of 6 April 1998
establishing the dispatching order for the electricity system of the Czech Republic
The Ministry of Industry and Trade provides pursuant to Sections 13 (7) and 45 (6) of Act No 222 / 1994 Coll., on the Terms and Conditions of Business and on the Performance of State Administration in the Energy Sector and on State Energy Inspection:
Basic provisions
(1) The rules governing the control of the electricity system of the Czech Republic (hereinafter referred to as the "electricity system") are laid down in the Control Regulations for:
(a) voltage-level distribution devices 400 kV and 220 kV, transformation to 110 kV and selected 110 kV distribution devices (hereinafter referred to as the transmission system),
(b) a 110 kV voltage level distribution facility with the exception of selected 110 kV distribution facilities referred to in (a) and below (hereinafter referred to as "distribution systems");
(c) production facilities connected to the electricity system;
(d) systems of control, signalling and measuring technology and equipment for the transmission of information for computer activity, including information and telecommunications systems used for the control of the electricity system.
(2) The dispatching procedure includes:
(a) ensuring a balance between the sources and the electricity needs of the electricity system;
(b) preparing the operation of the electricity system;
(c) operational management of the operation of the electricity system;
(d) analysis, control and evaluation of the operation of the electricity system;
(e) issuing dispatching instructions.
(3) The balance between the sources and the electricity needs of the electricity system includes:
(a) ensuring a long-term balance between sources and the need for electricity between 8 and 25 years ("long-term balance");
(b) ensuring a medium-term balance between sources and electricity needs between 2 and 8 years (hereinafter referred to as "medium-term balance");
(c) ensuring an annual balance between resources and the need for electricity broken down into quarters and months (hereinafter referred to as "annual balance").
(4) The preparation of the operation of the electricity system shall include:
(a) annual preparation;
(b) quarterly preparation;
(c) monthly preparation,
(d) weekly preparation;
(e) daily preparation.
(5) The operational management of the operation of the electricity system shall carry out the projects set out in the preparation of the operation while addressing the impact of unforeseen events both throughout the electricity system and in its individual parts.
(6) The analysis, control and evaluation of the operation of the electricity system includes:
(a) statistical processing of data under the electricity system;
(b) assessing the results of the operation of the electricity system with a view to ensuring the reliable operation of the electricity system, international cooperation and in particular comparison with the annual balance and preparation of the operation of the electricity system;
(c) analysis of system failures and emergency operating situations in the electrical system.
(7) Dispatcher's instructions include:
(a) the Directive of the Central Electricity Dispatch of the Czech Republic ("Central Dispatch"),
(b) the operating instructions of the dispatches referred to in Section 2, as well as their instructions in the operational management of the operation of the electricity system pursuant to Section 7.
Control of the electricity system
(1) The dispatching control of the electricity system is provided by:
(a) by a central dispatcher;
(b) the dispatches of power distribution holders, which are transmission system dispatches, the dispatches of regional distribution companies, which are currently South Bohemia energy, a. s., South Moravian energy, a. s., Prague energy, a. s., North Bohemia energy, a.s., North Moravian energy, a.s., Central Bohemia energy a.s., East Bohemia energy, a.s., and West Bohemia energy, a.s., and local distribution companies,
(c) dispatches of power-generating authorisation holders if they are established.
(2) The dispatches of the holders of divorce authorisations are provided by:
(a) dispatching control of the transmission system and distribution systems, including ensuring the reliability and quality of the supply of electricity from the transmission system and the supply of electricity to its customers;
(b) dispatching control of production facilities connected to the transmission system, distribution systems and control of selected production facilities connected to the 110 kV distribution facility;
(c) the preparation of the operation and operation of the electricity system, including within interconnected systems, frequency control and power transmission;
(d) cooperation on the annual preparation of the operation of the electricity system and preparation of the operation of the distribution systems;
(e) analysis, control and evaluation of the operation of the controlled section of the electricity system;
(f) the transmission of information to the central dispatcher for the processing of documents for the decision to declare an emergency.
