PRINCIPLES

The implementation of the policy of the Communist Party of Czechoslovakia in the development of the national economy and society requires a consistent exercise of control in state proceedings and in promoting the economic and other important interests of society.
The control as an integral part of the management must be based primarily on the guidelines of the Communist Party of Czechoslovakia, the laws, state and economic plans, the resolutions of governments and the management acts of other bodies of state and economic governance.
The implementation of the control and its active role in direct management as well as in the application of economic instruments must lead to the realisation of the tasks of economic and social policy, the promotion of state interests, the improvement of the performance of the national economy and the quality of all the work of the institutions, organisations and workers and the strengthening of state discipline.
The results of the audit work must be a reliable basis for the work of the authorities of the Communist Party of Czechoslovakia, governments, national committees, other management bodies and managers.
The following principles shall be issued to ensure control in the national economy and in the public administration. They are governed by ministries and other central government bodies of the Czechoslovak Socialist Republic, the Czech Socialist Republic and the Slovak Socialist Republic, bodies managed by them, national committees, production units and all state economic, budgetary and other organisations.
I.
ESSENTIAL OBLIGATIONS OF LEADER WORKERS, AUTHORITIES AND ORGANISATIONS IN IMPLEMENTATION AND SECURITY OF CONTROL
1. The "who controls - controls' principle must be carried out by managers and management bodies at all stages of the procedure within their responsibility.
2. Leaders and managing authorities shall also ensure the exercise of control activities by authorities, organisations, departments and staff throughout their respective competences.
3. The inspection as a specialised activity shall be carried out by the authorities of the people's control, the inspection services of the ministries, other central government bodies, production units, undertakings and other organisations, the review bodies of the national committees, the financial, price and wage control bodies and State inspections.
1. Leaders, management bodies, bodies, organisations and departments referred to in Article 1 shall be required to ensure and promote the social objectives of unifying their activities and forces and act as a single control system.
2. In order to achieve the effectiveness of the control, all elements of the control system shall cooperate with each other, make use of the control knowledge and act uniformly on redress.
3. When carrying out checks, they shall act in accordance with the principle of the main article, ensuring the complexity of the control and the resolution of the issues in question.
4. They shall apply and ensure objectivity in all control activities.
5. All articles of the control system are required to ensure and carry out control effectively, rationally and economically.
1. Control activities focus on the implementation of the resolutions of the Communist Party of Czechoslovakia, compliance with the laws, compliance with resolutions of governments and national committees, the safeguarding of critical tasks of economic and social development in the specific management activities of state and economic authorities and organisations, the consolidation of socialist order and the protection of citizens' rights.
Focus mainly on:
(a) carrying out the tasks of State and Economic Plans, State budgets and other major tasks, in particular:
- the growth and efficiency of the national economy,
- increasing the impact of scientific and technological progress on economic development,
- implementation of the tasks arising from the international division of labour,
- the consistent provision of export and import needs,
- the effectiveness of investment construction,
- full appreciation of raw materials, materials, fuels and energy,
- product quality assurance,
- increased use of basic resources and labour resources,
- detection and mobilisation of reserves and reduction of extensive trends,
- the rational use of natural resources, the protection of the agricultural and forestry funds, the purity of water and air and the creation and protection of the environment,
- ensuring the needs of the population in supply, services, housing, cultural development, education, health and social care sectors,
- promoting strict economy and the protection of socialist property;
(b) level and improvement of management activities
- the application of a system of planned management in order to serve both short-term tasks and long-term objectives,
- the effectiveness of direct management, in particular the accuracy of decisions and the determination of tasks, their security and performance, the consolidation of responsibility for decision-making unity and implementation,
- the application and operation of economic instruments and the early detection of weaknesses and shortcomings in their use,
- whether derogations and deficiencies are caused by a management system or by malpractice, including inefficient control,
- rational organisation and effective functioning of the management mechanism in the organisation.
