on folk arts schools
The Ministry of Education of the Czech Socialist Republic provides pursuant to § 45 paragraphs 2 and 3 of the Act of the Czech National Council No. 76 / 1978 Coll., on educational establishments, and pursuant to § 14 paragraph 2 (a) of the Act of the Czech National Council No. 77 / 1978 Coll., on State Administration in Education:
Organisation of studies
(1) Preparatory study at folk schools of art (1) (hereinafter referred to as "school") is intended primarily for pupils of the first degree of primary school or basic nine-year-olds; Exceptionally, extremely musical gifted children who have reached 4 years of age can also be admitted to the music field of the studio, especially musically and musically gifted children who have reached 4 years of age. Preparatory studies for pre-school children may be organised in a combined music and dance field.
(2) Preparatory studies shall not exceed 2 years; the length of the study shall be determined individually by the school director for each pupil according to the degree of competence and, where appropriate, his age.
(3) Basic education is intended primarily for primary school pupils, basic nine-year-olds and secondary schools; subdivided into grade I, follow-up to preparatory studies, and stage II, follow-up to grade I.
(4) Study at grade I lasts a maximum of 7 years, study at grade II for a maximum of 4 years.
(5) Pupils in grade I primary education who show extraordinary talent, excellent learning skills and work results may be included in the extended teaching course in which they prepare to study at art schools. Pupils who fail in extended teaching are converted into an unextended form of teaching.
(6) The school director, acting on a proposal from a commission to be set up by the National Committee which is the head of the school, shall decide on the inclusion of pupils in the extended teaching programme (2) from among the experts of the various disciplines to be taught in schools in the district.
(7) Adult courses are mainly for adults; In addition, working youth or studying youth may exceptionally be admitted to courses.
(8) The study in adult courses lasts a maximum of 4 years. The length of the study shall be determined individually for each pupil according to the degree of competence or age.
Organisation of teaching
(1) Schools are taught in the musical, dance, literary and artistic fields. As required by music, dance or literary drama, the principal of the school entrusts certain teachers of the music field with piano accompaniment (correspondence), either in part or in full, their teaching duties. Teachers in charge of correspondence are subject to legal and wage regulations, as are other school teachers.
(2) Individual fields are divided into departments. Teaching in departments is organized according to the years of study.
(3) The music field is divided into a department
(a) preparatory musical education and musical theoretical subjects;
b) keyboard tools (piano, organ),
c) string instruments (violin, viola, cello, bass),
d) stringed instruments (guitar, harp),
(e) breath instruments (flute-picola, oboe, clarinet-baskerinet, saxophone, bassoon, pipe B + Es, wing, horn, trombone, basset-baryton, bastrumpet, tube, helicone and beak flute),
(f) folk instruments (CMC, bagpipes, drums),
(g) accordions;
h) singing.
(4) The dance field is divided into departments
(a) preparatory dance education and dance training and theoretical subjects,
(b) classical dance,
(c) historical dance and folk dance,
d) modern and modern dance, expression dance and pantomime.
(5) Literary drama is divided into departments
(a) preparatory dramatic education and training and theoretical subjects;
(b) dramatic and verb,
(c) puppeteers.
(6) The art field is divided into departments
(a) preparatory art education and theoretical subjects;
(b) drawings and paintings, graphics and graphic techniques and decorative activities;
(c) modelling and work in materials;
(d) photographs and films.
(7) The National Committee, which is the head of the school, may combine individual departments in the field under the conditions laid down by the Ministry of Education.
(8) Apprenticeship subjects and their scope, length of study, with the exception of preparatory studies and course studies, number of years and age limits of pupils admitted in each field, lay down the teaching plans set out in Annexes 1 to 8 to this Decree. The content of individual subjects is defined in the curriculum.
(9) Teaching is organised in individual form or in groups of pupils in individual departments. Pupils are grouped by year or degree of maturity.
(10) In the course of teaching, pupils enrolled in a group and in the individual form of teaching, the teaching staff of the school (teacher) ensure the safety of pupils.
(11) The organisation of teaching at school will be adapted to the organisation of the school year at primary and secondary schools.3)
Establishment and cancellation of schools, branches, groups and courses
(1) School may be set up, (4) if at least 100 pupils or at least 200 pupils have signed up to study in the music field to teach at least three musical instruments or to study in two or more fields; of which there must be at least 40 pupils in each field.
(2) If more than 300 pupils apply to study in the art field of the school, a separate school may be set up for the art field; in such a school, further disciplines can be established gradually.
(3) The branch of the school may be established in places where the conditions laid down in paragraph 1 for the establishment of the school are not met, if it has applied for teaching in a particular field and, as regards the musical field, for at least two instruments, or for one instrument and singing, at least 40 pupils.
(4) A group of schools in question may be set up in places where at least 12 pupils apply to study in a particular field.
(5) An exception to the number of pupils referred to in paragraphs 1 to 4 is permitted in justified cases by a national committee which shall lead the school in a professional capacity.
