on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Italian Republic
On 18 May 1971 the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Italian Republic was signed in Prague.
Pursuant to Article 12 thereof, the Agreement entered into force on 27 December 1971.
The Czech version of the Agreement is hereby published at the same time.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Italian Republic
The Government of the Czechoslovak Socialist Republic and the Government of the Italian Republic, led by a desire to facilitate and develop mutual cooperation and exchange in the fields of culture, art, science, education, health, cinematography, radio, television and sport, convinced that this cooperation would contribute to strengthening friendly relations between the peoples of the two countries, decided to conclude, while maintaining the principles of reciprocity and non-interference in the internal affairs of the other country, a cultural agreement and to this end agreed as follows:
The Parties will develop cooperation and allow direct agreements between universities, research and scientific institutions of both countries to be concluded and will therefore:
(a) to promote the exchange of educational, research and health professionals and other cultural, scientific and artistic personalities invited to study or improve in the other country and to lecture in their field, as well as to undertake joint studies;
(b) grant access to cultural and scientific institutions, libraries, archives and museums on the basis of reciprocity and in accordance with applicable laws and regulations;
(c) to promote the participation of scientists and experts in congresses, meetings and cultural festivals organised on their territory;
(d) exchange curriculum, publications and other documentation relating to all levels of education;
(e) to provide study scholarships to students and graduates who are nationals of the other country; the scope and manner of their delivery shall be laid down in the implementation plans for this Agreement.
The Parties shall examine the possibilities of an agreement on conditions for the equality of studies and degrees awarded by the competent authorities of the other Party. To this end, the competent authorities of the Contracting Parties shall examine the possibilities for the conclusion of specific arrangements.
The Parties shall assist the activities of cultural institutions set up to recognise the education and culture of the other country and provide them with the necessary support and cooperation.
In order to ensure effective cooperation, the Contracting Parties may enter into specific arrangements.
The Parties will, in the framework of their legislation, promote the study of the language and culture of the other country, in particular:
(a) invite professors of the other country to lecture at universities;
(b) receive lecturers and assistants of the other country at universities and other educational institutes;
(c) to post teaching languages and literature on training traineeships organised by the other country;
(d) facilitate the participation of higher education and secondary education teachers and students in language, literature and art courses for foreigners organised by the other country;
e) send books, publications and educational documentation to the second country's language and literature departments.
The Parties will promote mutual cooperation in the fields of literature, theatre, music, film and fine arts, in particular:
(a) mutual visits to representatives of culture, such as writers, artists, filmmakers, librarians, restoration workers of works of art and others;
(b) the exchange of books, gramophone boards, periodical publications, etc.;
(c) the organisation of artistic, book and cultural exhibitions;
(d) the exchange of musical, opera and theatre performances on a commercial basis and through direct agreements between the relevant organisations of both countries;
(e) other direct agreements of the relevant organisations to deepen mutual relations in the field of film in the spirit of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Italian Republic on Film Cooperation of 25 March 1968;
(f) cooperation between film clubs and cinemas of both countries to develop the exchange of artistic, documentary and scientific films on a non-commercial basis.
The Contracting Parties shall:
(a) assist in the exchange of cultural works, scientific and technical literature as well as documentation between libraries and professional institutions of both countries;
(b) to promote, within the framework of the legislation in force, cooperation and direct agreement between the respective archives of the two countries by exchanging archives, publications, microfilms and lending of documentation material in which both parties are interested and by organising exhibitions of documents;
(c) encourage the translation and publication of the most significant works of the authors of the second country in the field of literary, artistic, historical and scientific, and will, as far as possible, assist the contacts of the publishers of both countries.
The Parties shall support, on the basis of relevant direct agreements, cooperation between radio and television organisations of both countries in order to exchange reports and information materials, television films, scientific, literary and musical programmes.
The Contracting Parties shall facilitate the development of tourism, including youth and students, as far as possible.
The Parties shall promote cooperation between the competent authorities and sports organisations of both countries in order to develop exchanges in the field of sport and physical education.
The Parties shall promote cooperation between their national cooperation committees with UNESCO.
For the implementation of this Agreement, the Contracting Parties shall establish a Joint Commission, which shall meet every two years alternately in Czechoslovakia and Italy for the negotiation of two-year implementation plans.
Each Contracting Party shall communicate in writing to the other Party that this Agreement has been approved in accordance with the relevant legal provisions. The Agreement shall enter into force on the day of its communication.
This Agreement shall be concluded for a period of five years. If no Contracting Party is denounced at least 12 months before the end of this period, it shall be extended in silence for a further five-year period.
Dane in Prague on 18 May 1971 in two original copies, each in Czech and Italian languages. The two texts shall be equally authentic.