To consider the results actually achieved in the performance of tasks as a decisive criterion for the efficiency of management;
(c) a thorough examination of the complaints, notifications and incentives of workers and their use in the management work to address the causes of their actions;
d) suppression of antisocial phenomena
- manifestations of inefficiency, incorrect local, corporate and sectoral interests, abuse of office, corruption and bureaucracy,
- other ways of violating socialist legality and state discipline.
The various elements of the control system are based on this basic orientation and, when applied, take care of the specific conditions and needs of the managing authorities.
2. In carrying out the inspection, they shall also evaluate progressive experience, actively influence and use it to focus, implement and conclude checks.
1. In order to concentrate forces on serious problems, to unify the procedure throughout the control, in particular to effectively divide work, to prevent duplication and to effectively enforce redress, the control work shall be coordinated.
2. Coordination shall be subject to basic control tasks and shall be carried out within their responsibility by the control authorities and departments at all stages of the procedure; its effectiveness and the results achieved must be systematically evaluated in order for each article of the control system to fulfil its function.
Individual Articles of the control system shall:
(a) to apply the precautionary principle in order to ensure that control does not reveal deficiencies only subsequently, but is already actively against their formation, that is to say,
- to provide the management and management authorities with control knowledge in the preparation of the decision,
- after the adoption of the decision to examine and promote the creation of factual and organisational assumptions for the performance of tasks at stages;
(b) at the time of carrying out the tasks, to detect in a timely manner any deviations and deficiencies arising;
(c) on the basis of checks to enforce substantive redress.
Ensuring the objectivity, quality and effectiveness of control work requires
(a) to establish truthfully and demonstrably the true state of performance of the tasks, the underlying causes of the deficiencies, their harmful consequences and the persons responsible for their formation or duration;
(b) evaluate the knowledge obtained by checking for the adoption of substantive measures and, where justified, to exercise responsibility.
Leaders of controlled bodies and organisations shall be required:
(a) provide all assistance to the control authorities, in particular to provide them with the materials and information requested and to explain their personal relationship with the deficiencies identified;
(b) actively cooperate with them, in particular in identifying the causes of the defects;
(c) to process and lay down measures for redress; the control authorities act to make the measures necessary to address the deficiencies,
(d) cooperate with the control authorities in preparing essential measures for their management bodies.
The required synergies shall also be ensured for subordinate workers. Failure to fulfil these obligations shall be considered a breach of labour discipline.
1. The measures proposed on the basis of controls by managing authorities and management organisations to address material problems, to improve governance and to consolidate state discipline must be specific, essential in nature and ensure genuine redress.
2. In the event of serious deviations from the objectives set, the management authorities and management staff should be required to remedy them without delay after they have been established.
Leaders and managing authorities shall benefit from the results of the control in the management activity:
(a) to carry out the tasks set out, to mobilise reserves, to improve governance and to consolidate discipline throughout its scope and to ensure effective redress;
(b) to assess the work of subordinate staff, departments and organisations and to draw the consequences of liability. 1)
The authorities of the Czechoslovak Communist Party in the organisations in which the inspection was carried out and its higher authorities should be informed of the important findings of the inspections, the actions of the staff responsible for the establishment or duration of the deficiencies and the measures taken.
1. Strengthening socialist democracy and increasing the effectiveness of control requires leaders and supervisory bodies to build on and cooperate with the labour initiative, develop cooperation with social organisations, in particular the Revolutionary Trade Union Movement, the Socialist Youth Union, especially its Reflector of Youth, and the assets of national committees, and use the activities of workers to prevent and eliminate deficiencies.
2. In justified cases, to build redress protection even under public control of workers and their social organisations; by discussing the results of checks with the workers' collective to create an atmosphere of difficulty and implacability with shortcomings and also to influence the education of workers.
II.
SYSTEM OF PEOPLE'S CONTROL AUTHORITIES
1. People's control committees shall ensure tasks arising from their functions as control bodies of governments and national committees and from their positions in the control system.
2. Their effective action requires an active, innovative and uniform procedure, close interaction and the application of demanding criteria to quality and work results.
