ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 15 March 2020
on the adoption of crisis measures
Following the Government Resolution 194 of 12 March 2020, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, the Government declared emergency status for the territory of the Czech Republic because of a health threat related to the detection of coronavirus / referred to as SARS CoV-2 / in the territory of the Czech Republic and, within the meaning of § 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on crisis management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the situation arising, the adoption of emergency measures, by virtue of § 5 (1) (e) and § 6 (b) of the Crisis Act.
Government
I. orders that for the duration of the emergency state declared by Government Resolution 194 of 12 March 2020
1. in the case of staff whose employment relationship arises from the date of publication of this measure, it may be replaced by a declaration of honour, a model of which is set out in Annex 1 to this measure:
(a) the health certificate provided for in Article 19 (2) of Act No. 258 / 2000 Coll., the protection of public health and the amendment of certain related laws, as amended; and
b) Assessment of the medical fitness of the person applying for employment according to Act No. 373 / 2011 Coll., on Specific Health Services, as amended
2. there is no need to carry out periodic medical examinations within the meaning of the provisions of § 11 of Decree No. 79 / 2013 Coll., on the implementation of certain provisions of Act No. 373 / 2011 Coll., on Specific Health Services, (Decree on Professional Medical Services and Certain Types of Assessment Care), as amended,
3. the validity of employment permits and permits and residence visas issued until the date of publication of this measure to persons in employment relations with employers who provide services under an agreement under Section 308 of Act No. 262 / 2006 Coll., the Labour Code, as amended or under another contract, shall be extended for a period of 60 days after the end of the emergency condition, provided that they are valid on the date of publication of this measure,
4. the additional marketing requirements laid down in the implementing legislation need not be complied with for packaged foodstuffs;
II. orders that the prohibition on the retail sale and sale of services at premises, as set out in point I. of the Government Resolution of 14 March 2020 No 211, published under No 82 / 2020 Coll., also does not apply to:
1. repair of road vehicles where there are not more than 30 persons simultaneously in the establishment;
2. retraction and removal of defects of vehicles in use on the road;
3. the sale of spare parts for means of transport and production technologies;
4. establishments enabling goods and consignments to be collected from a third party;
5. sale of garden supplies including seed and seed;
6. ticket ticket sales,
7. spa facilities, provided that only the spa service paid for at least part of the public health insurance is provided,
8. funeral services,
9th florist,
10. implementation and disposal of buildings, project activities under construction, geological work, surveying, testing, measurement and analysis in construction,
11. supply and sale of medical devices,
where the goods or services in question constitute a major part of the activity of the establishment concerned;
III. Orders that the sale of unpackaged pastries is permitted only if the following conditions are met:
1. it is ensured that there is no accumulation of persons at the place where the pastries are collected;
2. the point of sale is equipped with personal hygiene aids;
IV. orders that the prohibition on the retail sale and sale of services at premises, as set out in point I. of the Government Resolution of 14 March 2020 No 211, published under No 82 / 2020 Coll., does not apply to non-commercial activities under the Trade Act;
V. prohibits
1. with effect from 16 March 2020, from 6: 00 a.m. to 24 March 2020, the sale of accommodation services, with the exception of persons providing accommodation in hostels, spa facilities referred to in point II / 7 and school accommodation facilities,
2. with effect from 16 March 2020, from 6.00 a.m. to 24 March 2020, the operation of driving schools,
3. with effect from 16 March 2020, from 6: 00 a.m. to 24 March 2020, the operation of a taxi service, with the exception of a food delivery service or persons authorised by a taxi driver,
4. with effect from 16 March 2020, from 6: 00 a.m. to 24 March 2020, the operation of self-service laundry and dry cleaners,
5. with effect from 16 March 2020, from 6: 00 a.m. to 24 March 2020, the presence of the public in construction, construction and hobby shops,
6. with effect from 16 March 2020, from 6: 00 a.m. to 24 March 2020, the presence of the public at the premises of service providers - indoor and outdoor sports grounds,
7. with effect from 16 March 2020, from 6: 00 a.m. to 24 March 2020, the validity of the Regulation defining the areas of the municipality in which local communications or their designated sections can be used at a price agreed in accordance with price regulations;
VI. Repeal point I / 1, second indent of the Government Resolution of 14 March 2020 No 211.
VII. states that the effectiveness of this resolution is being declared.
