Order of the Minister for Transport
of 3 October 1951
establishing an Agreement on the carriage of passengers and luggage by rail in direct international traffic (MPS) and an Agreement on the carriage of goods by rail in direct international traffic (MGS).
The Minister of Transport orders in an agreement with the participating ministers pursuant to § 47 of Act No. 97 / 1950 Coll., on Railways ("the Act '):
On 1 November 1951, the Agreement on the carriage of passengers and luggage by rail in direct international traffic (MPS), as well as the Agreement on the carriage of goods by rail in direct international traffic (MGS) (both hereinafter referred to as "the Agreements') shall become effective, as published in the Annex to the Collection of Laws. *)
Other similar conventions do not apply to shipments covered by the Agreements.
Amendments adopted The Agreement shall be published by the Ministry of Transport in the Tariff Bulletin.
This Regulation shall enter into force on 1 November 1951.

Agreement
on the carriage of passengers and luggage by rail in direct international contact (MPS).
For the purpose of organising the carriage of passengers and luggage in direct international contact:
Ministry of Transport, Postal and Telegraph in Tirana, representing the Railways of the People's Republic of Albania;
Ministry of Transport in Sofia, representing the railways of the People's Republic of Bulgaria;
the Ministry of Transport and Post in Budapest, representing the railways of the People's Republic of Hungary;
Ministry of Transport of the German Democratic Republic in Berlin, representing the German Reich Railroad;
Ministry of Railways in Warsaw, representing the railways of the Republic of Poland;
The Ministry of Transport in Bucharest, representing the railways of the People's Republic of Romania;
Ministry of Transport in Moscow, representing the railways of the Union of Soviet Socialist Republics;
Ministry of Transport in Prague, representing the railways of the Czechoslovak Republic
has negotiated the following Agreement with its agents:
Subject matter and scope of the Agreement.
Transport companies.
Railways participating in international relations under this Agreement are listed as annexed to the Agreement. Their interests are represented by the central authorities listed in this list (Annex No. 1).
Transfers to which this Agreement applies.
This Agreement shall apply to all passenger and luggage services carried out on the basis of international traffic documents in the territory of at least two countries to which railways are participating in the Agreement and shall apply exclusively to the railways listed in the list annexed to this Agreement (Annex No. 1).
Passengers and travel baggage shall be transported between the stations of the above railways, which are included in the fare of the transport concerned:
(a) without the transfer of passengers and without the transfer of luggage on railway interchange stations which have the same gauge if direct trains or wagons are;
(b) with the transfer of passengers and with the transhipment of luggage at railway interchange stations of different gauge or without crossing and without transhipping, if they are replaced at such stations by wheelsets of wagons.
This Agreement shall not apply:
1. for the carriage of passengers and luggage where the entry and destination stations are located in the same country and which only pass through the territory of the other country:
(a) where the transit line is operated by the railway country of embarkation;
(b) if the transit line is not operated by the country of embarkation, the participating railways have, however, negotiated a special agreement under which such carriage is not considered to be international;
2. for the carriage of passengers and luggage between the stations of two neighbouring countries, where they carry out transport throughout the railway line of one of these countries, but only if none of these countries contravenes this.
Railway transport duty.
Every railway participating in this The Agreement shall carry out the carriage of passengers and luggage when:
(a) passengers comply with the provisions of this Agreement and the tariff of the transport concerned;
(b) carriage is possible by means of transport on a regular basis;
(c) transport shall not be prohibited by law or, for reasons of public policy, only on one of the railways;
(d) the carriage does not preclude circumstances which the railway could not prevent and which were not in its power.
Passenger transport.
Driver's license.
Before boarding the journey, passengers must obtain a valid ticket.
The passenger is obliged to keep the ticket throughout the journey. At the request of the inspection authorities, the passenger must submit the ticket and submit it after the journey.
Tickets.
The tickets must have the character laid down for international transport and contain the following information:
(a) the name of the station of entry and destination;
(b) the transport route; if it is permitted to use different paths, it must be noted;
(c) the type of train and the carriage class;
(d) fare;
(e) the date of the start of validity of the ticket;
(f) the period of validity.
