concerning the Basic Agreement on Scientific and Technological Cooperation between the Czechoslovak Socialist Republic and the Republic of Costa Rica
On 24 August 1972, the Basic Agreement for Scientific and Technological Cooperation between the Czechoslovak Socialist Republic and the Republic of Costa Rica was signed in San José.
Pursuant to Article 7 thereof, the Agreement entered into force on 24 December 1973.
The Czech version of the Agreement is hereby published at the same time.

BASIC AGREEMENT
on scientific and technological cooperation between the Czechoslovak Socialist Republic and the Republic of Costa Rica
The Government of the Czechoslovak Socialist Republic and the Government of the Republic of Costa Rica, guided by the desire to develop scientific and technical cooperation between the two countries, have concluded the following basic agreement on scientific and technological cooperation:
The Parties undertake to strengthen and facilitate the development of cooperation in the fields of science and technology.
The areas, forms and conditions of cooperation shall be determined in accordance with the provisions of this basic agreement in specific supplementary agreements between undertakings or organisations entrusted with the Contracting Parties.
Scientific and technical cooperation under this basic agreement shall include in particular:
1. exchange of experts and scientists, exchange of studies and their implementation, consultation and exchange of views on studies and projects provided for in the Additional Treaties;
2. the provision of scholarships to candidates selected by mutual agreement, in the other Party's country, to attend courses designed to enhance knowledge and specialise in sections or in technical fields of primary importance for technical and scientific progress;
3. joint study of technical and scientific experimental projects, determined by mutual agreement, with a view to their implementation by national or international institutions;
4. the establishment of technical and educational documentation centres and centres specialised in teaching and improvement;
5. any other scientific and technical cooperation activity agreed by undertakings or organisations entrusted with the Parties.
In order to ensure systematic and regular action in the management of scientific and technical cooperation carried out under this basic agreement, the two Parties undertake:
1. jointly process, directly or through undertakings or organisations entrusted with the Contracting Parties, a general programme of scientific and technical cooperation between the two countries and establish the measures necessary for the implementation of the selected projects concerned;
2. in the processing, directly or through undertakings or organisations entrusted with the Contracting Parties, programmes and technical projects, priority shall be given to the national objectives, geographical areas and areas of activity, so that specific projects become part of the relevant development plans.
Both Parties shall undertake, within the framework of a cooperation programme under this basic Agreement:
1. to confer on experts, instructors and technicians seconded under this basic agreement and specific additional contracts the advantages and privileges of experts from international organisations in accordance with the relevant legal provisions applicable in each of the two countries;
2. to exempt temporary import and re-export of articles, components or equipment intended by the Parties for the implementation of various projects from benefits, taxes and other fiscal burdens. The relevant specific additional contracts shall specify the goods, apparatus and equipment to be the subject of such exemptions.
In order to implement this basic agreement, both Parties agree to establish a Joint Commission, composed of their representatives or agents of undertakings or organisations authorised by them. The Joint Commission is hereby entrusted with the development of cooperation programmes under this basic Agreement. The Joint Commission shall submit to both Parties for approval all essential questions concerning scientific and technical cooperation between the two countries.
In order to implement this Agreement, both Parties may conclude protocols and agreements or negotiate the necessary exchange of notes.
This basic agreement shall enter into force one month after the date of exchange of notes informing each other that the provisions of the laws of their respective countries for the entry into force of this Agreement have been complied with.
This basic agreement shall be valid for five (5) years and shall be extended by one year in silence unless one of the parties denies it in writing no later than six months before the date of expiry of the relevant annual period.
The termination of this basic agreement shall not affect the implementation of additional contracts concluded during the period of validity of this document, unless otherwise agreed by both Parties.
Done at San José, 24 August 1972, in four copies, two in the Czech language and two in the Spanish language, each of which shall be equally authentic.
