DECLARATION
of 18 March 2010
on the control of the electricity system and the transmission of data for the control of the electricity system
The Ministry of Industry and Trade provides pursuant to § 98a (1) (b) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Enforcement of State Administration in the Energy Sector and on the amendment of certain laws (Energy Act), as amended by Act No. 158 / 2009 Coll., for the implementation of § 24 to 26 of the Energy Act:
§ 1
Subject matter
This decree sets out, in the light of the directly applicable European Union4) ways of dispatching control of the electricity system (hereinafter referred to as the "dispatching control '), the scope and procedures for dispatching power generation, the rules for cooperation of technical dispatches, the deadlines and scope of the data transmitted by the transmission system operator or distribution system operator for dispatching control, the preparation of the operation of the transmission or distribution system and the operation and development of the electricity system, the evaluation of the operation of the electricity system and the use of equipment for providing support services, the requirements for the technical equipment of electricity generation for the purpose of the dispatching control, and the procedure for the determination of unrecovered electricity and the compensation for unrecovered power under Article 26 (5) of the Energy Act.
Control
§ 2
(1) The dispatching control to ensure the reliable and secure operation of the electricity system includes:
(a) preparing the operation of the electricity system;
(b) operational management of the operation of the electricity system; and
(c) evaluation of the operation of the electricity system.
(2) The dispatching procedure shall be carried out by means of a technical dispatching order (hereinafter referred to as the dispatching order):
(a) the transmission system operator's technical dispatching;
(b) technical dispatches of distribution system operators
1. directly connected to the transmission system (hereinafter referred to as the regional distribution system),
2. not directly connected to the transmission system (the local distribution system).
(3) The distribution system operators shall immediately notify the establishment of their technical dispatching to the technical dispatching system of the system operator to which their equipment is connected.
(4) Local distribution system operators in dispatching and transmitting data for dispatching in the event that:
(a) have a technical dispatching system and notify the technical dispatching system operator to which their distribution system is connected as a regional distribution system operator;
(b) there is no technical dispatching, shall be considered:
1. for the customer, where at least one customer's demand point is connected to their distribution system and the electricity plant is not connected;
2. for electricity producers, where at least one electricity generation facility is connected to their distribution system and no customer's demand point is connected; or
3. for both the electricity producer and the customer, where at least one electricity production facility and at least one customer's sampling site are connected to their distribution system.
(5) Data for the preparation of the operation, operational management of the operation and evaluation of the operation of the transmission and distribution systems (hereinafter referred to as "dispatching control data") shall be transmitted by the electricity market participants in a pre-agreed manner.
(6) The transmission system operator and distribution system operators shall determine, in accordance with the procedure set out in Article 14c, the amount of electricity not collected from individual power generating plants whose generation of electricity has been limited in accordance with Article 26 (5) of the Energy Act and the distribution system operators shall transmit the data to the transmission system operator which shall transmit these data to the market operator within the time limits applicable to the transmission of the regulatory energy data under another legislation2).
§ 3
the transmission system operator, regional distribution system operators, local distribution system operators, electricity producers whose plants are connected to the transmission or distribution system, customers and TSOs with which the electricity system is connected to the installation;
(a) cooperate in the preparation of operations, in the provision of operational management activities, in the evaluation of operations;
(b) provide data and data for the preparation of operations, operational management, evaluation of the operation of the electricity system and its development;
(c) provide the operators of other transmission systems and distribution system operators with which their system is connected with the information necessary to ensure mutual cooperation in the operation and development of networks.
§ 4
(1) The transmission system operator shall control the transmission power flows through the technical dispatching system in a way that is:
(a) transmission-connected power plants;
(b) electricity and customer demand facilities connected to the distribution system providing support services to the transmission system operator within the scope of the support service provided;
(c) customer-connected demand facilities; and
(d) technical dispatches of regional distribution system operators.
(2) The regional distribution system operator, when managing electricity flows in the distribution system through a technical dispatching control system, is responsible for:
(a) power plants connected to its managed distribution system;
(b) customer demand facilities connected to its regulated distribution system;
(c) the technical dispatches of the local distribution system operators whose facilities are connected to its managed distribution system; and
(d) direct lines connected to its managed distribution system.
(3) The local distribution system operator in the management of electricity flows in the distribution system, while respecting the electricity flows between distribution systems, is managing the dispatching system in a way that
(a) power plants connected to its managed distribution system;
(b) customer demand facilities connected to its regulated distribution system;
(c) technical dispatches of distribution system operators within its defined territory; and
(d) direct lines connected to its managed distribution system.