(3) In terms of operational management of the transmitted power between the control sections of the electricity system and the control of the frequency of the electricity system, they are subordinate to:
(a) the dispatches of the regional distribution companies of the transmission system dispatcher;
(b) the dispatches of local distribution companies to the local distribution company's local distribution company; in the case of their connection to the transmission system control system.
Balance between sources and electricity needs of the electricity system
(1) The development of strategic perspectives and variations in the development of the electricity system to ensure long-term balance is ensured by the central dispatching system at least every two years on the basis of data provided by the authorisation holder.
(2) The long-term balance includes in particular:
(a) the expected load on the electricity system for a given period;
(b) the expected state of the electricity system resources;
(c) electricity balance of the electricity system;
(d) the expected requirements for new performance, including the definition of its type.
(1) In the light of the long-term balance, the central dispatcher shall be responsible for the processing of the medium-term balance by 15 December each year on the basis of data provided by the authorisation holder.
(2) The medium-term balance includes in particular:
(a) the expected load on the electricity system in each year;
(b) the state of the electricity system resources in each year;
(c) the electricity generation balance of the electricity system in each year;
(d) the balance of electricity output of the electricity system in each year;
(e) requirements for the import and export of electricity;
(f) the cumulative results of the steady-state system and distribution system calculations.
(1) Following the medium-term balance, the central dispatcher shall ensure the processing of the annual balance for the following year, broken down into quarters and months, each year by 30 April of the preceding year on the basis of data provided by the authorisation holder.
(2) The annual balance shall include in particular:
(a) the expected load on the electricity system in each month;
(b) the state of the electricity system resources in each month;
(c) the balance of electricity generation of the electricity system in each month;
(d) the balance of the electricity output of the electricity system in each month;
(e) requirements for the import and export of electricity;
(f) the cumulative results of the steady-state system and distribution system calculations.
Preparation of the operation of the electricity system
(1) The preparation of the operation of the electricity system is a set of technical, economic and organisational measures in the fields of sources, transmission, distribution and needs of electricity, the purchase of electricity from abroad and the sale of electricity abroad, the reliability of the operation of the electricity system and the international interconnection to ensure a reliable, safe and economical supply of electricity to consumers with parameters corresponding to technical standards.
(2) The annual preparation of the operation of the electricity system shall be carried out on the basis of the annual balance for the year in question and the draft annual preparation of the operation of the transmission system dispatching system, the dispatches of regional distribution companies and power-generating authorisation holders by 30 November of the previous year.
(3) The annual preparation of the operation of the electricity system is specified:
(a) quarterly preparation by the end of the second month of the preceding quarter;
(b) monthly preparation by the end of the preceding month;
(c) weekly and daily preparation.
(4) The preparation of the operation of the electricity system shall be processed by the transmission system dispatcher on the basis of its own data, data transmitted by the production authorisation holder, whose resources are involved in the transmission system, the authorisation holder for the production of selected production facilities connected to 110 kV distribution facilities, the dispatching of regional distribution companies and customers.
(5) The preparation of the operation of the distribution systems shall be processed by dispatching the regional distribution companies on the basis of the data transmitted to the holder of the production authorisation, the production facilities of which are involved in the distribution system, with the exception of the production authorisation holders whose data are transmitted directly to the transmission system dispatcher, the dispatching of local distribution companies and customers.
(6) The procedure for processing the annual preparation of the operation of the electricity system is set out in Annex 1.
Operational control of the operation of the electricity system
(1) Operational management shall include in particular:
(a) frequency and power control;
(b) burden distribution, resource allocation and management of international exchanges of electricity;
(c) regulation of voltage and reactive power of the electricity system;
(d) changes in the involvement of the transmission and distribution systems;
(e) the release of 400 kV production and distribution equipment, very high and high voltage from operation and its re-entry into service;
(f) registration of permits for work on a 400 kV distribution facility, high and high voltage,
(g) addressing sudden power and power shortages;
(h) authorising work activities on live equipment;
(i) the removal of disturbances in the operation of the electricity system or parts thereof;
(j) taking measures to prevent and prevent emergencies.
