Resolution of the Government of the Czech Republic on the adoption of crisis measures

ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 15 March 2020
on the adoption of crisis measures
Following the Government Resolution No 194 of 12 March 2020 by which the Government, in accordance with Article 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, issued emergency measures for the purposes of Article 5 (a) to (e) and § 6 of Act No. 240 / 2000 Coll., on emergency management and amending certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of crisis measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
For the Council
I. prohibits the free movement of persons throughout the Czech Republic with the exception of:
(a) travel to and for the pursuit of business or other similar activities;
(b) necessary journeys to family or close persons;
(c) journeys strictly necessary for the provision of basic living needs (e.g. the purchase of food, medicines and medical devices, sanitary goods, cosmetics and other druggie goods, feedingstuffs and other animal needs), including those of relatives and loved ones, the provision of childcare, the provision of animal care, the use of necessary financial and postal services, fuel supplements,
(d) journeys strictly necessary to ensure the needs and services referred to in (c) for another person (e.g. volunteering, neighbourhood assistance);
(e) travel to health and social services facilities, including the provision of necessary accompanying relatives and loved ones, and veterinary care facilities;
(f) travel to deal with urgent official matters, including the necessary accompanying of relatives and loved ones;
(g) the pursuit of a profession or activity serving as collateral
1. security, internal order and crisis management,
2. health protection, health or social care, including volunteering;
3. individual spiritual care and services,
4. public transport and other infrastructure,
5. services for residents, including supplies and delivery services;
6. veterinary care,
(h) outdoor or parks stay;
(i) travel back to their place of residence;
(j) funerals;
II. Orders
(a) persons residing in the territory of the Czech Republic to restrict movement in publicly available places for a period of time strictly necessary and to reside in their place of residence, except in the cases referred to in points I. (a) to (i);
(b) limit contacts with other persons to the extent necessary;
III recommends
(a) employers
1. make use of the highest possible distance work, where staff members may carry out it at the place of residence;
2. to promote leave and paid leave for employees and similar instruments referred to in the collective agreement;
3. limit the performance of works which are not relevant to the maintenance of the employer's activities;
(b) maintain a distance of at least 2 metres (e.g. when buying) when in contact with other persons in public spaces;
(c) use, for health reasons, preferably free payment;
(d) persons providing services under point I. (g) to restrict direct contact with customers;
(e) to public service operators (e.g. shops, shopping centres, post offices), to at the premises of their establishments and premises used to access establishments:
1. create conditions for compliance with separation between persons at least 2 metres;
2. ensure increased hygiene measures (in particular disinfection);
