Decree of the Ministry of Culture of the Slovak Socialist Republic declaring the protected landscape area of Murány planina

DECLARATION
Ministry of Culture of the Slovak Socialist Republic
of 30 December 1976
declaring itself the protected landscape area of Muraine plain
The Ministry of Culture of the Slovak Socialist Republic, in agreement with the participating central authorities of the state administration, provides, pursuant to § 10 (2) and § 11 of the Slovak National Council Act No. 1 / 1955 Coll. SNR, on State Protection of Nature ("the Act '):
§ 1
(1) The territory as defined in Part I of the Annex, which forms part of this Decree, is hereby declared as the protected landscape area of Muraine Plain (hereinafter referred to as "the region"). The area is situated in the district of Banská Bystrica and Rimavská Sobota in the Mediterranean region and in the district of Rožňava in the eastern Slovak region, namely:
(a) in Banská Bystrica
in the cadastral territories of the municipalities of Šumiac, Vaľkovňa, Pohorelá, Heľpa, Závadka nad Hronom, Polomka and Pohronská Polhora;
(b) in the Kreis Rimavská Sobota
in the cadastral territories of the municipalities of Tisovec and Klenovec;
(c) in the district of Rožňava
in the cadastral territories of the municipalities of Muran and Muran Huta.
(2) The purpose of the declaration of the area is to protect and enhance nature and natural values, to ensure their optimum use due to their versatile cultural, scientific, economic, water and recreational importance.
(3) The conservation of nature and natural values and the maintenance of the conditions of protection of the area is the responsibility of all institutions and organisations which operate in any way within its territory, as well as of citizens residing or staying in the region.
(4) In accordance with § 6 (3) and § 7 and 8 of the Act, special protection of its particularly important parts can be declared in the territory of the area.
§ 2
(1) In the territory of the area, only in agreement with the State Nature Protection Authorities: 1)
(a) carry out geological work, including technical work, to the extent provided for by specific provisions;
(b) conquer mineral deposits;
(c) to carry out archeological excavations or other excavations associated with scientific research;
(d) adjust water flows;
(e) to introduce non-indigenous species of plants and animals into the wild in principle only when carrying out research in the framework of an experimental activity, the results of which shall decide on their possible economic use;
(f) to change the boundaries of the forest and agricultural land funds.
(g) use forest and agricultural parcels for other purposes;
(h) outside the indolany of the municipalities to build buildings of all kinds (mining, industrial, engineering, recreational, residential, garages, etc.), except the operating facilities of state forests and farms;
(i) outside the municipality, except in areas which have previously been intended for these purposes, to place landfills and store waste;
(j) burn bushes, grass and other vegetation outside the indolent of the municipalities;
(k) large-scale use of pesticides other than forest nurseries and agricultural land funds;
(l) capture and modify springs, blowers and surface waters for water;
m) violate the system of karst pits, mines, sinks and scrapes, as well as underground karst formations by destructive works, by weighing soil, or waste.
