Decree of the Ministry of Interior No. 22 / 1996 Coll.

The Order of the Ministry of the Interior governing details of the tasks of fire protection units shall determine the activities of persons involved in their performance and the principles of command in intervention.

adjusting the details of the tasks of fire protection units, determining the activities of persons involved in their performance and the principles of command in intervention
According to § 101 (a), the Ministry of Interior provides for the implementation of § 70 paragraph 5 and § 71 paragraph 3 of the Act of the Czech National Council No. 133 / 1985 Coll., on fire protection, as amended by the Act of the Czech National Council No. 425 / 1990 Coll., Act No. 40 / 1994 Coll. and Act No. 203 / 1994 Coll., 1 (hereinafter "the Act"):

DETAILS ON THE TASKS OF THE SIGNIFICANT PROTECTION IN THE ORGANISATION PROCEDURE
§ 1
Capability of fire protection units
(1) Fire Protection Units ("Unit") maintain the organisational, technical and professional competence of the forces and means of fire protection to perform the essential tasks under Paragraph 70 of the Act ("Actionability"). If the units are unable to comply with the standing capability throughout the day, they shall notify the district operating centre without undue delay.
(2) In order to ensure its ability to act, the units carry out regular training of members of the Fire Rescue Corps of the Czech Republic (hereinafter referred to as "the Member"), staff of undertakings included in the Fire Rescue Corps of enterprises (hereinafter referred to as "the Company's Staff"), members of voluntary fire-fighting units of municipalities and members of voluntary fire-fighting units of enterprises (hereinafter referred to as "the Member"), and perform the tasks of special services in the maintenance of fire-fighting equipment and means of fire protection. 2)
(3) In carrying out the tasks referred to in paragraph 1, the units of the district fire department shall provide professional assistance to the units of the voluntary community fire department and shall verify compliance with the principles of radio operation of the district units.
§ 2
Replacement of members of the service
(1) The alternation of members of the service shall be carried out in the presence of both members of the service and entering the service, who shall transmit to each other their functions, fire technology, means of fire protection in kind and other means necessary for the performance of the service.
(2) The unit commander or group leader (3) (hereinafter referred to as "unit commander") shall carry out a check on the eligibility of members entering the service and specify their organisational classification.
(3) Members entering the service shall draw the commander's attention to any facts which might adversely affect the performance of the service, including their possible medical incapacity. The unit commander shall record the deficiencies and defects identified at the time of transmission which have not been immediately remedied. 4)

DETAILS ON THE TASKS OF THE UNIT IN THE OPERATIONAL PROCEDURE
§ 3
(1) In carrying out the basic tasks under Article 70 (1) (a) and (b) of the Act (hereinafter "intervention"), all activities in the units are subject to the operational management requirements set out in Article 70 (3) of the Act.
(2) The intervention involves:
(a) an alarm declaration;
(b) exit of the unit,
(c) transport to the place of intervention;
(d) survey;
(e) the rescue of persons, animals and property;
(f) fighting fire, natural disasters or other incidents;
(g) transfer of the place of intervention.
§ 4
Alarm call
(1) The notification of an alarm to the units designated to intervene by the district fire alarm plan shall ensure the designated locations by which the fire alarm rooms or the district operating centre are located, depending on where the fire was reported.
(2) The alarm shall be declared by acoustic or optical means, in particular siren, radio equipment, bell equipment, radio call device.
(3) After the alert has been declared, members of the undertaking's staff and members ("firefighters') shall arrive as soon as possible at the site of dislocation of their unit where they prepare to exit and transport the unit to the point of intervention.
§ 5
Unit exit
(1) The forces and resources of the unit are determined for the exit by the district operational centre, if the fire has been reported. If the exit is not organised by this operation centre, the unit commander shall determine the forces and means of exit.