(2) The operation of distribution systems which are connected in parallel to 110 kV of the electricity system with the same transformations of neighbouring States by inter-state distribution facilities shall not be allowed unless the transmission of electricity is included in the frequency control and power transmission of the electricity system and the transmission of the information necessary for such distribution facilities is ensured.
(3) The voltage and reactive power regulation is carried out:
(a) for distribution installations with a voltage level of 400 kV and 220 kV by a transmission system dispatcher;
(b) for distribution facilities with a voltage level of 110 kV by transmission system dispatching and dispatching of regional distribution companies in cooperation;
(c) for distribution installations with a voltage level below 110 kV, the dispatching of regional distribution companies and the dispatching of local distribution companies.
(4) Changes in the connection of the transmission and distribution systems may limit the performance of production facilities and the reliable operation of the electricity system only when dealing with emergency operational situations. Changes in the involvement of the transmission system and the distribution system shall be addressed in cooperation with the dispatches concerned by the changes.
(5) The method of allocating resources is set out in Annex 2.
(6) The procedure for the release of production and distribution facilities, the entry into service and the manner in which the permit is kept for work on a distribution facility is set out in Annex 3.
(7) The procedure for the removal of power system failures or parts thereof is set out in Annex 4.
Analysis, control and evaluation of electricity system operation
(1) The analysis, control and evaluation of the operation of the electricity system are carried out by all dispatches of the power distribution authorisation holders.
(2) The central dispatcher shall provide statistical data processing for the electricity system, monthly and annual evaluation of the operation of the electricity system; the report on the operation of the electricity system for the previous year, the monthly evaluation of the operation of the electricity system and the statistical data processing are issued on the basis of data provided by the authorisation holder.
Dispatch instructions
Dispatch instructions are issued for the following areas:
(a) details of the dispatching procedure and a single information transmission system;
(b) international cooperation, cooperation with contractors;
(c) balance, preparation and evaluation of the operation of the electricity system;
(d) control and control of reactive power, frequency and power control;
(e) defence plans and recovery plans of the electricity system which are part of the emergency plan;
(f) an automated control and telecommunications system;
(g) electricity collection management;
(h) systems for protection of distribution and production facilities and automatic electrical system devices;
(i) operational management of the operation of the electricity system in accordance with Article 7 (1);
j) the interaction of multiple dispatches in the control of the electricity system.
Efficacy
This decree shall take effect on the day of its publication.

Procedure for processing the annual preparation of the operation of the electricity system
1. Content of the annual preparation of the operation of the electricity system
The annual preparation of operations shall include in particular:
1.1 the expected amount of load after months including its structure;
1.2 type load diagrams of the electricity system for working days and working and rest days for each month and diagrams of expected critical conditions (e.g. maximum, minimum load of the year),
1.3 the balance of electrical performance, including international cooperation after weeks,
1.4 the balance of electricity after months, broken down into resources and consumption, including international cooperation, with respect for the principles of uniform management of the electricity system and the efficient use of resources with a power output above 50 MW;
1.5 calculation of the reliable operation of the electricity system,
1.6 draft measures to ensure the reliable functioning of the electricity system;
1.7 the basic scheme for the involvement of transmission and distribution systems (in relation to the transmission system), the maintenance and shut-down plan for transmission and distribution system (in relation to the transmission system) and the putting in service of new equipment or the decommissioning (if applicable) of equipment,
1.8 control of selected modes in terms of network operation, check of static and dynamic stability, calculation of short-circuit ratios for a given year, capacity of transmission system transformation to distribution systems, and compensation for voltage and reactive power management;
1.9 the amount and composition of the electrical performance needed to ensure the reliability of the operation of the electricity system and the international interconnection and their comparison with the annual balance results;
1.10 results of the final discussion of the annual preparation of the operation of the electricity system.
