establishing ministries and other central bodies of the Czech Government
The Czech National Council decided on this law:
Establishment of central government bodies
In the Czech Republic, the following central government bodies are active:
1. Ministry of Finance,
2. Ministry of Foreign Affairs,
3. Ministry of Education, Youth and Sports,
4. Ministry of Culture,
5. Ministry of Labour and Social Affairs,
6. Ministry of Health,
7. Ministry of Justice,
8. Ministry of the Interior,
9. Ministry of Industry and Trade,
10. Ministry of Regional Development,
11. Ministry of Agriculture,
12. Ministry of Defence,
13. Ministry of Transport,
14. Ministry of the Environment.
The following other central government bodies operate in the Czech Republic:
1. Czech Statistical Office,
2. The Czech Office of Surveyor and cadastral,
3. Czech Mining Office,
4. Industrial Property Office,
5. The Office for the Protection of Competition,
6. Management of material State reserves,
7. State Office for Nuclear Safety,

The area of competence of central government bodies leading by a member of the Government of the Czech Socialist Republic
(1) The Ministry of Finance is the central government for the State Budget of the Republic, the State Final Account of the Republic, the State Treasury of the Czech Republic, the fiscal policy, the macroeconomic and fiscal forecast for the preparation of the State Budget and the budgets of the State Funds, the financial market, the regulation of the issuance of electronic money and the protection of consumers' interests in the financial market, with the exception of the exercise of supervision of the financial market within the scope of the Czech National Bank, the introduction of a single currency of the euro in the territory of the Czech Republic, the protection of payments, taxes, taxes and duties and duties, financial management, financial control and control of the economy of the economy, and the State contribution to pension insurance, prices and to the activity aimed at international sanctions for the maintenance of international peace and security, the protection of human rights and the fight of terrorism,
(2) The Ministry of Finance, together with the Czech National Bank, prepares and presents to the Government proposals for legal adjustments in the field of currency and money circulation and proposals for legal adjustments regulating the status, scope, organisation and activity of the Czech National Bank, with the exception of supervision of the financial market, payment and electronic money.
(3) The Ministry of Finance provides membership of international financial institutions and financial bodies of the Organisation for Economic Cooperation and Development (OECD), the European Union and other international economic groupings, provided that such membership is not exclusively the responsibility of the Czech National Bank.
(4) The Ministry of Finance coordinates the income of foreign aid.
(4) The Ministry of Finance examines accounting records for the needs of the State, including the compilation of accounting statements for the Czech Republic under the Act governing accounting.
(1) The Ministry of Foreign Affairs is the central body of the state administration of the Czech Republic in the field of foreign policy, in which it creates a concept and coordinates foreign development aid, coordinates external economic relations, participates in the negotiation of international sanctions and coordinates the positions of the Czech Republic towards them.
(2) The Ministry of Foreign Affairs ensures the relations of the Czech Republic with other states, international organisations and integration groups, coordinating activities resulting from bilateral and multilateral cooperation, with the exception of matters falling within the competence of the Ministry of Justice.
(3) In particular, the Ministry of Foreign Affairs
(a) coordinate the activities of ministries and other central government bodies in the field of foreign relations in their entrusted sections of the state administration, acting to ensure that the obligations arising from international treaties for the Czech Republic and the membership of the Czech Republic in international organisations are respected in these sections;
b) ensure protection of the rights and interests of the Czech Republic and its citizens abroad;
(c) manage representative offices abroad;
d) carry out tasks in securing contacts with foreign authorities in the Czech Republic and abroad;
e) perform tasks in the management of the Czech Republic's assets abroad;
(f) coordinate and ensure the preparation, negotiation and national negotiation of international agreements and agreements;
g) Provides the announcement of international treaties by which the Czech Republic is bound,
h) monitor compliance with and implementation of international agreements and agreements with regard to the application of the interests of foreign policy of the Czech Republic;
(i) grant consent in cases of import and export of military material;
(j) provide training and education in the field of foreign services;
k) Organistically and technically ensure elections to the Chamber of Deputies of the Parliament of the Czech Republic and the election of the President of the Republic abroad and perform the tasks of the elections to the European Parliament.
(1) The Ministry of Education, Youth and Sports is the central body of the state administration for pre-school institutions, school establishments, primary schools, secondary schools and universities, for scientific policy, research and development, including international cooperation in this field, and for scientific degrees, for the care of children, youth and physical education.
(2) The Ministry of Education, Youth and Sports coordinates the activities of ministries, other central bodies of state administration and professional chambers in the area of the system of recognition of professional qualifications under the Specific Act (1) and in the area of qualification in the system of continuing education under the Specific Legislation. (1a)
(3) The Ministry of Education, Youth and Sports is subordinate to the Czech School Inspection.
