GOVERNMENT REGULATION
of 3 February 1993
about personal benefits provided by spiritual churches and religious societies
According to Article 3 (2) of Act No. 218 / 1949 Coll., on Economic Security of Churches and Religious Companies, the Government hereby orders:
§ 1
Basic salary
(1) Spiritual persons who are employees of registered churches and religious societies (hereinafter referred to as "spiritual") shall be included in the grade according to the activity carried out in the spiritual administration, the church administration or the institution for the upbringing of spirituals (hereinafter referred to as "spiritual activity") listed in Annex 1, which is part of this Regulation.
(2) Spiritual shall be classified in one of the ten levels of pay depending on the duration of the practice counted by the respective church or religious society (hereinafter referred to as the Church).
(3) Until the period applicable for the inclusion of a clergyman in the grade (hereinafter referred to as "deductible practice ') of the relevant grade, the period of time shall be credited to:
(a) the exercise of spiritual activity;
(b) the exercise of military basic (replacement) service and civil service to the extent provided for by the special law for the exercise of military basic (substitute) service;
(c) maternity leave, other maternity leave or parental leave or permanent childcare to the extent corresponding to the length of maternity leave and other maternity leave or parental leave valid at the time of such care under special legislation, (1) but not more than a total of six years; those periods shall not be counted if the minister was also preparing for the profession in the daily studia1a) or in the presentation studio, 1b)
(d) personal care of a long-term severely disabled minor child or children who have required exceptional care, unless they have been placed in an institution for such children, but not more than six years in total, including the period counted under (c);
(e) for which he was a cleric in the execution of a custodial sentence, where the judicial decision on the basis of which he served the sentence of imprisonment was annulled under special law (1c), and the period during which he was unable to pursue spiritual activity due to an invalid employment act (1d)
(f) other practice to the extent that knowledge and experience acquired are applicable to the exercise of spiritual activity, but not more than two thirds.
(4) A spiritual who does not have a higher education for the pursuit of spiritual activity shall be deducted from the period of deductible practice referred to in paragraph 3.
(a) two years if he has another university education;
(b) five years if it has a lower than university education.
(5) The basic salary provided for in Annex 2, which is part of this Regulation, for the grade and grade to which it is classified is for the spiritual activity. In the exercise of spiritual activity for less than 40 hours a week, the spiritual basic salary reduced in proportion to the period of spiritual activity to 40 hours is payable.
(6) The basic salary at the higher grade shall be payable to the clergyman from the first day of the month in which he reached the period of deductible practice referred to in paragraphs 3 and 4.
§ 2
Rated addition
(1) It is for the management to receive a spiritual grade allowance of:

(2) For the purposes of this Regulation, management shall mean, in particular, the management of subordinate clerics, the management of parochial councils, the methodological management of catechettes and groups of laymen.
(3) The church concerned shall lay down the rules for determining the amount of the value allowance within the limits set out in paragraph 1.
(4) When carrying out spiritual activities for less than 40 hours a week, the spiritual value allowance referred to in paragraphs 1 to 3 shall be reduced in proportion to the period of spiritual activity to 40 hours.
§ 3
Rewards for higher performance
The Church can provide a minister with a reward according to the rules laid down by this Church.
(a) for the consistently high quality of the exercise of the spiritual activity or its permanently higher extent each month up to an amount not exceeding 40% of the basic salary of the 10th grade in the grade to which the spiritual is assigned;
(b) for the performance of an exceptional or particularly important task;
(c) to evaluate his spiritual activities on a significant life anniversary.
Transitional and final provisions
§ 4
The Decree of the Government of the Czech and Slovak Federal Republic No. 578 / 1990 Coll., on the modification of personal benefits provided by spiritual churches and religious societies is hereby repealed.
§ 5
The Church may, within the overall extent of the payment of personal benefits provided for it under a special provision, (2) pay to the clergy for the month of January and February 1993 the difference between the basic salary and the value allowance which they have received under the Decree of the Government of the Czech and Slovak Federal Republic No. 578 / 1990 Coll., on the modification of personal benefits provided by the spiritual churches and religious societies, and the basic salary and value allowance which they are entitled to under this Regulation.
§ 6
This Regulation shall enter into force on 1 March 1993.

According to the complexity of the spiritual activity carried out, the clerics in individual churches and religious societies will be ranked according to the points A to N. If the activity performed by the clergy in points A to N is not mentioned, the clergy shall be included in the grade on the basis of a comparison of the complexity of the activity carried out by him with that referred to in those points.
