The central board of trade unions on the status and tasks of ROH in the social control and in its development
Racing is an integral part of working care. Its mission is to provide food in all working shifts corresponding to the principles of good nutrition, thereby helping to restore workers' strength and strengthen their health.
VIII. The All-Trade Union Congress in its resolution placed emphasis on the need to pay significant attention to the catering industry. The trade union authorities must act to increase the culture and hygiene levels of dining, the assortment and the quality of meals and to seek to serve more hot meals at breaks, both in second and third shifts; in drawing up collective agreements to operate on the expansion of the network of racing canteens, canteens and fast food vending machines at the workplace while ensuring that better use is made of the fund of cultural and social needs for the benefit of racing catering.
The task of the trade union bodies of all stages is therefore to take an initiative to develop and improve the quality of racing and to carry out social control of the authorities of the Revolutionary Trade Union Movement over its security.
In this activity, the trade unions are based on the order of the Government of ČSSR no. 25 / 1974 Coll., on racing catering, ROH statutes and guidelines of the Ministry of Trade of the Czech Republic and the Ministry of Trade of SSR issued in agreement with the Czech Trade Union Council and the Slovak Trade Union Council. In carrying out the tasks of the racing section, trade unions work closely with state and economic authorities and actively support their actions in the further development of racing.
In order to promote the development and improvement of the catering industry and to deepen the system of social control of ROH in its provision pursuant to § 20 of the Government of the Czech Republic Decree No. 25 / 1974 Coll., on Racial Catering (hereinafter referred to as the Government Regulation), and in accordance with § 140 of the Labour Code, the Central Council of Trade Unions provides:

Část I

The basic article of the Revolutionary Trade Union Movement in the performance of social control on the section of food racing is the trade union at the races.
The trade union works to ensure that economic management is planning to create conditions for ensuring the development of competitive catering for workers in all shifts.
In accordance with the text of the ROH Statutes, members of the ROH shall discuss and approve at their member meetings essential issues relating to the security of the development of race meals. To perform this task
1. ROH Racing Committee
(a) discuss with management:
- the way in which workers are fed during work shifts and the possibility of improving existing forms,
- setting up of canteens, canteens, buffets and auxiliary farms and the possibility of pooling together the means for the construction and operation of joint catering facilities,
- improving the organisation of food establishments to avoid losses in the use of the working time fund,
- issues relating to the renovation and reconstruction of equipment, investment projects for the construction and extension of or the establishment of catering for the reconstruction of the plant,
- equipment for canteen facilities needed to increase the culture of dining,
- the removal of serious deficiencies in compliance with the hygiene and health rules before they are notified to the county hygienist,
- the conditions governing the catering of workers in the canteens of other organisations or the import of meals from the canteen of other organisations or from restaurant catering establishments,
- the use of existing capacities of racing kitchens and canteens and the possibility of providing food to workers of other organisations,
- measures for the further development of food establishments to be included in the collective agreement,
- the level of the financial limit for the consumption of raw materials and the price of complementary meals,
- the focus and scope of the activities of the auxiliary farm in the course of catering,
- the number and qualification structure of staff at the establishment, remuneration and improvement of their qualifications,
- the involvement of staff of food establishments in the socialist competition and the way in which they are evaluated and remunerated (in the internal competition and in the competition organised by the district trade union council),
- education of workers on the principles of good nutrition, respect for the culture of dining and protection of property held in socialist property;
(b) co-operate with the management of the organisation:
- fixing food and rest breaks during work shifts,
- the conclusion of agreements with other organisations on the catering of their workers and, where appropriate, the cooking of meals for importation into the canteen of such organisations,
- the measures to be included in the collective agreement to ensure the development of competitive catering,
- providing a contribution from the Fund for Cultural and Social Needs for Racing Catering in accordance with the Government Regulation,
- replacement meals for workers in restaurants (where other forms of catering are not possible);
(c) at the meeting of the basic organisations of ROH, it shall discuss all the essential issues relating to the catering of racing, in particular:
- reports on the state of diet and measures to develop it further,
- the provision of a contribution from the Fund for Cultural and Social Needs for Racing Catering in accordance with the Government Regulation,
- setting a financial limit on the consumption of raw materials per main meal;
(d) checks:
- the status and level of services provided at the catering establishment,
- the culture and hygiene of dining, cleanliness and order in the premises of food establishments, compliance with hygiene, health and safety regulations,
- compliance with food service at specified breaks and sales times in canteen and buffet,
- the consumption of raw materials, whether they correspond to the specified recipes,
- the range of products served in canteens and the observance of valid prices, the fairness of sales in accordance with government regulations and the guidelines of the ministries of commerce,
- compliance with the set financial limit for the preparation of the main meal,
- the use of funds from the cultural and social needs fund to improve the quality of the meals served,
- the implementation of the plan for general and routine repairs of the equipment for the catering and investment projects in the construction of new equipment for the catering,
- profitability and effectiveness of the ancillary economy,
- compliance with contracts with other organisations in the provision of food for racing,
- the way in which the qualifications of workers at the catering establishment are improved,
- the fulfilment of socialist commitments, the way in which to evaluate their performance and remuneration in the internal racing competition, as well as in the socialist competition organised by the district trade union council between the various establishments of the horse racing,
- the implementation of collective agreement measures to ensure the development of competitive catering.
2. Commission for Racing Catering at the Racing Committee ROH
The ROH Racing Committee sets up as its active assistant body to carry out social control by the Revolutionary Trade Union Movement in order to ensure the development of racing meals by the Racefood Commission (hereinafter "the Commission '), which is the advisory and executive body of the ROH Racing Committee. In its activities, the Commission shall follow the principles for the construction and operation of the ROH basic organisation commissions approved by the Bureau of the Central Council of Trade Unions on 12 January 1972.
Where workers from other organisations are consumed in a catering establishment, the Commission shall, in agreement with the ROH Racing Committees, be added to the members from among them.
In the case of combined catering facilities, the board shall be composed in agreement with the racing committees from among the boarders of these organisations, which participate in the associated facilities and have an agreement on the catering of their workers. The Commission shall be set up for the ROH racing committee of the organisation which is the operator of the combined installation.
The Commission, under the responsibility of the ROH Racing Committee, shall in particular:
- to check the operation and management of the facilities for food, hygiene and health, and to verify all measures taken to further develop food,
- assist in the management of food establishments in the performance of their tasks and in the continuous increase of professional and political levels of workers,
- leads the working organisation, in particular the boarders, to respect the principles of good nutrition, to maintain order and cleanliness in the dining room, to respect discipline in the issue of meals, to investigate the property of socialist property,
- submit proposals to the ROH Racing Committee for the removal of deficiencies identified in the testing of racing meals and, where appropriate, submit a report to the ROH member meeting on the state of the racing diet,
- prepare opinions for the meeting of the ROH Racing Committee on all matters relating to racing, in particular giving incentives and recommendations for improving it,
- be entitled to require for the management of food establishments an overview of the use of amounts intended for food consumption, as well as information on the removal of defects raised by the Commission and other issues related to the organisation and operation of food establishments,
- be entitled to discuss with the head of the establishment the removal of small defects detected, draw up a report on the major defects which it submits for signature to the head of the establishment and transmit through the ROH racing committee to the management of the organisation,
- is entitled to require the presentation of all documents necessary for carrying out the social check, members of the Commission shall be entitled to inspect and compare stock records.
In the performance of their duties, members of the Commission shall comply with the Directives on Sanitary and Epidemiological Care in Joint Eating.

