VETERINARY CONVENTION
between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic
The Government of the Czechoslovak Socialist Republic and the Government of the French Republic, led by a desire to deepen cooperation on the veterinary section in order to reduce the risks to human health and animal husbandry and to facilitate the exchange of animals and products of animal origin, have agreed on the following provisions:
The animal health conditions for the importation into the territory of the other Contracting Party of live animals and products of animal origin from the territory of one Contracting Party are laid down in the Common Rules on the implementation of this Article annexed to this Convention.
The veterinary authorities of both States shall exchange animal health records at least monthly.
The veterinary authorities will also communicate information that might interest them.
The veterinary authorities of both States may negotiate cooperation plans for a certain period of time to ensure common concrete measures under this Convention.
More detailed provisions are set out in the Common Rules on the implementation of this Article annexed to this Convention.
The Parties shall facilitate:
1. cooperation between the institutes of veterinary establishments of the two States,
2. exchange of veterinary experts with a view to obtaining information on animal health and all useful information on the activities of veterinary services, as well as knowledge of veterinary science and technology.
The veterinary authorities of the two States shall be in direct contact with matters relating to the implementation of this Convention and the study of any amendments to the Common Rules concerning its implementation.
Amendments or additions to the Common Rules agreed pursuant to the previous paragraph shall enter into force on the date of the exchange of notes between the Contracting Parties.
The costs associated with the implementation of Article 3 of this Convention shall be borne by a Contracting Party which shall, in its interest, send experts or request the secondment of experts of the other Contracting Party.
The issues at issue that could arise in the implementation of this Convention will be addressed by the Joint Commission.
Each of the Contracting Parties will be appointed to the Joint Committee by three members, two of whom must be the veterinary surgeon of the central veterinary authority.
The Commission shall meet within two months of the meeting of one of the Contracting Parties in the territory of that Contracting Party. Its meetings shall be chaired alternately by a member of each delegation. The first meeting shall be chaired by a member of the delegation of the Contracting Party in whose territory the meeting will take place.
Questions in which the Joint Commission does not reach an agreement will be dealt with by diplomatic channels.
This Convention shall apply to the national territory of the Czechoslovak Socialist Republic and to the metropolitan territory of the French Republic.
This Convention shall replace the Veterinary Convention between Czechoslovakia and France of 3 October 1930, which shall be repealed.
Each Party shall notify the other Party in writing of the fulfilment of the formalities laid down in the constitutional provisions governing the entry into force of this Convention. The Convention shall enter into force on the date of the last of these written notifications.
This Convention shall remain in force until one of the Contracting Parties has given written notice of six months' notice.
To prove this, the agents of the Contracting Parties, duly empowered by their governments, have signed this Convention.
Written in Paris on 30 May 1967 in duplicate, each in the Czech and French languages, the two texts being equally authentic.
