1. At the end of footnote 1, the sentences are added to separate rows
"Commission Directive 91 / 322 / EEC of 29 May 1991 laying down indicative limit values for the implementation of Council Directive 80 / 1107 / EEC on the protection of workers from the risks associated with exposure to chemical, physical and biological agents at work. Directive (EU) 2022 / 431 of the European Parliament and of the Council of 9 March 2022 amending Directive 2004 / 37 / EC on the protection of workers from risks related to exposure to carcinogens, mutagens or reprotoxic substances at work. ';
2. In Paragraph 1 (1) of the Introductory Part of the provision, the word "union21) 'is replaced by" unie24'.

„§ 3
Heat load assessment
The heat load at work is determined by the amount of metabolic heat resulting from muscle work and environmental factors which mean air temperature (ta), resulting temperature of the spherical thermometer (tg), operating temperature (to), air flow rate (va) and relative humidity (Rh). ';
5. In Article 3a, point (f) is deleted.
Points (g) to (j) shall be renumbered as points (f) to (i).
6. in Article 3a (f), the words "heat medium 22)" are replaced by the words "heat medium 7b)";
7. In Article 3a (i), the words "with maintained temperature 'are deleted.
8. 12. in Paragraph 4 (2):
"(2) The long-term and short-term permissible working time in the exchange for acclimatised and unacclimatised staff shall be determined according to the calculation of the heat balance according to the Czech technical standard governing the ergonomics of the thermal environment - analytical determination and interpretation of thermal stress by means of the calculation of the predicted heat load 7b)."
13. in Article 4 (3), the words "as amended by Annex 1 to this Regulation, Part B, Tables 1a to 2c" shall be deleted;
14. In Paragraph 4 (4), the first sentence is replaced by the following: "In the long-term and short-term heat-permissible assessment, direct measurements may be made, namely measuring water loss through sweat and breathing, the temperature of the body's internal environment and heart rate."
15. in Article 4a (1), "6" is replaced by "5."
16. in Article 5, paragraph 1 is deleted;
Paragraphs 2 to 5 shall be renumbered paragraphs 1 to 4.
17. The third sentence of Article 7 (1) is replaced by the following: "For the determination of the necessary thermal insulation properties of the working clothing sufficient to ensure the thermal neutral conditions of the human organism and the maximum permissible cold exposure period, the evaluation of thermal insulation of clothing and resistance of clothing against evaporation (8) and Czech technical standards governing the ergonomics of the thermal environment - the determination and interpretation of cold stress by means of the necessary insulation of clothing (IREQ) and local effects of the cold30) shall be followed."
Footnote 30 reads:
"30) ČSN EN ISO 11079 Ergonomy of the thermal environment - Determination and interpretation of stress from cold by means of necessary insulation of clothing (IREQ) and local effects of cold."
18. in Paragraph 7 (4), the words "at a temperature between 13 and 4,1 ° C not exceeding 3 hours" shall be inserted after the word "duration," and the sentence "When determining the necessary thermal insulation of clothing shall be followed by the Czech technical standard governing the ergonomics of the thermal environment - the determination and interpretation of stress from the cold using the necessary insulation of clothing (IREQ) and local effects of the cold30."
19. Paragraph 16, including the title and footnote 21, reads as follows:
„§ 16
Carcinogens, mutagens and substances toxic to reproduction and working processes at risk of chemical carcinogenicity
(1) Chemical carcinogens, mutagens or substances toxic for reproduction are classified
(a) substances classified as chemical carcinogens of categories 1A and 1B, mutagens of categories 1A and 1B, and substances toxic to reproduction of categories 1A and 1B, in accordance with the directly applicable regulation of the European Union on chemicals and chemical mixtures (24); a non-threshold toxic substance is considered to be a substance for which there is no safe exposure level for workers' health and which is thus identified in Annex III to Directive 2004 / 37 / EC of the European Parliament and of the Council); a substance toxic to reproduction with threshold values is considered to be a substance with a safe exposure level below which there is no risk to the health of workers and which is thus identified in Annex III to Directive 2004 / 37 / EC of the European Parliament and of the Council),
(b) the cytostatics and dust of hardwood listed in Annex 3, Part A to this Regulation, where hard wood work is classified as third or fourth under the Public Health Protection Act;
(c) working processes at risk of chemical carcinogenicity listed in Annex 2, Part C to this Regulation.
