DECLARATION
of 1 March 2017
on animal genetic resources
The Ministry of Agriculture provides, pursuant to Article 33 of Act No. 154 / 2000 Coll., on Breeding, Breeding and Registration of Animals and on the amendment of certain related laws (Breeding Act), as amended by Act No. 282 / 2003 Coll., Act No. 130 / 2006 Coll. and Act No. 60 / 2017 Coll., ("the Act ') for the implementation of § 14a (5), § 14e (6), § 14f (6) and § 14g (6) of the Act:

Galois Methodology for the conservation of the genetic source of the animal is given in Annex 1 to this Decree.
Criteria for registering an animal as a genetic resource in the National Programme
The Ministry of Agriculture shall register the animal as a genetic resource in the National Programme under Section 14e (4) of the Act if:
(a) is evidently part of a population of a species or breed included in the National Programme under Section 14a of the Act;
(b) it is the carrier of an exceptional genotype or characteristic within the population of the species or breed of the animal, or, where appropriate, of the gene of the founder of the line, strain or family;
(c) there is no confirmed genetic condition or developmental defect in the animal and its overall health status allows reproduction and use as a genetic resource; and
(d) a sample of the genetic or biological material of the animal has been transmitted or taken in accordance with Section 14f (1) of the Act and stored in the genobance under Section 14g (2) of the Act.
Method and scope of evaluation of the genetic source of the animal by the owner of the genetic source of the animal
The owner of the genetic source of the animal shall evaluate the genetic source of the animal on an ongoing basis in paper or electronic form to the extent of information kept in accordance with the Methodology.
Sample size of the animal's genetic source
The minimum sample size provided by the owner of the genetic source of the animal for the purpose of preserving the genetic source of the animal in the form of genetic or biological material is for the sample
(a) long-term deep-frozen semen in stallions and bulls at 50 standard insemination doses; in the case of rams, goats and boars, 20 standard insemination doses from the breeder, if the physical and hygienic condition of the animal so permits,
(b) blood collected in live animals in horses, bovine, ovine, caprine and porcine animals for 10 ml; in rabbits, nutrition, 1 ml; in poultry and fish, 0,1 ml,
(c) fur, feathers, saliva, fin trimmer or mucosal swab taken in live animals at 50 mg,
(d) cellular tissues collected in dead animals in mammals, birds and fish for 10 g; in bees for 10 mg.
Scope of the annual evaluation of the species or breed of genetic resource of the animal by associations
The association which participates in the National Programme shall evaluate information on:
(a) the size of the whole population within the Czech Republic and the size of the population of the genetic source of the animal,
(b) the number of animals newly registered as genetic source of the animal;
(c) the number of currently living males and females registered as genetic source of the animal;
(d) the breeding or reproduction activity of animals registered as genetic source of the animal and the result of reproduction;
(e) the result of performance tests, tests or performance checks on animals registered as genetic source of the animal; and
(f) activities to promote the practical use of the species or breed of animal included in the National Programme, educational and promotional actions for breeders and other related activities.
Scope of the annual assessment of the National Programme by a designated person
The designated person shall evaluate in an aggregated and structured manner at the level of the breed or species of the animal included in the National Programme information on:
(a) the number of animals for the whole population within the Czech Republic and the population of the genetic source of the animal,
(b) the current state of genetic diversity of the animal's genetic resource population;
(c) reproductive activity and result of reproduction;
(d) the result of performance tests, tests or performance checks;
(e) the current quantity and condition of preserved genetic material in genobanks, including information on the quantity of newly stored material, movement and samples provided to third parties;
(f) cooperation with participants in the National Programme and other bodies and the effectiveness of such cooperation; and
(g) activities to promote the practical use of the species or breed of animal included in the National Programme, educational and promotional actions for breeders and other related activities.
Standards for the storage of genobank-secured material
(1) Genobank keeps the material in the building which
(a) is situated outside the flood area or protected from flooding (1);
(b) it is secured against the penetration of water, steam, rain and sewage, hazardous chemical and biological substances, or excessive dust, and against the effects of physical phenomena which could lead to the destruction of stored material;
(c) is secured against unauthorised entry;
(d) allow electronic records of the material stored to be kept in a way that allows remote access; and
(e) it shall be equipped with a replacement power source with sufficient capacity to cover the time until the failure or failure of the basic power source has been corrected.
(2) Genobank keeps the material in a facility which:
(a) allows temperature control for material storage and monitoring;
(b) in the case of storage by the deep freezing method, allow monitoring of the actual amount of cooling medium.
(3) In the case of material which is irreplaceable in the event of damage, the genobank maintains its security duplication.
Scope of sufficient material stock
The extent of the sufficient stock of material stored in the genobance is given in Annex 2 to this Decree.
Repeal
Decree No. 447 / 2006 Coll., on Genetic Resources of Animals, is deleted.
Efficacy
This Decision shall enter into force on 18 March 2017.

Galois Methodology for the conservation of animal genetic resources
I. SPECIES OR PLENO, his breeding and breeding
1. Origin and development of species or breed.
2. Characteristics of the species or breed and its breeding target.
3. The reason for the inclusion of the species or breed in the National Programme and its specific characteristics.
4. The main principles of breed breeding.
5. The extent and state of the population of the species or breed and its genetic source.
II. GENETIC RESOURCES, Its breeding and stabilization
1. Criteria for registering an animal as a genetic resource in the National Programme.
2. Documentation and registration of a genetic resource.
3. Differences in the breeding of genetic resources (if there are differences from the standard breeding programme).
4. The inclusion of the owner of the genetic resource in the National Programme.
