GOVERNMENT REGULATION
of 10 June 2019
amending Government Regulation No. 60 / 2015 Coll., on the establishment of a list of military-grade activities, as amended by Government Regulation No. 429 / 2016 Coll.
The Government mandates for the implementation of Act No. 221 / 1999 Coll., on Occupational Soldiers, as amended by Act No. 155 / 2000 Coll., Act No. 129 / 2002 Coll., Act No. 254 / 2002 Coll., Act No. 362 / 2003 Coll., Act No. 546 / 2005 Coll., Act No. 189 / 2006 Coll., Act No. 261 / 2007 Coll., Act No. 305 / 2008 Coll., Act No. 375 / 2011 Coll., Act No. 470 / 2011 Coll., Act No. 122 / 2012 Coll., Act No. 332 / 2014 Coll., Act No. 204 / 2015 Coll.
The Annex to Government Regulation No 60 / 2015 Coll., on the establishment of a list of military-grade activities, as amended by Government Regulation No 429 / 2016 Coll., is amended as follows:
1. In Part III. The term "and service activities necessary to provide nursing care 'shall be inserted after the words" emergency care'.
2. In Part IV. The military rank of Sergeant (m) (1) shall be replaced by "Control '.
3. In Part IV. The following point 8 is added at the end of point (m):
'8. professional care activities (older collector of wounded), '.
4. In Part V. Military rank of Staff (e), the words "at all stages of management and command 'shall be inserted after the words" Staff operations'.
5. In Part V. Military rank (l) (1), the words "under professional supervision" shall be inserted after the words "medical equipment."
6. Part VI. At the end of point (g), the military rank of sergeant shall be the following points 8 and 9:
"8. Simple administrative procedures, such as the taking of simple oral submissions into the record, the making of an inventory of the parts of the file, the keeping of files and the observations of the parties, the evidence, declarations of honour, confessions and official documents, the posting of documents, and, where appropriate, the notification of the possibility of taking over the document, on the official record, the charging of administrative and other fees, the carrying out of local inquiries according to the instructions (junior legal assistant),
9. nursing care based on professional competence (younger healthcare professional), '.
7. In Part VII. The following point 9 is added at the end of point (g):
"9. nursing care based on professional competence (healthcare professional), ';
8. At the end of Part VII. The military rank of master shall be replaced by a comma and the following point (q) shall be added:
"(q) preparing and providing supporting documents for the adoption of decisions in simple administrative procedures with one participant, including the drawing up of a report on oral proceedings and oral submissions, questioning a witness or expert, carrying out evidence of the instrument and of the examination, as well as other acts in contact with the parties to the administrative proceedings, including the handling of complaints and correction of obvious errors not decided by the resolution (legal assistant)."
9. in Part VIII. At the end of point (b), the military rank of Ensign shall be the following point 5:
'5th group of snipers in the Airborne Regiment or within the organisation units of the 4th rapid deployment brigade (leader of the group), '.
10. in Part VIII. At the end of point (h), the military rank of Ensign shall be the following point 7:
'7. specialised nursing care based on specialist competence (senior medical practitioner), '.
11. in Part VIII. The military rank of Ensign shall be replaced by a comma at the end of point (q) and the following point 4 shall be added:
'4. a set of comprehensive expertise on the special organisation element of the Airborne Regiment, known as the Comando Company, weapons centres, combat support centres, command security centres or the Logistics Security Centre of the Airborne Regiment (Chief Ensign), ';
12. The military rank of Ensign shall be the following point (r):
"(r) preparation and procurement of documents for decision-making in complex administrative procedures affecting diverse areas, assessment of the documents for decision-making, evaluation of the means of evidence suitable for establishing the state of the case and the provision of evidence, separate handling of the difficult parts of the administrative procedure, such as drawing up oral proceedings in a complex administrative procedure (senior legal assistant)."
13. in Part IX. The military rank of Ensign (b) (5) shall be replaced by "or at Military Police Headquarters (Chief of the Institute, Head of the Institute) '.
14. in Part IX. The military rank of Ensign (g) (5) is replaced by "older '.
