on health professionals and other health professionals
The Ministry of Health of the Czech Socialist Republic provides pursuant to § 54 paragraph 1 and § 58 paragraph 2 of Act No. 20 / 1966 Coll., on the care of the health of the people, in agreement with the Ministry of Education of the Czech Socialist Republic and with other participating bodies:

HEALTH WORKERS
§ 1
Categories and disciplines of healthcare professionals
(1) Health care tasks are performed by health professionals of the following categories: doctors, pharmacists, healthcare professionals with other higher education, medium-level health professionals, lower health care professionals and assistant health professionals.
(2) Health professionals of each category shall pursue professional activities in the fields for which they have acquired professional competence.
(3) The Ministry of Health of the Czech Socialist Republic (hereinafter referred to as "the Ministry of Health") determines the further activities of the various categories and fields of healthcare workers.
Physicians
§ 2
Physicians shall carry out activities requiring higher education in medicine, in particular providing medical preventive care, including assessment activities, and shall provide technical guidance on the development and protection of healthy living conditions, including measures to prevent the emergence and spread of communicable diseases, and shall contribute to the health education of the population and, where appropriate, to the performance of educational and research tasks in health.
§ 3
(1) Physicians are eligible to pursue the profession by completing their studies in the fields of general medicine, pediatric medicine, hygiene, dentistry. Based on the binding opinion of the Ministry of Health, these doctors may be eligible to pursue a profession in a field other than the one in which they completed their full studies after completing their knowledge through proper studies at a university. 1)
(2) Physicians, graduates of the Faculty of Medicine in the field of general medicine may also pursue their profession in the fields of paediatric medicine, hygiene, epidemiology and microbiology. After completing knowledge to the extent specified by the Ministry of Health and in the field of dentistry (2)
(3) Physicians, graduates of the Faculty of Medicine in the field of hygiene, have competence to pursue their profession in particular in the fields of hygiene, epidemiology and microbiology, and can in principle only pursue their profession in those fields. With the agreement of the Regional National Committee, these doctors may also be included in the specialist training for the acquisition of specialisation in general medicine according to the cadre situation. 2)
(4) Physicians, graduates of the Faculty of Medicine in the field of children's medicine, are particularly competent to pursue the profession in childcare. The organisation may exceptionally transfer them to the profession of a doctor in another field on the basis of a binding opinion of the Ministry of Health, which will at the same time determine the necessary conditions. 2)
(5) Physicians, graduates of the Faculty of Medicine of Dentistry, have competence to pursue the profession only in the care of teeth, oral cavity and organs related thereto.
Pharmaceutical
§ 4
In particular, pharmaceuticals are engaged in the preparation and manufacture of pharmaceuticals, their control, planned reinsurance and dispensation, professional advisers of medical practitioners in the field of pharmaceuticals and selected medical needs and in effective pharmacotherapy, are applied at special centres and laboratories of medical institutions and health control and research institutes and are involved in the health education of the population.
§ 5
(1) Farmers are eligible to pursue the profession by completing their studies in the fields of general pharmacy, clinical pharmacy and technological farmacie.1)
(2) Farmers, graduates of the general pharmacy field of study, have competence to pursue their profession in particular in pharmacy and medical supply establishments.
(3) Farmers, graduates of the field of study of clinical pharmacy, have competence to pursue their profession mainly in the departments of clinical pharmacology and nuclear medicine hospitals with a clinical clinic, in biochemical, haematological and toxicological laboratories, in research institutes, in the facilities of the pharmacy service, in the biological control of pharmaceuticals and in laboratories of the sanitary service.
(4) Farmers, graduates of the field of technological pharmacy, have competence to pursue their profession mainly in the pharmaceutical industry, in the specialised workplace of the pharmacy service, hospitals with a clinic, control and research institutes, medical supply facilities and sanitary services.
(5) The organisation may exceptionally transfer pharmacists, graduates of individual fields of study, at their request to pursue a profession in another field of pharmacy on the basis of a binding opinion of the Ministry of Health and after completing the knowledge of the proper studies.1)
Medical staff with other higher education
§ 6
Medical staff with other higher education shall, according to their professional orientation, perform teaching activities in secondary education schools, secondary vocational training centres, in the Institute for the Further Education of Medium Health Workers (hereinafter referred to as "the Institute ') and in the further training of health workers or in the activities associated with the professional management and organisation of the work of secondary health workers.