The Ministry of Culture is the central body of the State Administration for Arts, Cultural Education, Cultural Property, Cultural Monuments, Churches and Religious Companies, Press Affairs, including the publication of non-periodical printing and other information means, for radio and television broadcasting, unless otherwise provided for by the Special Act, (2) further for the implementation of copyright law and for the production and trade in culture.
(1) The Ministry of Labour and Social Affairs is the central body of the state administration for labour relations, labour security, employment and retraining, collective bargaining, wages and other remuneration for work, pensions, sickness insurance, social care, care and working conditions of women and adolescents, legal protection of maternity, family and child care, care of citizens in need of special assistance, and for other issues of wage and social policy.
(2) The Ministry of Labour and Social Affairs, together with the Ministry of Finance, is preparing and submitting to the Government proposals for legislation on the remuneration of civil servants.
(1) The Ministry of Health is the central body of the State Administration for Health Services, Public Health Protection, Health Scientific Research Activities, Health Service Providers under direct management, the treatment of addictive substances, preparations, precursors and auxiliary substances, the search, protection and use of natural medicinal products, natural medical baths and natural mineral water sources, medicinal products and medical devices for the prevention, diagnosis and treatment of humans, health insurance, health information system and electronic health, the use of biocidal products and the placing of biocidal products and active substances on the market.
(2) Part of the Ministry of Health is the Czech Inspectorate of Spa and Rays.
(3) An organisational part of the Ministry of Health is the Inspectorate of Narcotic Drugs and Psychotropic Substances.
(1) The Ministry of Justice is a central body of state administration for courts and prosecutors.
(2) The Ministry of Justice issues legal opinions on credit and guarantee agreements in which the Czech Republic is a party.
(3) The Ministry of Justice is the central authority of the state administration for prisons; is subordinate to the Czech Prison Service. The Ministry of Justice provides the telecommunications network of the Prison Services of the Czech Republic.
(4) The Ministry of Justice is the central body of the state administration for probation and mediation.
(5) The Ministry of Justice is the central body of the State administration for conflicts of interest.
(6) The Ministry of Justice is the central body of the State administration for the protection of notifiers.
(7) The Ministry of Justice is the central body of the State administration for lobbying.
(8) The Ministry of Justice represents the Czech Republic in the handling of complaints concerning breaches of the Convention on the Protection of Human Rights and Fundamental Freedoms and its Protocols and the International Covenant on Civil and Political Laws (3) and coordinates the implementation of the decisions of the competent international authorities.
(9) The Ministry of Justice provides financial assistance to victims of crime and satisfies the property claims of persons harmed by a criminal offence through money from property criminal sanctions.
(1) The Ministry of the Interior is the central body of the State Administration for Home Affairs, in particular for:
(a) public policy and other matters of internal order and security to the extent defined, including the supervision of road safety and continuity;
(b) names and surnames, matrices, citizenship, ID cards, residence reports, population records and birth numbers;
(c) the right of assembly and association in political parties and political movements;
(d) public collections,
(e) archiving and file service,
(f) weapons, ammunition and ammunition;
(g) fire protection;
(h) travel documents, authorisation of residence of aliens and refugee status;
(i) the territorial breakdown of the State;
(j) national borders, their measurement, maintenance and management of the documentary work and the establishment, closure and change of the nature of border crossing points;
(k) State symbols;
(l) elections to local authorities, to the Parliament of the Czech Republic, to the European Parliament held in the Czech Republic and the election of the President of the Republic,
(m) crisis management, civil emergency planning, population protection and an integrated rescue system.
(2) The Ministry of the Interior has a coordinating role in administrative proceedings, administrative penalties, file services and procedures under the control rules.
(3) The Ministry of the Interior has a coordinating role in the organisation and performance of public administration.
(4) The Ministry of the Interior has a coordinating role in the field of the service of members of the Security Corps.
(5) The Ministry of the Interior provides communication networks for the Police of the Czech Republic, the components of the Integrated Rescue System and the Territorial Authorities of the State Administration and operates an information system for the management of classified information between public authorities.
(6) The Ministry of the Interior has a coordinating role for communication technologies.
(7) The Ministry of the Interior has a coordinating role in the field of European political parties and European political foundations based in the Czech Republic.
(1) The Ministry of Industry and Trade is the central body of the state administration for:
(a) State industrial policy, commercial policy, foreign economic policy, production of raw material policy in the field of minerals and their resources, exploitation of mineral resources, energy, heating, gas, mining, treatment and refining of oil and natural gas, solid fuels, radioactive raw materials, ores and minerals;
(b) metallurgy, engineering, electrical engineering and electronics, chemical and oil processing industry, rubber and plastics, glass and ceramics, textile and clothing, leather and polygraphic, paper and cellulose and wood pulp and for the manufacture of building materials, construction, medical production, collection materials and metal waste;
(c) internal trade and consumer protection, foreign trade and export promotion;
(d) examination of foreign investments;
(e) small and medium-sized enterprises and trade matters;
(f) technical standardisation, metrology and state testing;
(g) industrial research, technological development and technology;
h) electronic communications and postal services, except for matters entrusted to the Czech Telecommunications Authority.
