on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia on cooperation in the veterinary sector
On 21 October 1964, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia on cooperation in the veterinary sector was signed in Ulanbatar.
The Government of the Czechoslovak Socialist Republic approved the Agreement on 30 December 1964.
The Agreement entered into force on the date of the exchange of approval notes, i.e. 26 February 1965, on the basis of Article 9 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia on cooperation in the veterinary sector
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia, led by an attempt to extend and deepen cooperation in the veterinary sector in order to eliminate the dangers posed to the national economy and the health of the population of both countries by infectious and other animal diseases and thereby facilitate the further development of economic and trade relations between the two countries, have decided to conclude this Agreement and have appointed their agents:

the Minister for Agriculture,
Those who exchanged their powers of attorney, whom they found in good and proper condition, have agreed on the following provisions:
The Parties shall cooperate in the veterinary sector, assist each other in the study and research of contagious and other bulk animal diseases, in preventing and combating such diseases, as well as in the transmission of veterinary experts and the provision of necessary veterinary equipment and preparations.
In order to extend and consolidate organisational and scientific cooperation on the veterinary section, the competent authorities of the Contracting Parties shall:
1. exchange veterinary administrative provisions and other material concerning the organisation of the veterinary service;
2. consult on the organisation of conferences in the field of veterinary medicine;
3. exchange professional veterinary literature.
The competent authorities of the Contracting Parties shall:
1. organise mutual cooperation and exchange of experience between the scientific institutes of veterinary medicine in the research of animal diseases, in particular transmissible to humans, as well as cooperation in improving and applying effective diagnostic methods and means against those diseases;
2. exchange experiences on the training and retraining of veterinary service staff, exchange study programmes as well as methodologies for basic scientific research work;
3. to carry out the mutual transmission of veterinary experts in the field of science and practice in order to exchange experience.
(1) The competent authorities of the Contracting Parties shall inform each other at least every three months of the places and extent of the occurrence of contagious animal diseases.
They will be informed of the emergence of diseases with high infectivity or mortality without delay.
(2) The list of infectious diseases contained in the Annex to this Agreement may be supplemented at any time at the request of the competent authorities of one of the Contracting Parties.
The competent authorities of the Contracting Parties shall ensure veterinary checks on animals, raw materials and products of animal origin, as well as on articles which may bear the disease and which are intended for international transport in order to prevent the introduction of the disease and to facilitate the import, export and transit of the goods. This veterinary inspection will be carried out by veterinary surgeons of the State Veterinary Service.
The import, export and transit of animals, raw materials and products of animal origin which may carry the disease shall be carried out in accordance with the provisions of the other Contracting Party after prior approval and authorisation by the central veterinary authorities of the Contracting Parties.
The competent authorities of the Contracting Parties shall, in accordance with this Agreement and with a view to the practical implementation of cooperation in the veterinary section, negotiate arrangements which will form the basis for their permanent and direct contact.
(1) The expenditure related to the implementation of Article 1 of this Agreement shall be borne by the Party in respect of which the assistance is granted.
(2) The costs associated with the implementation of Articles 2 and 3 of this Agreement shall be borne by the sending Party.
(3) The reimbursement of the expenses referred to in paragraph 1 of this Article shall be made on the basis of a payment agreement applicable between the Contracting Parties on the date of payment.
(1) This Agreement is concluded for a period of three years and will be extended by another three years each time unless one of the Contracting Parties has expressed its wish to revoke the Agreement six months before its expiry.
(2) This Agreement is subject to approval under the constitutional requirements of each of the Contracting Parties and enters into force on the date of the exchange of notes on such approval.
Written in Ulanbátar on 21 October 1964 in duplicate, each in the Czech, Mongolian and Russian languages, the Russian version being decisive.