§ 7
(1) Eligibility for the profession of a healthcare professional with other higher education is obtained by the completion of a university degree e1)
a) in the field of study of vocational subjects for secondary medical schools;
(b) in the field of care for the sick;
c) in the field of physical education and sport - rehabilitation.
(2) Healthcare professionals with other higher education, graduates of the field of study of vocational subjects for secondary medical schools and the field of study of pedagogy - the care of the sick, have the ability to teach relevant vocational subjects in secondary medical schools, possibly to pursue teaching activities in education and training establishments and for further training of health professionals.
(3) Healthcare professionals with other higher education, graduates of the study field of care for the sick, are competent to pursue their profession in the professional management and organisation of the work of secondary health workers. Eligibility for pedagogical activities in this field can be acquired after completion of pedagogical education through proper study at higher education .3)
(4) Health professionals with other higher education, graduates of the field of physical education and sport - rehabilitation, are competent to pursue the profession of professional management and organisation of the work of rehabilitation workers. Eligibility for pedagogical activities in this field can be acquired after completion of pedagogical education through proper study at higher education .3)
Medium health workers
§ 8
(1) Medium health workers shall carry out a professional activity requiring full secondary medical education, depending on the nature of the work carried out, either on their own or on the instructions of the doctor or pharmacist, the head of the secondary health worker or, where appropriate, another manager.
(2) Medium health professionals pursue their profession in the following fields: nurse, pediatric nurse, female nurse, diet nurse, rehabilitation worker, assistant hygienic services, medical technician, pharmaceutical technician, radiological technician, dental technician and ophthalmologist.
§ 9
(1) Medium-sized health workers are eligible to pursue a profession in each field by completing their studies in a secondary school or in an appropriate field of study in a secondary school for the staff of a secondary vocational training centre.
(2) In addition, graduates of military medical schools who raise middle-aged health workers are eligible for the profession of nurses.
(3) The profession of a medical laboratory shall also be authorised to perform persons who have successfully completed at least four semesters of medical studies and the profession of a pharmaceutical laboratory who have successfully completed at least four semesters of medical studies. The profession of a nurse shall also be authorised to be performed by persons who have passed examinations on the subject of the care of the sick in the study of vocational subjects for secondary schools.
§ 10
(1) Medium-sized health workers engage in professional activities in the fields for which they have acquired professional competence.
(2) Nurses, nurses, nurses and nurses of the child may, if necessary, work in all such fields without extension of professional competence, with the exception of activities in the delivery room and as a district nurse, which can only be performed by women's nurses, and activities in the workplace providing care for the newborn children, which can only be performed by children's nurses. Nurses and female nurses practising in the field of children's nurses are required to take a course in psychology and pedagogy of the child.
(3) (3) Nurses, children's nurses, women's nurses, diet nurses, rehabilitation workers, health service assistants, radiological technicians and dental technicians may continue to work in a field other than those for which they have acquired professional competence, in the sectors of work set out in Annex 6 to this Regulation, provided that, within two years of the date of transfer to such a section of work, they carry out examinations on the subjects listed in that Annex at the secondary school.
Lower health workers
§ 11
(1) Lower health workers shall carry out professional activities requiring secondary or other medical education under the authority of a staff member with higher professional qualifications.
(2) The lower health professionals pursue their profession in the following fields: a nurse, a foster mother (a child nurse), a dental practitioner, a masseur, a disinfectant, a laboratory worker and an autopsy laboratory-taxidermist.
§ 12
(1) Lower health workers are eligible to pursue their profession
(a) leaving a medical vocational school, 5); or
(b) passing a long-term course according to the curriculum issued by the Ministry of Health; or
(c) completion of a three-year course (6) of a medical practitioner in a secondary vocational school.
(2) The employment of a lower health worker shall also be authorised to carry out persons who have completed a part of the study determined by the Ministry of Health at the secondary school or at the medical or pharmaceutical faculty.
