to be issued The order of navigation safety for the Czechoslovak section of the Danube, the navigable part of the river Moravia and Váhu and the lakes and water tanks used to sail in the Slovak Socialist Republic
The Ministry of Transport, Post and Telecommunications of the Slovak Socialist Republic provides pursuant to § 17 of Act No. 26 / 1964 Coll., on Inland Navigation:
Preliminary provisions
In order to ensure the safety of navigation and to maintain order on the Czechoslovak section of the Danube under Article 23 of the Convention on the sailing regime in the Danube, as well as to maintain the safety of navigation and order on navigable rivers, lakes and water tanks in the territory of the Slovak Socialist Republic, the Order of Navigation Security is issued. *)
Scope
(1) The Code of Navigation Security ("the Order") applies:
a) on the Czechoslovak section of the Danube from the mouth of the river Moravia (km 1880,2) to the mouth of the river Ipľu (km 1708,2),
b) on the river Moravia from the confluence with the river Dyje to the mouth of the Danube,
(c) on the River Váhu and other navigable rivers, lakes and water tanks, on the water sections and areas used to sail in the Slovak Socialist Republic.
(2) The provisions of this Order are also in force in ports, transhipments and ports, unless specific provisions on their use provide otherwise.
(3) The provisions of this Order shall apply to all types of vessels without distinction of flag which sail or stand on the Czechoslovak section of the Danube and other waterways within the territory of the Slovak Socialist Republic, as well as to persons who use them for navigation or are responsible for supervising them.
(1) The order is divided into two parts:
(a) Part I contains the Basic rules on navigation (shortened ZP) with Annexes 1 to 8, which together form Annex I to the Decree,
b) The II. part contains the Additional Regulations for navigation on the Czechoslovak section of the Danube, the navigable parts of the river Moravia, Váhu, lakes and water tanks used for navigation in the Slovak Socialist Republic (in short DP), which form Annex II to the Decree.
Adaptation of vessels to new regulations
Vessels which are in construction on the date on which this decree became effective must be built to comply with the provisions of this decree.
Transitional provisions
The Ministry of Transport, Postal and Telecommunications hereby authorises for a transitional period the following derogations from the Order:
(a) the blue light referred to in paragraph 2 "and" Article 3.14 The basic rules may be replaced by ordinary red light visible only from the front by 1 April 1972. This red light shall be located at a distance of 1,5 m from the side green light in the direction of the centre of the ship and at the same distance in the vertical direction (Article 48 (2) and (3) of the Regulations of Navigation Safety still in force for the Czechoslovak Danube section),
(b) blue lights referred to in Article 3.14 (2) "b" The basic rules must have vessels from 1 April 1972,
(c) the registration marks on vessels and anchorages shall be drawn up before 1 April 1970 in accordance with Articles 2.01, 2.02 and 2.03 of the Basic Regulations;
(d) the designation marks and diaphragm scales referred to in Article 2.04 and Annex 2 to the Basic Regulations shall be replaced in the case of the recognition or control of the classification by 1 April 1979 at the latest;
(e) vessels built before 1 April 1970 shall be adapted to the provisions of point 9 of Annex 2 to the Basic Regulations on the designation of the Basic Specific Point by 1 April 1974;
(f) the vowels must have a mechanical sound device (frequency, degree of sound) by 1 April 1972,
(g) sound signals of vowels accompanied by synchronised light signals as referred to in Article 4.01 (2) Basic rules must be introduced by 1 April 1972,
(h) the provisions of Article 8 of the additional rules on the sound noise range in the wheelhouse shall be complied with by 1 April 1974.
Final provisions
(1) The Regulation of the Minister of Transport No 72 / 1953 Coll., on the Regulations of Navigation Security for the Czechoslovak section of the Danube with Annexes 1 and 2 to this Regulation, as amended by the Regulation of the Minister of Transport No 3 / 1956 Coll., amending and supplementing the Regulations of Navigation Security for the Czechoslovak section of the Danube, the Regulation of the Minister of Transport No 83 / 1960 Coll., amending and supplementing the Regulations of Navigation for the Czechoslovak section of the Danube and the Decree of the Minister of Transport No 38 / 1962 Coll., amending the Regulations of Navigation Security for the Czechoslovak section of the Danube.
(2) In the Slovak Socialist Republic:
(a) Decree of the Minister for Transport No 51 / 1956 Coll., on inland navigation safety,
(b) Decree of the Ministry of Transport No. 5 / 1957 Ú. v., on the rules of navigation safety on inland waters, as corrected by the Order of the Ministry of Transport No. 5 / 1957 Ú. v., and Decree of the Ministry of Transport No. 45 / 1960 Coll., amending and supplementing Decree No. 5 / 1957 Ú. v., on the rules of navigation security on inland waters.
This Decree shall take effect on 1 April 1970.