(2) Carcinogens of categories 1A and 1B, mutagens of categories 1A and 1B and substances toxic to reproduction of categories 1A and 1B according to the directly applicable European Union Regulation on chemicals and chemical mixtures (24), mixtures of carcinogenic, mutagenic or toxic to reproduction of categories 1A and 1B, where the content of these substances is above the concentration limit of general or specific established in accordance with the directly applicable European Union Regulation on chemicals and chemical mixtures (24).
21) Directive 2004 / 37 / EC of the European Parliament and of the Council of 29 April 2004 on the protection of workers from the risks associated with exposure to carcinogens, mutagens or reprotoxic substances at work (Sixth individual Directive within the meaning of Article 16 (1) of Council Directive 89 / 391 / EEC), as amended. ';
20. In the second sentence of Paragraph 18 (2), "only 'is deleted and at the end of the second sentence the words" whenever possible' are added.
23. In Paragraph 28, the words "unilateral excess' are replaced by the words" long-term excess excess excess one-sided '.
24. in Paragraph 29 (1):
"(1) The assessment of the health risk in the manual handling of the load shall include an assessment of the weight of the hand handling load, the weight of the hand handling load taking into account the working position, the cumulative weight of the loads and the spent energy output and the heart rate. ';
25.In Paragraph 29 (6), the last sentence is deleted.
26. In Paragraph 29, the following paragraph 7 is inserted after paragraph 6:
"(7) The hygiene limits for manual handling of workload are set out in Annex 5, Part D, Table 7 to this Regulation."
Paragraphs 7 to 10 shall be renumbered paragraphs 8 to 11.
27. in Paragraph 29 (8), "or" is replaced by "a."
Paragraph 28 (29) (11) reads as follows:
"(11) For the cumulative weight of loads, the limit value shall be determined proportionally according to the specific time of work, the maximum permissible total cumulative mass of loads determined for the average eight-hour shift being 10 000 kg, if male, and 6 500 kg if female; the total cumulative weight of the loads shall not be increased, even in the extended shift. The value of the hygiene limit shall be determined in accordance with Annex 5, Part D, Table 8 to this Regulation, if the working time differs from 480 minutes per shift, for physiological factors of the overall physical load taking into account average energy output, local muscle load taking into account the exchange rate of movements in relation to% Fmax, muscle force 55 to 70% Fmax and position and manual handling of workload. ';
29. in Paragraph 30 (1), point (b) is replaced by the dot and point (c) is deleted;
33. Paragraph 41 (4) is deleted.
Paragraphs 5 and 6 shall be renumbered paragraphs 4 and 5.
Article 34 (45) and (45a), including the title above Article 45 and footnotes 14, 16 to 18 and 31 to 34, read:
"Lighting of indoor workplaces with permanent work
§ 45
(1) Daily, electrical or combined lighting is used to illuminate workplaces, including connecting routes. 14) Lighting must not cause greater glare than the Czech technical standards allow. During the day, daylight shall be used in the workplaces, except in the cases referred to in paragraph 6. The illumination of the workplace and the connecting routes between the different workplaces by day, electric or combined lighting shall correspond to the complexity of the work carried out on visual activity and health protection in accordance with standard values and requirements.
(2) A working site which is illuminated by daylight, where there may be an increased heat load or dazzle, shall be equipped with orifices to control direct sunlight. In the case of vertical and oblique lighting holes in the workplace allowing a view out, the filling shall not prevent this view and shall permit a clean, undistorted and colour-undistorted view.
