on the Agreement establishing direct scientific and technological cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics in the field of melodies and water management
On 6 May 1971, an Agreement was signed in Bratislava to establish direct scientific and technological cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics in the field of melodies and water management.
Pursuant to Article 10 thereof, the Agreement entered into force on 6 May 1971.
The Slovak version of the Agreement is hereby published at the same time. *)

AGREEMENT
establishing direct scientific and technological cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics in the field of mellioration and water management
In order to further extend and deepen scientific and technological cooperation on the basis of the mutual socialist division of labour and the permanent exchange of working experience in the field of mellioration and water management, the Parties agree on this Agreement to establish direct scientific and technological cooperation, which will take place under the conditions and principles contained in the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on 27 November 1963, establishing an Intergovernmental Czechoslovak-Soviet Commission for Economic and Scientific and Technical Cooperation, signed in Moscow.
Direct scientific and technical cooperation will be carried out in various organisational forms, including joint implementation of scientific research and design work, exchange of scientific and technical documentation and information, and mutual transmission of experts and scientists for the purpose of joint consultation and exchange of experience on the latest results of science and technology in the field of mellioration and water management.
The implementation of direct scientific and technological cooperation under this Agreement shall take place:
(a) in the water sector
- from the Czechoslovak Party - Ministry of Forestry and Water Management of the Czech Socialist Republic and Ministry of Forestry and Water Management of the Slovak Socialist Republic,
- from the Soviet Party - Ministry of Melioration and Water Management of the Union of Soviet Socialist Republics;
(b) in the area of melioration
- from the Czechoslovak Party - Federal Ministry of Agriculture and Nutrition of the Czechoslovak Socialist Republic,
- from the Soviet Party - Ministry of Melioration and Water Management of the Union of Soviet Socialist Republics.
Direct scientific and technical cooperation will be carried out in accordance with a prospective and annual plan, indicating: the topics of cooperation, stages of work, implementation deadlines, organisations to address joint tasks, type and scope of work, periods of travel and recruitment of experts, obligations of the Parties concerning the exchange of technical documentation and information.
When drawing up the annual plans, the Parties shall follow the results of consultations on scientific and technical development plans as well as recommendations in the field of scientific and technological cooperation, adopted within the framework of the Council of mutual economic assistance.
The Contracting Parties shall draw up and submit to each other before 1 October each year for consideration the draft scientific and technological cooperation plan for the following year.
The annual plans shall be negotiated by the Contracting Parties by 31 December of the current year, taking into account the evaluation of direct scientific and technological cooperation for the previous year.
The Parties' proposals for amendments and additions to the annual cooperation plan which will arise during the year shall be operationally discussed and agreed within two months at the latest and shall then be included in the direct scientific and technological cooperation plan.
Joint project and scientific research work will be carried out by the relevant organisations in accordance with an agreed work plan approved by the relevant ministries referred to in Article 1 of this Agreement.
The posting of experts and scientists for consultation and exchange of experience will take place in accordance with the annual plans for scientific and technological cooperation.
The exchange of scientific and technical documentation shall take place through the competent authorities of the Parties in a manner specified by the relevant intergovernmental documents. The exchange of information and, above all, information on the study of advanced scientific and technical experience in third countries will take place directly.
The co-operating ministries referred to in Article 1 shall: The agreements will exchange expert articles for their publication in the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics in accordance with the regulations in force in these States.
The representatives of the Contracting Parties shall meet at least once a year, alternately in the territory of the two States, to discuss the draft annual plans for scientific and technological cooperation, their approval, the exchange of information on the fulfilment of mutual commitments, the reports of the co-operating organisations' heads on the results of joint work as well as the proposals of the Parties aimed at improving organisational forms and improving the effectiveness of cooperation.
The representatives of the Contracting Parties prepare joint information on the results of direct cooperation for the negotiations of the Standing Sub-Commission for Scientific and Technical Cooperation of the Intergovernmental Czechoslovak-Soviet Commission for Economic and Scientific and Technical Cooperation.
This Agreement shall enter into force on the date of its signature. The agreement shall be concluded for an unlimited period. If one of the Contracting Parties notifies in writing its intention to withdraw from the Agreement, the Agreement will then continue to apply for six months.
Done at Bratislava, 6 May 1971, in duplicate, in the Slovak and Russian languages, the two texts being equally authentic.
