on the Agreement between the Government of the Czechoslovak Republic and the Government of the Romanian People's Republic on cooperation in the veterinary sector
On 9 June 1957, the Agreement between the Government of the Czechoslovak Republic and the Government of the Romanian People's Republic on cooperation in the veterinary sector was signed in Bucharest.
The agreement was negotiated for a three-year period with effect from 9 October 1963.
In exchange for a note of 16 August 1963 and 18 October 1963, the Agreement was extended until 9 October 1966. In exchange for a note of 16 May 1967 and 25 December 1967, the Agreement has been amended to extend silently for a further period of three years, unless either Party notifies in writing six months before the expiry of the current period of validity its intention to terminate it.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Republic and the Government of the Romanian People's Republic on cooperation in the veterinary sector
The Government of the Czechoslovak Republic and the Government of the Romanian People's Republic, wishing to further deepen their cooperation on the veterinary sector, have decided to conclude this Agreement in order to further develop the national economy and to ensure the nutrition and health of the population of both countries:
Both Parties will cooperate in preventing and combating communicable animal diseases. To that end,
1. exchange periodic reports on animal diseases and inform each other without delay of the diseases of animals with high contamination or mortality, which are epizootic,
2. coordinate the measures necessary to prevent and combat individual diseases;
3. provide mutual support and assistance in the procurement of means of control and treatment;
4. exchange strains of pathogens if necessary;
5. develop cooperation between scientific institutes in the study of animal diseases, especially zoonoses;
6. develop uniform provisions and procedures for testing biopreparations and medicinal products for their standardisation;
7. unifying diagnostic methods for infectious diseases;
8. develop directives on the import, export and transit of animals and products of animal origin.
In any other animal disease which causes major losses in their condition and in their utility, both Contracting Parties shall be informed of the origin and course of these diseases and of the measures taken to combat them.
The Parties shall promote scientific and organisational cooperation in the field of veterinary medicine. To this end, they shall:
1. exchange of experience on the study and training of veterinary medical staff and relevant study and training programmes;
2. mutual visits to scientific and practical veterinary staff within the meaning of the applicable Cultural Cooperation Agreement between the two countries,
3. mutual notification of conferences, meetings and training courses so that experts of the other Contracting Party can participate;
4. exchange of scientific books and periodicals from veterinary medicine;
5. the exchange of veterinary administrative provisions and other documents concerning the organisation of veterinary medicine;
6. exchange of experience on veterinary statistics and other news.
The ministries of both Contracting Parties, responsible for veterinary matters, shall act together in the implementation of this Agreement directly.
In order to implement this Agreement, a Joint Commission shall be set up, to which each Contracting Party shall appoint three representatives.
It shall be responsible for drawing up the Directives referred to in Article 1 (8) of this Agreement and the annual work plan for veterinary cooperation, which, after approval by both Contracting Parties, will be a valid part of this Agreement.
This committee will be held on an annual basis in Prague and Bucharest and in urgent cases as many times as necessary. Each Contracting Party shall pay the expenses of its representatives at such meetings.
The expenditure arising from the implementation of this Agreement shall be borne by the Party in whose interest the actions will be undertaken. Other financial issues related to cooperation under this Agreement shall be addressed in the development of a veterinary cooperation plan.
This Agreement shall enter into force on the date of its notification by both Governments.
All animal health arrangements previously concluded between the two Parties shall cease to apply by the entry into force of this Agreement.
This Agreement shall remain in force for a period of three years from the date of entry into force. If one of the Contracting Parties has not notified its intention to terminate the Agreement at least six months before the expiry of that period, the Agreement shall remain in force for a further three years.
This Agreement was drawn up in duplicate, each in the Czech and Romanian languages, in which both texts are equally authentic.
To prove it, the agents of both Contracting Parties signed this Agreement and secured it with their seal.