Část II

1. Regional Trade Union Councils
Regional trade unions are active in the development of competitive catering within the district, organizing, in cooperation with organisations, a socialist competition of collective workers in the facilities of the district.
In particular:
- monitor the use of the facilities and increase the number of diners in the canteen,
- assist in pooling funds, in particular small organisations, to set up the operation of combined catering facilities,
- operate on small organisations to set up canteens at workplaces and to bring in meals from other racing kitchens and, where appropriate, from restaurants;
- help the ROH racing committees to promote the management of the organisations and the investor concerned, to build or modernise the plant and the organisation to the extent necessary,
- control the application of the principle of the provision of catering in the course of working shifts and, where appropriate, the authorisation of a derogation within the meaning of Article 9 (3) of the Government Regulation,
- discuss separately each case of cancellation or substantial restriction of racing meals (without the consent of the district trade union board, the racing diet cannot be cancelled or substantially reduced), 1)

- cooperate with the regional national committees and the regional institutes of national health in the management of tasks on the section of racing and discuss with the ONV shortcomings in the supply of racing,
- check compliance with the principles laid down for the catering of workers with vouchers in restaurant catering establishments,
- organise a socialist competition of racefood workers for the best dining room in the district according to the principles of the Central Council of Trade Unions, approved at the VI. plenary meeting of the ÚRO,
- discuss, at least once a year, the overall level of catering in the district and take measures to further develop the diet,
- evaluate and generalise the experience of the catering sector and transmit them to the basic organisations of ROH,
- set up a board for horse racing, which is an innovative and auxiliary body of the OOR for the performance of tasks on the section of racing.
2. Central Trade Union Committees
The Central Trade Union Committees shall develop the tasks of the Government and the Central Council of Trade Unions for the further development of competitive catering under the terms of the Trade Union and shall ensure that they are carried out in lower union bodies.
In particular:
- cooperate with economic partners in drawing up sectoral documents, analyses and the concept of the development of competitive catering,
- control, through the lower union bodies, the development of food establishments in their sectors and apply proposals to economic partners to remedy the shortcomings identified,
- entrust the lower trade unions to carry out the tasks arising from the adopted documents in support of the further development of the food chain, leading them to cooperate closely with the regional trade unions.
3. Czech Trade Union Council and Slovak Trade Union Council
They shall check the implementation of the documents of the Government and the Office for the Development of Racial Catering and cooperate with trade ministries in the performance of their tasks in the field of Methodological Management of Racial Catering.
In particular:
- monitor and discuss the implementation of the documents for the development of racing meals in their institutions,
- submit opinions to the economic and state authorities to address the deficiencies identified,
- cooperate with trade ministries in issuing methodological guidelines to comply with government regulations,
- entrustment of all trade unions to carry out documents in support of the further development of racing meals and to evaluate the results of the socialist competition between racing staff.
4. Central Board of Unions
The Central Council of Trade Unions shall monitor the implementation of the measures taken to develop the food chain and shall set out the basic tasks of the trade unions in securing it.
In particular:
- carry out evaluations and participate in the processing of essential directions for the further development of racing,
- co-operates with federal central authorities in issuing documents to ensure further development of racing meals.

Část III

Common and final provisions
The Order of the Bureau of the Office of 22.2.1966 on the tasks of trade unions in ensuring the further development of competitive catering is hereby repealed.
Efficiency of directives
These Directives shall take effect on the day of their publication.
