on the Agreement between the Czechoslovak Socialist Republic and the Polish People's Republic on the extension of the tourist area and amending the various provisions of the Convention between the Government of the Czechoslovak Republic and the Government of the Polish People's Republic on Border Tourism, signed in Prague on 6 September 1955 (Decree of the Minister of Foreign Affairs of 28 June 1956, No 29 Coll.)
In exchange of notes, approved by the Government of the Czechoslovak Socialist Republic on 17 May 1961, an agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Polish People's Republic on the extension of the tourist area and amending the various provisions of the Convention between the Government of the Czechoslovak Republic and the Government of the Polish People's Republic on border tourism signed in Prague on 6 September 1955 (No 29 / 1956 Coll.) was negotiated and on 20 May 1961.
The text of the note of the Ambassador of the Czechoslovak Socialist Republic in Warsaw of 20 May 1961 and the Czech translation of the current note of the Minister of Foreign Affairs of the People's Republic of Poland are announced simultaneously.

I. Note of the Ambassador of the Czechoslovak Socialist Republic in Warsaw of 20 May 1961

Dear Comrade Minister,
I have the honour to confirm that during the negotiations in Prague on 6-14 March 1961, it was agreed to extend the tourist area as well as to amend the various provisions of the Convention between the Government of the Czechoslovak Republic and the Government of the Polish People's Republic on Border Tourism, signed in Prague on 6 September 1955, pursuant to Article 14 thereof, so that Articles 1 to 15 of the Convention read as follows:
The Contracting Parties shall allow each other, under the conditions laid down in this Convention, to enter their national territory, as defined for border tourism, within the territory of the other State.
The following territories (hereinafter referred to as "tourist regions') are defined for border tourism:
in the Czechoslovak Socialist Republic:
I. Tourist region Dukla:
Includes the territory along the road to the Dukel Pass through the Vyšné and Niežný Komárník, Krajna Polana, Hunkovce and Ladomírová to Svidník, including the Dukel Monument and the Cemetery, the observation towers at the stone 153 / 3, the stations I and III Czechoslovak Brigades and the observation platforms at the Nieže Komárník, and the area along the road from the intersection between Ladomířová and Svidník via Kapishný Pisana and from there to the Vyšné Pisaná Pisaná and via Dnehiněna to Havranice.
II. Tatra Tourist Region:
the territory bounded by a line extending from the point where the road from Javorina to Lysej Polana overloads the national border, on the road via Podpadas, Ždiar, Tatranska Kotlin, Kežmarska Žleb, Matliary, Tatranská Lomnica, Old and Nové Smokovec, Tatranská Polianka to Štrbské Plze, and on the way via cubits 1262 and 1178 to Tri Studne (cuba 1090), from there to Podbánska and on the way to Pribylina, and on the way to Sucha Dolina and Bobrovec to the village in Oravicianich and Tichou Dolina on the state border (cot 1103).
III. Tourism area Orava dam:
the territory bounded by a line running from the border crossing of Trstená- Caged on the way through Trstena Hardošín and Ustia and further through the bridge to Námestov and from there through the intersection south of Zubrohlouk and via Bobrov to the state border.
IV. Tourist region of Giant Mountains:
the area bounded by a line running from the border crossing point of the Limite-Krzaczyna on the road via the Little Úpa to the intersection at the booth at 6410 and from there to the Oce pod Snezkou and on the path to the booth at 1163,5 through the Bobo Shouds to the road to the Forest Shed and Fox Mountain at the crossroads at the buffet and from there to Spindlerův Mlýn and via the Hawks, Dvorské Shoudy and Čertov to Harrachov and further along the road to the state border towards Jakuszyce;
in the Republic of Poland:
I. Tourist region Dukla:
Includes the territory along the road from the Dukel Pass through Barwinek, Tylaw, Trzcianu, Lipowiec do Dukla including Dukla with the surrounding municipalities of Teodorówka, Nazole, Zboiska, Cergowa and Zakluczyn.
II. Tatra Tourist Region:
the territory bounded by a line beginning at the point at which the journey from Boboba to Jablonka crosses the national border and takes place further on the journey to Czarna Dunajac and further on the Czarna Dunajac river to Nowego Targ and from there on the River Dunajac to the bridge in Debra and from this bridge on the road via Maniowy, Czorsztyn, Kluszkowce to Kroscienko and further on the River Dunajac to the state border.
III. Klodzko Tourist Region:
the territory bounded by a line beginning at the point where the road from Božanov to Radkowa overloads the national border and continues along the road through Radków do Ścinawky Średni and along the railway through Kłodzko, Bardo, Kamieniec Ząbkowicki from Otmuchowa and from Otmuchowa along the road through Packzków, Złoty Stok, Kłodzko, Bystrzyci Kłodzku, Domaszków, Różanku and Colonia Lesica to the state border.
IV. Tourist region of Giant Mountains:
the territory bounded by a line running from the border crossing in Jakuszyce on the road through Szdárska Poreb, Piechowice, Piastów, Sobieszów, Sosnówku, Milków, Šciegny at the crossroads and from there through Krzaczyn to the place where the road from Krzaczyna to the Pozbědní buda crosses the state border.
