DECLARATION

of 20 October 1966
on road rules
The Ministry of the Interior shall, in agreement with the participating central authorities pursuant to Article 16 (1) (a) of Government Decree No. 54 / 1953 Coll., on road traffic, as amended by the legal measure of the Bureau of the National Assembly No. 13 / 1956 Coll.:
General provisions
Basic provisions
(1) Road traffic means road traffic *) (hereinafter "roads"). Any road participant, in particular drivers of motor and non-motor vehicles, tram drivers and pedestrians, shall be obliged to contribute to ensuring the safety and continuity of road traffic, in particular:
- to behave in a disciplined and considerate manner and not to threaten the behaviour of other road users or yourself or property in socialist or personal ownership;
- to avert, as far as possible, the imminent danger even if another road operator has breached his obligations;
- adapt its behaviour to the circumstances of road traffic which it can foresee and its capabilities;
- take care of transport signs and transport equipment; such signs and equipment may be adapted to road traffic in a manner derogating from road traffic rules;
- comply with the instructions of the members of Public Security, the members of the Public Security Auxiliary Guard * *) and, if further provided for in this decree, with the instructions of other authorities or persons; These guidelines shall take precedence over road traffic rules and the modifications made by road signs or transport equipment. A public security officer may use a whistle to highlight the order.
(2) A person who, for his age or for a physical or mental defect, could endanger the safety or fluidity of road traffic or his own safety may take part in road traffic only if he / she is appropriately ensured that there is no danger, e.g. if such a person is accompanied by a guide or if a blind person is using white sticks.
Driver
(1) For the purposes of this Decree, the driver is the person driving a motor or non-motor vehicle or a tram.
(2) The driver may only be physically and mentally capable of being familiar to the extent necessary with vehicle control and road traffic regulations; the driver of the motor vehicle or tram shall carry the relevant driving licence *) and the documents prescribed for the operation of the vehicle.
(3) The driver may only hand over the driving of the vehicle to a driver meeting the conditions laid down in paragraph 2.
(4) If the vehicle cannot be safely controlled only by the driver (e.g. when carrying a long load, etc.) or by road safety (e.g. when driving an agricultural work machine by road, a vehicle intended for cleaning, maintaining or repairing the road, etc.), the necessary number of suitable and properly trained persons shall be added or otherwise ensure road safety.
Driver's obligations
(1) The driver must in particular:
- to examine the vehicle, equipment and equipment before driving, and the way in which the load is placed and fixed, and to remove the defects detected; only vehicles whose overall condition corresponds to the technical conditions of road traffic * * shall be allowed to drive and which do not pollute or damage the road;
- take full care of driving and take care of pedestrians, especially at transitions, children, the elderly and disabled;
- not to restrict the fluidity of road traffic without justification, not to prevent faster driving vehicles, to allow them to overtake and therefore also to monitor the operation behind the vehicle;
- take into account the legitimate interests of other road users, drivers in training vehicles, obvious beginners in driving motor vehicles and less fast drivers;
- do not unnecessarily bother other road users or other citizens, in particular excessive noise, air pollution and the spraying of puddles or mud.
(2) Drivers are prohibited from drinking alcohol before and during driving. The driver must not drive a vehicle if its ability to drive is reduced, particularly after ingestion of alcoholic beverages, medicines, fatigue, nausea, injury or illness. On reasonable suspicion of drinking alcohol, the driver shall, at the request of a public security officer, undergo an indicative breath test to determine whether it is affected by alcohol and, according to the results of this test, a medical examination and blood collection. The driver is obliged to undergo a medical examination and blood collection without prior indicative breath tests, if it is obvious that he has taken an alcoholic beverage. The driver of a motor vehicle whose ability to drive is reduced or who refuses to undergo an indicative breath test or medical examination, or who refuses to draw blood without any justification, shall hold his licence and decide to withdraw it * * *).
(3) If the driver finds, while driving, that the vehicle or load does not comply with the conditions laid down in paragraph 1, he shall be obliged to remove the fault on the spot; If it cannot do so, it may only continue to drive at a reasonable speed until the fault can be removed. However, the driver is always obliged to take immediate measures to ensure that road safety and continuity are not compromised.