(2) The scope of the implementation of other activities in the region is defined as follows:
(a) the management of the forestry fund shall be governed by approved forest management plans, in which economic measures for forests protected for the protection of nature shall be established in cooperation with the State conservation authorities; in other cases where the rule of the forestry plan is bound by the authorisation of the derogation by the competent authority of the national committee;
(b) the development of agricultural production in the area and in its protection zone shall take place on the basis of comprehensive plans for the development of agriculture, including the modification of trees and shrub vegetation land, for each territorial administrative unit, drawn up in cooperation with the authorities of the State Protection of Nature with particular regard to the conservation of biological and aesthetic values of the area and the interests of the protection and use of the agricultural land fund;
(c) the aquatic importance of the territory must be respected in all projects and interventions. Waterworks of any kind (tanks, flow adjustments, water melioration, etc.) can only be carried out in the area on the basis of relevant documentation approved by the authorities of nature conservation. Special care should be taken to protect current and prospective drinking water sources;
(d) construction shall be carried out according to approved planning documentation, taking into account the optimal preservation of non-urban areas of the original natural environment. When designing and building, account should be taken of the nature of the landscape and the material used. The construction of corporate and private cabins, the establishment of campsites, parking lots and other functional facilities is permitted only in the areas defined by the authorities of spatial planning and state conservation on the basis of approved land planning documentation and by the resolution of the board of the relevant district national committee on the approval of the recreational area and the declaration of forest parts in the recreational area and in its immediate vicinity as special purpose recreational forests;
(e) hunting and fishing shall be carried out in accordance with approved plans for the breeding and hunting of game and fish, taking into account the preservation and enhancement of natural sets of communities, and in cooperation with the authorities of nature conservation;
(f) communications shall be built on the basis of approved planning documentation. Tourist trails are extended and branded and educational paths are built in accordance with the concept of nature conservation in the area in mutual agreement with tourist authorities in the Slovak Socialist Republic. A survey for forestry purposes shall be carried out with the cooperation of the State Conservation Authorities and shall be approved with their participation in the Final Protocol to the Forest Economic Plan;
(g) research and research, which affects the natural circumstances of the area, can be carried out only with the knowledge of the Slovak Institute of Heritage Care and Nature Protection, which keeps their records. In doing so, care must be taken not to conflict with the interests of different organisations over time and place or to damage protected natural values.
§ 3
(1) The territory defined in Part II of the Annex to this Decree is hereby declared a zone protection zone under Article 11 of the Act.
(2) In the protection zone of the area, economic and other activities must be carried out in such a way as not to prejudice the natural values of the area and to preserve the natural character of the landscape.
(3) For the construction in the protection zone of an area outside the indolent municipalities, other than the operational structures of the forestry and agriculture, the consent of the authorities of the state protection of nature is needed.
(4) The conditions laid down in Section 2 (2) (e) of this Decree shall apply to the exercise of hunting and fishing activities in the protection zone of the area.
§ 4
(1) In matters affecting the area, the public authorities, in particular land planning, construction authorities, mining authorities, forest care authorities, air protection authorities, bodies of water, agricultural, transport, tourism, health and hygiene, as well as bodies of physical education with regard to the mission of the area, shall decide in cooperation with the competent authorities of the state conservation.
(2) Similarly, the authorities and organisations which take their own measures to protect the air, water, soil, vegetation cover, fish, game and other wildlife in the region are acting.
§ 5
(1) The conditions laid down by the competent authorities shall apply to the protection of specially protected areas within the area and its protection zone. The conditions of protection provided for in Article 2 of this Decree do not apply to specially protected agricultural soils. 2)
(2) In the territories covered by the Federal Ministry of National Defence and the Federal Ministry of Interior, the authorities of the State Protection of Nature and the State Monument Care are required to take care of the interests of the military administration and, in the event of changes affecting the defence of the State, equipment or premises serving that purpose, to seek the approval of the military administration or the competent authorities of the Federal Ministry of Interior. The territory of the military administration is not affected by the declaration of the area.
(3) The declaration of the area shall be without prejudice to property rights and other property relations with real estate situated within the territory of the area, or to protection zones designated under specific regulations.3)
§ 6
(1) The tasks of the authorities of the State Protection of Nature in the territory of the area and of the protection zone under this Ordinance are carried out within the framework of their activities. Slovak Institute of Heritage Care and Nature Protection in Bratislava; care of cave and karst phenomena is provided by the administration of Slovak caves in Liptovský Mikuláš.
(2) National committees operating in their territory are actively involved in the conservation of nature and natural values in the region and its protection zone.
(3) The authorities and organisations making use of the territory of the area and its protection zone provide financial and material resources within their competence for the protection, development and enhancement of the area in the framework of approved economic and financial plans where the need for such funds results from the activities they carry out in that territory.