(6) Adult courses are set up by the School Director, with the agreement of the National Committee, which shall lead the school in a professional manner. The course may be set up if at least four candidates apply.
(7) The school, branch, group or course shall be cancelled if the number of pupils in them falls below the number laid down in paragraphs 1 to 6.
Admission of pupils and termination of studies
(1) Pupils shall be enrolled in the study by written application form signed as minors by their parents or other legal representatives (hereinafter referred to as "legal representatives'); the application shall be submitted to the principal of the school. Pupils are accepted on the basis of a successfully completed entrance exam.
(2) The admission examination shall take place in June of the preceding school year, in justified cases in the first week of September in the current school year. The date and place of the entrance examination shall be published by the school director at least 14 days in advance. In justified cases, pupils may also be accepted during the year.
(3) The school director shall be admitted to the preparatory study on the basis of a survey of the talent carried out by the school teacher in cooperation with the teachers of the nursery schools, primary schools or basic nine-year-olds during the previous school year and the result of the entrance examination. The examination shall be carried out by teachers appointed by the School Director within the normal level of teaching duty; the scope of the survey shall be determined by the school director.
(4) The admission of a pupil to a preparatory study shall not give rise to entitlement to the primary study after completion of the preparatory study.
(5) The principal of the school shall be admitted to the primary study and to adult courses following a successful examination by a three-member Admission Commission. The Commission shall be established for each field of study and shall be appointed by the school director. Pupils who have not completed their preparatory studies may also be admitted to primary education and adult courses.
(6) Beginners over 14 years of age can also be recruited in the 1st stage of primary education in the literary and dramatic field, in the singing department, in the breath instruments department and in the string instruments department to teach bass.
(7) Exceptionally, particularly gifted pupils who have not reached the age specified in the curriculum curriculum for individual subjects or who have exceeded that age may also be admitted to study at the first and second levels of primary education. Pupils who have exceeded the prescribed age may, on the basis of a proposal from a teacher of the main subject, be included in a shortened study in which, according to their abilities and talents, they are allowed to study the teaching material of two years of the school in one year or, where appropriate, to be enrolled in a higher school.
(8) The test shall be carried out for:
(a) in the musical field of musical ability, i.e. musical hearing, rhythmic feeling, emergency, musical memory and health and physical disposition;
(b) in the field of art, the ability of spatial, colour and shape perception, the degree of expression of artistic expression according to reality and vision,
(c) in the field of dance, musical and mobility and physical fitness,
d) in the literary and dramatic field of creative and expressive ability, oral expression, movement and, if necessary, written speech.
(9) Candidates for admission to the singing department, to the breath instruments department and to the dance field shall submit a medical recommendation or recommendation to the school doctor during the entrance exam. In cases defined by the school, the medical advice shall be submitted by applicants for admission to other departments of the music field. These pupils undergo medical examinations during their studies.
(1) Pupils are required to participate in all subjects of the relevant field of instruction regularly and at a specified time.
(2) During the resettlement, the pupil continues to study at the school at the place of permanent residence, provided that he is taught at that school in the main subject of the field in which he studies. The principal of the school at which the pupil has studied so far will send the documentation to the school where the pupil transfers.
(3) The study is terminated,
(a) if the pupil seriously violates the school rules or, where appropriate, the provisions of Sections 5 and 6 of this Decree, or if the adult pupil, through his behaviour, seriously endangers the education, safety or health of other pupils;
(b) for health reasons;
(c) if the pupil so requests in writing, his legal representatives as a minor;
(d) 31 January or 30 June in the event of a disadvantage;
(e) if pupils do not pay tuition (§ 9).
(4) The Director shall inform the pupil in writing of the completion of his studies and, if the pupil is a minor, his legal representative.
Pupils' benefit assessment and advancement to higher education
(1) In the evaluation of pupils, teachers shall take into account their efforts, activity, autonomy, creativity and interest in the subject studied and the results of their work. The results of the follow-up and final examinations (paragraph 2), concert, dance and dramatic performances of pupils and the results achieved at shows, competitions and exhibitions are also a focus for the evaluation of performance results.
(2) School pupils, with the exception of pupils enrolled in the preparatory studies and pupils enrolled in the extended course, are subject to a comical transfer test from the study substance of the completed year at the end of the second semester. The follow-up exam can be carried out in the form of an annual foreplay, participation in the exhibition of art works, dance or literary dramatic performances. Pupils in grade I and level II of primary education are subject to a comical final examination from the main subject of study.
(3) The Director of the School shall appoint the members of the Commission for the Trial and Final Trial.
(4) All pupils of the school take part in the advance examinations (compulsory annual preamble, art exhibitions, dance or literary performances). Public appearances, public exhibitions and similar school events are attended by pupils appointed by the school.
(5) In grade I and grade II and at the end of the adult course, pupils are assessed on the basis of:
(a) public or internal appearance and, where appropriate, participation in exhibitions;
(b) Comic final examinations from the main subject of study;
(c) written and oral theoretical examinations specialised by field.