(3) The working space with suitable daily illumination shall meet at least the following values:
(a) daytime lighting
1. for vertical and oblique lighting holes expressed as DT target factor of daily illumination = 2% per 50% of the space under consideration and at the same time as the minimum DTM target factor = 0,7% per 95% of the space under consideration;
2. for horizontal illuminating holes with clear material expressed as DT target factor of daily illumination = 2,0% to 95% of the area under consideration, daylight illumination for horizontal illuminating holes with diffusion material expressed as DT target factor of daily illumination = 1,7% to 95% of the area under consideration;
(b) the total electrical illumination of the space under consideration, expressed as maintained lighting, shall be at least equal to 200 lux with the uniform illumination Uo ≥ 0,4 at the prevailing plane of the visual task.
(4) The working space with combined illumination shall meet at least the following values at the prevailing level of the visual function:
(a) daytime lighting
1. for vertical and oblique lighting holes expressed as DT target factor of daily illumination = 1% per 50% of the area under consideration and at the same time as the minimum DTM target factor of daily illumination = 0,5% per 95% of the area under consideration;
2. for horizontal lighting holes expressed as DT target factor of daily illumination = 1,5% per 50% of the area under consideration and at the same time as the DTM target factor of daily illumination = 0,5% per 95% of the area under consideration,
(b) the total additional electrical lighting expressed as a maintained illumination of at least 300 lx with a uniform illumination of Uo ≥ 0,4 in the assessment spaces with vertical and oblique lighting holes or expressed as a maintained illumination of at least ¡m = 200 lx with a uniform illumination of Uo ≥ 0,4 for horizontal lighting holes, unless the Czech technical standard governing the values of the combined illumination17) provides for higher values.
(5) Workplaces where technically or technologically satisfactory daytime lighting or combined lighting cannot be provided may be operated or newly established only in very exceptional and justified cases. It's a workplace,
(a) on which only night traffic takes place;
(b) which, for technological reasons, must be without daytime lighting,
(c) whose design requirements do not permit the establishment of a sufficient number or size of lighting holes; it is mainly a workplace for the purpose of defending the State under a higher level of security,
(d) on which the material, the nature of the products or activities processed require the exclusion of daylight or special lighting requirements, such as the use of technologically necessary wavelength spectral light composition which cannot be achieved by daylight lighting;
(e) where it is necessary to ensure the protection of the health of the worker against the penetration of a chemical, aerosol or dust from manufacturing or other activity the source of which is technology.
(6) The employer must ensure that work on newly established workplaces and on the basis of a written agreement with the public health authorities as well as at current workplaces as referred to in paragraph 5 (b). (c) to (e) with non-compliant daily lighting shall not consist of more than half the shift or shall not be more than two working days of permanent work in the workplaces referred to in paragraph 5 (b). (c) to (e) at least one full shift has followed in an area meeting the requirements of paragraph 3 or 4, or one day of rest has followed.
(7) At the workplace referred to in paragraph 5, the electrical lighting of the space shall be expressed by a maintained illumination of not less than 300 lx with a uniform illumination of Uo ≥ 0,4, unless the Czech technical standard governing the electrical illumination18) provides for higher values. The standard requirements and values of the maintained illumination referred to in the Czech technical standard governing the values of electrical illumination18) shall be increased by at least one degree of the lighting range.
(8) The standard value means the value of daytime, electric or combined lighting contained in the Czech technical standard governing the values of daytime illumination16), combined illumination17) or electrical illumination18).
(9) The standard requirement is the technical requirement contained in the Czech technical standard governing the technical requirements for daytime illumination16), combined illumination17) or electrical illumination18).
§ 45a
(1) The rest rooms referred to in § 55 (3) or functionally defined part of the rest room shall have satisfactory daily lighting as defined in § 45 (3).
(2) Daytime lighting systems, lighting systems providing electrical lighting and parts of the interior of the workplace reflecting the light shall be regularly cleaned and permanently maintained in such a condition as to satisfy the requirements of paragraphs 1, 3, 4, 6 and 7 of Section 45.