15. in Part IX. At the end of point (g), the military rank of Ensign shall be the following point 6:
"6. highly specialised nursing care based on specialist competence (senior medical specialist),"
16. in Part IX. At the end of point (i), the military rank of Ensign shall be the following points 7 and 8:
'7. the implementation of partial administrative operations, the issuing of observations, certificates and communications pursuant to Part Four of the Administrative Regulation, the separate decision-making of administrative procedures with one participant with a clear procedure, the handling of questions and observations by the parties concerning the course of administrative proceedings and the methodological management of legal assistants at lower organisational levels (senior legal assistant),
8. carrying out closely specified activities at the Joint Operational Centre of the Ministry of Defence associated with the operation of classified information systems and related to the exchange of information between NATO, EU crisis management authorities and crisis staff established in the Czech Republic (shift manager's assistant), '.
17. in Part X. Military rank of Staff Ensign (b) read:
"(b) the separate provision of comprehensive expert agendas in the Military Office of the President of the Republic, the Ministry of Defence or at the workplace of the Army of the Czech Republic abroad when sending forces and funds to the Army of the Czech Republic abroad (Chief Specialist),"
18. in Part X. The Military rank of the Staff Ensign shall be the following point (c):
"(c) the separate provision of large-scale professional agendas associated with the conceptual development of types of troops and services in the department of the mechanized army, the separation of artillery, the separation of the military, the separation of the chemical army, the separation of the parachute army, the rescue and paratroop services, the department of anti-aircraft missile troops and anti-aircraft troops, the department of tactical aircraft, the department of helicopter and transport aircraft, the separation of security of activities in the air space and air traffic management or the development of research, the Ministry of Defence or the Agency of Communication and Information Systems, the Agency of Logistics, the Military Health Agency or the Agency of HR of the Czech Army, including the support of the service authorities responsible for the management of military disciplines and professionals,";
19. in Part XI. Military rank Lieutenant (d) reads:
"(d) professional management
1. security management of a separate company or military unit of the company (security manager),
2. medical security in battalion or military department, planning and organisation of medical security (medical officer), ';
20. In Part XI, Lieutenant (g), the words "the preparation, control, storage and supply of medicinal products, the provision of professional information on their safe and efficient use and dosing under professional supervision; 'are deleted.
21. the military rank of the Lieutenant shall be replaced by a comma at the end of point (m) and the following point (n) shall be added:
"(n) the exercise of a medical non-medical profession, methodical management of the activities of non-medical health professionals within the medical sector (medical officer).";
22. in Part XII, the military rank of Lieutenant Commander (a) (5), the words "or of the Transport and Order Services Group" shall be deleted and the words "(Group Commander)" shall be replaced by the words "(Group Chief, Group Commander)."
23. in Part XII. Military rank Lieutenant Commander (c) reads:
"(c) methodological management of activities
1. health professionals employed in the field of physiotherapy in the medical establishment of a military health service provider (head of physiotherapists),
2. non-medical health professionals with competence within the professional health department or health services centres (senior medical officer), ';
24. in Part XII. Military rank Lieutenant Commander (h) reads:
"(h) professional management
1. the security management of the battalion or military department of the battalion type (security manager);
2. medical security at regiment headquarters, planning and organisation of medical security (senior medical officer), '.
25. in Part XII. The military rank of Lieutenant Commander (k) (3) shall be inserted after the word "professional supervision" "with a duty of continuous education and proficiency."
26th in Part XII. Military rank Lieutenant Commander (l) 'supervision' is replaced by 'supervision'.
27th in Part XII. The military rank of Lieutenant Commander (w) (1) shall be replaced by "professional competence and performance of methodological activities in the field of military pharmacy '.
28. In Part XIII. The following points 17 to 19 are added at the end of point (b):
"17th Group of Transport and Order Services Military Police Headquarters (Chief of the Group),
18th Metrology Laboratory of the Logistics Agency Centre (Chief of Laboratory),
19. To the group of combat training centres or to the group of specialists in the training of the paratroop training centre (Chief of the group), '.
29th in Part XIII. The following point 3 is added at the end of point (g):
"3. medical security at brigade headquarters, military unit of the brigade or air force base (senior medical officer),"
30. Military rank Captain (i) is inserted after the words "Training Command - Military Academy," "Brigade,"
31. in Part XIII. The following points 14 and 15 are added at the end of point (n):
"the 14th special organisational element of the Airborne Regiment known as the Comando Company (Deputy Commander of the Company),
15. the Centre for Combat Training, Paratroop Training, Weapons, Combat Support, Command Security or Logistics Security (Deputy Chief of the Centre, Deputy Commander of the Centre), '.