§ 5
(1) The transmission system operator shall publish annually:
(a) selected technical data on the transmission system;
(b) the annual preparation of operations, in particular the extent and timing of the outage of the equipment and the expected restriction of transmission.
(2) The transmission system operator shall publish continuously:
(a) expected and actual electricity consumption in the Czech Republic;
(b) the size of the use of support services and the estimation of the size of the system deviation;
(c) planned exchanges of electricity on individual interstate transmission profiles;
(d) actual power flows on individual interstate transmission profiles;
(e) outages of power generating blocks with a unit power output exceeding 100 MW.
(3) Furthermore, the TSO shall publish:
(a) evaluation of network frequency;
(b) a derogation from the planned balance of the performance transmitted;
(c) evaluation of exceptional operational events;
(d) evaluation of electricity transmission quality standard;
(e) the envisaged potential for electricity transmission with neighbouring transmission systems;
(f) information on the change of production pursuant to Article 26 (5) of the Energy Act.
(4) The distribution system operator shall publish:
(a) the operation of the distribution system load;
(b) information on the times when signals of mass remote control are transmitted.
§ 6
Dispatch instructions
The dispatching instructions shall be the operational instructions of the technical dispatcher or the operational instructions of the technical dispatcher issued by the transmission system operator or distribution system operator.
§ 7
Operating instructions of the technical dispatcher
(1) The operational instructions of the technical dispatcher, after consultation with the electricity market participants concerned, issue technical dispatches for the preparation of operations, operational traffic management, operational evaluation, international cooperation, cooperation of technical dispatches for:
(a) management of electricity flows and electricity system balance in the region
1. frequency and power control;
2. active and reactive power control and voltage control,
3. management of support services,
4. directing electricity consumption;
5. the operation of the part of the electricity system disconnected from the rest of the electricity system (hereinafter "island operation"),
6. changes in electricity generation pursuant to Article 26 (5) of the Energy Act and technical equipment of electricity generation for dispatching proceedings;
(b) emergency and emergency management in the area
1. emergency prevention and emergency resolution;
2. the defence plan and the recovery plan for the operation of the electricity system;
c) setting and operation of automated control systems in the area
1. dispatching control systems,
2. protection of transmission and distribution facilities,
3. the protection of electricity generation installations affecting the system to which the plant is connected;
4. the protection of the electrical sampling devices affecting the system to which the electrical sampling equipment is connected;
5. systems for automatic control of the electricity system,
6. telecommunications and data transmission equipment.
(2) The transmission system operator, in cooperation with the distribution system operators, shall establish operational instructions for the dispatching management of electricity generation pursuant to Article 26 (5) of the Energy Act to address the balance sheet imbalance of the electricity system of the Czech Republic.
(3) The operating instructions shall be kept for at least 5 years after their expiry.
§ 8
Operational instructions for technical dispatching
(1) The technical dispatcher shall record the issue and execution of the technical dispatching operational instruction (hereinafter referred to as "operational instruction"). If the execution of the alert is not ensured by technical means such as sound recording, electronic recording or recording in the control system, the record shall be recorded in writing in the logbook. Records shall be kept for at least 5 years.
(2) The operational instruction must be clear and understandable. In the event of doubt as to the clarity and clarity of the operational instruction, it shall be verified by a re-enquiry. After verification, the operational instruction must always be executed, except where the execution of the operational instruction would result in a threat to the life or health of persons.
(3) In the event that the person to whom an operational instruction has been given disagrees with its execution, the technical dispatcher and the person to whom the operational instruction has been given shall conduct a written record describing the reasons for the disagreement with the execution of the operational instruction. On the basis of this record, the technical dispatcher shall carry out an evaluation of the event with the participation of those who disagree with the execution of the operational instruction.
(4) Where an operational instruction is not executed because of a threat to the life or health of a person, the technical dispatcher and the person to whom the operational instruction has been given shall carry out a demonstrable record describing the threat that may have occurred and why the operational instruction has not been executed.
(5) Without an operational instruction, handling can only be carried out if there is an immediate threat to the life or health of persons. The relevant technical dispatcher shall be informed of the handling carried out without delay and shall record the handling carried out in writing.
