DECLARATION

concerning the Agreement on Scientific and Technical Cooperation between the Czechoslovak Socialist Republic and the Republic of Niger and the Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Republic of Niger
On 11 September 1963 the Agreement on Scientific and Technical Cooperation between the Czechoslovak Socialist Republic and the Republic of Niger was signed in Brno and on 13 September 1963 the Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Republic of Niger was signed in Prague.
The Government of the Czechoslovak Socialist Republic approved the said Agreements on 20 November 1963.
The Agreement on Scientific and Technical Cooperation referred to in Article 9 (1) entered into force on 11 September 1963 and the Agreement on Cultural Cooperation referred to in Article 9 entered into force on 13 September 1963.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on scientific and technical cooperation between the Czechoslovak Socialist Republic and the Republic of Niger
Government of the Czechoslovak Socialist Republic and Government of the Republic of Niger
Desiring to deepen friendly relations and promote economic relations between the two countries and to seek to develop mutual scientific and technical cooperation to this end
they have agreed as follows:
The Parties undertake to cooperate in the field of science and technology for the mutual benefit and to make the most effective use of the latest knowledge of science and technology for the economic development of both countries on the basis of the principles of respect for sovereignty, non-interference and equality.
Cooperation referred to in Article 1 shall: The agreements shall consist of scientific and technical assistance to be provided by both Parties to each other, in particular:
(a) by broadcasting experts and advisers in the field of science and technology,
(b) facilitating training;
(c) the development of technical, economic and other projects.
The scope and conditions of scientific and technical cooperation will always be agreed between the Parties for a certain period of time and will be included in a specific protocol.
The scope of the work of experts and advisers, their remuneration and other working conditions shall be agreed on a case-by-case basis between the relevant organisations of the Parties.
All persons performing their mission in the territory of the other Contracting Party under this Agreement shall, in their activities, comply with the conditions laid down for the performance of their duties and refrain from any interference with other matters.
Each Contracting Party shall facilitate the successful implementation of its mission under this Agreement within its territory by members of the other Contracting Party.
Each Contracting Party undertakes not to disclose to the third party, without the agreement of the other Contracting Party, the specific knowledge acquired in the implementation of this Agreement.
This Agreement shall not apply to experts, technicians, officials and other staff operating in the territory of the other Contracting Party by contract for the supply of goods, signed by representatives or by the relevant legal or natural persons of both countries.
1. This Agreement shall enter into force on the date of signature and shall expire one year after one of the Contracting Parties has communicated in writing to the other Contracting Party its intention to terminate this Agreement.
2. In the event of termination of the Agreement, the Contracting Parties shall agree, before the expiry of the Agreement, the manner in which the work begun under this Agreement will be terminated.

Government of the Czechoslovak Socialist Republic and Government of the Republic of Niger
led by efforts to strengthen the development of peaceful cooperation; and
Desiring to expand mutual contacts in the fields of culture, education, science and art, thus contributing to the deepening and development of friendly contacts between the peoples of both states,
have decided to conclude this Agreement and to this end have appointed their agents:

Those who exchanged their powers of attorney, whom they found in perfect order and proper form, agreed as follows:
On the basis of mutual friendship and understanding and respecting the principles of sovereignty, non-interference and equality, the Parties shall promote cultural contacts between the two States and contribute to the mutual recognition of the cultural values of the peoples of the two States and to the progress made in the fields of culture, education, science and art.
The Parties shall promote the presentation of musical and film works, the organisation of lectures, artistic, cultural and scientific exhibitions and the publication of translations of major works of scientific and artistic literature of the other State.
The Parties shall promote the development of cooperation and the exchange of experience between scientific, cultural, educational, medical and social and cooperative organisations and institutions of both States. To this end, they will facilitate the mutual transmission of educational staff and other cultural experts.
Each Party shall promote the teaching of the history and geography of the other country and the dissemination of knowledge about the other country in its schools and information facilities. Each Party shall ensure that textbooks do not contain incorrect information about the other country.
The Parties shall allow the provision of scholarships and other benefits to members of the other State to study in higher education and vocational education schools. They shall mutually recognise diplomas awarded at the end of their studies at universities or secondary schools and diplomas awarded at university degrees.
The Czechoslovak Party will provide the Republic of Niger with a certain number of scholarship posts in higher and vocational schools as recommended by the Niger Government. Each Contracting Party shall, at a later stage, assist, as far as possible, in the reciprocal exchange of students by hiring citizens of the other Contracting Party to study and internship in its educational and scientific establishments.
The Parties shall promote the organisation of sporting competitions between members of their States and the mutual broadcasting of athletes.
The Parties shall facilitate the exchange of books, scientific, cultural and artistic works and publications, films and music records. They will also promote the mutual publication of articles on the cultural life of the second state in the press.
In order to implement this Agreement, the Contracting Parties will always negotiate, for a certain period of time, implementation plans for cultural cooperation setting out the principles and conditions for the implementation of cultural actions.
This Agreement shall enter into force on the date of signature. It shall be extended annually until one of the Contracting Parties denies it in writing six months in advance.