(4) A motorcycle driver must not smoke while driving. A motorcycle driver not equipped with a protective shield shall be obliged to protect his / her eyesight in an appropriate manner (e.g. glasses, etc.) while driving; The glasses may be removed only if the safety of driving is reduced (e.g. when snowing, in the rain, etc.). The driver of a motorcycle with a cylinder capacity exceeding 50 cm3 shall use properly fixed helmets while driving; from a date to be determined by the Minister for the Interior, this obligation shall also apply to passengers on the second saddle of a motorcycle when driving outside the municipality.
(5) A driver of a motor vehicle which is required to be fitted with passports and persons seated next to it shall be obliged to fasten their passports when travelling outside the municipality.
Obligations of the vehicle operator
(1) The vehicle operator shall be obliged to keep the vehicle in proper technical condition and shall not order or allow vehicles to be used for driving unless the vehicle fulfils the conditions set out in § 3 (1) and the load conditions set out in § 34.
(2) The operator of a motor vehicle shall, at the request of the Public Security Transport Inspectorate, present himself with the vehicle for technical inspection.
(3) The vehicle operator shall not entrust driving to a person who does not comply with the conditions set out in Paragraph 2 (2). It shall also be responsible for having the necessary number of additional persons in accordance with the provisions of Paragraph 2 (4).
Special obligations of the driver and vehicle operator
(1) The driver and the vehicle operator are required to provide the vehicle for a replacement *) for the necessary period of time to the members of the National Security Corps, if this is of general interest, in particular for the prosecution of a suspected criminal activity, or for driving to a place of accident or disaster.
(2) For the purposes referred to in paragraph 1, vehicles marked with a CD mark or vehicles carrying out special emergency tasks may not be required.
(3) If serious reasons do not prevent this, the requested vehicle may be driven by the driver who provided it for the purposes referred to in paragraph 1.
Driving by vehicles
Direction and method of driving
(1) The road is on the right. If special circumstances do not prevent this, the driver shall be obliged to drive, in particular at a location which is not clear or otherwise dangerous or when driving slowly, at the right edge of the road.
(2) On the left, the driver may only go if it is necessary to overtake or overtake obstacles, in particular standing vehicles, or if special circumstances prevent driving to the right and does not endanger other road users.
(3) The driver of a motor vehicle or a vehicle may drive on the side of the road * * only if it is strictly necessary; he is obliged to take caution.
(4) If the driver is obliged to give priority to the second vehicle according to other provisions, he shall do so at such a distance and in such a way that the driver of the second vehicle does not need to change the direction of the journey suddenly or to reduce the speed of the journey suddenly.
(5) The driver of a motor vehicle weighing * * *) above 3500 kg and the tractor driver is required to drive from a slope with the gear assigned. Drivers of other motor vehicles are required to do so if the safety of driving so requires, taking into account the circumstances, in particular the construction condition and nature of the road †).
(6) The driver of the motor vehicle may use snow chains only if the road is covered with a sufficiently strong snow layer. The transport mark "Other command '(No 54) with the inscription" Snow chains' may provide for mandatory use of snow chains; This requirement shall not apply to motor vehicles fitted with anti-shear tyres.
Direction and method of driving in special cases
(1) The driver may drive either to the right or to the left along the starting or protective islets; while the driver is obliged to take care and take particular account of people on the island. If the islet is located in the middle of the road with traffic in both directions, the driver is obliged to drive along the islet on the right.
(2) The driver of a motor or non-motor vehicle may enter the tramway tracks in the longitudinal direction only if it is necessary and does not force the tram driver to reduce the speed of travel.
(3) The increased tram belt may only be passed by the driver of the motor or non-motor vehicle in a transverse direction, in a place adapted to that.
Driving in lanes
(1) On a road with a road with three lanes, you can drive in the right lane; The inner lane serves for overtaking in both directions.
(2) On roads with a road of two or more lanes in one direction
(a) drive in the right lane;
(b) if road traffic density so requires, drivers of motor vehicles may drive simultaneously in these lanes; in so doing, they shall not drive on lanes intended to travel in the opposite direction;
(c) when crossing from one lane to another, the driver shall be obliged to give preference to drivers driving in the lane to which he passes; it is obliged to give a sign of a change in direction of travel (§ 21).
(3) If the lanes on the road are not marked, the lane shall be understood as the part of the road allowing three or more wheels in a straight line.
