Decree of the Slovak Labour Safety Authority on state professional supervision of selected pressure equipment of nuclear power equipment

DECLARATION
Slovak Labour Safety Authority
of 4 January 1979
on State expert supervision of selected pressure equipment for nuclear power equipment
Exceptional technical requirements for the construction and operation of nuclear power equipment require a further regime of state professional supervision of safety of work and technical equipment. To this end, the Slovak Labour Safety Authority provides, pursuant to § 5 (1) (d) of Act No. 174 / 1968 Coll., on State Professional Safety Supervision, in agreement with the Slovak Trade Union Council and other central bodies:
Preliminary provisions
§ 1
(1) The Decree lays down the obligations of the builders and organisations which design, design, produce, import, install, implement the construction and maintain nuclear power equipment.
(2) The Decree applies to primary pressure equipment and other pressure equipment selected for nuclear power equipment (hereinafter referred to as "equipment.") These equipment means reactors, steam generators, volume compensators, containers, pump bodies, valves, pressure-operated pipelines and other equipment provided by the Slovak Labour Safety Authority by a special regulation.
(3) The Decree does not apply to fuel cells, rods of the regulation and protection system and pressure elements which contain fissile, absorbent or moderating materials, as well as pressure equipment and pipes of non-metallic materials.
Obligations of the builder
§ 2
The nuclear plant builder shall submit to the Labour Safety Inspectorate (hereinafter referred to as "the Inspectorate ') responsible for the site of construction:
(a) when discussing a project task in accordance with special regulations, (1) at the latest, but before the proposal for a territorial decision, (2) also:
1. procurement security report, 3)
2. the quality and operational control procurement programme, the essentials of which are laid down by the Czechoslovak Atomic Energy Commission (hereinafter referred to as the "CSKAE") in accordance with specific regulations,
3. other documents requested by the inspector necessary for the exercise of supervision under this Order;
(b) at the latest before the application for a building permit is submitted: 4)
1. initial project,
2. preliminary safety report, 5)
3. a quality assurance and operational control programme, the requirements of which are laid down by the CSCAE in accordance with specific regulations;
4. other documents requested by the inspector necessary for the exercise of supervision under this Order;
(c) at the latest before the application for approval was lodged: 6)
1. selected parts of the implementation project identified by the inspector;
2. pre-operational safety report, 6)
3. evaluation of the quality of the equipment delivered and built in;
4. the programme for the putting into service of nuclear power equipment;
5. the quality assurance and operational control programme for the operation period;
6. comprehensive test report,
7. other documents requested by the inspector necessary for the exercise of supervision under this Order.
§ 3
The contractor shall ensure that the equipment delivered for construction is checked in accordance with the relevant quality assurance and operational control programmes, evaluated their results and informed the inspector responsible for the site of construction of the installation in advance of the timetable for such checks.
Obligations of organisations providing project documentation
§ 4
(1) The general designer is obliged to prepare a quality assurance and operational control programme for the builder in parallel with the initial project, the requirements of which are laid down by the Czech Republic under special regulations.
(2) The organisations providing project documentation shall comply with the principles concerning the quality and safety of the equipment established by the CSKAE under specific regulations.
§ 5
The equipment shall be designed to ensure that it can be safely inspected, operated, repaired and checked.
Obligations of supply, production and assembly organisations
§ 6
Project backgrounds (7) shall comply with technical standards or with the permitted exceptions. If no technical standard is issued on the installation, the project documentation shall comply with the agreed technical conditions.
§ 7
(1) The production and assembly of equipment may be carried out only according to technical standards and regulations. In the absence of technical standards and regulations for the production and assembly of such equipment, manufacturers and assembly organisations shall be obliged to manufacture and install equipment according to the agreed technical conditions.
(2) The quality and properties of the materials to be used for the production of the equipment and the quality and properties of the equipment must be demonstrated by an attestation of the production organisations' test, test results protocols and range and locations of the permissible defects in accordance with the requirements of the relevant quality assurance and operational control programme and agreed contractual conditions.