(6) Automated dispatching control systems used to issue and transmit operational instructions to the technical dispatcher and to transmit input data are separate technology systems with their own secure interfaces to other information systems and technologies.
(7) A technical dispatcher may, in the event of a threat to the life or health of persons, an emergency, an emergency or an activation of corrective measures (5) or a system defence plan measure (6), or a restriction on the use of the reserved power of the power plant without compensation (hereinafter referred to as "guaranteed power") in the event of an urgent need, where the procedure for issuing an operational instruction would not be fast enough to achieve its objective, handling, changing the performance of the power plant without permanent service or changing the consumption of the demand facility without permanent service directly, through automated dispatching systems as referred to in paragraph 6, without issuing an operational instruction.
(8) For a power plant using a renewable electricity source first put into service until 2000 with an installed power up to and including 10 MW and a continuous small hydropower plant with an installed power up to and including 10 MW which has been connected to the electricity system by 27 April 2019, paragraph 7 shall not apply. This does not apply to electricity generation to which Article 4 (1) of Commission Regulation (EU) 2016 / 631 applies.
§ 9
Preparation of transmission system operation
(1) The preparation of the operation of the transmission system shall include:
(a) a plan for the operation of the transmission system facilities processed on the basis of the maintenance and shut-down plan of those facilities, the electricity generation plan, the preparation of the operation of the distribution systems and cooperation with foreign transmission system operators;
(b) the expected load cycle;
(c) checking the reliability of the transmission system operation, including restrictions on cross-border transmission;
(d) the size and structure of the support services necessary for the reliability of the operation of the electricity system and the international interconnection; and
(e) the forced operation plan for electricity generation.
(2) The transmission system operation preparation shall be processed by the transmission system operator, broken down by:
(a) annual preparation;
(b) monthly preparation;
(c) weekly preparation;
(d) daily preparation.
(3) The details of the processing of the preparation of the transmission system operation, including the data transmitted, are set out in Annex 1 to this Regulation and are further specified in the joint operational instructions of the transmission system operator and the regional distribution system operators.
(4) The data necessary for the preparation of operations are transmitted to the transmission system operator
(a) TSOs with which there is a link;
(b) regional distribution system operators;
(c) electricity producers whose electricity plants are connected to the transmission system;
(d) customers whose demand facilities are connected to the transmission system;
(e) support service providers.
§ 10
Operational management of transmission system operation
(1) Operational management of transmission system operation includes:
(a) updating the daily preparation of operations in the part of the support services, the planned operation of electricity generation and the foreign cooperation plan;
(b) the management of the involvement of transmission system elements to ensure electricity transmission and the management of transmission system flows linked to neighbouring States' electricity systems, while respecting interconnection rules;
(c) regulation of frequency and balance of transmitted power between neighbouring States;
(d) the management of customer demand facilities and electricity generation, to the extent and in accordance with the procedures set out in Annex 5 to this Decree;
(e) control of voltage and flows of active and reactive power in transmission system facilities at a voltage level of 400 kV and 220 kV;
(f) the resolution of transmission system failures;
(g) taking measures to prevent and address an emergency;
(h) issuing and recording authorisations for work on transmission system equipment;
(i) the proper transmission of the dispatcher's exchange service to ensure continuity of the dispatcher's control.
(2) The operational management of transmission system operations requiring synergies with the technical dispatches of regional distribution system operators shall include:
(a) the management of the transmitted power between the transmission system and distribution systems;
(b) addressing emergency operating conditions in the electricity system in order to restore the stabilised operation of the electricity system as quickly as possible;
c) switching on and off transformers 400 / 110 / 10,5 kV and 220 / 110 / 10,5 kV,
(d) control of voltage and flows of active and reactive power at the border between the transmission system and distribution systems at points with a voltage transformation of 400 / 110 kV and 220 / 110 kV;
(e) island traffic;
(f) the management of power generating facilities connected to the distribution system providing support services for the provision of system services; and
(g) the management of changes in the transmission system involvement that affect the operation of the distribution systems and changes in the distribution systems that affect the operation of the transmission system.