People's control committees shall be required within their responsibility:
(a) to ensure the uniform functioning of all the elements of the control system;
- to focus their activities, in cooperation with the managing authorities, on the basic tasks of development of society, sectors, disciplines and territorial units,
- generalise the control knowledge of the lower elements of the system and other control bodies and use them to deal with the wider extent of redress;
(b) to improve the effectiveness of the control
- systematically monitor and evaluate the level and effectiveness of the work of the various elements of the control system and provide them with the necessary assistance; verify that they carry out checks in accordance with the needs of the national economy;
- on the basis of concrete knowledge, to take action to eliminate weaknesses in control or to further rationalise the organisation and operation of control authorities.
The Committee of People's Control of the Czechoslovak Socialist Republic, as a federal central authority in the field of control, carries out an active and unifying function towards the entire control system in order to promote social interests. 2)
1. Committees of People's Control of the Czechoslovak Socialist Republic, the Czech Socialist Republic and the Slovak Socialist Republic
(a) on the control section
- pay particular attention to essential economic tasks of an intersectoral nature and other key tasks for which individual ministries and other central government bodies are directly responsible; to this end, enhance cooperation with cross-cutting bodies and ensure comprehensive national controls,
- submit proposals for solutions to major problems to governments on the basis of audit findings, as well as incentives to improve management tools and management practice; ensure or propose to governments, in accordance with management needs, improvements to the organisation and control;
- provide operational and comprehensive control information on the work of the system of human control authorities for senior authorities;
(b) to strengthen the exercise of popular control in all areas of economic and social development, the committees of popular control of national committees shall involve them in joint control actions;
c) when developing the work of the folk control racing committees
- guide their control activities and assist them in particular where problems are beyond their capabilities,
- make use of the findings of these commissions and ensure the exchange of experience in their work;
(d) develop publishing activities to enhance the preventive performance of popular control and efforts to use reserves in all sections.
2. The Committees of People's Control of the Czech Socialist Republic and the Slovak Socialist Republic unify the procedure of the Committees of People's Control of National Committees, in particular when planning control activities, and their activities at all stages of the audit work.
Committees of People's Control of the Czechoslovak Socialist Republic, the Czech Socialist Republic and the Slovak Socialist Republic
(a) ensure binding coordination of control activities with ministries and other central government bodies;
(b) in cooperation with these authorities, propose basic control tasks to governments for the popular control committees, ministries and other central authorities.
The Committee of People's Control of the Czechoslovak Socialist Republic, in cooperation with the Committee of People's Control of the Czech Socialist Republic, the Committee of People's Control of the Slovak Socialist Republic and the Central Authorities of the Government of the Federation and Republics, ensures professional and political preparation of control staff.
Committees of People's Control of Regional National Committees, National Committee of the City of Prague, National Committee of the Slovak Socialist Republic of Bratislava and District National Committees (3) as the control bodies of these National Committees and the territorial links of the system of popular control bodies
(a) participate in the control of all-socially important tasks provided by the popular control committees of the Czechoslovak Socialist Republic, the Czech Socialist Republic and the Slovak Socialist Republic;
(b) they shall be targeted in a separate check
- the tasks carried out by those national committees in the development of the national economy and in the interest of the population in the territorial area,
- the areas in which the national committees exercise their administration;
(c) submit to the plenary meeting of the National Committee draft control plans with an annual evaluation of the audit findings and the results of important checks with draft measures.
Committees of People's Control of Regional National Committees and District National Committees in the Development of the Control System in the Region and District
(a) ensure binding coordination of control activities with other national authorities operating in the territorial area and under the authority of the national committee with organisations managed or managed by the national committee; actively participate in the coordination of the monitoring activities of the commissions and trade unions carried out by the Board;
(b) to improve the work of the lower levels of human control bodies and other elements of the control system with which they coordinate control activities;
(c) provide differentiated assistance to committees of popular control of local and urban national committees, helping them in particular in more demanding control actions and exchange of experience;
(d) carry out the tasks referred to in Article 15 (c) in relation to the folk control racing committees they have set up; assistance shall also be provided to other competitive committees of popular control operating within the territory of the national committee.
In order to provide assistance to the committees of popular control of local and urban national committees and to the race committees of popular control, they use the activity of voluntary collaborators.