(2) The designated forces and means, when alerting the alarm, shall leave the place of their dislocation at the latest by:
(a) two minutes for a unit composed of persons serving in the unit as an occupation;
(b) 10 minutes in the case of a unit composed of persons serving in that unit voluntarily, alongside their employment;
(c) five minutes in the case of a unit composed together of the persons referred to in (a) and (b) or of persons contracted to be on call at their place of residence.
§ 6
Transport to the place of intervention
(1) The commander of the unit shall ensure that the unit arrives at the place of intervention by the shortest route and the fastest way, instructs the use of a special warning device and determines the route of transport in cases where it is not determined by the Regional Operations Centre.
(2) If the transport of the unit to the point of intervention is impossible, a failure, an accident, non-mobility of communication or other serious circumstances, the commander of the unit shall, where the conditions permit, notify the district operational centre or the relevant place of deployment of the unit. This will decide on the alternative solution.
(3) If the unit finds another fire, natural disaster or emergency during transport to the site of intervention, the commander of the unit shall notify the district operational centre or the competent location of the unit; This will determine the location of the unit's intervention. If the commander of the unit does not have the opportunity to notify those facts, he shall consider the urgency of both cases and decide on the deployment of the unit.
(4) If, during the transport of the unit to the point of intervention, another fire, natural disaster or emergency is reported to the district operating centre, the district operating centre may decide to change the deployment of the unit, depending on the seriousness of the cases.
§ 7
Research
(1) The survey shall examine:
(a) places of danger to persons, animals and property, their number or quantity, their level of threat, their possibility of rescue or evacuation;
(b) the extent of the fire, the route and the direction of its spread, the type of burning materials, the extent of the effects of a natural disaster or other emergency;
(c) the location, type, quantities of dangerous substances and articles and the risks which may adversely affect the course of intervention;
(d) the forces and means of intervention required;
(e) the possibility of using fire protection devices and devices at the place of intervention.
(2) The on-site survey shall be carried out by:
(a) the commander of an intervention accompanied by another firefighter;
(b) as decided by the commander, an exploratory group comprising at least two firefighters;
(c) the whole unit.
(3) Where a survey group is conducted, the intervention commander shall designate its commander, who shall be responsible for the activities of the survey group and the results of the survey.
§ 8
Rescue of natural persons, animals and property
(1) The rescue of natural persons shall take precedence over the rescue of animals and property. The task of the unit in the rescue of individuals and animals is to eliminate the immediate threat to their lives.
(2) If, in the course of the intervention procedure, the commander, after having exhausted all the possibilities, concludes that, in view of the degree of threat to the lives of the intervening firefighters, the intervention activity is not possible, he shall be entitled to suspend the operation while the firefighters are at risk.
§ 9
Fires, rescue and other emergency services
(1) The task of units in the fight against fire is:
(a) localisation of a fire where the fire ceased to spread during the intervention and the forces and means of the units at the site of the intervention are sufficient to prevent its further spread;
(b) the destruction of a fire where the impact of undesirable combustion is ended.
(2) The task of units in natural disasters or other incidents is to reduce the risks and to interrupt their causes.
(3) When fighting fire, rescue work in natural disasters or other incidents, the units of information on the fire-related technical characteristics of substances and materials in accordance with § 6a (g) of the Act operated or located at the site of intervention shall use. In addition, the units use documentation for firefighting or emergency plans (5) and choose a procedure that corresponds to the type of fire, natural disasters or other incidents and the nature of the circumstances affecting their occurrence, extent and course of action.
(4) When deploying forces and units, the commander shall ensure that the location and destruction of the fire are achieved as effectively as possible; in the case of natural disasters and other incidents, the commander shall take care of intervention in order to achieve a break in their causes and, where appropriate, to limit the risk they give.
(5) In the event that the firefighting of a standing object (e.g. a stack or a forage warehouse) would be uneconomical in view of the nature of the fire and the survey confirmed that the lives of natural persons or animals are not at risk, or that there could be disproportionate economic and environmental damage, the commander of the intervention is entitled to terminate the deployment of fire protection units on that object. In doing so, they must ensure that the surrounding area of the burning object is protected from the spread of the fire.
