(3) The study in the programme referred to in paragraph 1 (a) shall provide the knowledge and skills set out in Section 3 and shall include:
(a) theoretical teaching providing knowledge in:
1. the fields which form the basis for the provision of addictological health care, in anatomy, human biology, chemistry and biochemistry, the foundations of medical terminology, medical informatics, physiology, the foundations of clinical medicine, ethics, pathology and pathological physiology, clinical pharmacology, hygiene and epidemiology, pediatrics, general and developmental psychology, the methodology of additive and epidemiological research and in related clinical medical fields;
2. Adictology and clinical psychology and basic knowledge in other fields with the adictology of related theoretical and clinical fields, namely mental health and lifestyle, the foundations of communication, the foundations of psychological and psychiatric diagnostics, the foundations of sociology and social psychology, pedagogy and special pedagogy, social work and politics, general and special psychiatry and psychotherapy, measures to suppress the use of addictive substances, self-help tools for the treatment of alcoholics, addicts, coordinated care theory, the theory of advisory work, the issue of pathological gambling and the unmastered use of modern communication technologies, criminology, drug policy, primary drug prevention, drug abuse; a system of therapeutic addictological care in particular in low-threshold services, outpatient and institutional care, therapeutic communities and follow-up care; community care, clinical adictology, in particular in clinical psychopharmacology of addictive substances, aetiological and pathogenetic aspects of substance use, complications of disorders caused by substance use and treatment; replacement treatment, organisation of the provision of addictological care in healthcare or social services establishments and in educational establishments,
3. related fields, namely rehabilitation, ergonomics, the foundations of informatics, statistics and methodology of scientific research, as well as the foundations of law, the foundations of financial management of the enterprise;
(b) practical training providing skills related to theoretical disciplines, in particular in the field of initial interview and conducting diagnostic-therapeutic interviews, methods of working with the team, methods of working with families, early intervention and crisis intervention, training of coordinated care, practice of primary preventive programmes, training of social-legal skills and social-psychological and advisory training; practical training takes place in health and social services facilities, in particular in low-threshold facilities, outpatient care and substitution treatment, institutional care, follow-up care, care in therapeutic communities and in the individual's own social environment.
(4) The training programme referred to in paragraph 1 shall complement the training referred to in paragraph 1 to meet the requirements laid down in paragraphs 2 and 3. ';
6. Paragraph 21 (1) reads as follows:
"(1) The professional competence to pursue the profession of psychologist in health care is obtained through the completion of an accredited study programme and an educational course programme, which is carried out by a university. The accredited study programme shall have a standard study period of at least 5 years, of which at least 100 hours of practical training. ';
7. In Paragraph 21 (2), "5 'is replaced by" 10' and "100 'by" 400'.
8. The following Section 22a is inserted after Section 22:
„§ 22a
Visual therapist
(1) The professional and specialised aptitude for the pursuit of the profession of visual therapist is obtained through the completion of an accredited study programme and another post-graduate accredited specialisation programme or an accredited study programme and an educational course programme.
(2) The accredited study programme referred to in paragraph 1 shall have a standard period of at least 5 years, of which practical training shall be at least 100 hours. The accredited specialisation programme shall have a standard study period of 1 year and shall complement the accredited study programme in order to meet the minimum requirements referred to in paragraph 3.
(3) The study in the programmes referred to in paragraph 1 shall provide the knowledge and skills set out in Section 3 and shall include:
(a) theoretical teaching providing knowledge in:
1. fields which form the basis needed for the provision of ophthalmopedic health care, namely pedagogy and special pedagogy, anatomy, physiology and pathology, and basic knowledge of medical devices, in particular special optical aids and electronic enlargement aids,
2. visual therapy, in methods and techniques of diagnosis, depistation and dispenzarisation of visual defects and visual impairment, education and reeducation of visual functions, therapeutic intervention in congenital and acquired defects and visual disorders of infants and children in the preverbial period, in all age groups of persons with impaired communication capability, deaf, people with disease or central nervous system disorder, mental retardation and difficult to detect. Furthermore, in the foundations of related clinical disciplines, in particular ophthalmology, optics, orthoptics and optometry, pediatrics, psychiatry including gerontopsychiatry, neurology, geriatrics, loopedia, rehabilitation including physiotherapy and ergotherapy, and in the assessment activities in visual therapy including the use of persons with visual defects and combined defects,
3. related fields, in the organisation of ophthalmopedic care in the framework of health and social services and in the framework of school establishments, the foundations of psychology, pedagogy and education, the foundations of legal issues in the fields of social and health services and education, the foundations of informatics, statistics and methodology of scientific research,
(b) practical training providing skills in special diagnostic methods and techniques, in educational, reeducation and rehabilitation procedures for severe congenital and acquired visual disturbances in all age groups, including the management of technical skills in the work of diagnostic tools, with special optical and electronic tools used in the work of the visual therapist, in particular the application of diagnostic methods with regard to age, mental skills, diagnosis, level of visual development and communication; the practical treatment of optical and electronic equipment used in diagnosis and therapy; practical training takes place in health institutions, social services establishments and schools or schools.
(4) Where the professional competence to pursue the profession of visual therapist is obtained by studying in an accredited study programme and in a course training programme, the training programme shall complement the training course obtained by completing an accredited study programme to meet the requirements of paragraphs 2 and 3. ';
9. in Article 23 (2) (a):
"(a) in an accredited bachelor's programme for at least 3 years, of which practical training shall be at least 1600 hours;"
10. in Article 23 (2) (c):
"(c) in an accredited Master's degree programme of at least 5 years, of which practical training shall be at least 2200 hours."
11. in Paragraph 25 (3) (b), "40" is replaced by "30."
12. in Article 33 (2), "20" is replaced by "40."
13. in Paragraph 34 (2), "440" is replaced by "320" and "340" is replaced by "280."
14. in Paragraph 35 (2), '500' is replaced by '300';
15. Paragraph 37 shall be deleted, including the title.
16. In Paragraph 38 (2), "700 'is replaced by" 800' and "500 'is replaced by" 270'.
17. in Paragraph 41 (4), "70" is replaced by "100" and "40" is replaced by "50."
18. In Paragraph 41 (5), "70 'is replaced by" 100' and "30 'is replaced by" 50'.
19. in Paragraph 41 (6), "90" is replaced by "100" and "40" is replaced by "50."
20. In Paragraph 41 (7), "70 'is replaced by" 100' and "30 'is replaced by" 50'.
Čl. II
Transitional provision
The minimum requirements for programmes to be eligible for the non-medical profession laid down in Decree No. 39 / 2005 Coll., as effective before the date of entry into force of the Decree, which were accredited before the date of entry into force of the Order, are not affected by that decree.
Čl. III
Efficacy
This Decree shall take effect on the 15th day following its publication.
