on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on cultural and information centres in the Czechoslovak Socialist Republic and the Republic of Bulgaria and the Protocol to the Agreement
An Agreement was signed in Prague on 3 July 1981 between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on cultural and information centres in the Czechoslovak Socialist Republic and the People's Republic of Bulgaria and the Protocol to the Agreement. The Agreement entered into force on the date of signature on the basis of Article 8 thereof and the Protocol entered into force on that date.
The Czech text of the Agreement and the Protocol shall be published simultaneously.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on cultural and information centres in the Czechoslovak Socialist Republic and the Republic of Bulgaria
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on the basis of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on Cultural and Scientific Cooperation, signed in Prague on 10 April 1978, led by:
- to help further increase mutual awareness of the achievements achieved in the building of socialism, in the universal political, socio-economic and cultural development of both countries,
- deepen even more friendly relations between the two countries on the basis of the principles of marxism-leninism and socialist internationalism,
- contribute to even better awareness and further convergence of the peoples of both countries,
- actively participate in all-round cooperation between the Socialist Community countries in promoting socialist ideology in the fight against bourgeois ideology and propaganda,
have decided to conclude the following agreement:
On the basis of reciprocity, the Contracting Parties will support the activities of cultural and information centres (hereinafter referred to as centres) in a broad manner.
1. Centres are legal persons.
2. The Centre's activities shall be carried out in accordance with the legislation of the beneficiary State.
3. The Centre shall be headed by a Director appointed by the sending party. The Director shall be responsible for the Centre's activities.
The activities of the Centre shall include:
(a) synergies in the implementation of the plans signed in connection with the implementation of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on Cultural and Scientific Cooperation;
(b) information on the political, socio-economic, cultural and scientific life of their country and on all-round cooperation between the countries of the Socialist Community;
(c) publication and dissemination of publications;
(d) organisation of events, literary performances, film performances, organisation of concerts, lectures and meetings with representatives from culture, industry, agriculture, science, technology etc.;
(e) the maintenance and management of libraries and reading rooms which are part of the centres;
(f) lending of books, magazines, films, gramophone boards, tape recorders, slides, exhibitions, etc.;
(g) organising exhibitions from different areas of life and creation, about friendship and cooperation between the peoples of the two countries and all states of the Socialist Community;
h) organising courses in Czech, Slovak and Bulgarian;
(ch) the organisation of public events with the organisations of the beneficiary country and with the centres of the other Socialist Community countries;
(i) organising the Days of Friendship;
(j) the sale of products of a cultural character; This activity is detailed in the Protocol to this Agreement.
1. The two Contracting Parties shall ensure suitable premises for the centres to carry out their activities.
2. If necessary, the relocation of one of the centres for the purposes of the reconstruction of the city shall be undertaken by the receiving party to make available to the other side of the room and the location of the same value.
3. The receiving Party shall make available, through the Service Administration, the diplomatic corps corresponding to the premises of the Director, its representatives and other staff of the Centre seconded by the other Party.
4. Citizens of the receiving Party may also be employed to perform technical administrative and organisational tasks in the centres.
1. The funds necessary to equip centres and their cultural promotion activities shall be exempt from import and export duties, taxes and charges.
2. Goods for sale under the Protocol to this Agreement shall be exempt from taxes, levies and customs duties.
3. The centres shall be exempt from all taxes, levies and charges of a tax nature, with the exception of taxes, fees and allowances which the centres are obliged to pay as employers under the rules of the beneficiary State.
Representatives of the competent authorities of the Contracting Parties shall meet as necessary to exchange experience and discuss issues related to the implementation of this Agreement.
Other issues relating to the activities of the centres are governed by the Protocol which forms an integral part of the Agreement.
This Agreement shall enter into force on the date of signature. It shall be negotiated for a period of 10 years, thereafter extended for a period of five years, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the current period.

PROTOCOL
to the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on Cultural and Information Centres in CSSR and BLR
Cultural and information centres (hereinafter referred to as centres) shall carry out the sale of goods of a cultural promotional character.
The centres shall sell the goods in the following forms:
- individual sales in centres;
- mail order sales;
- sales exhibitions outside the centres;
- in the framework of actions outside the Centre.
The list of goods shall be determined by the directors of the centres within the nomenclature contained in Annex 1 to this Protocol.
The amount of contingent goods intended for sale by the Centre shall be determined in the annual reports on the exchange of goods and salaries between CSSR and BLR at a ratio of 33: 43.
Goods for sale shall be supplied to the centres of the competent foreign trade organisation of the beneficiary State.
The supply of goods between organisations authorised to carry out foreign trade activities in the countries of the Contracting Parties shall be reimbursed in accordance with the terms and conditions of the Agreement on the exchange of goods and salaries between the CSSR and the BLR. The centres shall be invoiced at retail prices in the currency of the beneficiary State. These organisations provide centres with 40% rebates from the retail price.
Net profit from sales activity is non-transferable and remains to be used by centres in the beneficiary State to cover operating and other expenses.
The centres shall open current accounts in the currency of the beneficiary State in the relevant State bank.
The centres shall keep accounts according to the system, form and language of the sending State.