§ 10
Allocation of members at intervention
The alternation of members of the service in the event of an intervention shall be carried out as decided by the master of the intervention in such a way as not to endanger them and interrupt the intervention. Paragraph 2 (2) is without prejudice to this.
§ 11
Transmission of the point of intervention
(1) Where it is necessary to ensure supervision of the location where the units intervened, the commander shall carry out the transfer of the site of intervention to the owner, user or administrator. If this cannot be done immediately, the commander shall ensure that the place of intervention is supervised for as long as there is danger.
(2) The transfer of the place of intervention to the owner, user or administrator shall, as a general rule, be made in writing, indicating the measures necessary to eliminate the risk of a fire being restarted under Paragraph 88 (2) (c) of the Act.

PRINCIPLES OF THE ORDER AND ACTIVITIES OF THE HASICS IN THE PRINCIPLE
§ 12
Command in joint action
(1) The operation of the units shall be controlled by the intervention commander. In the event of the intervention of two or more units, the commander of the unit which initiated the intervention shall be the first to take over the operation of the unit commander with the right of priority command in joint action ("priority command right '). The master of the intervention shall be clearly marked with a red tape or a special vest marked" The master of intervention'.
(2) If one or more units interfere with a natural disaster or other emergency with other components or bodies, some of which, having regard to the nature of the rescue work, are responsible for the management of such work, the commander shall cooperate with it under the special regulations (6). If this component or authority is not yet in place, the commander shall ensure that they are informed.
(3) If it is not obvious to whom, in the event of a natural disaster or other emergency, it is the responsibility of the emergency management rules, the intervention commander shall ensure an agreement between the head of the intervening forces and the authorities on who will manage the rescue work.
(4) When concentrating more forces and resources, the intervention commander shall be authorised to establish the intervention commander's staff as his executive body (hereinafter referred to as "the staff '). In accordance with the decisions of the intervention commander, the staff shall organise the operation of the intervention units, their occipital security, coordinate the link and analyse the situation for the preparation of the decision of the intervention commander.
(5) The staff shall be composed of the Chief of Staff and other members of the staff responsible for occipital security, connections and other activities. In order to coordinate the activities of the units, natural persons and representatives of legal persons may be included in the staff, with whom the units cooperate on the site of intervention or which provide assistance under Article 18 of the Act. The members of the staff shall be assigned to perform the duties of Chief of Intervention.
(6) In the event of a large concentration of forces and means, complex or extensive intervention, the commander shall establish a combat section, identify their commander, the tasks to be performed and the forces and means to operate in the combat section.
§ 13
Right of priority command
(1) The right of priority command shall be governed by the following rules:
(a) the commander of the district fire brigade shall take precedence over all unit commanders except in the case referred to in (b);
(b) the commander of the fire brigade of an undertaking shall take precedence over all unit commanders where the fire is in the undertaking for which that unit was established;
(c) the commander of the unit of the voluntary firefighters of the municipality shall take precedence over the commander of the unit of the voluntary firefighters of the undertaking, except in the case referred to in (d);
(d) the commander of the voluntary firefighters unit of the undertaking shall take precedence over the commander of the voluntary firefighters unit of the municipality in the event of a fire in the undertaking for which that unit was established.
(2) The right of priority command shall also apply where the commander of the intervention is unable for serious reasons to fulfil his duties and circumstances make it impossible to transfer the command of intervention.
(3) In the event of intervention of two or more units of the same type, the commander of the unit in question shall assume command; This shall not apply if this unit is not operating at the point of intervention or if the commanders agree otherwise.
(4) The command of the intervention are entitled to take over the district fire council, its representative and the top fire council of the Czech Republic.
(5) The District Fire Council, its representative and the top Fire Council of the Czech Republic are authorised to designate a master of intervention by way of derogation from the rules set out in paragraphs 1 to 3.
