concerning the Agreement between the Czechoslovak Socialist Republic and the Republic of Austria on cooperation in the veterinary sector
The Agreement between the Czechoslovak Socialist Republic and the Republic of Austria on cooperation in the veterinary sector was signed in Prague on 14 March 1979. The Agreement entered into force on 13 July 1981 pursuant to Article 11 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Czechoslovak Socialist Republic and the Republic of Austria on cooperation in the veterinary sector
the Czechoslovak Socialist Republic and the Republic of Austria,
led by efforts to extend and deepen cooperation on the veterinary section with a view to reducing the risks posed to the national economy and health of the population of both countries by animal diseases; and
Wishing to further develop friendly relations between the two States in accordance with the provisions of the Final Act of the Conference on Security and Cooperation in Europe,
have decided to conclude the following agreement:
The Contracting Parties shall cooperate to protect their national territories against the introduction of contagious animal diseases on the import, export and transit of animals, raw materials and products of animal origin, as well as objects which may bear the agents of infectious animal diseases.
The competent authorities of the Contracting Parties shall agree on common measures to facilitate the implementation of animal health conditions for the import, export and transit of animals and goods subject to border veterinary control.
(1) Competent authorities of the Contracting Parties
(a) inform without delay of the occurrence of agreed contagious animal diseases within their territory, the type and number of animals infected, the place of occurrence, the method of diagnosis, the occurrence of foot-and-mouth disease, the type of virus found and the measures introduced to combat those diseases;
(b) they shall keep each other informed of the progress of these diseases until they are overcome.
(2) If one of the diseases referred to in paragraph 1 (a) occurs in the territory of one of the Contracting Parties, that Contracting Party shall, at the latter's request, leave to the other Party the strains of the relevant disease agents.
(3) The competent authorities of one Contracting Party shall immediately inform the competent authorities of the other Contracting Party of the protective measures they have taken to prevent the introduction of animal diseases referred to in paragraph 1 (a), if they have occurred in the territory of a neighbouring State.
(4) The competent authorities of the Contracting Parties shall regularly exchange official reports on the condition of contagious animal diseases.
The competent authorities of the Contracting Parties shall inform each other of the use of veterinary knowledge to protect animals from contagious diseases, parasites and other animal health risks.
The Parties shall promote cooperation on the field of applied veterinary research and veterinary care, in particular through:
(a) exchanges of knowledge and experience on the section of CVT;
(b) cooperation between veterinary institutes;
(c) exchanges and visits, as well as other contacts of experts and scientists in accordance with the work plans referred to in Article 7;
(d) exchanges of specialist journals and other publications on the field of applied veterinary medicine;
(e) the mutual transmission of information on the organisation of veterinary care, as well as legislation and instructions issued in the veterinary section.
The competent veterinary authorities of the Contracting Parties shall be in direct contact with matters relating to cooperation under this Agreement.
In order to implement this Agreement, the competent authorities of the Contracting Parties shall, for a three-year period, negotiate working plans containing the details of the agreed activities. Negotiations on these plans shall take place alternately on the territory of one of the Contracting Parties.
The exchange of information, as well as specialist journals and publications between the competent authorities of the Contracting Parties shall take place free of charge.
In the event of an exchange of experts, the sending Contracting Party shall cover travel expenses there and back. The receiving Contracting Party shall, on the basis of reciprocity and in accordance with the applicable national rules, cover the cost of residence, including the fare within the host country on travel related to the purpose of the stay.
The issues at issue which could arise between the Parties in the interpretation and implementation of this Agreement shall be addressed by diplomatic channels.
This Agreement shall be concluded for a period of five years. It shall be extended for a further period of five years, unless one of the Contracting Parties denies it in writing by diplomatic means at the latest six months before the expiry of that period.
This Agreement shall enter into force 60 days after the exchange of notes in which the Contracting Parties agree that the relevant national conditions for its entry into force have been fulfilled.
To prove this, the agents of both Contracting Parties signed this Agreement and sealed it.
Dane in Prague on 14 March 1979 in two copies, each in Czech and German languages, both texts being equally authentic.