§ 7
The maps in which the territory of the region and its protection zone is drawn are stored in the Slovak Institute of Monument Care and Nature Protection in Bratislava, the Central Slovak Regional National Committee in Banská Bystrica, the Eastern Slovak Regional National Committee in Košice and the District National Committees in Banská Bystrica, Rimava Sobota and Rožňava and the Regional Administration of Geodesia and Cartography in Banská Bystrica and Prešov.
§ 8
This decree shall take effect on the day of its publication.

Definition of the territory of the protected landscape area of Muraine plain and its protection zone
The Protected Landscape Area is situated in the territory of the Slovak Socialist Republic in the Mediterranean and Východoslovenská region in the district of Banská Bystrica, Rimavská Sobota, Rožňava and occupies the Muranská plains and part of the Slovak Rudohoří.
The territory of the protected landscape area and its protection zone is marked on the prints of the basic map of the CSSR 1: 50 000 scale on the following map sheets:

I. Definition of the area
The border of the area takes place from the starting point in the saddle of Javorinka (cubicle 946) along the state road between Muránska Huta and Red Skala, continues northwest to the Trstenník valley to the northwest edge of the meadow under Lopusnka (1125), in the northwest direction follows about 1 km side ridge from where it meets the west into the river Rácov valley, which follows the northeastern direction to the confluence with the left. From this point, the border of the lateral ridge west of Vasilov (1037) continues to the stream of Postaž and continues against the flow to the point 1217 and from there to the west the border of the continuous forest to the valley Hronec, then follows approximately the western direction of the left-hand tributary, later turns southwest towards the cubicle of Mala Smrekovica (1375), where it turns northeast to the valley of Petríkovo, where the quarry to the southwest, continues to the saddle between the cubits 1364 and 1435 (Javorinka), following approximately along the pedestine of the bridge via Rohozna (1397), from the south to the valley of the river Rohoknow, which follows the southwest towards the contik. From there the border continues through the state road to the west to the Svetlá stream, it breaks southeast, tracks the Svetlé flow about 2 km, then continues in this direction to the Bánovo cubicle (1039), meets into the saddle, from where it follows the forest road in the east direction, under the Kostolní vrich (1058), meets towards the Klenovská Rimava stream, continues its flow in approximately south direction towards the left-hand tributary, from which it heads east towards the level of the Rangaska cote (866), where it breaks to the southeast, follows the forest path to the saddle from the side ridge to Poľan (882). From Požana, the border continues north, following its second turn to the south-east below Hrad, from which the border continues through the continuous forest to the western edge of the indolent town of Tisovec to Rimava, following it against the flow to the north until near the confluence with Kachkava, where it continues to the north-east side crest of Kozie's chrbt to the south-east of the north-eastern direction (749) and continues to the continuous edge of the forest of the southeast and later northeastern direction to the point of Dielik (578) from which it follows the state road to the north-west of the crest of the forest (749).
The border of the protected landscape area with regard to the forest fund is also drawn in surveillance organizational maps of 1: 25 000, prepared by the Zvolen Institute for Economic Treatment of Forests.
Area area is 21 930,89 ha.
II. Definition of the protection zone
The border of the zone protection zone is located on the cubicle of Priehybka (1219), continues to the west over the Dlký vrch (1095), meets in the valley of Hron and follows its flow up to Gasparovo, from where it continues south through Hrachovska (750) to the confluence of Zdné Hliník and Rohodůzny and against its flow up to the left-hand tributary of the Chmeľúsky stream. From this point it continues to the east via Grún (656) to the valley of the Blatná Brook, the northern edge of the Inlevilan village of Rimavska Pila on Tástia (1121, 1093), where it turns northeastern to Krížna pol'anu (1018), Zubovú (812), via cubicle 939, 1254, from there approximately north via Kyprov (1391) to the point of origin of this description of the protection zone on the Priehybka (1219).
The area of the protection zone is 34 250 ha.
