Decree of the Minister for Foreign Affairs on the Treaty for Friendship and Cooperation between the Czechoslovak Socialist Republic and the Syrian Arab Republic

on the Treaty on friendship and cooperation between the Czechoslovak Socialist Republic and the Syrian Arab Republic
On 9 October 1985, the Treaty of Friendship and Cooperation between the Czechoslovak Socialist Republic and the Syrian Arab Republic was signed in Prague.
The Treaty was approved by the Federal Assembly of the Czechoslovak Socialist Republic and ratified by the President of the Czechoslovak Socialist Republic. The instruments of ratification were exchanged in Damascus on 25 June 1987.
The Treaty entered into force on 25 June 1987 pursuant to Article 16 thereof.
The Czech version of the Treaty is hereby published at the same time.

TREATY
on friendship and cooperation between the Czechoslovak Socialist Republic and the Syrian Arab Republic
Czechoslovak Socialist Republic and Syrian Arab Republic
building on traditional relationships based on strong friendship, solidarity, universal and mutually beneficial cooperation,
Desiring to strengthen and develop these relations in accordance with the national interests of the people of both countries and in order to consolidate and defend their progressive capabilities,
building on their commitment to strengthening peace and security worldwide in order to develop relations and fruitful cooperation between states,
affirming its commitment to supporting the front of anti-imperialist forces, to resist the policy of aggression carried out by imperialism and its minions and to continue the fight against colonialism and neo-colonialism, against racism in all its forms and speeches, including Zionism,
expressing their determination to strengthen the synergies and unity of all forces in the world of peace, national independence, democracy and social progress,
Believing that cooperation between the two countries will contribute to strengthening the common fight to establish lasting and fair peace in the Middle East,
reaffirming their loyalty to the objectives and principles of the UN Charter, including the principle of respect for sovereignty, national independence, territorial integrity and non-interference in internal affairs,
have decided to conclude this contract and have agreed on the following:
The High Contracting Parties declare their determination to consolidate and develop traditional friendship, fruitful cooperation and solidarity between the two States and the people of both countries in political, economic, scientific, technological, cultural and other areas on the basis of the principles of equality, mutual benefit, respect for sovereignty, national independence, territorial integrity and mutual non-interference in internal affairs.
The High Contracting Parties will develop cooperation to defend and develop the social and economic features of the people of both countries and respect the sovereignty of each of them over their natural resources.
The High Contracting Parties will continue to promote and disseminate economic and scientific and technical cooperation and the exchange of experience on the basis of equality and mutual benefit, as well as to enhance mutual cooperation in the field of trade and transport on the basis of the principles of equality, mutual benefit and most-favoured-nation clauses.
The High Contracting Parties will continue to cooperate and exchange experience in science, culture, art, literature, education, health, radio, television, film, tourism, sport and other areas.
The High Contracting Parties will facilitate the expansion of contacts and cooperation between public authorities, mass organisations, including trade unions and other social organisations, production companies, cultural and scientific institutions, in order to make the people of both countries more aware of life, work, experience and opportunities.
The High Contracting Parties will, by all means, help to consolidate peace and security in the world, achieve international easing, resolve the disputed issues by peaceful means, and eliminate all manifestations of hegemonism and aggression in international relations.
They will actively cooperate in addressing issues relating to the cessation of arms racing and the achievement of universal and complete disarmament, including nuclear, under effective international control.
The High Contracting Parties confirm their support for the fight against the forces of aggression and world imperialism for the complete destruction of colonialism and for eliminating Zionism and racism in all its forms and speeches.
They will work with all peaceful states to promote the fight for freedom and independence for the peoples, to establish new international economic relations based on a fair and equal basis.
The High Contracting Parties will cooperate to establish full, fair and lasting peace in the Middle East.
The Czechoslovak Socialist Republic appreciates the policies of non-participation carried out by the Syrian Arab Republic as an important factor in developing cooperation between states, maintaining international peace and security, and reducing tensions worldwide.
The Syrian Arab Republic appreciates the peaceful constructive foreign policy pursued by the Czechoslovak Socialist Republic, which aims at deepening friendship with all states and nations, developing cooperation and strengthening security in Europe and the world.
The High Contracting Parties shall develop and expand the exchange of information and opinions and shall consult regularly on issues affecting bilateral relations and international issues of common interest.
In the event of a situation affecting the peace or security of one of the Parties, or a threat to international peace and security or a violation thereof, the High Contracting Party shall immediately establish contact with the aim of coordinating its positions and cooperation in order to eliminate the resulting danger and to restore peace and security.
The High Contracting Parties declare that they will not enter into volumes and will not participate in any international grouping or action or measures directed against the other High Contracting Party.
The High Contracting Parties declare that this Treaty is not directed against any third country and does not affect their rights and obligations under the bilateral or multilateral international agreements in force and that the obligations under these Treaties do not conflict with the provisions of this Treaty.
They undertake not to negotiate in the future any international agreements contrary to this Treaty.
If any discrepancies arise between the High Contracting Parties in the interpretation or implementation of the various provisions of this Treaty, they shall be dealt with on a bilateral basis and in a spirit of friendship, understanding and mutual respect.
This Treaty shall remain in force for 15 years from the date of its entry into force. If one of the High Contracting Parties does not declare its intention to terminate the contract one year before the expiry of that period, it shall remain in force for an additional period of five years, unless one of the High Contracting Parties notifies the other High Contracting Party in writing within one year before the expiry of the five-year period in progress.
This Treaty shall be subject to ratification in accordance with the constitutional requirements of each of the High Contracting Parties and shall enter into force on the date of the exchange of instruments of ratification to be held in Damascus.
Dane in Prague on 9 October 1985 in two original copies, each in the Czech and Arabic languages, both texts being equally authentic.
