GOVERNMENTS OF THE CZECH REPUBLIC
of 13 March 2020
providing care in social services facilities for the duration of the emergency
Following the Government Resolution No 194 of 12 March 2020 by which the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures within the meaning of § 5 (e) and § 6 (1) (c) of the Crisis Act.
Government
I. Saves
1. to ensure the provision of care in social services facilities during the period of validity of the emergency state in connection with the occurrence of an outbreak of COVID-19 in the Czech Republic, the obligation to work for students in the daily form of study of higher professional and higher education institutions in the fields of education pursuant to § 110 (4) (a) and (b) of Act No. 108 / 2006 Coll., on social services, as amended, and secondary school students in the fields of education according to Annex 4 to Decree No. 505 / 2006 Coll., implementing certain provisions of the Social Services Act, as amended,
2. the Minister for Labour and Social Affairs to inform and methodically lead the regions and the capital of Prague in the process of providing care under point I / 1;
3. to provide the Minister of Education, Youth and Sports with all the necessary cooperation to the Ministry of Labour and Social Affairs, the regions and the capital city of Prague,
4. to the governors of the regions and the Mayor of Prague to ensure and coordinate the work obligation of social services providers and to inform the Ministry of Labour and Social Affairs of the measures taken in this regard;
II. Orders
1. to all providers of social services who have been granted a registration for the provision of social services pursuant to § 46 of Act No. 108 / 2006 Coll., on Social Services (Day Stationists), from 16 March 2020 for the duration of the emergency condition to suspend the operation of these facilities,
2. to the governors of the regions and the Mayor of Prague
(a) to ensure that other appropriate social services and, where appropriate, other forms of care are provided to the extent strictly necessary, only in cases of immediate threat to the life and health of the social service users referred to in point II / 1, in cooperation with the municipalities in which they are actually resident;
(b) inform the Ministry of Labour and Social Affairs of the implementation of the measures referred to in point II / 2a.
They shall:
Minister for Labour and Social Affairs,
Minister for Education, Youth and Sports,
regional governors and mayor of the capital city of Prague,
the social services providers concerned,
Mayors of the municipalities concerned
