Decree of the Minister for Foreign Affairs on the arrangements for cooperation at national borders between the Czechoslovak Socialist Republic and the Federal Republic of Germany

on the arrangements for cooperation at national borders between the Czechoslovak Socialist Republic and the Federal Republic of Germany
The Government of the Czechoslovak Socialist Republic, by its Resolution of 10 December 1981 No 351 on the arrangements for cooperation at national borders between the Czechoslovak Socialist Republic and the Federal Republic of Germany, appointed the border agent of the Czechoslovak Socialist Republic to deal with border incidents and their settlement and the representative of the Czechoslovak Socialist Republic for border waters and defined the issues which those agents are entitled to discuss.
The appointment of these agents was notified to the Federal Republic of Germany by the notes of 11 December 1981, the Czech version of which is also published.
On 6 November 1981 and 4 December 1981, the Czechoslovak Socialist Republic received the notes on the appointment of representatives of the Government of the Federal Republic of Germany with the definition of the issues which those agents are entitled to discuss.

The Federal Ministry of Foreign Affairs has shown respect for the Embassy of the Federal Republic of Germany and has the honour of saying the following:
In order to improve good neighbourly relations at common national borders and to discuss water and water issues and measures at border waters, the Government of the Czechoslovak Socialist Republic has appointed Mr Wenceslas Plecháč as the representative of the Czechoslovak Socialist Republic for border waters.
The Borders Water Officer shall be authorised to consult the Federal Republic of Germany on a reciprocal basis. He can invite a counselor.
He shall be authorised to discuss the following matters concerning border waters:
1. changes in the river regime;
2. adaptation and maintenance of border waters;
3. the construction of protective barriers,
4. protection against large water and ice,
5. Melioration,
6. water supply and protection zones;
7. maintaining the purity of border waters;
8. use of hydroenergy,
9th bridges, ferries, hydrographic questions, flood reporting service,
10. Other issues of water economic cooperation.
The Federal Ministry of Foreign Affairs uses this opportunity to reassure the German Embassy with its profound respect.

The Federal Ministry of Foreign Affairs has shown respect for the Embassy of the Federal Republic of Germany and has the honour of saying the following:
In order to improve good neighbourly relations at common national borders and to avoid border incidents, or to settle them, the Government of the Czechoslovak Socialist Republic appointed the border agent of the Czechoslovak Socialist Republic, Mr JUDr. Emanuel Havlík, and his representative, Mr JUDr. Karl Hartl.
The border agent shall be authorised to consult the Federal Republic of Germany on a reciprocal basis. He can invite a counselor.
He shall be empowered to discuss the following matters concerning common national borders:
1. information on matters of interest to both parties;
2. investigation of incidents at national borders,
3. preparation of the measures and arrangements to be taken by the competent authorities in the Czechoslovak Socialist Republic, on the one hand, and in the Federal Republic of Germany, on the other hand, on the other hand, to:
3.1. Preventing border incidents,
3.2. Consideration of unintentional crossing of national borders,
3.3. prevention and detection of damage;
3.4. Maintenance of existing national borders,
3.5. the transmission of information in urgent cases,
3.6. facilitating border traffic, including discussing fundamental issues relating to the implementation of technical work involving the crossing of national borders;
3.7. the approval of construction measures at or near national borders;
3.8. use of border routes or other border facilities,
3.9. cooperation between border authorities,
3.10. Recruitment and transfer of persons,
3.11. consideration of other similar border issues.
The negotiations of minor incidents and the prior approval of urgent measures remain, as so far, reserved for the local border authorities of the Czechoslovak Socialist Republic.
