on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Peruvian Republic
On 14 October 1974, the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Peruvian Republic was signed in Lima. The Agreement entered into force pursuant to Article XIV thereof on 20 January 1977.
The Czech version of the Agreement is hereby published at the same time.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Peruvian Republic
Government of the Czechoslovak Socialist Republic and Government of the Peruvian Republic
led by an effort to consolidate friendly relations between their peoples and to extend cooperation in the fields of culture, education, art, press, radio, television, film and sport, claiming to respect the principles of sovereignty and non-interference in the internal affairs of both countries, they have decided to conclude the following agreement:
The Parties shall support all activities contributing to mutual knowledge and to the development of education and culture in both countries and shall consider it appropriate to procure translations of the literary, historical and scientific works of both countries and to exchange information on cultural life.
The Parties will promote cooperation between the official educational and cultural institutions of the Czechoslovak Socialist Republic and the Republic of Peru in the form of an exchange of publications, works of film and music production, microfilms and all information material from these areas.
The Parties shall promote the exchange of researchers, creative and reproductive artists, musicologists, conductors, theatre directors, university professors, writers, film workers, journalists, television and radio workers and other representatives in the fields of education, culture and science in order to exchange information from those areas.
Both Parties will support the organisation of exhibitions with artistic and educational themes, theatrical performances, concerts, film festivals and all events that will contribute to a better understanding of the culture and education of both countries, especially if the other Party asks that one of the state institutions, together with the relevant embassy, take over the patronage of these events.
In accordance with their possibilities and applicable legislation, both Parties will officially provide the citizens of the other State with grants in the field of scientific research, culture, education and sport.
In addition, the Parties shall facilitate access to their libraries, archives, museums, galleries and other cultural and scientific institutions to scientists and cultural workers.
The Parties shall recognise, in accordance with their national rules, diplomas, titles, certificates and scientific qualifications awarded by the competent authorities of the other Party.
The sending and admission of students to schools in both countries will be subject to the presentation of a certificate of the study achieved by the candidate, duly recognised and certified by the sending party.
The study shall be recognised in accordance with the applicable legislation of the receiving Party.
In any case, the admission of students to study will be subject to prior approval by the school institution of the beneficiary country.
The Parties shall promote cooperation between the sports institutions of both countries and the organisation of sporting competitions involving their sports cooperatives and athletes.
Each Party shall allow the invitation of scientists, school and cultural staff of the other country to congresses, conferences, festivals and other international meetings organised in its territory.
The Parties will also continue their bilateral cooperation within the framework of international scientific educational and cultural organisations.
Each Contracting Party shall protect on its territory the copyright of the members of the other Contracting Party to which it grants the same advantages as domestic authors in respect of royalties.
Each government will, on the basis of reciprocity and by mutual agreement, allow the temporary rental of items which are part of the archaeological and artistic bases of Czechoslovakia and Peru, with a designation for cultural exhibitions organised under the auspices of the government and in accordance with the legislation governing such lending.
The country in which the objects of art are exhibited shall ensure that they are protected and returned.
The Contracting Parties shall endeavour to comply with requests to provide educational and cultural cooperation, with the participation of experts working in the beneficiary country, in accordance with the legislation in force in both countries.
The terms of cooperation shall be agreed in protocols concluded between the competent institutions of the two countries.
In order to facilitate the implementation of this Agreement and to accelerate the preparation of further development of cultural contacts between the two countries, a Joint Commission, composed of representatives of both governments, will be established.
The Joint Commission will meet alternately in Lima and Prague whenever both parties consider it appropriate.
This Agreement shall enter into force upon notification by both Parties of its approval under the laws in force.
This Agreement shall be negotiated for a period of five years and shall be extended for another five years each time, unless either Party denies it six months before the expiry date.
The termination of this Agreement shall not affect the implementation of ongoing actions and programmes unless both Parties agree otherwise.
Written in Lima on 14 October 1974 in duplicate, each in the Czech and Spanish languages, the two texts being equally authentic.