(3) The technical dispatching of the TSO gives operational guidance
(a) technical dispatches to regional distribution system operators, electricity producers and customers;
1. the resolution of transmission system fault states;
2. the adoption of emergency prevention measures notified by the TSO and the resolution of the emergency situation declared by the TSO;
3. reconnection of the island traffic area to the transmission system,
(b) electricity producers whose electricity plants are connected to the transmission system;
1. for authorising the connection or disconnection of power generation into or from parallel operations;
2. the change or interruption of the supplied power of the electricity plant pursuant to § 24 (3) (d) of the Energy Act,
3. the change or interruption of the supplied power of the electricity generation plant under the conditions laid down in the contract between the electricity producer and the transmission system operator;
4. in the management of the electricity generation plant within the scope of the support service provided in accordance with the day-ahead operation and in accordance with the contracts concluded;
5. to activate remedial measures (5) or to activate measures of the system defence plan (6), including restrictions on the supply of power to the power plant connected to the negative power;
(c) electricity producers and customers whose electricity or demand facilities are connected to the distribution system, providing management support services to the transmission system operator to the extent that the support services provided are based on valid operational preparation and in accordance with the supply contracts;
(d) customers whose demand facilities are connected to the transmission system;
1. to limit or interrupt the collection of electricity pursuant to Article 24 (3) (c) of the Energy Act;
2. for authorising the reconnection of a demand facility to the transmission system;
3. in the management to the extent of the support service provided under the applicable operational preparation and in accordance with the contracts for their provision,
4. to activate corrective measures (5) or to activate measures of the system defence plan (6);
(e) technical dispatches of distribution system operators
1. to change power flows between transmission and regional distribution systems;
2. for the connection of an island traffic area to the transmission system,
3. a change in electricity generation pursuant to Paragraph 25 (3) (d) (10) of the Energy Act;
4. to activate remedial measures (5) in the distribution system or system defence plan measures (6) in electricity generation and demand facilities of customers connected to the distribution system.
(4) The procedure for the release from and entry into service of transmission system equipment, power generating facilities and demand facilities connected to the transmission system and the method of recording the permit for working on transmission system equipment is set out in Annex 2 to this Regulation.
(5) The procedure for the removal of fault states in the operation of the transmission system is set out in Annex 3 to this Regulation.
(6) The transmission system operator shall make use of the power limits supplied to the transmission system from the power generating modules connected with the negative power in cases of activation of the remedial measures and of the system defence plan provided for by the directly applicable European Union regulation laying down a framework instruction for the operation of the electricity transmission system (7). The procedure for the use and the extent of the limitation of power generating facilities connected with the negative power shall be negotiated by the transmission system operator with the electricity producer.
§ 11
Evaluation of transmission system operation
(1) The transmission system operator's technical dispatching system shall process a daily, weekly, monthly and annual assessment of the operation of the transmission system containing:
(a) evaluation of the actual operation of the electrical system load;
(b) evaluation of the actual operational readiness of the production plants;
(c) the power and power balance of the transmission system and the performance balance of the Czech Republic,
(d) evaluation of system and support services;
(e) balancing energy evaluation;
(f) an overview of the restrictions on electricity consumption and production;
(g) analysis of transmission and distribution system failures affecting transmission system operation;
(h) evaluation of written complaints concerning operational instructions issued; and
(i) operational-technical statistics for the electricity system.
(2) The transmission system operator's technical dispatching system shall carry out an analysis of the emergency operational situations in the transmission system and of the situations leading to the prevention of an emergency or an emergency declared by the transmission system operator, for which it may, if necessary, request documentation from electricity market participants, even beyond the regular transmission of data. The analysis results are transmitted to the Ministry of Industry and Trade and to the Energy Regulatory Authority on request.
(3) The results of the operational and analysis evaluation shall be kept by the TSO for at least 10 years.
§ 12
Preparation of distribution system operation
(1) The preparation of the operation of the distribution system shall include:
(a) a plan for the operation of the distribution system facilities processed on the basis of the maintenance and shut-down plan of those facilities, the electricity generation plan and the preparation of the operation of the connected distribution systems;
(b) the expected course of load, energy flow balance and performance balance and the use of voltage control and reactive energy services;
(c) checking the reliability of the operation of the distribution system, including any restrictions; and
(d) a forced operation plan for electricity generation and a forced island operation plan for the supply of electricity from abroad.
(2) The transmission system operation preparation shall be processed by the distribution system operator, broken down by:
(a) anticipated development with a view to 10 years;
(b) annual preparation;
(c) monthly preparation;
(d) weekly preparation;
(e) daily preparation.
(3) The details of the processing of the preparation of the operation of the distribution system, including the data transmitted and the processing of energy flows and power balances are set out in Annex 4 to this Decree.