Driving speed
(1) The driving speed must be adjusted by the driver to the circumstances, in particular the construction condition and nature of the road, the distance to which he has the view and the situation arising from the road traffic. The driver is obliged to reduce the speed of the journey in a timely manner or to stop if the circumstances that he can predict so require.
(2) In the village between 5 and 23 hours, the driver of the motor vehicle may drive at a speed of not more than 50 km / h. The beginning of the village is marked with the sign "Local signs" (No 71) and the end of the village with the symbol "End of limited speed" (No 37b) with the number "50."
(3) In the village between 23 and 5 hours the speed of the journey is not limited; However, this does not apply to drivers of a motor vehicle of a total mass exceeding 3500 kg and drivers of a motorcycle who may drive at a speed not exceeding 80 km / h. However, if the transport mark "Limited speed '(No 37a) is used in the municipality, the speed of the journey is less than 50 km / h, the driver must not exceed that speed between 23 and 5 hours.
(4) Outside the municipality, a driver of a motor vehicle weighing more than 3500 kg and a motorcycle driver shall be allowed to drive at a speed not exceeding 80 km / h; This provision shall not apply to buses in which standing persons may not be carried.
Distance between vehicles
(1) The driver is obliged, in particular with regard to the speed of the journey, the construction condition and the nature of the road, to maintain such distance from the vehicle in front of him so that he can reduce the speed of the journey in time or stop suddenly if the driver driving ahead of him suddenly reduces the speed of the journey or stops suddenly.
(2) The driver shall not suddenly reduce the speed of the journey or stop suddenly without an urgent reason if he would endanger the driving of the vehicle behind him.
(3) Behind the tram which stopped at the stop without the starting island, the other drivers are obliged to stop; If there are two trams at the stop, they are obliged to stop behind the second tram. Driving shall not be carried on unless the passengers are already coming or going.
(4) A driver who does not intend to pass a tram or cannot do so for the dimensions of his vehicle is obliged to drive a tram at a distance so that he does not prevent another vehicle from passing.
Avoiding
Opposite drivers avoid to the right, in time and to a sufficient extent. If the driver cannot be safely evaded, the driver on whose side the road or obstacle is narrowed must prefer to drive against the vehicle. If one of the drivers has to back down, he is obliged to do so, which makes it easier or less dangerous.
Overtaking
(1) The driving motor or non-motor vehicle shall be passed to the left. Driver can pass, just
- if they have a view of the distance they need to pass safely;
- if it does not force the oncoming driver to reduce the driving speed or endanger other road users;
- unless it is overtaken; This does not apply to a road with a road of two or more lanes in one direction of travel if the lanes on the road are marked and overtaken in a lane other than that in which it intends to pass;
- if it can safely be placed in front of the vehicle or vehicles it intends to pass.
(2) The driver is obliged to show signs of a change in the direction of travel (§ 21). During overtaking, the driver is obliged to maintain a sufficient lateral distance from the overtaken vehicle. In front of a vehicle or vehicle that has passed, the driver may only be classified if the driver does not have to reduce the speed of the journey.
(3) The overtaken driver shall move as far as possible to the right edge of the road and shall not increase the speed of travel.
(4) A vehicle turning left, leaving the road on the left, turning or turning towards the left edge of the one-way road may only pass to the right, only if there is no doubt about its direction; However, the overtaking driver does not give a sign of a change in the direction of travel.
(5) The tram is passed to the right; However, the overtaking driver does not give a sign of a change in the direction of travel.
(6) On a road with a road of two or more lanes in one direction
(a) the driver who intends to overtake another vehicle or vehicles immediately or soon after passing may remain in the lane which he has taken unless this prevents the driving of the vehicles moving faster;
(b) it shall not be regarded as overtaking if drivers in one lane are driving faster than drivers in the other lane, if the density of road traffic requires drivers of motor vehicles to drive simultaneously in the lanes (§ 8 (2) (b)).
(7) Overtaking shall be prohibited:
(a) at unclear or otherwise dangerous places, in particular in an unclear turn and in close proximity to it or to the unclear peak of road climb; in such cases, however, it may pass on a one-way road or on a road operating in both directions, provided that the longitudinal line is marked on the road and the passing vehicle or its load does not exceed it;
(b) at the intersection and in close proximity to it; This prohibition shall not apply, however, if the driver arrives at a crossroads on the main road or if he goes over the right and there is no doubt about the direction of the overdrive (paragraph 4) or if he goes over the tram;
(c) on and close to the railway crossing;
(d) in the tunnel and in close proximity to it;
(e) if the driver driving in front gives a sign of a change of direction to the left and if it is not possible to pass to the right in accordance with paragraph 4, or if it is not possible to pass in another free, road marked lane in the same direction;
(f) if a vehicle which overtakes another vehicle by itself is to be overtaken, if it cannot pass in another free road marked by a lane in the same direction of travel.
