GOVERNMENT REGULATION
of 12 January 2005
declaring the Protected Landscape Area of the Czech Forest
The Government orders pursuant to § 25 (3) of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation:
Protected Landscape Area Czech Forest
To ensure the conservation of the nature and landscape of the Czech Forest, the Protected Landscape Area of the Czech Forest (hereinafter referred to as the "region") is announced. The area consists of the mountains of the Bohemian Forest at the border with the Federal Republic of Germany, with a harmonically shaped landscape, a significant share of natural ecosystems of forest and permanent grassland, with a high purity of the environment and a minimal proportion of damaged areas.
Region Mission
The mission of the region is to preserve and restore its natural environment, in particular ecosystems of wild fauna and flora, and to preserve the typical nature of the landscape while developing an environmentally optimal system of land use and their natural resources.
Definition of the area
(1) The area is situated in the territory of the Pilsen Region.
(2) The territorial demarcation and description of the border is contained in Annex 1 to this Regulation, the graphical representation of the area is set out in Annex 2 to this Regulation.
(3) The basic map, in which the territory of the 1: 50 000 scale area is drawn, is deposited with the Ministry of the Environment, the Regional Office of the Pilsen Region, the municipal authorities in whose territory the area is located, and with the Management Board of the Protected Landscape Area of the Czech Forest. The administration shall report to the relevant cadastral office for registration in the cadastral of real estate a change in the property protection data on the territory of the areas1).
Area breakdown
(1) The territory of the area is divided into four zones of graduated nature conservation.
(2) Territories with the most significant natural values, in particular natural or poorly altered ecosystems and other particularly valuable territories, in particular specially protected areas (national natural reserves, national natural monuments, natural reserves, natural monuments) and selected parts of the territorial system of ecological stability of the landscape (hereinafter referred to as the "environmental stability system") of trans-regional and regional importance shall be included in the I. zone. The aim is to preserve or gradually restore self-governing functions and reduce human intervention in the natural environment to the minimum possible.
(3) The territory of economically used forest and agricultural ecosystems with locally preserved natural values suitable for economic use of nature is included in the II. zone. Furthermore, the territories necessary for the conservation of natural values in the I zone are also integrated into this zone. The aim is to maintain natural values and to gradually increase the species and spatial diversity of ecosystems, in particular by creating a functional system of ecological stability.
(4) The III zone includes a significantly modified ecosystem, intensively exploited forest and agricultural parcels and scattered rural buildings by human activity. The aim is to maintain and promote the use of land for environmentally optimised forestry and agriculture and appropriate forms of tourism and recreation.
(5) The IV zone is included in the human activity of a highly altered part of nature and the continuously built areas of settlements with a territorial reserve and subsequent cultivated agricultural land.
(6) If, as a result of forest management, agriculture and the revitalisation of the landscape, the natural environment improves, any changes to the areas of each zone will be made after consultation with owners and users of the land.
Closer protection conditions
(1) The entire territory of the area is possible only with prior approval of the Administration
(a) to mark tourist, cycling and cross-country tracks;
(b) to carry out the aerial application of fertiliser (2), chemicals or chemical production3),
(c) to place information, advertising and promotional facilities outside the established territory of the municipalities; This provision does not apply to the placing on the road of road signs and transport devices (4) and signs and devices on the track (5),
(d) indicate parking places for motor vehicles under special legislation5) outside the built-up territory of municipalities;
(e) establish new border crossing points;
(f) expand the use of existing border crossing points;
(g) organise sporting, recreational and other mass events outside the designated places;
(h) take-offs and landings with sports flying equipment under special legislation (6) outside the places reserved for such activity after the written consent of the authorised person under special legislature7);
(i) to drive horses and bicycles outside the infrastructure and places designated for that purpose;
(j) adjust watercourses;
(k) benefit from humor.
(2) In the territory of the III and IV zones, branches may be established or intensive game and fish farming may be established only with the approval of the Administration.
(1) In restoring and educating forests, persons under special legislation (8) shall advance to strengthen the representation of the natural species composition of forests, with a priority in the I and II zones for the natural restoration of forests.
