concerning the Cultural Cooperation Agreement between the Czechoslovak Socialist Republic and the Kingdom of Afghanistan
On 23 April 1961, the Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Kingdom of Afghanistan was signed in Kabul.
The Government of the Czechoslovak Socialist Republic approved the Agreement on 20 September 1961. The instruments of approval of this Agreement were exchanged in Prague on 15 February 1962.
Pursuant to Article 10 thereof, the Agreement entered into force on 15 February 1962.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural cooperation between the Czechoslovak Socialist Republic and the Kingdom of Afghanistan
The Government of the Czechoslovak Socialist Republic and the Government of the Kingdom of Afghanistan, wishing to develop cooperation in the fields of culture, education, science and art, thus contributing to the deepening and expansion of friendly relations between the peoples of both countries, have decided to conclude this Agreement and have appointed their agents to this end:

Those who exchanged their powers of attorney, whom they found in perfect order and proper form, agreed as follows:
The Parties shall promote cultural contacts between the two countries and contribute to the mutual recognition of the cultural values of the peoples of the two countries and the progress made in the fields of culture, education, science and art.
The Parties shall promote the presentation of musical and film works, the organisation of lectures, art and scientific exhibitions and the publication of translations of major works of scientific and artistic literature of the other country.
The Parties shall promote the development of cooperation and the exchange of experience between scientific, cultural, educational and health organisations and institutions of both countries. To this end, they will facilitate the mutual learning paths of university professors, teachers of vocational schools and other educational, scientific and cultural staff. The same way will be done with regard to artists and students.
The Parties shall allow the provision of scholarships and other advantages for members of the other Party to study at their higher, artistic and professional schools.
The Contracting Parties shall consider matters of mutual recognition of diplomas and scientific degrees and, if they deem it appropriate, shall negotiate a specific agreement for that purpose.
The Parties shall promote the organisation of sporting competitions between members of their countries and the mutual broadcasting of athletes.
The Parties shall facilitate the exchange of books, scientific, cultural and artistic works and publications, films and music records.
The Parties shall promote the teaching of the history and geography of the other country and the dissemination of knowledge about the other country in their schools and information facilities.
For the implementation of this Agreement, annual cultural cooperation plans shall be negotiated by the end of the current year, setting out the principles and conditions for the implementation of cultural actions.
1. This Agreement shall be subject to approval under the constitutional requirements of each of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
2. Each Contracting Party may terminate the Agreement in writing one year in advance.
Done at Kabul, 23 April 1961 in duplicate, each in the Czech, Persian and English languages, each of which shall be equally authentic. In contentious cases, the English text is decisive.