Book tickets consisting of section tickets for international rail transport as well as cardboard tickets for international rail transport shall be considered as one ticket under this Agreement and shall be subject to the provisions of this Agreement.
The fare of the transport concerned and the agreements between the railways shall determine the language in which the tickets are printed and completed and their presentation and content.
In the absence of a tariff for the relevant transport of the exemption, the ticket shall be possible only if it does not appear in the name and if the journey has not been started or the luggage has not been submitted for transport.
The sale of tickets at a price which is different from the price fixed by the tariff of the transport concerned shall be subject to its laws and regulations in each country.
The tariff of the transport concerned shall lay down the conditions for the issue of simple and return tickets.
Conditions for transporting children.
A passenger shall have the right to carry with him, free of charge, one child under the age of 4, unless a special place is requested for them.
For the carriage of any other child under 4 years of age accompanied by an adult passenger, as well as for the carriage of children from 4 to 10 years of age, and for children under 4 years of age who take a special place, it is necessary to provide for tickets for children.
The fare for the carriage of children is 25 per cent on the SSR Railways, and 50 per cent on the other Railways for the adult passenger.
This discount is not provided for tickets for which any other discount from the normal fare is already provided.
For children older than 10 years, tickets must be purchased as adults.
Time of validity of tickets.
The time of validity of tickets shall be determined by the fare of the transport concerned.
The shortest period of validity shall be:
for simple cardboard tickets - 1 day for each 100 km started,
for simple book tickets - 1 day for every 200 km started.
However, the total period of validity shall not exceed 20 days for simple cardboard tickets and 60 days for simple book tickets.
The period of validity of return tickets is twice that of simple tickets.
A special period of validity may be set for discounted tickets.
The day of issue of the ticket shall not be counted against the period of validity. The passenger may take the journey on any day during the period of validity of the ticket unless the fare of the transport concerned provides for exceptions; the journey must be completed by train arriving in accordance with the timetable not later than 24 hours on the last day of validity of the ticket.
Allocation of seats and seats.
Passengers can make a vacancy in the car for themselves and for other persons travelling with them if they can present tickets for them. Otherwise, the allocation of seats shall be governed by the rules applicable to each individual rail.
The tariff for the relevant transport and timetables shall lay down the conditions for the issue of seats.
A passenger who cannot be assigned a seat in the carriage class corresponding to his ticket shall have the right to renounce the journey or to take the required position in the lower carriage class. This circumstance must be confirmed by the railway. In such a case, the passenger shall have the right to request repayment of the amount paid in accordance with the provisions of Article 25 of this Agreement.
Transfer of passengers to a higher class or train.
Passengers may transfer to a higher class or train of a higher class than that indicated on their ticket if they meet the conditions laid down by the fare and pay the fare difference.
Interference in stations on the way.
Passengers may interrupt the journey at the stations on the journey during the period of validity of the ticket, unless administrative rules prevent this.
If a passenger wishes to interrupt a journey at a station, he must submit a ticket to the station leader no later than one hour after arrival.
The passenger can continue to drive both from the station where he interrupted the journey and from any station situated closer to the destination station on the transport route, which is marked on the ticket.
The suspension does not extend the duration of the ticket.
More detailed conditions shall be laid down in the tariff of the transport concerned.
Passengers without a valid ticket.
A passenger who cannot submit a valid ticket is obliged to pay the fare for the route and the premium. In addition, it may be held liable, depending on the circumstances of the case. The premium shall be calculated in accordance with the rules of the railway on which it is selected and, if the relevant rules are not applicable, at the rate of the fare for the line passed by the passenger without a ticket.
Tickets whose content has been changed by an unauthorised person shall be taken as invalid by the service authorities.
If passengers refuse to pay the fare and the premium, they may be excluded from the journey at a station and handed over to the station leader or to the person empowered by him.
Passengers excluded from the journey may only be required to supply luggage at the destination station.