(6) When transferring and assuming command, the transferring unit commander shall communicate to the receiving party information on the task performed and on the objective of the operation of the units and shall notify the controlled units of the transfer of the function. The receiving unit commander shall notify the donor whether he has taken office or is not entitled to perform the function. This provision shall not apply to cases where the taking over of command has occurred for serious reasons which have made it impossible to transfer the function in a specified manner. In such a case, the receiving commander of the unit shall notify the controlled units of the take-over.
§ 14
Intervention connection
(1) In the management of the intervention, the commander and his subordinate warlords and unit commanders shall organise a link.
(2) If the technical means so allow, the commander of the unit who arrived at the place of intervention first, to the district operating centre or the appropriate place of deployment shall notify the arrival at the place of intervention and confirm or specify the location of intervention.
(3) With the content of the information sent to the district operational centre or the relevant location sent by the units, the commander of the intervention shall give his consent. The content of information is
(a) the situation at the place of intervention;
(b) the need for forces and means, and, where appropriate, the need for other assistance and data on their concentration;
(c) any change in the capacity of the intervention commander,
(d) the activity of units, other intervening constituents and authorities at the site of intervention;
(e) a substantial change in the situation at the site of intervention, including the injury or death of firefighters or other persons;
(f) time of location and disposal of the fire;
(g) departure of units from the place of intervention.
§ 15
Fire department activity at the site of intervention
(1) Fire fighters shall be subordinate to their unit commanders and through them to the commander of the combat section and to the commander of the intervention. If there is a danger of delay, the commander of the combat section or the commander of the intervention may give the order directly to the fire fighters.
(2) Firefighters at the point of intervention
(a) comply with the orders and instructions of the relevant commanders;
(b) comply with the rules of the concentration;
(c) conduct a survey at the site of their deployment and report the findings to the competent commander;
(d) ensure the safety and safety of other firefighters, using assigned personal protective equipment;
(e) making use of all their knowledge, experience and technical possibilities of fire-fighting equipment, means of property and fire protection equipment;
f) do not use personal accessories that may endanger their health with sudden and extreme environmental effects (e.g. bracelets, chains, earrings).
§ 16
Operation Commander
(1) Operation Commander
(a) manage the survey, evaluate the situation and organise the concentration and deployment of the units in the light of the lessons learned, monitor the effectiveness of intervention and compliance with its orders and instructions;
(b) decide on the order and manner of commencement and termination of the rescue of natural persons, animals and property;
(c) manage the firefighting, rescue or other emergency operations, ensure the cooperation of fire protection units between themselves, the cooperation of units and other legal persons and natural persons providing personal and material assistance at the request of the intervention commander or the municipality pursuant to § 18 and 19 of the Act;
(d) ensuring the occipital security of the units;
(e) transmit the procedure to the designated representative for the period of his absence;
(f) evaluate the intervention and process the intervention report.
(2) Operation Commander to create conditions for the protection of the lives and health of firefighters
(a) analyse the hazard information at the point of intervention;
(b) divide the site of intervention into zones with a characteristic hazard and establish an appropriate mode of work and method of protection;
(c) establish tasks that correspond to the equipment of the units, respect the specificities of the site of intervention, in particular technology, design and layout solutions of the objects and the properties of the substances present or emerging;
(d) organise the protection of fire protection units in hazardous activities such as exploration, work in the environment of hazardous substances, work at heights and depths, rescue of natural persons;
(e) create conditions for the regeneration of the physical forces of fire fighters at the site of intervention by ensuring, in cooperation with the district fire council, the commanders of the units and the legal persons and the natural persons in business for whose benefit the unit operates,
1. protective drinks, where intervention requires the use of special protective equipment for a continuous period of 30 minutes, or if intervention is carried out under extreme weather conditions for at least two hours;
2. catering, if work is carried out in a 24-hour period,
3. suitable place of rest or accommodation, if work takes longer than 12 hours.
