DECLARATION
of 2 May 2014
on pet carcases
The Ministry of Agriculture provides pursuant to Section 78 of Act No. 166 / 1999 Coll., on Veterinary Care and on the amendment of certain related laws (Veterinary Act), as amended by Act No. 131 / 2003 Coll., Act No. 316 / 2004 Coll., Act No. 48 / 2006 Coll., Act No. 182 / 2008 Coll., Act No. 227 / 2009 Coll., Act No. 308 / 2011 Coll. and Act No. 359 / 2012 Coll., for implementation of § 40 (4) and § 41 (5) (a) of the Veterinary Act:
Subject matter
(1) This decree regulates the application of directly applicable European Union1)
(a) more detailed animal and public health requirements for a place to store pet carcases;
(b) the means of identifying the place where the pet horse is buried on its own land.
(2) This Decree was notified in accordance with Directive 98 / 34 / EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on information society services, as amended.
Veterinary and hygiene requirements for a place intended for the storage of pet carcases
(1) Only the pet carcases of a pet animal may be stored at a place intended for the storage of pet carcases for at least 10 years.
(2) A place intended for the storage of pet carcases shall not contaminate the water source (2) and shall be distant from:
(a) water resources (2) at least 200 m;
(b) the nearest buildings for housing or family recreation (3) and roads (4), with the exception of access infrastructure, at least 100 m; and
(c) the border of the adjacent parcel of at least 50 m.
(3) The size of the excavation must correspond to the size of the body stored in the pet cadaver. A pet cadaver may be stored in the excavation unless groundwater appears at the bottom of the excavation. If the pet cadaver is stored in the excavation in the packaging, the soil packaging must be degradable and not harmful to the environment. The pet cadaver shall be treated with unquenched lime or other appropriate disinfectant and subsequently filled with a layer of acidified soil at least 50 cm up to the ground level, in the case of a pet cadaver of more than 100 kg up to the ground level.
(4) Each individual location of the pet cadaver shall be unmistakably marked with the indication of the date of the deposit.
(5) The place to store pet carcases shall be ensured against the intrusion of animals.
Means of identifying the place where the horse is buried on its own property
For the period laid down by veterinary law, instead of burying a pet horse in a cadaver, it shall be legibly indicated that it is burying a horse in a cadaver and the date of that burial. The marking shall withstand adverse weather effects.
Efficacy
This Decree shall take effect on 1 July 2014.