32. in Part XIII. Military rank Captain (s) (2) 'and specialised professional activities' shall be replaced by 'leading functions without specialisation or with the required specialisation'.
33rd Part XIII. Military rank Captain (t) 'haunted' is replaced by 'older'.
34. in Part XIII. The captain's military rank shall be replaced by a comma at the end of point (w) and the following point (x) shall be added:
"(x) methodological management of the activities of non-medical health professionals within a specialised health department or element, organisation and planning of medical management activities (senior medical officer).";
35. in Part XIV. The military rank of Major shall be added at the end of point (b), points 18 to 20, as follows:
"the 18th special organisational element of the Airborne Regiment known as Comando Company (Company Commander),
19. Centre for Combat Training, Parachute Training, Weapons, Combat Support, Command Security or Logistics Security of the Parachute Regiment (Chief of the Centre, Commander of the Centre),
20. Economic Group of the Centre for the Protection against Weapons of Mass Destruction (Chief of the Group), '.
36. in Part XIV. The military rank of Major (f) reads as follows:
"(f) professional management
1. the security management of Military Intelligence, the organisational unit directly subordinate to the Ministry of Defence or the Force Command (Security Manager),
2. medical security at the Headquarters of the Earth Force of the Army of the Czech Republic or the Air Force of the Army of the Czech Republic, planning and organisation of medical security (senior medical officer - specialist), "
37. in Part XIV. The military rank of Major (g) (2) is deleted.
38. in Part XIV. The military rank of Major (h) shall be inserted after the words "dental medicine '" within the centre of health services'.
39. in Part XIV. The military rank of Major (j) (1) is replaced by "older '.
40. in Part XIV. At the end of point (j), the rank of Major shall be the following:
"3. methodological management, guidance and coordination of activities of non-medical health professionals within a specialised medical unit (senior medical officer),"
41.In Part XIV. The military rank of Major (p) shall be replaced by "Command and Management 'by" Command, Control and Control at section or department level of the Military Health Service'.
42.In Part XV, the military rank of Lieutenant Colonel (a) (4) shall be as follows:
"4th Department of the Department of Defence, Military Intelligence, Directorate of Foreign Activities, Multinational Centre for Logistics Coordination, WMD Protection Centre or Economic Department of the Agency of Communications and Information Systems (Chief of Department, Head of Unit),"
43. The military rank of Lieutenant Colonel shall be added at the end of point (a), points 11 to 13, as follows:
"11th organisational element for the construction of an organisation unit of the character of a battalion, a section, a squadron or a military unit of the battalion type (commander of the element, chief of the element or director of the element),
12. organisational element, the headquarters of the 31st Brigade of Radiation, Biological and Chemical Protection for NATO (Commander of the Element),
13th Field Hospital. '
44. in Part XV, the term "dental medicine related to the preparation of dentists" shall be inserted after the term "vocational training."
45. in Part XV, the words "or the Airborne Regiment" shall be inserted after the words "University of Defence."
46. in Part XV: Military rank of Lieutenant Colonel (m) (15), the words "the 601st Special Forces Group" shall be inserted after the words "Air Force Base."
47. in Part XV. Military rank Lieutenant Colonel (p):
"(p) separate implementation
1. highly specialised intelligence activities (senior senior specialist),
2. specialised activities of a pharmacist requiring specialised competence including command, management and control at the level of the Department within the Military Health Service, an organisation within the competence of the Ministry of Defence or the activities of a pharmaceutical expert at the Ministry of Defence's contribution organisation (senior senior pharmaceutical specialist), "
48. In Part XV. The military rank of Lieutenant Colonel shall be replaced by a comma at the end of point (v) and the following point (w) shall be added:
"(w) methodological management, guidance and coordination of activities of non-medical health professionals and their continuous training with the Military Health Agency (senior medical officer, head nurse)."
49. in Part XVI. Military rank Colonel (b) point 3 is deleted.
Points 4 to 29 shall become points 3 to 28.
50. In Part XVI. Military rank Colonel (b) (8) reads as follows:
"8th Department of Force Command, Training Command - Military Academy, Military Police Chief Command, Communication and Information Systems Agency, Logistics Agency, Military Health Agency or Human Resources Agency of the Army of the Czech Republic (Chief of Staff),"
51.In Part XVI. The military rank of Colonel (b) (10) shall be inserted after the words "chemical troops," the words "separation of the troop, rescue and paratroop services, separation of physical education,"
52nd Part XVI The military rank Colonel (b) (20) is replaced by "Main '.