(2) In the protection and use of surface and groundwater, persons authorised under the specific legislation9) shall act in such a way as to contribute to the maintenance of natural conditions for the life of aquatic and wetland ecosystems, while maintaining the natural nature and nature of the close appearance of watercourses, water areas and wetlands. When adjusting or maintaining watercourses, these persons shall proceed in such a way as to restore the natural or nature close to the watercourses trough.
Efficacy
This Regulation shall enter into force on 1 August 2005.

Territorial demarcation and description of the border of the Protected Landscape Areas
North
Since the border crossing, Germany Broumov - Mähring leads the border along the communication II / 201 to the village Broumov near Zadní Chodov, where in front of the village it moves to the right of the eastern border of the plot 1366 / 1 in K. Ú. Broumov near Zadní Chodov to the Hamer stream and after it to the nameless right-hand tributary and then to the pond Podlesák and after the local road III / 19919 to the local part of the village Český Újež), where it returns to the road leading to the village Halže. In front of the village Halže bends the border to the right and continues along the edge of the forest to the purpose of communication (p.p.p.p.no. 721 / 1 in K. Halže) and further leads to the purpose (p.p.p.p. 713 / 3 in K. Halže) and local (p.p.p.p.no.713 / 1 in K. Halže) to the watercourse and to the pond "On the High." Then after communication to the local part of the Upper Height (part of the village Halže), which is circling the border of land parcel No. 326 / 1 in K. Ú. The height and returns to the communication behind the installation. Following it leads to the local part of Lower Vyšina (part of the municipality of Obora), which passes north on the cadastral border and returns to communication III / 19921. Following it, the water tank Lucina continues in the direction of Milíra near Tachov and in front of the village Milířa near Tachova further along the boundary of the cadastral territory, dividing the k. Ú. Milíře uTachova and k.ú. Lučina near Tachov until the road p.p.p.. 1635 in K. K. Milíře near Tachova (access path to objects outside the village) to the house No. 57 in the village Milíří near Tachova, which goes around and continues along the field path to the nameless flow and downstream to the local purpose communication and further to the "Hruškovna 'grove, which it goes around and from there to communication III / 19921. After this, the border continues to the village of Lesná. In front of the village at the booth 627, it dodges to the right on the parcel No 1459 / 2 and No 1466 in K. Ú. Polná (overgrown journey, limit) and returns to communication No III / 39910 around the water tower behind the municipality. After about 2 km, it turns right onto the field road and follows it to the local part of Nová Domka (part of the village of Rozvadov), from where it leads after communication to the booth 549, where it turns left onto the forest road and continues in the southern direction to the state border with Germany.
South
From the state border, Germany (border milestone 5 / 11, "Fish footbridge") leads the border of the CHKO along the forest paths to the intersection and after it leads to the "Triangle" and further east along the forest path to the communication of Diana- Saint Catherine near Rozvadova (local forest road names: ministerial, strategic, Diana, elite). After the construction of the high-speed construction (Nuremberg - Prague) the border of CHKO Český les from the state border with Germany to the communication of Diana - Saint Catherine to the southern edge of the railway body. It follows this communication and before the local part of St. Catherine near Rozvadov (part of the village of Rozvadov) turns to the right after the nameless inflow of the Katerina stream and further to the Catharina near Rozvadov (part of the town of Rozvadov) to its left-hand tributary (part of the town of Rozvadov) and then to the border of the land parcel No 998 / 1 in Katerina near Rozvadov. St. Catherine at Rozvadov. St. Catherine at Rozakhov. St. Catherine at Rozvadov. After this communication, the border continues to the edge of the building of the town of Přímda, which goes south on the route under electric guidance and continues beyond the city again after communication by Přímda-Třeměný. After communication it leads through the local part of Rájov (part of the town of Přímda) and in front of the village of Tremesné turns right around the fence of the family houses and the agricultural area and further along the edge of the forest to the Neděděkovské creek. In the direction of this flow it continues to the water source and further along the field road to the shooting range area, which goes around the border of the forest and the western edge of the shooting range, along the border of the stoppable territory of the municipality of Třemecký, defined by the ÚPN of the village in 2004 and across the road Neděděkov- Nová Ves along the field road to the pass