(6) Pupils proposed to be enrolled in extended teaching and pupils already enrolled in extended teaching are subject to a referral test before a commission set up for this purpose by a national committee conducting the school.
(7) During the teaching period, pupils' benefits in each subject are assessed on an ongoing basis according to the classification scale of five grades: excellent, commendable, good, sufficient, insufficient. The results of the pupil's evaluation are the teachers in a certificate of benefit, which includes the results of the follow-up examinations and the participation of pupils in public events. Teachers are enrolled in the curriculum, which also includes the study instructions and the substance prescribed for home preparation.
(8) In summary, pupils are assessed twice as a teaching period on 31 January and 30 June; for these dates, the school shall issue them a certificate. A five-stage classification scale referred to in paragraph 7 shall be used for the aggregated classification. Pupils of preparatory studies receive a certificate of completion of each year at the end of the teaching period.
(9) The cumulative classification as at 30 June shall assess whether the pupil is eligible to graduate; taking into account the result of the progress test.
(1) The total benefit of pupils on the certificate is expressed as follows:
1. served with honours,
2. benefit,
3rd failed.
(2) The pupil has benefited with distinction if he has been evaluated from the main subject by a degree of "excellent" and has achieved at least an average benefit of 1,5 from other subjects, and has not been evaluated from any subject by a lower mark than "commendable."
(3) The pupil benefited if he was not "inadequate" in one subject. The pupil did not benefit if he was assessed as "insufficient 'from an article.
(4) A pupil who has not benefited is not eligible, except as referred to in paragraph 5, for a higher grade.
(5) A pupil who has not benefited from an subject or, where appropriate, in the course of a follow-up examination, but who is entitled to further study, may, on a proposal from a teacher of the main subject or, where appropriate, from the Trial Trial Board, proceed to a higher grade on condition that he successfully performs the corrective examination by 31 January of the following year.
(6) A pupil who has not benefited can only repeat the year if his or her disadvantage has been caused by serious personal reasons (e.g. unguilty and long-term absence, health or serious family reasons).
(7) The school director shall decide on the approval of the corrective examination or the renewal of the year on a proposal from the school's pedagogical board. The end of the corrective examination shall be determined by the school director.
(8) On the recommendation of the teacher of the main subject, an extraordinarily capable pupil may be reassigned after having passed an extraordinary advanced examination in the upper year and during the teaching period. The transfer shall be decided by the principal of the school.
(1) The examination committee shall consist of the Chair and at least three members - experts for the field concerned. The members of the commission and its chairman shall be appointed by the school director from the teachers of the department or branch concerned. The test result from each subject shall be evaluated by the Panel by a mark according to the classification scale referred to in Section 6 (7). The marks shall be decided by the Commission by a majority of votes, the chairman's vote in equality.
(2) The Commission for final examinations shall be composed of a chairman and at least five members. The members of the Commission and its Chairman shall be appointed by the School Director. In assessing the results of the test and voting on the stamp, the final examination panel shall act in a similar manner to the interim examination panel.
(3) The Commission shall draw up a report on the progress or final tests, which shall be endorsed by all members of the Commission.
Registration and tuition fees
(1) At the beginning of each year of teaching, pupils or their legal representatives shall pay the registration fee; pupils of preparatory studies and pupils of grade I and II of basic studies will pay a registration fee of 10 Ccs, pupils of adult courses 20 Ccs.
(2) In the preparatory study of the field of music, dance and art, pupils pay the tuition fee of 15 CZK per month, and the literary drama tuition of 10 CZK per month.
(3) In the first and second stages of primary education, pupils pay tuition fees of:

(4) In adult courses, pupils in the music field pay tuition fees of 30 CZK per month for individual lessons in the main subject and 5 CZK per month for each teaching week in other subjects. In the fields of dance, art and literature, these pupils pay tuition fees of 10 CZK per month for each week of teaching.
(5) The fees are paid quarterly in advance, not later than every 10th day of the last month of the preceding quarter. If the student stops taking part in the course without serious reasons, the fees paid shall not be refunded. In the absence of a pupil in all subjects lasting more than four weeks, the student, for a minor by his legal representative, may apply in writing to the district national committee, through the school director, for reimbursement for the period of his or her absence. The fees shall also be reimbursed to the student, to the legal representatives for a minor at the written request, if the student has not been taught in the school for more than four weeks or if the student's studies have been completed at his own request [§ 5 (3) (c)].
(6) Taking into account the skills and benefits of the pupil, the social conditions of the student's family and in cases of special consideration, the district national committee may exempt the pupil from paying the tuition fees in part or in full on a proposal from the school director. The application for exemption from the payment of tuition fees, supported by a certificate of income of a pupil, for a minor pupil by a certificate of income of persons who have a maintenance obligation on the pupil, shall be submitted to the school director by 10 September at the latest.
