DECLARATION
of 21 March 2018
amending Decree No. 173 / 1995 Coll., on the issue of the Railway Regulations, as amended
The Ministry of Transport provides pursuant to § 66 (1) of Act No. 266 / 1994 Coll., on Railways, as amended by Act No. 23 / 2000 Coll., Act No. 103 / 2004 Coll., Act No. 181 / 2006 Coll., Act No. 191 / 2006 Coll., Act No. 194 / 2010 Coll., Act No. 134 / 2011 Coll., Act No. 64 / 2014 Coll. and Act No. 319 / 2016 Coll., ("the Act ') for the implementation of Sections 22 (5) and 35 (4) of the Act:
Decree No. 173 / 1995 Coll., issuing the Railway Regulations, as amended by Decree No. 242 / 1996 Coll., Decree No. 174 / 2000 Coll., Decree No. 133 / 2003 Coll., Decree No. 57 / 2013 Coll., Decree No. 7 / 2015 Coll., Decree No. 253 / 2015 Coll. and Decree No. 78 / 2017 Coll., is amended as follows:
1. In Article 18 (1) of the Introductory Part of the provision, the words "or the part excluded 'shall be inserted after the word" track'.
2. In Article 18 (2), the words "or parts thereof excluded 'shall be inserted after the words" dorm'.
3. In Paragraph 18 (3), the words "or parts excluded 'are inserted after the word" dorm' and the words "or parts excluded 'are inserted after the word'.
4. In Paragraph 34, the following paragraph 3 is inserted after paragraph 2:
"(3) Only the leading railway vehicle equipped with the mobile part of the ERTMS / ETCS train protection system, which is compatible with the ERTMS / ETCS track section used on the track, may be used on the track in line sections operated at a track speed exceeding 160 km / h. ';
Paragraph 3 shall become paragraph 4.
5. In Annex No 1, Part I, the following point 15 is added:
"15. ETCS information:
ETCS shall only apply to persons driving a railway vehicle manager equipped with the mobile part of the ERTMS / ETCS train protection system in operation.
15.1. The "TCS Change Report" is a yellow square board with black frame, inside the top half black inscription "LT," in the bottom half "ETCS." It shall inform the person driving the railway vehicle that at least at the stopping distance a signal shall be followed with the indication "Change of ETCS level '.
15.2. The "Change of ETCS level" is a white square board with a black frame, inside the top half the black inscription "LT," in the bottom half of "ETCS." It shall indicate the location on the line where the area in which the traction vehicles are driven under the supervision of ERTMS / ETCS of another level begins and shall inform that the switch-on of the mobile part of ERTMS / ETCS to another ETCS level is controlled by the ERTMS / ETCS track section.
15.3. The "Level 2 entry to the ETCS area 'is a white square board with a black frame, inside the top half a black inscription" ETCS', in the bottom half a "L2 '. It shall indicate the point on the line where the area where the rail vehicle is driven under the supervision of ETCS level 2 begins and where the switching is not controlled by the ERTMS / ETCS track section. The signal commands the person driving the railway vehicle to switch the mobile part of the ERTMS / ETCS train protection to level 2 when the leading railway vehicle driving as a train or moving part continues to drive in the ETCS area.
15.4. The "Stop brand ETCS" is a blue square board with a yellow arrow with a white edge facing towards the track for which the indicator applies. It shall indicate the location which the railway vehicle, under the restricted supervision of the ERTMS / ETCS train protection system, shall not pass in the cases provided for in the ERTMS / ETCS internal regulation.
The "Stop mark ETCS 'may be supplemented by one or more lamps to express the signals provided for by the internal regulation of the runway operator.
15.5. The "ETCS localization mark" is a white square board with a black arrow pointing towards the track for which the indicator applies. It shall indicate the place in front of which the person driving the railway vehicle must confirm that the track between the front of the train and this indicator is free when called upon by the ETCS. The details shall be laid down in the internal regulation of the railway operator.
15.6. The "ETCS exit border 'is a white square board with black frames, inside the black inscription" ETCS' and a red stripe from the lower left to the upper right corner. Indicates the location on the track where the area where the ERTMS / ETCS train protection is controlled ends and informs about the automatic switching of the ERTMS / ETCS mobile part of the ERTMS / ETCS train protection to the national level of the train protection when the vehicle is equipped with it or to the ETCS level.

Efficacy
This Decision shall enter into force on 1 April 2018.