(3) Lighting holes, including sunscreen protection elements, shall permit their safe use, maintenance and cleaning and shall not endanger other persons present in or around the building during maintenance and cleaning. Staff shall be allowed to handle windows and skylights if they are open; their control equipment shall be capable of opening, closing, setting or securing from the floor in a safe manner. When windows and skylights are opened, they shall be secured to prevent injury. The possibility of handling windows and skylights is not necessary where ventilation is provided by an automatic control system.
(4) The required values of electrical lighting are verified in the project according to the design of the illumination14), including its calculation. After implementation of the project, the accredited laboratory will always carry out measurements in accordance with the procedures described in the Czech technical standards governing the measurement of electrical illumination31). The values of the colour application index Ra and the replacement temperature of the chromaticity Tcp are compared with the catalogue data of light sources and their compliance with the Czech Technical Standard 18), or by measurement. The required values of daytime lighting shall be checked by calculation and, where appropriate, measurement in accordance with the procedures described in the Czech technical standards for measuring daytime illumination32). The choice of measuring points is followed by the procedure described in the Czech technical standards governing the measurement of daytime and electrical illumination31), 32).
(5) The determination of the IRG dazzle factor shall be part of the design of electrical lighting and the determination of the value of the IRG dazzle index shall be part of the design of electrical lighting, which shall include the calculation of the RUG by using the equation set out in the Czech Technical Standard governing electrical illumination34) and shall be evaluated for the seated person at a height of 1,2 m and for the standing person at a height of 1,7 m.
(6) The colour tone of the light must be in permanent work spaces
(a) neutral white for work spaces in order to achieve visual performance;
(b) cold white for work spaces with special requirements for visual performance.
(7) The ratio of average illumination at total or graduated illumination between adjacent connected rooms or halls shall not be less than 0,2.
(8) The maintenance factor is calculated in the lighting design in accordance with the maintenance plan.
(9) The workplaces, including connecting routes, on which the staff member is exposed to an increased degree of accident or other damage to health during the failure of the artificial lighting, shall be equipped with suitable emergency lighting according to the Czech technical standard governing emergency illumination19).

Lighting of outdoor workplaces without permanent work
In the workplace where work is carried out in the range of less than 4 hours in the shift, electrical lighting must be provided in accordance with the Czech technical standard governing electrical lighting 34).
§ 45c
Lighting of outdoor workplaces with permanent work
(1) Electrical lighting of outdoor workplaces and connecting routes must correspond to the complexity of the work carried out on visual activity and health protection in accordance with standard values and requirements according to the Czech technical standard governing lighting of outdoor work spaces 35).
(2) The required values of electrical lighting are checked by measuring in accordance with the procedures described in the Czech technical standard governing the measurement of electrical illumination36).

Explanatory notes to the table:
PEL - permissible exposure limit.
NPK-P - maximum permissible concentration.
CAS number - Registration number used in Chemical Abstracts Service.
(1) Physico-chemical properties (e.g. explosive) are taken into account.
(2) For the evaluation of exposure to lead, the result of the examination of plumbemia is decisive.
(3) The control of exposure to mercury and inorganic compounds of bivalent mercury shall take into account relevant biological exposure tests that complement occupational exposure limit values.
(4) Short-term exposure limit in relation to that collection period.
(5) Measured as an elementary carbon.
V - inhalable fraction of aerosol.
R - respiratory fraction of aerosol.
Explanatory notes to the column "Notes' in the table:
B - a BET is introduced in urine or blood.
D - Skin penetration is significantly applied to exposure.
I - irritates mucous membranes (eyes, airways) or skin.
K - carcinogen category 1A and 1B (with H350, H350i).
M - germ cell mutagen of categories 1A and 1B (H340).
P - Serious late effects (with H372, H373) cannot be excluded for a substance.
S-substance has a sensitising effect (with H317, H334).
T - toxic for reproduction categories 1A and 1B (with H360 including relevant codes).