(3) The construction and first pressure tests8) are attended by an inspector responsible for the test site. The manufacturer shall notify the inspector at least 14 days in advance of the date of such tests.
(4) For each device having the character of a pressure vessel, the manufacturer shall issue a separate passport (revision book) .8) Passport (revision book) shall be made out in at least two copies, one copy being addressed to the device manufacturer and the other to its operator. The manufacturer and operator of the installation are required to keep the passport (revision book) until the complete destruction of the installation.
(5) Both the manufacturer and the assembly organisations are required to store the initial documentation on the quality of the production and installation of the equipment having the character of a pressure vessel for at least 10 years from the date of registration of the device (Section 10 (4)).
§ 8
The manufacturer shall submit to the inspector responsible for the production site of the installation the scope and range of the production of the equipment in the relevant year, including the date of implementation, and inform the manufacturer of the structure and internal control.
§ 9
(1) Only certified additional materials may be used for welding in the manufacture, assembly and repair of equipment.
(2) The design and quality of welded joints and welds must comply in particular with the requirements of the quality assurance and operational control programme and the agreed technical conditions.
(3) Only welders with prescribed qualifications may be welded. Before welding work on equipment or parts of equipment, the welder shall demonstrate his ability to perform tests under the same conditions as prescribed in the relevant technological procedure. This provision shall also apply to welders intended to stitch welded parts.
Obligations of operators
§ 10
(1) The operator, together with the builder, shall check that the equipment taken over complies with the requirements laid down in the design of the equipment solution and the relevant quality assurance and operational control programme.
(2) The scope of the checks referred to in paragraph 1 must be agreed with the inspector responsible for the place of construction.
(3) An operator is required to process for equipment operational documentation, which is an integral part of the documentation necessary for putting the equipment into service, in accordance with the Specific Regulation9).
(4) The operator shall register them at the latest 14 days after receipt of the installation with the inspector responsible for the site of operation of the installation. Without such registration, this equipment shall not be kept in operation.
§ 11
The operator shall ensure during operational use proper professional maintenance and operation of the equipment, carrying out operational controls and evaluating their results and identifying the competent staff responsible for the proper condition and safety of the equipment.
§ 12
(1) The operator shall ensure, during operational use, the inspection of the equipment in accordance with the relevant quality assurance and operational control programme on the basis of the timetable drawn up and the evaluation of the results of the checks carried out.
(2) The operator shall submit to the inspector responsible for the site of operation of the installation:
(a) the results of operational checks assessed;
(b) quality control programmes for establishments.
(3) Control of the condition of the installation during operational use shall be carried out separately for that purpose and by trained personnel appointed by the operator.
§ 13
(1) Repair of equipment may only be carried out according to pre-processed and approved documentation and technological procedures. The repair documentation shall be submitted by the operator at the latest 14 days before the start of the inspections to the competent authority according to the location of operation of the installation.
(2) If a change has been made to the original documentation during the repair of the installation, the operator is required to register the installation immediately with the inspector responsible for the site of operation of the installation for a new registration.
§ 14
Obligations on import of equipment
(1) An organisation purchasing equipment (the "client") from organisations authorised for foreign trade shall notify the inspector responsible for the import, brief description, basic technical values and quantity of the imported equipment according to the client's registered office.
(2) Within 14 days of receipt of the notification by the client, the inspector responsible for the client's registered office shall notify the client of the extent of the necessary documents for the equipment required to carry out supervision.
Final provisions
§ 15
(1) The authorities of the State of Professional Labour Safety Supervision and Technical Equipment issue binding opinions on the results of the supervision under this Decree.
(2) They shall issue binding opinions at the latest by:
(a) 30 days after the date of submission of the documentation referred to in Article 2,
(b) 30 days after the date of supervision of the activities of the organisations referred to in Article 1 (1), unless otherwise agreed.
§ 16
(1) In the exercise of supervision, the national professional labour safety authorities and technical equipment shall, in particular, cooperate with the health services and the state nuclear safety authorities. 10)
(2) In carrying out the duties under this Decree, organisations are working closely with social health and safety authorities. 11)
§ 17
Efficacy
This decree shall take effect on the day of its publication.