(g) if the maximum permissible driving speed laid down in this decree or local adjustment is exceeded.
(8) Where overtaking is prohibited by the "Transit ban '(No 38a), the driver shall not overtake a motor vehicle except a motorcycle without a side-car. Where overtaking is prohibited by the" Transit ban for lorries' (No 39a), the driver of a truck with a total weight of more than 3500 kg shall not overtake a motor vehicle except a motorcycle without a side-car.
Diversion
(1) When turning, the driver is obliged to take caution. At the crossroads with traffic operated by a member of Public Security, an authority of military order or light signs (hereinafter referred to as "traffic-controlled crossroads'), the diverting driver of a motor or non-motor vehicle shall give priority to pedestrians crossing in the open direction who have already entered the road.
(2) The driver is obliged to show signs of a change in the direction of travel (§ 21). When carrying a long load, the driver is obliged to provide a safe turn by means of a qualified and properly trained person as necessary.
(3) When turning to the right, the driver is obliged to drive as close as possible at the right edge of the road as allowed by the dimensions of the vehicle. If the driver has to drive to the centre of the road or up to the left half of the road before turning to the right, he shall be obliged to do so in time and taking into account the circumstances of the road, in particular the vehicles behind him; it always gives a sign of changing direction to the right (§ 21).
(4) A tram which, when turning to the right, crosses the direction of the vehicle running on its right side and gives a sign of a change in direction (§ 21) takes precedence in driving.
(5) Before turning left, the driver shall be obliged to drive as close as possible to the centre of the road as permitted by the dimensions of the vehicle in relation to the width of the road; It takes a one-way road to the left edge of the road. The driver turning left is obliged to prefer to drive against motor and non-motor vehicles and trams in both directions. If the drivers of the opposite vehicles turn left, they pass left.
(6) The obligation to give preference to all anti-driving vehicles (paragraph 5) shall not apply when such vehicles arrive on the side road and the driver turning left on the main road.
Line before intersection
(1) When operating in two lanes in one direction, the driver driving directly and the driver turning right into the right and the driver turning left into the left lane shall be included. If it is not possible to turn left at the intersection or if it is prohibited by local adjustment, the driver driving directly into the left and the driver turning right into the right lane.
(2) When operating in three lanes in one direction of travel, the driver turning right into the right, the driver driving straight into the middle and the driver turning left into the left lane.
(3) The driver shall continue to drive through the intersection in a direction corresponding to the lane in which he entered before the intersection.
Priority in driving at the intersection
(1) The driver arriving at the intersection on the side road is obliged to give priority in driving to vehicles arriving on the main road. The side road is a road marked with the road sign "Take precedence in driving!" (No 22a) or "Stop, take precedence in driving!" (No 23) or "Roundabout" (No 50); the main road is a road marked with the road sign "Cross road with side road '(No 4) or" Main road' (No 56a).
(2) In the absence of priority in driving from the provisions of paragraph 1, the driver must give priority in driving to vehicles arriving from the right.
(3) Paragraph 13 (5) and (6) shall apply when turning left.
(4) The driver must not drive into the intersection unless he is allowed to continue behind the intersection so that he is forced to stop at the intersection and thus prevent traffic in the transverse direction.
(5) At the command of the transport mark "Stop, give priority in driving!" (No 23), the driver is obliged to stop before the transverse line of the continuous line (No 6a) or the transverse line of the stop sign (No 6b); where there is no line, he stops at a point where he has an appropriate view to the intersection.
(6) The provisions of paragraphs 1, 2 and 5 do not apply at a traffic-controlled intersection.
Driving on and off the road
(1) When entering the road
- from a field or forest road,
- from places situated off the road (e.g. house, yard, land, garage, parking, gas station, bus station, tram stop, etc.),
the driver is obliged to give priority in driving vehicles travelling on the road.
