on the recognition of forest crops and trees for the cultivation and collection of forest seeds and cuttings
The Ministry of Forestry and Water Management of the Slovak Socialist Republic provides according to § 9 paragraph 2 of the Slovak National Council Act No. 100 / 1977 Coll., on Forestry Management and Government Administration of Forestry:
Determination of seeds and seedlings
The growth of forest production capacity in the forest seedling sector is ensured by the consistent use of suitable seeds and seedlings. The suitability of seeds and seedlings shall be determined from defined seed areas, taking into account the ecotypes of forest trees and altitudes within these ecosystems.
Obtaining seeds, cuttings and seedlings
(1) Forestry crops of economically significant forest trees are established and restored only from seeds obtained from forest seed plantations, seeds or recognised forest crops, tree groups and individual trees growing and outside the forest, which the district national committee has recognised as suitable for the cultivation and collection of seeds of forest trees.
(2) The formation and renewal of forest crops of forest trees and shrubs other than those referred to in paragraph 1 shall be carried out on seeds obtained by collection and in non-recognised forest crops with the exception of forest areas of very low phenotypic value.
(3) Seedlings obtained from cuttings grown in primary nurseries based on recognised poplar and willow clones shall be used for the establishment and restoration of clover and willow crops. The cuttings may also be obtained from one-year seedlings after request of the opinion of the forest research organisation. 1)
(4) The natural restoration of forest trees referred to in paragraph 1 shall be carried out in forest crops categorised according to the genetic value of forest trees and forest crops; in forest areas, very low phenotypic values are not performed by natural forest restoration.
(5) Wood seeds from natural flights can only be used for afforestation if they come from recognised forest crops and are trained in forest nurseries. The use of seedlings from natural air strikes directly for afforestation may exceptionally be authorised by the Ministry of Forestry and Water Management of the Slovak Socialist Republic ("the Ministry ').
Recognition of forest crops and selection trees
(1) State forest management organisations managed by the Ministry or the Federal Ministry of National Defence and forest users limited by the scope of forest management (2) (hereinafter referred to as "organisations") are required to carry out, in cooperation with the organisation for the economic adjustment of forests in the development of forest plans, a phenotypic classification of forest crops and submit proposals to the district national committee for the recognition of forest crops, tree groups and individual trees as appropriate for the cultivation and collection of forest seeds, grooves and cuttings; in the event of disruption by exceptional natural effects or other harmful activities, they shall be required to submit a supplementary application for recognition.
(2) The Regional National Committee decides on the recognition of forest areas, tree groups and individual trees, as a general rule, when drawing up forest plans. The recognition of genetically highly valuable forest areas, tree groups and individual trees shall be decided on the basis of a proposal from the forest management research organisation; According to its proposal, it also decides on the recognition of selected poplar and willow clones. Recognition decisions shall be delivered to forest management organisations and research organisations in order to keep records and monitor the collection of forest seeds, grafts and cuttings.
(3) The County National Committee shall carry out inspections of recognised forest areas, tree groups and individual trees in terms of their quality, fidelity and compliance with renewed interventions in accordance with the principles of management of recognised forest areas, tree groups and individual trees.
Establishment of forest seed plantations and seed crops
To preserve and expand the gene pool of forest trees, organisations establish forest seed plantations and seed crops. Forest plantations and seedlings can only be established on the basis of a favourable opinion from the forest research organisation.
Definition and management of recognised forest areas
(1) Organisations are required to define and identify recognised forest crops, tree groups and individual trees.
(2) Recognised forests are managed by forest users to ensure their quality and maximum fertility. Genetically valuable forest crops, tree groups and individual trees can only be harvested after the withdrawal period set by the district national committee in its decision on their recognition.
Collection and treatment of wood seeds
(1) Sufficient quantities of species and genetically suitable forest seeds necessary for the establishment and restoration of forest crops are obtained by the organisation by collection.
(2) The management and cleaning of seeds of forest trees, the species of which are determined by the Ministry, is carried out by state forest management organisations in a seed establishment.
Efficacy
This decree shall take effect on the day of its publication.