(2) The Ministry of Industry and Trade is the central body of the state administration in commodity exchanges, with the exception of cases falling within the competence of the Ministry of Agriculture.
(3) Ministry of Industry and Trade
(a) coordinate the foreign trade policy of the Czech Republic in relation to individual states;
(b) ensure the negotiation of bilateral and multilateral trade and economic agreements, including commodity agreements;
(c) carry out commercial cooperation with EC, EFTA, GATT and other international organisations and integration groupings;
(d) manage and carry out activities related to the application of the licensing regime in the field of economic relations with foreign countries;
(e) assess imports of dumped products and adopt measures to protect against imports of such products.
(4) The Ministry of Industry and Trade is in charge of the punk trade and testing of precious metals.
(5) The Ministry of Industry and Trade is subordinate to Czech Energy Inspection, Czech Trade Inspection, Punctual Office and Licensing Office.
(1) The Ministry of Local Development is the central body of the state administration in matters of regional policy, housing policy, development of the home and housing funds and for the rental of flats and non-residential premises, planning and building order, expropriation, investment policy, tourism and burial.
(2) Ministry of Regional Development
(a) manage funds intended to secure housing and regional state policy;
(b) coordinate the activities of ministries and other central government bodies in the security of housing policy and the regional policy of the State, including the coordination of the financing of those activities, provided that they do not directly manage these funds.
(3) The Ministry of Local Development provides information methodological assistance to higher local authorities, cities, municipalities and their associations.
(4) The Ministry of Regional Development provides activities related to the process of involving local authorities in European regional structures.
(1) The Ministry of Agriculture is the central authority of the State Administration for Agriculture, with the exception of the protection of the Agricultural Soil Fund, the water economy, the protection of natural water accumulation, the protection of water resources and the quality of surface and groundwater waters, and the food industry. It is also a central body of the state administration of forests, hunting and fishing, with the exception of national parks.
(2) The Ministry of Agriculture is the central body of the state administration in commodity exchanges which organise trade in goods originating in agricultural and forestry production, including products resulting from its processing.
(3) The Ministry of Agriculture manages the State Agricultural and Food Inspection, the State Veterinary Administration of the Czech Republic, the Central Control and Testing Institute of Agricultural and Czech Breeding Inspection.
(4) The Ministry of Agriculture is the central body of the state administration in matters of veterinary, plant health, food care, animal protection against abuse and protection of rights to new plant varieties and animal breeds.
(1) The Ministry of Defence is the central body of state administration in particular for:
(a) security of defence of the Czech Republic,
(b) the management of the Army of the Czech Republic,
(c) management of military exits.
(2) Ministry of Defence as Defence Security Authority
(a) participate in the elaboration of the State's military defence policy;
(b) prepare the concept of operational preparation of national territory;
c) proposes the necessary measures to ensure the defence of the state by the Government of the Czech Republic, the Council of Defence of the Czech Republic and the President of the Czech Republic;
(d) coordinate the activities of central authorities, administrative authorities and authorities of self-government and legal entities relevant to State defence in preparation for defence;
(e) manage Military Intelligence;
f) ensures the integrity of the airspace of the Czech Republic;
g) organise and implement measures to mobilise the Army of the Czech Republic, to keep records of citizens subject to military obligations and to keep records of material resources which will be provided in a armed emergency for the needs of the Army of the Czech Republic,
h) calls on citizens of the Czech Republic to fulfil their military obligation.
(3) The Ministry of Defence, within the framework of European security structures, organises synergies with other states' armies.
(4) The Ministry of Defence exercises state control over radiation protection in military objects.
(5) The rights and obligations of employment relations in civil protection matters are transferred from the Ministry of Defence to the Ministry of Interior from the date of entry into force of the Act on the Integrated Rescue System and amending certain laws.
The Ministry of Transport is a central body of state administration in transport matters and is responsible for the development and implementation of state policy in the field of transport.
(1) The Ministry of the Environment is the authority of the Supreme Government in environmental matters.
(2) The Ministry of the Environment is the central body of the State Administration for the Protection of Natural Water Accumulation, the Protection of Water Resources and the Quality of Surface and Groundwater, Air Protection, Nature and Landscape Protection, for the Operation of Zoos, for the Protection of the Agricultural Soil Fund, for the Performance of the State Geological Service, for the Protection of the Mining and Groundwater, for the Protection of Mineral Resources and Underground Water, for Geological Works and for the Ecological Monitoring of Mining, for the Waste Management, and for the Assessment of the Effects of Activities and their Effects on the Environment, including those beyond State Borders. It is also the central body of the state authority for hunting, fishing and forestry in national parks. It is also the central body of the state administration for state environmental policy, for the eco-friendly product and service labelling system and for the programme supporting voluntary participation in the environmental management and audit system (EMAS programme).