(2) When driving from road to field or forest road or to the places referred to in paragraph 1, the provisions on divergence shall apply (§ 13). The driver leaving the road on the left is obliged to check for a change of direction before giving a sign if not overtaken on the left; If it is already overtaken, it shall give priority in driving the overtaking vehicle.
(3) If the driver does not have a proper view when entering or leaving, he / she must ensure safe entry or exit by a qualified and appropriately trained person.
(4) Vehicles and working machinery entering the road must be cleaned in advance so as not to pollute the road. However, if pollution occurs, the road must be cleaned immediately by the driver or organisation whose worker caused the defect; If this is not possible immediately, they shall be obliged to indicate the contaminated road for a period strictly necessary as an obstacle to road traffic (Section 28 (3)).
Turning and reversing
(1) When turning and reversing, the driver is obliged to take caution; If they do not have a proper view, they shall ensure safe rotation or reversing by an eligible and appropriately trained person.
(2) When turning outside the intersection, the driver shall be obliged where motor and non-motor vehicles driving after him can safely drive on his right side due to the width of the road, drive as close as possible to the centre of the road and prefer to drive against motor and non-motor vehicles and trams moving in both directions. The driver is obliged to show signs of changing the direction of travel (§ 21). If the driver cannot turn this way, he shall drive to the right edge of the road and give priority in driving to vehicles driving in both directions; does not give signs of a change in direction.
(3) When turning at the intersection, the provisions on divergence (§ 13) and the provisions on priority in driving at the intersection (§ 15) apply.
(4) When reversing, the driver is obliged to give priority to all vehicles; that's true even if they have to back up when they turn around.
(5) The rotation and reverse shall be prohibited:
(a) at or near a clear or otherwise dangerous point, in particular in a clear turn or in the vicinity of, or in front of, the height of the road;
(b) at a traffic-controlled intersection and in close proximity to it and at a crossroads where local adjustment prohibits left turning;
(c) on and in close proximity to the railway crossing;
(d) in and close to the tunnel;
(e) on a one-way road; However, it may be withdrawn if it is strictly necessary (e.g. to capture or expel a series of standing vehicles, etc.).
Stopping and stopping
(1) For the purposes of this provision, stopping means putting the vehicle at rest for the period strictly necessary for the immediate boarding or disembarking of the persons carried or for the immediate loading or composition of the items; the placing of the vehicle at rest above that time is a standing position.
(2) The driver may only stop and stand in a place where the safety and fluidity of road traffic, in particular by tram operation, are not compromised. The driver may stop and stand only in one current to the right in the direction of travel as close as possible to the edge of the road; on a one-way road, it can stop and stand to the right and to the left. However, at least one lane must always remain free. For the purposes of this provision, a lane shall mean a part of the road at least 3 m wide.
(3) The driver is obliged to stop and stand parallel to the road edge; if the safety or fluidity of road traffic is not compromised, the municipality may also stop and stand perpendicular to the edge of the road. By way of derogation, by means of horizontal signs, the stopping and standing may be adjusted, e.g. in the middle of the road, in whole or in part on the pavement, etc. When stopping and standing, the driver is obliged to make sure that he does not make it impossible for other drivers to take off and make the best use of the space.
(4) If the driver who has stopped or stood in the stream of moving vehicles is obliged to give priority in driving in the same direction; does not give signs of a change in direction. However, drivers of these vehicles are obliged in the municipality to allow drivers of public public transport bus passengers or trolleybus drivers to leave the stop by reducing the speed of the journey or stopping; the driver of the bus or trolleybus is obliged to take greater care, give a sign of a change of direction of travel (§ 21) and must not force the driver driving in the same direction to stop suddenly.
(5) The following shall be prohibited:
(a) in and close to an opaque turn;
(b) before, on and after, the opaque peak of the road climb;
(c) on the bridge;
(d) at the pedestrian crossing point;
(e) at the intersection, at the islet, at the underpass and in the tunnel and at a distance of less than 10 m in front of and behind these places;
(f) at a distance of less than 30 m before the bus, trolleybus or tram stop without the starting islet and 10 m behind the stop;
(g) on a railway crossing and at a distance of less than 30 m before and after it;
(h) in a place where the vehicle would cover the road sign or lighting device;
(ch) before entering the field or forest route or the places referred to in Article 16 (1);
(i) in a reserved parking lot;
(j) on internal lanes; However, it may stop in the second stream next to the standing vehicles if at least one lane remains free for each direction of travel; In so doing, the driver shall be obliged to permit the removal from a series of stationary vehicles;
(k) in the case of a continuous longitudinal line, unless at least one lane between the vehicle and that line remains free;
(l) if at least one lane is not left between the vehicle and the tram tracks; This prohibition shall not apply between 19 and 5 hours.