2. Processing of the annual preparation of the operation of the electricity system
2.1 Transmission of documentation for the processing of annual preparation of operations, namely:
2.1.1 expected load type diagrams for working and rest days and off days for each month,
2.1.2 specified outputs from the annual balance and data resulting from existing and / or planned contractual relations needed to establish the balance of electricity and electricity; the supporting documents are in particular:
2.1.2.1 the electricity balance in the structure of the electricity purchase plan from producers (over 10 MW, namely, up to 10 MW including sum), imports of electricity from abroad, supply of electricity (broken down collectively for very high and high voltage consumption and further low voltage consumption), exports to abroad, other and own consumption and network losses,
2.1.2.2 a breakdown of the ready-to-use performance of the blocks (above 10 MW by name, up to 10 MW including sum), the indication of the regulatory capabilities of the blocks, the breakdown of tests and measurements and technical limitations on operation,
2.1.2.3 information on changes in performance in nodal areas against the fact of last year above 10 MW; the technical feasibility of the existing contractual relations of the relevant distribution facility users is already verified in these documents,
2.1.3 a plan for the maintenance and restoration of distribution installations and the putting into service or decommissioning of new installations;
2.1.4 short-term contributions from the authorisation holder's network to the transmission system distribution,
2.2 identification of possible situations where the conditions for the reliability of the operation of the electricity system and international interconnection are not met,
2.3 use of knowledge from the evaluation of the annual operations preparation of previous years;
2.4 proposing measures to eliminate situations where the conditions for the reliability of the operation of the electricity system and international interconnection are not met, namely:
2.4.1 changes in the dates of planned outages of energy production facilities,
2.4.2 changes in the installation mode;
2.4.3 changes in planned contractual supplies,
2.4.4 additional imports or exports of electricity,
2.4.5 changes to the switching off plan;
2.5 joint meetings shall take place with the participation of the authorised representatives of the bodies concerned, the central dispatcher and the Ministry of Industry and Trade in cases where no agreement is reached between the authorisation holders on the proposed measures under point 2.4,
2.6 a comparison of the annual balance and the draft annual preparation of operations, in particular concerning supply requirements and the level and composition of electrical performance to ensure the reliability of the operation of the electricity system and the international interconnection,
2.7 sending the draft annual preparation of the operation of the electricity system to the central dispatcher and its members;
2.8 final discussion of this proposal by the central dispatcher and acquisition of the minutes,
2.9 issue of the document "Annual preparation of operations for the year....."
3. The evaluation of the annual preparation of the operation of the electricity system shall be carried out by 31 May of the following year.

Resource allocation method
1. Resource management means:
1.1 release from service and re-entry into service;
1.2. Distribution of load between parallel operating sources.
2. The distribution of resources shall be carried out at the appropriate dispatch of the authorisation holder to the distribution for resources under its control.
3. The allocation of resources shall be carried out in such a way that, while ensuring the reliability of the operation of the electricity system, electricity is supplied at the lowest cost.
4. In cases of large-scale failures in the electricity system and in the prevention and management of emergency situations, the priority criterion for allocating resources is to restore reliable electricity supply in the electricity system.
5. Sources whose performance or part thereof is directly applied to the daily load diagram are:
5.1. Heat and electricity combined sources,
5.2. Resources used for electricity generation by renewable and secondary energy sources,
5.3. Resources for which electricity generation is intended for own use,
5.4 hydropower plants whose electricity generation is linked to hydrological conditions and to compliance with hydraulic connections,
5.5. Resources whose operation is determined on the basis of local conditions of the electricity system,
5.6. Sources whose ranking is triggered by the operating conditions of the electricity system, in particular by carrying out measurements and tests on equipment;
5.7. The resources for which this method of deployment results from contracts concluded between authorisation holders.
6. The allocation of resources shall be based on maintenance plans and timetables for nuclear fuel exchanges.
7. Other sources with a unit power exceeding 50 MW shall be deployed in accordance with point 3 of this Annex.