Persons excluded or admitted to the journey under certain conditions only.
They shall not be allowed on the train and may be excluded from the journey:
(a) persons who are drunk, persons who act inappropriately, as well as persons who do not maintain regulations, laws and regulations in force on the railway used. These persons shall not have the right to seek reimbursement of fares and baggage;
(b) persons who, for sickness or for other reasons, might be a nuisance to their fellow passengers, except that a special section has been ordered for them in advance or may be allocated to them after payment. Persons with disabilities must always be transported to the nearest station where assistance can be given.
They shall be entitled to reimbursement of travel and freight charges under the conditions laid down in Article 25 of this Agreement, minus the amount of the route travelled.
The transport of persons suffering from a contagious disease shall be governed by international agreements or, failing them, by the provisions in force in each country.
Transport of hand luggage and live animals.
The passenger shall be entitled to carry with him, free of charge, readily portable items (hand luggage), unless the provisions of customs, customs, financial or other administrative provisions and provisions of Article 14 of this Agreement prevent this.
For the location of his hand luggage, he shall use the passenger compartment designated for that purpose in the vehicle.
The aggregate weight of hand luggage shall not exceed 35 kg for an adult passenger and 15 kg for children under 10 years of age.
The hand-held luggage shall be removed from the vehicle. The passenger can treat it as a luggage.
You're not allowed to bring live animals into the wagon.
However, it is permitted to carry as hand luggage small, tame live animals and birds in cages, boxes or other suitable packaging and small dogs with muzzle size up to one per passenger.
Such transport of live animals and birds shall be permitted only if the veterinary and administrative rules of each country do not prevent this and none of the passengers object to it.
The tariff of the transport concerned may prohibit or allow the transport of live animals in certain carriage classes and types of trains, and shall determine whether and for which live animals carriage charges must be paid.
The passenger is responsible for the completeness and integrity of his hand luggage and is responsible for the care of live animals and birds he carries with him.
The passenger is obliged to replace all the damage caused by violating the regulations on the transport of hand luggage or live animals.
Items excluded from transport as hand luggage.
The following items are not permitted to be carried with them in passenger cars:
(a) which may damage or pollute the carriage or other passengers;
(b) flammable, slightly flammable, self-ignition, explosive and toxic substances;
(c) loaded weapons;
(d) objects which may cause the disease or which smell abominably.
Railway staff shall have the right to convince themselves, in the presence of a passenger, of his hand luggage which he has taken with him to the wagon, if there are serious grounds for suspecting that the provisions of Article 1 of this Article have been infringed.
The passenger shall be responsible for the infringement of Section 1 of this Article under the internal rules and laws in force on the railways on which the infringement has been detected; In addition, it is obliged to compensate the railway for any damage it may have suffered.
Delay, delay of connecting trains. Train cancellation.
If a trailer has been missed by a train delay or if a train has been cancelled for all or part of its journey and passengers want to continue driving, the railway is obliged, if possible, to transport the passenger and his luggage by train to the same destination station to arrive at the destination station with as little delay as possible. The station presenter is required to confirm on the ticket that the train has been missed or cancelled and to extend, if necessary, the period of validity of the ticket. The use of a new route, a higher carriage class or a higher fare train, as well as the use of special trains, may be adjusted by the fare of the relevant transport.
Transport of luggage.
Articles which are permitted and which are prohibited from transporting as luggage.
For carriage as a luggage, the goods of a passenger packed in closed luggage, suitcases, baskets, small boxes, bags, wooden boxes, ranches or bales bound by rope shall be accepted.
In addition, they shall be accepted for carriage as a luggage on condition that they can be easily and quickly loaded and placed in the luggage wagon by the following items:
(a) portable loafers, folding chairs, mobile loafers for both sick and mobile loafers presented in motion by the sick themselves;
(b) baby carriages;
(c) travel bags with samples of goods;
(d) portable musical instruments, in boxes, cases or other containers;
(e) instruments for theatrical performances;
(f) measuring instruments up to 4 metres in length and packaged hand tools;