53.In Part XVI. At the end of point (b), the military rank of the Colonel shall be the following points 29 and 30:
"29. organisational element for the construction of the organisation unit of the brigade, military unit of the brigade, regiment or base of the air force (commander of the element, chief of the element or director of the element),
30. Territorial Command (Commander), '.
54. in Part XVI. The military rank of Colonel shall be added at the end of point (c), points 3 to 9 as follows:
"3rd Ministry of Defence Spiritual Service, including Ministry of Defence Contribution Organisations (Ministry of Defence's Chief Chaplain),
4. military pharmacy under the responsibility of the Ministry of Defence, including the Ministry of Defence's contributory organisations (chief pharmacist),
5. military veterinary service under the responsibility of the Ministry of Defence (Chief Veterinary Officer of the Ministry of Defence),
6th Military Geographic Service under the responsibility of the Ministry of Defence (Chief of Geographic Service of the Ministry of Defence),
7. military hydrometeorological service under the responsibility of the Ministry of Defence (Chief of the Ministry of Defence hydrometeorological service),
8. nursing care strategies and the concept of continuous training of military non-medical health professionals under the responsibility of the Ministry of Defence, including Ministry of Defence contribution organisations, (head nurse of the Ministry of Defence),
9th Legal Service of the Army of the Czech Republic (Chief of Legal Service of the Army of the Czech Republic), "
55. in Part XVI. Military rank Colonel (h) (10) 'Specialised Forces of the Army of the Czech Republic' is replaced by 'Special Forces of the Ministry of Defence'.
56. in Part XVI. The military rank of Colonel shall be added at the end of point (h), points 20 to 23, as follows:
'20. Cyber Force and Information Operations Command (Deputy Commander),
21. Territorial Command (Deputy Commander),
22. Military Police (Deputy Chief of Military Police for Criminal Procedure),
23. Department of Communication and Information Systems of the Ministry of Defence, Department of Military Health of the Ministry of Defence or Department of Intelligence of the Army of the Czech Republic (Deputy Director of the Department), "
57. in Part XVII. The military rank of Brigadier General (a) (1) shall be inserted after the words "Military Health," "Director of the Human Resources Agency of the Army of the Czech Republic."
58. In Part XVII. The military rank of Brigadier General (a) (3) is replaced by "Specialised Forces of the Army of the Czech Republic" by "Special Forces of the Ministry of Defence."
59. At the end of point (a), the military rank of Brigadier General shall be the following points 6 to 10:
'6. Cyber Force and Information Operations Command (Commander),
7. Section High Command of Allied Forces in Europe (Director of the Foreign Office Section),
8th Staff of Operations Command (Chief of Staff),
9. Military Historical Institute (Director),
10th section of the Ministry of Defence Communication and Information Systems, Department of Military Health of the Ministry of Defence or Department of Intelligence of the Army of the Czech Republic (Director of the Department), "
60. In Part XVII. The military rank of Brigadier General shall be added at the end of point (a), points 11 and 12, as follows:
11. 4. rapid deployment brigade or 7th mechanized brigade (brigade commander),
12th 21st Tactical Air Base or 22nd Helicopter Air Base (Base Commander), '.
61st Part XVII. The military rank of Brigadier General shall be replaced by a comma at the end of point (c) and the following point 5 is added:
"Division 5 (Deputy Division Commander), ';
62nd Part XVII. The military rank of Brigadier General shall be added at the end of point (d) as follows:
"(d) technical management of integrated work teams set up for the preparation, assessment and evaluation of draft strategic concepts for the development of the Czech Army or its components (advisor to the Chief of General Staff of the Czech Army)."
63rd Part XVIII. The military rank of Major General (a) (3) shall be deleted.
64. The military rank of Major General shall be added at the end of point (a), points 4 and 5, as follows:
"4. Military Police (Chief of Military Police),
Division 5 (Division Commander), ';
65. The military rank of Major General shall be replaced by a comma at the end of point (c) and the following point (d) shall be added:
"(d) the management and command of the Operations Command (Deputy Commander Operations Command).";
66. The military rank of Lieutenant General shall be added at the end of point (a) in point 3:
"3. Operation Command (Commander Operations Command),"
Efficacy
This Regulation shall enter into force on 1 July 2019, with the exception of Article I (60), which shall take effect on 1 January 2020.