Auxiliary health workers
§ 13
Supporting health professionals shall carry out activities requiring medical training under the guidance of highly qualified workers. In the field of sanitary services, they are employed by the Ministry of Health. 7)
§ 14
Support medical staff shall acquire professional competence by taking a course according to the syllabus issued by the Ministry of Health or two years of teaching in the secondary vocational training centre. 6)

OTHER HEALTH WORKERS
§ 15
In addition to health workers, healthcare tasks are carried out according to the principles of effective division of labour by other professionals.
§ 16
Other health professionals acquire professional competence by studying at higher education, full secondary or secondary education schools other than medical education and by performing medical work designated by the Ministry of Health, unless they have already obtained it by studying at a university or secondary school.

COMMON PROVISIONS
§ 17
(1) Further training of health professionals includes:
(a) specialist training of doctors and pharmacists;
(b) initial practice and post-graduate specialisation studies of secondary health workers;
(c) the special training of other professional staff with higher education and the post-graduate study of other professional staff with full secondary education for the performance of the health work referred to in Annex 5 to this Decree;
(d) training for the performance of health management functions;
(e) the training of other professionals for the performance of health work;
(f) continuous improvement of the knowledge of health professionals.
(2) The basic form of continuing training of health professionals is continuous individual study and acquisition of knowledge and skills under the guidance of a qualified worker.
(3) Health professionals are obliged to plan to deepen and improve their professional and ideological knowledge during the course of their profession.
§ 18
Further training of health professionals is managed by the Ministry of Health in agreement with the Ministry of Education of the Czech Socialist Republic with professional assistance or through the Institute for the Further Training of Physicians and Pharmaceuticals (the Institute) and the Institute. In doing so, it works closely with the regional national committees and also uses educational facilities of health organisations.
§ 19
In the context of further training of health professionals, managers at all stages of management shall be required:
(a) to secure and control the practice of recruitment, which ends with the evaluation and processing of the plan for further development of the worker;
(b) to lead workers to universal professional growth, to increase the idea and professional level of their work and to respect for socialist morale;
(c) to provide training for all staff who have changed their duties, work or who have ceased professional activity in the field for more than five years;
(d) plan to manage the continuing training of health professionals in accordance with the conclusions of the comprehensive evaluation and propose them for appropriate training actions;
(e) evaluate the ideological and professional growth of health professionals and reflect their results in their comprehensive assessment.

OTHER EDUCATION OF HEALTH WORKERS

Organisation and management
§ 20
(1) The Institute, the Institute and the regional national health institutes providing further training for healthcare workers work closely together.
(2) The Institute also collaborates with the medical faculties and the pharmaceutical and institute faculties of selected secondary medical schools in performing its tasks in the field of further education.
§ 21
The specialist training of doctors and pharmacists and the post-graduate specialisation study of medium-sized health professionals shall normally take place at the workplaces of these workers, provided they meet the requirements for these purposes. It shall be supplemented, if necessary, at workplaces specifically designated for this purpose by the Regional National Committee, on a proposal from a regional expert of the relevant field and training activities at the Institute or Institute, or at training places designated by the Ministry of Health, as appropriate.

Medical and pharmaceutical specialist training
General provisions
§ 22
(1) Through the specialist course, the doctor and pharmacist obtain a degree I specialisation intended for professional activities. After it is reached, it can obtain a higher specialisation (level II specialization or extension specialization) intended for the performance of the specialized activity.
(2) Physicians and pharmacists may obtain level I and level II specialisation in the fields listed in Annex 1 and extension specialisation in the fields listed in Annex 2 or in particularly narrow fields listed in Annex 3; the Annexes form part of this decree.
(3) Graduate specialist training is compulsory for doctors and pharmacists operating in specified fields. The inclusion in the specialist training for higher specialisation shall be carried out on the basis of a comprehensive evaluation taking into account the social needs of health care and the specific skills and assumptions of the candidate.