and from it to the nameless water stream to the Něděděkovský stream and then to the edge of the forest complex Hůrka. From there it leads the border through the forest area along the local road to the Railway Road. After about 100 m after communication, the border turns south on the edge of the forest and further along the following field road on the communication Smol-Belá nad Radbuza. After this communication, the border to the town of Belá nad Radbuzou continues, where it turns to the city in front of the border of the 2003 zoning plan of defined development areas and returns to communication. Cca after 200 m turns right along the border of the former barracks, along the local road to the local road "Smolovská" and further along the local road to the ford across the Radbuz River, then after this flow continues to the railway bridge and along the line to the area defined by the zoning plan for housing and the service centre, which goes all the way to the communication Bělá nad Radbuzou-Bystřice. From this communication it diverts the border around the Black Pond to the field road and further along the forest road to the communication of the Pond-Island. After this communication he continues towards the village of Rybník, from which he turns left to the forest road leading to the White Mill. After about 500 m it turns left and leads along the stream of the nameless tributary of the Old Brook up to the field path (Ostrov-Šidlákov) and further along the forest path to the local part of Šidlákov (part of the village of Hora St. Wenceslas). Before the construction, it turns right on the field road and along it to the road Šidlákov- Rybník (God's torture) and further along the border of the stoppable territory of the village defined by the zoning plan of 2004, the entire village of Šidlákov passes north until communication to the village of Hora Sv.Václava. Following it continues, in front of the municipality of Hora Sv.Václava turns right on the border of the stoppable territory of the village defined by the village zoning plan in 2004 and returns along the northern edge of the forest to the communication of Hora Sv.Václav-Drahotín. From it it turns right on the field road leading to the local part of Načetín (part of the village of Hora Sv.Václava) and after it to its standable territory defined by the village zoning plan in 2004 and along its southwest border passes Načetín to the road leading to the village of Hvozáany. In front of the village of Hvozděany it turns the border to the right and leads along the line of the electric line around the village to the communication leading to the village of Munich near Ppokovic. After this communication it continues to the village of Munich near Ppokovic, where it diverts to the 3rd class of Munich near Ppovovic- Sesemín and from it on the left continues along the nameless flow and along the eastern boundary of the land parcels no. 5 / 1 and 833 / 1 in K. Ú. Munich near Ppovovice to the cross at the school, further along the eastern edge of the draw, along the field road and around the pheasant to the communication leading to Pivona. After this communication continues and about 300 m behind the agricultural area turns left on the field road and leads along the following forest path to booth 633. From there it turns right and along the field road leads to booth 652 and from there after the communication Nová Kramolín -Novosedly continues about 200 m to the extinct village of Valtířov where it turns left to the field road. After this journey through the booth 568, it continues (around the agricultural area) to the edge of the forest in front of the village of Parts and along the eastern edge of the forest, the village of Parts goes around to the communication of the Works-Klenčí pod Čerchov. After this communication it leads to the village Klenčí pod Čerchov, where about 100 m in front of the village turns to the right and leads along the eastern border of the forest to the communication Klenčí pod Čerchov-Caprtice. Further after this communication leads to booth 672 and then continues after the communication leading to the village of Chodov near Domažlic. In front of the village of Chodov near Domažlic, it turns right on the field road, along the southwest along Babi Mountain and continues along the field road "On the Rock" above the construction of the parking garage to the quartz wall for communication leading to the village of Pece. Following this communication, it continues to cubicle 528, where it turns to the right on the forest road leading south on the edge of the forest and further along the following tourist path (yellow marked), further through the warm Bystřice channel and the communication to the natural flow of Warm Bystřice and along its right bank to the Hamer Mill. From the Hamer Mill, the border leads along the field road (p.p.p.no. 756 / 2, 756 / 5 in K. Lower Folmava) to the road leading to and after the water tower to the edge of the forest. It also leads the border along the edge of the forest to the tourist route (green marked) and then to the state border with Germany.