(3) The intervention commander shall:
(a) the firefighters he has appointed to function (e.g. Chief of Staff, Commander of the Exploration Group, Commander of the Combat Section), except those to whom he has designated a direct commander (e.g. members of the Exploration Group, members of the Staff);
(b) the commander of the troops, except those under the direct command of the commander of the combat section.
(4) The master of the intervention has the right to appeal
(a) a unit commander, a firefighter who has been appointed to the functions (e.g. Chief of Staff, Commander of the fighting section, Commander of the survey group) who does not perform their duties or if the circumstances prevent them from performing them; appoint a successor to the appeal;
(b) from the point of intervention, a unit which fails to perform its tasks or where its forces and means of intervention are no longer necessary.
(5) The intervention commander is entitled to divide the unit, identify the group leaders and integrate natural persons providing personal assistance under § 18 of the Act into the unit. The natural persons included in the unit shall be provided with professional supervision and protective equipment appropriate to the activity carried out.
(6) The master of the intervention shall be entitled to decide not to comply with the technical parameters of the fire protection equipment and material means of fire protection if there is a risk of delay in the rescue of natural persons, considering the risk to the rescue and the rescue.
§ 17
Combat section commander
(1) The commander of the combat section is under the authority of the commander at the point of intervention.
(2) Commander of the combat section
(a) controls units assigned to the combat section through unit commanders;
(b) organise, as decided by the commander, a survey and an assessment of the situation in the combat section; in the event of an imminent threat to the life of the firefighters, it shall be entitled to amend the decision of the intervention commander;
(c) provide the commander with information on the performance of the tasks and the situation in the combat section;
(d) manage the intervention of forces and means in the combat section and the synergy of legal persons and natural persons;
(e) checks the intervention and compliance with its orders and instructions;
(f) maintain contact with the intervention commander and the subordinate units.
(3) Commander of the combat section to create conditions for the protection of the life and health of firefighters
(a) analyse and verify the hazard information in the combat section;
(b) lay down such tasks as are appropriate to the equipment of the fire brigade, respecting the specificities of the site of intervention, in particular technology, design and layout of the objects and the characteristics of the substances present or emerging;
(c) notify the commander of the situation in the combat section.
§ 18
Unit Commander
(1) The commander of the unit is subject to the commander of the combat section at the point of intervention. If the combat station is not established, it is subordinate to the commander. The unit commander shall be directly subordinate to the fire department, unless otherwise specified by the unit commander.
(2) Commander
(a) notify the commander of his presence and the amount of force and resources of the unit as soon as he arrives at the place of intervention;
(b) the command of the superior commander shall be subordinate and shall provide him with information on the performance of his duties and the situation; in the event of an imminent threat to the life of the firefighters, he shall be entitled to amend the decision of the superior commander;
(c) transmit the management of the unit to the designated representative for the period of his absence;
(d) process documentation of the operation of the unit in the event of intervention.
(3) The commander of the unit for the creation of conditions for the protection of the lives and health of his unit's firefighters
(a) collect and verify hazard information at the site of intervention of the unit;
(b) divide the unit's intervention site into zones with a characteristic hazard and establish the appropriate work regime and method of protection for firefighters;
(c) establish tasks that correspond to the equipment of the firefighters of its unit, respecting the specificities of the site of intervention, in particular technology, design and layout of the objects and the characteristics of the substances present or emerging;
(d) notify the commander of the combat section or the commander of the situation at the site of intervention of the unit;
(e) organise fire protection for hazardous activities such as exploration, work in the environment of hazardous substances, work in heights and depths, saving individuals.
(4) The commander of the unit, with the agreement of the commander of the intervention or the commander of the combat section, shall have the right to withdraw from the place of intervention a firefighter who does not perform his duties or if unexpected serious circumstances prevent him from performing them.

FINAL PROVISIONS
§ 19
Section 101 to 105 of Decree of the Ministry of Interior of the Czech Socialist Republic No. 37 / 1986 Coll., implementing certain provisions of the Act of the Czech National Council on Fire Protection, are hereby repealed.
§ 20
This decree shall take effect on the day of its publication.