§ 23
(1) The Ministry of Health, and doctors and pharmacists working outside the national health administration, as appropriate, shall be included in the specialised training for obtaining specialisation in one of the fields listed in Annexes 1 and 2 to the Regional National Committees, doctors and pharmacists working in central health organisations. Classification is proposed by an organisation to which a doctor or pharmacist is employed.
(2) The Ministry of Health shall include doctors and pharmacists on the basis of proposals from regional national committees, centrally managed health organisations or competent central authorities in the specialist training for the acquisition of superstructures in the particularly narrow specialisation fields listed in Annex 3. The Ministry of Health may include a physician or a pharmacist in the specialist training for the acquisition of superstructure specialisation in a particularly narrow field, even if it is not listed in Annex 3.
§ 24
Length of specialist training
(1) The specialisation course for 1st degree specialization takes two and a half years. The specialist training for higher specialisation lasts three to five years; its length is specified in specialisation fillings (§ 25).
(2) The Institute includes only the duration of the profession of doctor or pharmacist in CSSR. The Ministry of Health may exceptionally include the work of a doctor or pharmacist abroad.
§ 25
Scope of knowledge
The basic scope of expertise in the various specialisation fields, including the knowledge needed in terms of State defence, as well as the scope of knowledge of the socialsciences, shall be determined by the Ministry of Health.
§ 26
Qualification attestations
(1) The knowledge of doctors and pharmacists acquired during specialist training shall be verified by a qualification test before the Institute's Examination Board, which shall determine the place, date and manner of performance of the qualification evaluation.
(2) Physicians and pharmacists recommend the competent central authorities and, where appropriate, the authorities authorised by the competent national committees, doctors and pharmacists working in centrally managed health organisations, and doctors and pharmacists working outside the national health administration for qualification tests.
(3) After a successful qualification event, the Institute issues a diploma on specialization.
Acquisition of specialties in special cases
§ 27
On a proposal from the Regional National Committee or the Central Health Organization, the Institute shall, exceptionally, include a doctor or pharmacist in the specialist training for the acquisition of an extension specialisation, even if it has acquired a level I specialisation in a field other than that for which that extension specialisation is listed in Annex 2. This is done by the Ministry of Health, if it is an extension specialisation listed in Annex 3.
§ 28
The Ministry of Health
(a) authorise the inclusion of a doctor or pharmacist directly into the specialist training for the specialisation in the fields listed in Annexes 2 and 3, provided that the Regional National Committee ensures, before carrying out the qualification test for the specialisation specialisation, the addition of knowledge from the specialisation training and the performance of the qualification test for the specialisation of the 1st degree of the field concerned;
(b) evaluate, where justified, the post-graduate education of a doctor or pharmacist obtained in accordance with the previous rules and grant a specialisation based on it;
(c) admit to professors and lecturees in which the field in which they have obtained a scientific degree corresponds to a field in which higher specialisation is possible; a diploma on specialisation is awarded to them by the Institute;
(d) to specify a different date or method of carrying out the qualification attestation, in particular for the specialisation specialties in the particularly narrow fields listed in Annex 3;
(e) to grant specialisation on the basis of specialisation acquired abroad, or to determine the extent to which the knowledge required to be awarded is supplemented.

Initial practice and post-graduate specialisation studies of secondary health workers
§ 29
Initial practice
(1) Further training of medium-sized health workers begins with compulsory initial practice, which enables the knowledge acquired by the study to be deepened and strengthened.
(2) The initial practice takes place at the workplaces of health care institutions, research institutes and social care institutions, which provide medium-sized health workers with the possibility of being employed in basic professional activities for which they have acquired professional competence.
(3) The initial practice lasts six to twelve months; its duration shall be determined individually by the Head of the Institute, according to the personal characteristics, the school benefits and results of the graduate's work during the six-month starting practice.
§ 30
Classification in the post-graduate specialisation studies
(1) The post-graduate specialisation study shall provide secondary health professionals with specialisation or higher specialisation in the sections of work listed in Annex 4 to this Decree.
(2) The post-graduate specialisation studies may include mid-level health professionals who have acquired professional competence in the field concerned, or may work in another field or section of work under the conditions laid down in Sections 10 (2) and (3), have three years of experience and work in the section of work in which they intend to obtain specialisation.