(3) In order to ensure the management and control activities of the Government of the Czech Socialist Republic, the Ministry of the Environment coordinates the process of all ministries and other central authorities of the Czech Socialist Republic in environmental matters.
(4) The Ministry of the Environment provides and manages a single information system on the environment, including surface monitoring throughout the Czech Socialist Republic, including following international agreements.
(5) The Ministry of the Environment manages the Fund for the Development and Protection of the Environment of the Czech Socialist Republic.
(6) The Ministry of the Environment is subordinate to the Czech Environmental Inspection and the Czech Hydrometeorological Institute.
Principles of activity of central government bodies
The ministries and other central government bodies referred to in Part One (hereinafter referred to as "ministries') shall, within their scope, perform the tasks set out in the laws and other generally binding laws and tasks resulting from the membership of the Czech Republic in the European Union and in other integration groupings and international organisations, provided that they are binding on the Czech Republic.
In all its activities, the Ministry is governed by constitutional and other laws and resolutions of the Government.
The Ministry examines social issues within its scope, analyses the results achieved and takes measures to address current issues. They process the development concepts of the entrusted sectors and address the key issues presented to the Government of the Czech Socialist Republic. They shall inform the public accordingly of proposals for serious measures.
The ministries shall provide the documents necessary for drawing up the draft state budgets of the Republic and for preparing other wider-scale measures as entrusted to the sector. They take an opinion on proposals submitted to the Government of the Czech Socialist Republic by other ministries where they relate to their scope.
The Ministry is responsible for the proper regulation of matters falling within the competence of the Czech Socialist Republic; prepare draft laws and other legislation relating to matters falling within their competence, as well as proposals the Government has imposed on them; ensure that legality is maintained within the scope of their jurisdiction and that they take the necessary measures under the laws to remedy it.
The ministries shall ensure, in their responsibility, tasks related to the negotiation of international agreements, the development of interstate relations and international cooperation. They ensure within their competence the tasks that result for the Czech Republic from international treaties and from membership of international organisations.
The ministries exchange the necessary information and documentation. The lower authorities shall report to them and communicate the data required by the relevant ministries to the extent strictly necessary for the performance of their tasks.
(1) The activities of ministries are managed, controlled and unified by the Government of the Czech Republic.
(2) The Government resolution and the written record of the conclusions of the meeting of the Government of the Czech Republic are published in a way that allows remote access. If a sound or audiovisual record is taken from the meeting of the Government of the Czech Republic, it may not be provided for 30 years after its acquisition under the legislation governing the right to information.
(3) Tasks related to professional, organisational and technical security of the activities of the Government of the Czech Republic, its institutions, members of the Government, who are not entrusted with the management of the Ministry or of another office, and bodies which are so provided for by a special law or by the Government, are carried out by the Office of the Government of the Czech Republic.
(4) The Office of the Government of the Czech Republic has a coordinating role in the field of state services.
(5) The Head of the Government of the Czech Republic is appointed and withdrawn by the Government of the Czech Republic. The activities of the Office of the Government of the Czech Republic shall be managed by the Head of the Office of the Government of the Czech Republic, with the exception of the organisational matters of the State Service and the service relations of civil servants; in these matters, the Head of the Office of the Government of the Czech Republic is following the Civil Service Act.
(6) The Office of the Government of the Czech Republic establishes the post of National Security Advisor, the Secretary of the Security Council of the State. On a proposal from the Prime Minister, the National Security Advisor shall appoint and dismiss the Government. National Security Advisor is involved in the coordination of the activities of state authorities in the field of security and defence assurance of the Czech Republic and, on the basis of a government decision, represents the Czech Republic in negotiations with foreign states and international organisations in matters relating to the security and defence of the Czech Republic, including obligations arising from the membership of the Czech Republic in international organisations or institutions. National Security Advisers are paid and paid as head of the Office of the Government of the Czech Republic. The National Security Advisor shall be accountable to the Prime Minister for the performance of his duties and, to the extent laid down by the Government, shall be entitled to give orders to a civil servant incorporated in the Government of the Czech Republic under the Civil Service Act.
The Government may establish the Legislative Council as its advisory body. It is headed by a member of the government. The Government may also establish the Economic and Social Agreement Council as its advisory body; The Prime Minister is in charge.
Final provisions
(1) The legal situation of organisations dealing with radio and television broadcasting and agency news in the Czech Socialist Republic and their relations with the central authorities of the Czech Socialist Republic shall be governed by the law of the Czech National Council.