Committees of People's Control of Local National Committees and Local National Committees as Territorial Articles of the System operating in place
(a) they aim in particular at monitoring activities to meet the immediate needs of citizens, to protect their rights and to ensure public order; use their authorisations to remedy deficiencies without delay and to improve management and control activities on a controlled section. Based on the lessons learned and experience gained, the Councils help to develop the supervisory function of the National Committees' committees,
(b) be based in their work on the demands of the higher-level popular control committees, the national committee and its advice, the comments and complaints of citizens and their own knowledge;
(c) submit to the plenary meeting of the National Committee draft control plans, an evaluation of their implementation and the results of more significant checks with proposals for corrective measures.
Race Commission of People's Control as network elements operating in establishments or enterprises
(a) they aim in particular at the performance of important production or other tasks of the organisation, such as the performance of the tasks of the economic plan, the detection of reserves in the use of basic resources, the appreciation of raw materials, materials, fuels and energy, the quality of production and services, the care of the economy and the protection of property in socialist property, labour discipline and labour security; particular attention shall be paid to the handling of complaints, notifications and incentives of workers. They shall, in particular, address problems which are within the scope of the establishment or undertaking; they are based on the needs of the organisation, the tasks set up by the People's Control Committee, the recommendations of the social organisations and the comments and suggestions of the workers;
(b) on the basis of the results of the checks, require managers or managers to eliminate the defects and their causes; require the management organisation also to investigate deficiencies exceeding those of the race committee.
They propose to the competent committee of popular control to suspend the implementation of an illegal decision or illegal activity and, if there is a risk of damage, an economic decision or an economic activity. They also draw attention to serious or longer-lasting deficiencies. Where necessary, they shall propose to carry out a deeper inspection by their superior or other competent authority.
The results of the inspection activities are also submitted to the Committee of the Communist Party of Czechoslovakia, and, depending on the nature of the matter, the committees of the social organisations and the collective workers shall be informed thereof;
(c) strengthen links with workers and educate them in promoting social interests, removing shortcomings and negative effects; for active participation in control, they receive the best workers, innovators and members of the Brigades of Socialist Work.
III.
CONTROL ACTIVITIES OF THE SURVEILLANCE AUTHORITIES
(4) they are based on a set of measures to improve the system of planned management of the national economy. 5)
2. When carrying out control, they shall be governed by the provisions of Part I of these principles.
3. In carrying out their control tasks, they shall cooperate with each other, with the popular control committees of the Czechoslovak Socialist Republic, the Czech Socialist Republic and the Slovak Socialist Republic, as well as with other control authorities, exchange and ensure their use in their activities. They shall also cooperate with the popular control committees in preparing the draft basic control tasks referred to in Article 16 (b) of these principles.
IV.
INTERNAL CONTROL
Internal control in the institutions and organisations acts as a rationally organised, uniformly managed system, which ensures state interests at all stages of the proceedings and which fully affects the main problems. It shall consist of the control activities of management organisations, other managers, professional and control departments, including technical control.
Control by management bodies and organisations
The heads of authorities and organisations shall be responsible for establishing an effective internal control system and ensuring its functioning within the organisation and in relation to subordinate organisations. They are obliged to do so
(a) on the basis of specific conditions, organise a differential check to meet the organisation and management needs and define the rights and obligations of managers in accordance with a defined division of work. For the effective work of internal control to create cadre and material conditions,
(b) to personally monitor the security of the organisation's main tasks;
(c) to focus the control activities carried out by the inspection service, the management staff and the expert services on the critical tasks of the organisation and important measures; approve the master control tasks plan while evaluating the overall level and effectiveness of the control;
(d) ensure that the findings of checks are used to enforce the tasks laid down, to draw conclusions from infringements of employment obligations, the timely application of claims for compensation, property sanctions and other penalties.
Managing directors of production units shall:
(a) organise and unify the internal control system in the fields in accordance with their function of the basic Article of the procedure, the main tasks and the definition of the powers and responsibilities of the management stages;
(b) to concentrate the control carried out by the Directorate-General on the performance of the critical tasks of the production unit as a whole and of individual undertakings and other organisations;
(c) in cases where the state of performance of tasks in subordinate organisations so requires, strengthen the control carried out directly by the Directorate-General.
