on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic
On 26 October 1967 the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic was signed in Paris.
Pursuant to Article 24 thereof, the Agreement entered into force on 9 February 1968.
The Czech version of the Agreement is hereby published at the same time.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic
The Government of the Czechoslovak Socialist Republic and the Government of the French Republic, led by a desire to facilitate and develop cooperation and exchanges in the fields of culture, education and education, science, technology and art between the Czechoslovak Socialist Republic and the French Republic,
convinced that such cooperation will contribute to strengthening their good relations,
decide to conclude a cultural agreement and agree to this end as follows:
The Parties undertake to develop cooperation in the fields of culture, education and education, science and technology, art, radio, television, film, tourism and sport.
The Contracting Parties undertake to reserve the teaching of language and learning of the other Contracting Party an appropriate place.
Each Contracting Party shall facilitate language learning and learning of the other country, in particular:
(a) establishing departments at universities;
(b) by inviting professors of the other country to lecture cycles at universities,
(c) receiving lecturers and assistants from another country for school and other teaching establishments;
(d) sending professors on traineeships organised by the other country to increase their qualifications;
(e) participation of teachers and students in holiday courses of language and literature organised by the other country;
(f) regular shipments of books and publications to the other country's departments of languages, literature, science and technology.
Each Party shall support the activities of cultural establishments whose mission is to develop the knowledge of culture and education of the other country. It shall provide them with the assistance and support necessary for their activities.
The Parties shall promote and facilitate regular contacts between cultural, scientific and higher education institutions of both countries. They shall consult each other if necessary.
The Contracting Parties shall examine the possibilities of ensuring that studies, examinations and diplomas carried out in the territory of one of the Contracting Parties are completed in part or in full in the territory of the other Contracting Party. They'll make a special arrangement.
The Parties shall endeavour to provide objective information on the other country in their curriculum and textbooks.
The Parties shall exchange curriculum, pedagogical publications and any useful documentation on university and school problems.
Each Contracting Party shall grant scholarships to nationals of the other country in the manner specified in the exchange time programmes.
The Contracting Parties shall:
(a) to promote the exchange of scientists, professors, scientists, teachers, experts and, in principle, all cultural, scientific and artistic staff selected for studies or traineeships in the framework of raising qualifications and lectures from their fields in the other country or to undertake joint studies;
(b) to promote the participation of such persons in congresses, conferences or cultural festivals organised in their territory;
(c) enable such persons, in a spirit of reciprocity and according to their laws and regulations, to access cultural and scientific institutions, libraries, archives and museums.
The Parties shall promote the development of exchanges of programmes and materials between the radio and television organisations of both countries in order to contribute to mutual understanding of the culture, language and civilisation of their countries.
The Parties shall support:
(a) the mutual commercial dissemination of films. They shall facilitate the joint production of artistic and documentary films, as well as the exchange of information and documentation,
(b) the cooperation of their cinemas and experimental cinemas and the general development of exchanges of artistic, documentary and scientific films and slides on a non-commercial basis. Through its cultural services, it will facilitate the demonstration and lending of films and slides of this kind to institutions and organisations that are interested in them.
Each Party shall promote the exchange of artistic ensembles and artists, as well as the presentation of dramatic and other works of the other country, both on a commercial and non-commercial basis.
The Parties shall encourage the organisation of artistic, cultural and scientific exhibitions and books.
Contracting Parties
(a) promote, in particular on a commercial basis, the import of books, periodicals and other publications of the other country concerning teaching, science, technology, literature and art. They examine the possibilities that could facilitate the sale of cultural works to the public and exchange all useful information on the issues of the dissemination of books,
(b) to facilitate, as far as possible, the exchange of cultural works, scientific and technical literature, as well as documentation between libraries and professional institutions of both countries. They complement their efforts in this area with debits or gifts,
(c) encourage the translation and publication of the most important works of the second country in the field of science, technology, literature and art. They will support the development of contacts between publishers of both countries, in particular for the purpose of coditions. They will also facilitate the publication of articles of scientists and cultural workers of the other country in specialist journals.
The Parties shall promote the presentation of musical works, gramophone records and tape recorder records of the other country as well as the exchange of information on musical life.
The Parties shall promote mutual tourist contacts through the beneficiary organisations of both countries.
The Parties shall promote the exchange of youth and students through the beneficiary organisations of both countries.
The Parties shall promote the development of exchanges in the field of sport and physical education.
The Contracting Parties shall as far as possible facilitate the resolution of administrative and financial issues arising from the implementation of this Agreement. The financial terms of exchanges shall be specified in the time programmes.
A Czechoslovak-French Cultural Commission is created to ensure the way this Agreement is implemented and to monitor its implementation.
This Commission replaces the Commission, which was established by the Protocol on Cultural, Scientific and Technical Exchange between the Czechoslovak Socialist Republic and the French Republic of 26 September 1964. It will meet alternately in Czechoslovakia and France, draw up periodic exchange programmes and determine their financial conditions. The Commission may set up cultural subcommittees.
The Czechoslovak-French Cultural Commission will coordinate its work plan and its activities with the work plans and activities of the Standing Committee established under the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic on Scientific and Technical Cooperation signed in Prague on 29 June 1965.
The Parties shall inform each other by diplomatic means of specific arrangements concluded in the areas covered by this Agreement.
The Parties shall promote cooperation between their National Commissions for Cooperation with UNESCO.
Each Contracting Party shall communicate to the other Party the approval of the Agreement in accordance with its respective constitutional requirements. This Agreement shall enter into force on the date on which the last of these communications took place.
This Agreement shall be concluded for a period of five years and shall be extended silently for an additional period of five years. Each Contracting Party may terminate it within six months of the expiry of each period of five years.
The date of entry into force of this Agreement shall cease to apply. Declaration on scientific, literary and educational relations between Czechoslovakia and France of 30 April 1924 and Additional Protocol of 8 December 1945.
Done at Paris, 26 October 1967 in duplicate, each in the Czech and French languages, the two texts being equally authentic.
This Agreement has been signed by the agents of the Contracting Parties to this Agreement in evidence of this.
