on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan on the mutual recognition of the equivalence of evidence of educational attainment and of the award of scientific degrees and degrees
On 24 June 1981, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan on the mutual recognition of the equivalence of the evidence of educational attainment and of the award of scientific degrees and degrees was signed in Prague. The Agreement entered into force on 4 May 1982 pursuant to Article 6 thereof.
The Czech translation of the Agreement is announced simultaneously.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan on the mutual recognition of the equivalence of evidence of educational attainment and of the award of scientific degrees and degrees
The Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan, wishing to further develop mutually beneficial cooperation in the field of education and science, which significantly contributes to the deepening of friendly relations between the people of both countries,
have decided to conclude the following agreement:
The Parties shall mutually recognise the equivalence of evidence of scientific values, diplomas and certificates from secondary schools, universities and other universities and scientific institutions, issued in the Czechoslovak Socialist Republic and the Republic of Afghanistan in the field of humanities, natural and social sciences, as well as in technology, agriculture and veterinary medicine.
Certificate of full secondary education
The certificate of termination of complete secondary education, issued in the Czechoslovak Socialist Republic, is recognised as equivalent to the certificate of secondary school (pre-university certificate) in the Democratic Republic of Afghanistan and vice versa.
The certificates issued after the completion of a 14-year study by secondary engineering schools, secondary technical schools, Kabul automechanical secondary school, mining secondary technical schools, pedagogical schools, Mazari-Sharif diesel secondary technical school as well as similar schools in the Democratic Republic of Afghanistan are recognised as equivalent to those issued by similarly targeted secondary schools in the Czechoslovak Socialist Republic.
Diplomas and evidence of scientific degrees in humanities, natural and social sciences
(a) A graduate degree awarded by universities or other higher education institutions in the Czechoslovak Socialist Republic is recognised as being equivalent to evidence of "Master" awarded by universities or other higher education institutions in the Democratic Republic of Afghanistan and vice versa.
(b) The evidence of the award of the scientific rank of "candidate of science," issued by universities or other universities and scientific institutions in the Czechoslovak Socialist Republic, is recognised as equivalent to evidence of the award of the rank of Ph.D. issued by universities or other universities and scientific institutions in the Democratic Republic of Afghanistan in the relevant field and vice versa.
(c) The evidence of the award of the "Doctor of Sciences," issued by universities or other universities and scientific institutions in the Czechoslovak Socialist Republic, is recognised as equivalent to evidence of the award of the "Doctor of Sciences," issued by universities or other universities and scientific institutions in the Democratic Republic of Afghanistan in the relevant field and vice versa.
Diplomas and evidence of scientific degrees in technology, agriculture and veterinary medicine
Diplomas and evidence of scientific value in those areas shall be recognised on the basis of the provisions contained in Article 3.
The Contracting Parties shall inform and advise each other on any matter relating to the implementation of this Agreement.
Each Contracting Party shall notify in writing to the other Party the approval of this Agreement in accordance with its national rules. The Agreement shall enter into force from the date of the last of these notifications.
This Agreement shall be negotiated for a period of five years and shall be extended for the same period each time unless one of the Contracting Parties denies it six months before the expiry of the period of validity.
