on the negotiation of a cultural cooperation agreement between the Government of the Czechoslovak Socialist Republic and the Government of Japan
In exchange for a note between the Ambassador of the Czechoslovak Socialist Republic in Japan and the Foreign Minister of Japan, a cultural cooperation agreement was negotiated in Tokyo on 20 January 1976 between the governments of both countries. The Agreement entered into force on the date of the exchange of notes.
The Czech translation of both notes is announced simultaneously.

Text note of Ambassador CSSR in Japan
Tokyo, January 20, 1976
Excellency,
on behalf of my government, I have the honour to propose these measures, which are based on the common faith of the Government of the Czechoslovak Socialist Republic and the Government of Japan, that the development of cultural exchanges between the Czechoslovak Socialist Republic and Japan on the principle of reciprocity will contribute to deepening mutual understanding and friendship between the peoples of both countries:
1. Both governments will cooperate as closely as possible within the respective laws and regulations of both countries in the following ways:
(1) exchange of researchers, scientists, technicians, students, artists, athletes and other persons engaged in cultural activities through government bodies;
(2) providing scholarships to members of the other country for study and research at universities or other educational institutions;
(3) by organising lectures, exhibitions and other cultural events organised by government bodies;
(4) the dissemination of information material issued by government authorities;
(5) exchange of official publications; and
(6) Cooperation in other areas agreed upon by both governments in the future.
2. Both governments shall consult each other from time to time through diplomatic channels on cultural exchange issues between the two governments and may agree, if necessary, on implementing programmes in the areas referred to in paragraph 1.
3. This arrangement does not preclude the possibility of cultural exchanges by NGOs or individuals from both countries.
4. This arrangement shall remain in force for a period of two years and thereafter in force until three months after the date on which one of the governments notifies its intention to terminate the arrangement.
If the above arrangement is acceptable to the Government of Japan, I have the honour to propose that this note and your Excellency's reply be considered an agreement between the two governments, which will enter into force on the date of your Excellency's reply.
I take this opportunity to reassure your Excellency of my highest consideration.

Note Text of the Minister for Foreign Affairs of Japan
Tokyo, January 20, 1976
Excellency,
I have the honour to confirm the receipt of your Excellency's note from this day, which reads:
"on behalf of my government, I have the honour to propose the following measures, based on the common faith of the Government of the Czechoslovak Socialist Republic and the Government of Japan, that the development of cultural exchanges between the Czechoslovak Socialist Republic and Japan on the principle of reciprocity will contribute to deepening mutual understanding and friendship between the peoples of both countries:

Furthermore, I have the honour to inform Your Excellency that the above-mentioned arrangement is acceptable to the Government of Japan and to agree to the note of Your Excellency and this reply being considered an agreement between the two governments that will enter into force on the date of this reply.
