GOVERNMENT REGULATION
of 5 March 2025
amending Government Regulation No. 454 / 2009 Coll., laying down for the purposes of the Criminal Code what is considered to be anabolic and other hormonal substances and what is the greater quantity of them and what is considered to be a method for the purposes of the Criminal Code to increase oxygen transmission in the human organism and other methods with doping effect, as amended
The Government orders pursuant to § 289 (4) of Act No. 40 / 2009 Coll., criminal code:
Čl. I
Government Regulation No. 454 / 2009 Coll., establishing, for the purposes of the Criminal Code, what is considered to be substances with anabolic and other hormonal effects and what is the greater quantity of them and what is considered to be a method for the purposes of the Criminal Code, consisting of increasing oxygen transmission in the human organism and other methods with doping effect, as amended by Government Regulation No. 2 / 2012 Coll. and Government Regulation No. 359 / 2021 Coll., is amended as follows:
1. In Annex No 1, Part A.2, point 2, the following point 2.2 is inserted after point 2.1:
"2.2 S-23; '.
2. the following point 4.1 is inserted in Annex 1 (B.1) (a) (4):
"4.1 ARA-290 (cibinetide); ';
Subpoints 4.1 and 4.2 shall be renumbered as subpoints 4.2 and 4.3.
3. in Annex 1, Part B.2, the following point (f) is inserted after point (e):
"(f) releasing gonadoliberin peptides (GnRH), for example:
1. kisspeptin; '.
Point (f) shall be renumbered as point (g).
4. In Annex No 1, Part B.3, at the end of point (b), the semicolon is replaced by "for example" and the following point 1 is added:
"1. dihexa (PNB-0408); ';
5. In Annex No 1, Part B.3 (f), the following point 2 is inserted after point 1:
"2. thymosin α1 (thymalfasin); ';
6. In Annex No 1, at the end of Part C.4, the semicolon is replaced by "for example" and the following point 1 is added:
"1. ACE-031 (ramatercept)."
7. in Annex 1, Part C.5, the following point (f) is inserted after point (e):
"(f) incretin and mimetics of incretin (GLP-1), such as:
1. cagrilintide;
2. liraglutide;
3. mazdutide;
4. retatrutide;
5. semaglutide;
6. survovutide;
7. tirzepatid; '.
Point (f) shall be renumbered as point (g).
8. In Annex 1, the following Part D is inserted after Part C:
"D. OTHER BIOACTIVE SUBSTANCES
D.1 fragments of gastric peptide BPC
(a) healing agents such as:
1. BPC-157.
D.2 N-methyltransferase inhibitors (NNMT) such as:
1.5- amino-1- methylquinoline.
D.3 Telomerase Activators
(a) epithalamine and its derivatives, such as:
1. epitalone;
2. livagen.
D.4. Peptides bound to prohibitin, such as:
1. adioptide.
D.5 An analogue of the hormone parathyroid, for example:
1. teriparatide. ';

Efficacy
This Regulation shall take effect on 1 July 2025.