The managers of similar management articles (6) shall ensure the organisation and operation of internal control appropriately under this Article.
Control by management
1. Leaders shall be obliged:
(a) carry out and ensure, on the entrusted section, effective monitoring of the performance of the tasks set out in person and through the professional departments they manage; However, the exercise of control by subordinate workers does not relieve them of their responsibility for the timeliness and accuracy of the control within their competence and the use of their results in the proceedings,
(b) to ascertain the accuracy of their decisions and, where necessary, supplement them in the control; on serious obstacles to the performance of tasks which they cannot remove themselves, immediately notify the immediate superior;
(c) making use of the findings of other internal control articles, external control bodies and other bodies, data from the system of socio-economic information, reports and analyses on the performance of the tasks imposed; also build on the findings arising from the application of the right to control the organisation of the Communist Party of Czechoslovakia, the social control of the Revolutionary Trade Union Movement and the control activity of the Socialist Youth Union,
(d) cooperate with the main controller in developing the internal control system; participate in the preparation and implementation of the plans for the main control tasks and actively respond to the Chief Controller's initiatives to address material problems and improve the quality of control in the controlled section.
2. The responsibilities referred to in paragraph 1 (a) to (c) shall also be fulfilled by the heads of the institutions and organisations.
Control by expert services
1. The expert services shall carry out checks within their competence in relation to other bodies or organisational units of the organisation and to subordinate organisations.
2. They are obliged
(a) to monitor continuously the performance of the tasks set out; under the specific conditions of the sector, sectors and stages of management, focus on:
- the tasks which are decisive for development in the areas in which it operates,
- comparison of results with defined objectives and methods of achieving them,
- identification and removal of the causes of differences between lagging and well-working disciplines, businesses and establishments with a view to improving management and improving the effectiveness of the work of lagging organisations,
- in-depth controls and analyses of the use of management tools and compliance with the rules and regulations laid down;
(b) actively participate in thematic checks, periodic reviews of the management and investigations organised by the inspection service; to investigate and deal with complaints, notifications and incentives of workers in a consistent manner;
(c) on the basis of the results of the checks, investigations and ongoing knowledge from the management work, without delay remove unwanted derogations, take effective corrective action and enforce discipline and order.
Status and tasks of the Chief Controller
1. In ministries, other central bodies of government, directorates-general, undertakings and other organisations, where a control unit is established in view of the management needs, a function of chief controller shall be established.
2. The fundamental duty of the Chief Controller is to consistently promote the interests of the State. To this end, it shall ensure the proper functioning of the internal control system, its objectivity and its effectiveness. It shall actively influence the control activities carried out by managers, professional departments and control in subordinate organisations; it is entitled to require the management of the organisation to cooperate.
(3) The Chief Controller shall be appointed by the Board of the National Committee in office and shall be removed from office by the Head of a Senior Body, in organisations managed or managed by the National Committee; (7) in ministries and other central government bodies, the Minister or the Head of the Central Authority shall appoint him to office. 8)
The main controller shall manage the control unit and be subject to the management organisation; in justified cases, in particular where serious deficiencies remain in the organisation, the Director-General of the Production Unit may reserve the necessary management time for that organisation's chief controller.
4. The Chief Controller shall take part in the meetings of the College and the management meetings and shall, on the basis of the findings of the audit work, be required to deliver opinions and make proposals on the issues under discussion, in particular on the draft plan and other important decisions; its proposals must be decided.
He shall be entitled to propose and demand a solution to serious questions.
The Chief Controller shall:
(a) to engage in the orientation of the internal control system to the critical tasks of the department, branch, undertaking or other organisation;
(b) ensure a rational division of work, in particular:
- binding coordination of the basic tasks of the various internal control articles of the organisation and of the control bodies of the subordinate organisations; At the same time, ensure that the control department does not replace the control activities of the expert services,
- in ministries subject to State inspections, the coordination of checks carried out by such inspections,