(3) The Ministry of Health and the central health workers working outside the national health administration are to be included in the post-graduate specialisation studies by the Regional National Committees, by the Central Health Services working in central health organisations, and by the competent central authorities or, where appropriate, by the authorities authorised by them. Classification is proposed by an organisation to which the middle health worker is employed.
§ 31
Length of graduate specialisation studies
(1) The post-graduate specialisation study of medium-sized health workers takes between one and two years; 8) its length in the various sections of the work is specified in the specialisation content (§ 32).
(2) In the post-graduate specialisation study, the Institute only counts the duration of the occupation of a secondary health worker in the Czechoslovak Socialist Republic in the work section corresponding to the chosen specialisation. The Ministry of Health may exceptionally also include in individual cases the work of a middle health worker abroad.
§ 32
Scope of knowledge
The basic extent of expertise in the different sections of the work as well as the knowledge of the social sciences is determined by the specialisation content issued by the Ministry of Health.
§ 33
Specialisation tests
(1) The knowledge of medium-sized health workers acquired during the post-graduate specialisation course shall be verified by examination before the Examination Committee of the Institute, which shall determine the place, date and manner of carrying out the specialisation examination.
(2) After a successful specialisation test, the Institute issues a certificate of specialisation.
§ 34
Acquisition of specialties in special cases
The Ministry of Health
(a) exceptionally include a middle health worker in a post-graduate specialisation study in a particularly narrow part of the work, even if not listed in Annex 4;
(b) establish a different date or method for carrying out the specialisation test;
(c) to grant specialisation on the basis of specialisation acquired abroad, or to determine the extent to which the knowledge required for its recognition is supplemented.

Other forms of inservice training for health workers
§ 35
Preparation for management functions
(1) The preparation of leading health professionals - organisers designated by the Ministry of Health and their cadre reserves - consists of obtaining a temporary specialisation in the field of social medicine and health organisation, in the field of pharmaceutical services in the field of organisation and management of pharmacy and in obtaining a higher specialisation in the field of work of the organisation and management of the work of medium-sized health workers.
(2) The preparation for the performance of other managerial functions determined by the Ministry of Health consists, in addition to the fulfilment of the specified professional qualifications, of a functional (complementary) course of organisation and management of health organised by the Institute or the Institute, or under their responsibility by the Regional National Committees. The functional (complementary) course ends with the verification of knowledge before the Board appointed by the Institute or the Institute and the Institute or Institute of Certificate issues its completion.
§ 36
Preparation of doctors and pharmacists for special activities
For doctors and pharmacists focused on carrying out tasks in the special sections of the activity, the Institute organises special training events resulting in the verification of knowledge. The Institute issues a certificate of completion of the training event.
§ 37
Preparation of medium-sized health workers for special activities and functions
(1) For medium-sized health professionals, the Institute organises long-term training actions to prepare these staff for special activities and for the performance of functions determined by the Ministry of Health.
(2) Training actions end with knowledge verification. The Institute shall issue a certificate of completion of the training operation.
§ 38
Seminar training
(1) In order to continuously increase the knowledge of health professionals, health organisations organise regular seminar training. The organisation, scope and scope shall be determined by the Ministry of Health.
(2) Participation of health professionals in seminar training is part of their duties.
§ 39
Training actions
(1) Short-term training actions, in particular thematic courses, functional and complementary courses, training at training points (traineeships) and other training events to familiarise themselves with special and new methods of work and current tasks in health and to prepare for the performance of functions, are organised to improve the knowledge of health professionals.
(2) Training actions are organised by the Institute or Institute or the Regional Institute of National Health, as a general rule, according to programmes approved by the Institute or Institute.
(3) The training action may be effectively combined by the Institute or Institute with a controlled and regularly verified independent study of the health professionals for which the actions are organised.
§ 40
Periodic improvement of health workers' knowledge
In order to ensure regular and versatile complementarity of the knowledge of health professionals in individual fields and sections of work, periodic knowledge improvement actions are organised. The time stages, the framework content and the workforce of this compulsory knowledge improvement shall be determined by the Ministry of Health.