1. In the tourist area of Krkonoše opens the road of Czechoslovak-Polish friendship leading on the ridges of Krkonoše during the Czechoslovak-Polish state border from where the path of the Limitebouty-Krzaczyna crosses the state border, through Snezka, Malá a Velké Šišák and the Snow Pits to Szrenice. Citizens of both countries can use this journey for identity cards and other identity cards for school youth.
2. In order to facilitate the link between the tourist areas of Tater and the Orava Dam, the road from Trsteno to Vitanova is opened for tourism and from there to the border crossing of Dry Hora-Chocholów and to the village of V Oraviciach.
1. Closed settlements and communications that define tourist areas fall within those areas.
2. The scope of tourist areas is evident from the maps attached to this Convention.
The Contracting Parties may close certain parts of the tourist areas for tourism. They may also limit or stop tourism for a transitional period. Such measures shall be immediately notified to the competent authorities of the two States.
1. In order to cross state borders and stay in tourist areas of the other state, tourist passes are justified.
2. Tourist passes may be issued either to individual tourists (tourist passes) or to groups of tourists (mass passes).
3. The holder of a tourist pass may carry children under 16 years of age if they are registered in their pass.
1. Participants in tourist trips organised by schools, physical, tourist, trade union, youth or other organisations authorised to do so may, under the authority of the responsible person, cross national borders on the basis of a mass tourist pass and reside in tourist areas of the other State.
2. A participant in a expedition over 16 years of age is required to have an identity card.
1. Tourist passes shall be issued by the competent State authorities in accordance with the principles applicable in any country. The Contracting Parties shall be informed of which authorities issue passes.
2. The passes are bilingual, Czech-Polish or Slovak-Polish. Forms of leave are attached to this Convention.
1. Persons authorised on the basis of travel permits to cross national borders (hereinafter referred to as "tourists') may only cross national borders at specified border crossing points and within a specified time limit. Tourists are subject to border, customs and foreign exchange checks when entering and leaving. The competent authorities of the two States may, by mutual agreement, authorise the exemption from these provisions for climbing exits.
2. The tourist pass entitles to stay in no more than two tourist areas of the other State in the said pass, for a total of not more than six days, not counting the date of the first entry into the territory of the other State.
3. When staying in tourist areas of the other state, tourists are required to maintain local regulations.
4. The competent authorities of both States shall agree on border crossing points; in justified cases, they may also agree to provide rooms located in the territory of one Contracting Party for the performance of the services of the border and customs authorities of the other Contracting Party, as well as to carry out joint border, customs and foreign exchange checks on the territory of either Contracting Party.
Tourists who would be detained in the territory of a second State for infringement of or arising from the provisions of this Convention, in particular because they have crossed the border of the tourist area, shall be returned or surrendered immediately to the border authorities of the other State.
Tourists may receive cash or travel cheques under conditions agreed upon by the competent authorities of the two States.
The competent authorities shall determine in accordance with their rules and shall notify the competent authorities of the other State of the conditions under which and the type and quantity of objects tourists may transport across national borders.
Joint consultations shall be held at the request of one of the Contracting Parties for the exchange of experience and to facilitate the uniform implementation of this Convention.
The Contracting Parties may, by mutual agreement, make a note of the expansion of the tourist areas as well as amend the individual provisions of this Convention.
1. This Convention requires the approval of the governments of both States and enters into force on the date of the exchange of notes notifying such approval.
2. This Convention shall remain in force for a period of 3 years and shall be automatically extended for further annual periods unless one of the Contracting Parties denies it three months before the end of the relevant period.
I have the honour to inform you, Comrade Minister, that the Government of the Czechoslovak Socialist Republic agrees to these changes.
I have the honour to propose that, if the Government of the People's Republic of Poland agrees to these changes, this note and your reply to it should form an agreement between both our governments on this matter and that these changes should be valid on the day of your reply.

II. Czech translation of the note of the Minister of Foreign Affairs of the People's Republic of Poland of 20 May 1961

Dear Comrade Ambassador,
I have the honour to confirm receipt of your note of 20 May 1961 of the following content:
(followed by a note from the Ambassador of the Czechoslovak Socialist Republic in Warsaw).
I have the honour to inform you, Comrade Ambassador, that the Government of the People's Republic of Poland agrees with the above amendments to the Convention.
I have the honour of agreeing with your proposal that your note, along with this reply, should form an agreement between both our governments on this matter and that these changes will come into force today.