(6) No standing outside the municipality is prohibited on the roads marked "Class I road" (No 72a, 72b). on other roads (except field and forest roads), this prohibition applies for reduced visibility. In municipalities, standing is prohibited on roads which run an external or internal circuit (§ 38 (3)). This prohibition does not apply if the vehicle is on a standstill lane.
(7) If the driver of a motor vehicle which is compulsorily equipped with a warning triangle must, for an urgent reason, stand on a road outside the municipality, he shall, if circumstances so require, in particular in a transparent place or under reduced visibility, place it at least 50 m behind the vehicle.
(8) Where the stop sign "Alternate stand '(No 48) is placed, the stop sign on the I-side is valid on days with odd dates and on the II-side on days with even dates. The rotation period shall be set for the period from 19 to 21 hours.
(9) The doors or side walls of the vehicle, as well as the boarding or exiting of the vehicle, may be opened only if the safety of road traffic and the safety of persons entering or leaving the vehicle is not thereby compromised.
Abandoning
Before the driver moves away from the vehicle in such a way that he / she cannot intervene immediately if necessary, he / she is obliged to take such measures as to prevent the vehicle from endangering the safety and fluidity of road traffic and from being unduly used by another person.
Railway crossings
(1) Before crossing the railway, the driver is obliged to take special precautions and see if he can drive it.
(2) It is prohibited to enter a railway crossing,
(a) if the signal "Stop!" is given by one or two red alternating lights of the warning lighting device;
(b) if the track worker signs "Stop!" by circling with a red or yellow flag or under reduced visibility by circling with a red light.
(c) if an audible warning is given by the sound of a horn or bell;
(d) if the gates (whole or half) are already laid or are already folded;
(e) if there is already a train or a railway vehicle arriving or if there is already a sound of its whistling, roaring, etc.;
(f) if there is not enough room for safe driving on the other side of the crossing.
(3) The drivers rank in the order in which they arrived before the railway crossing. If it is not a parallel ride in multiple lanes, drivers are allowed to cross a railway crossing in only one current. A driver who is on a railway crossing in the circumstances referred to in paragraph 2 shall be obliged to leave it immediately.
(4) A bus driver with passengers, a driver of a truck carrying more than six persons on the loading area and a tractor driver with a trailer on the loading area of which persons are being carried shall stop before a railway crossing in a place from which he has a proper view of the railway track. Drivers of other vehicles shall be obliged to drive at a speed of not more than 30 km / h from 30 m before crossing the railway.
(5) The driver of the motor vehicle shall not change the gear or drive without the gear being assigned when crossing the railway crossing.
(6) The provisions of this Decree applicable to railway crossings shall also apply to railway crossings marked "Luggage crossing '(No 21) with the exception of paragraphs 4 and 12 (7) (c).
A railway crossing on which the slowly vibrating white light is recognised by road users that a train or a railway vehicle is not approaching the railway crossing, *) the provisions of § 20 (1) (a), (c), (d), (e) and (4) are not applicable; the driver is obliged to drive at a speed of not more than 50 km / h from the distance of 50 m before the railway crossing.
Sign of change in direction
(1) A sign of change in direction shall be given by the driver, except in the cases specified in the various provisions of this Regulation, whenever he changes the direction of the journey or requires road safety.
(2) The sign shall be given by the driver in a timely and clear manner, taking into account the circumstances of the road traffic, in particular the vehicles behind it.
(3) The sign is given by the driver by the direction indicator. In the event of failure of this device or if the vehicle is not equipped with it, due to its nature, the driver gives a sign of a fall under normal visibility. If the signal given by the direction indicator or by the slip is not sufficiently visible (e.g. for the width of the load, etc.), the signal must be given in a different clear way, e.g. by a competent and properly trained person, etc. Otherwise, the driver is obliged to give priority in driving as well as in vehicles driving after him.
(4) Under reduced visibility, the driver or other person may give signs by falling down only if he is on a road sufficiently illuminated by public lighting. Otherwise, the driver is obliged to give priority in driving as well as in vehicles driving after him.
