METHODOLOGY
State Planning Commission and Ministry of Finance
of 10 August 1966
for drawing up the draft State Implementation Plan and State Budget for 1967
The State Planning Commission and the Ministry of Finance establish, pursuant to § 391 paragraphs 1 and 2 of the Economic Code No. 109 / 1964 Coll. and § 20 of Act No. 8 / 1959 Coll., laying down the basic rule on the State Budget and on the management of the budget resources:

HLAVA PRVNÍ

INTRODUCTORY AND GENERAL PROVISIONS
Článek 1
(1) According to these guidelines, the draft State implementation plan and the State budget for 1967 (hereinafter referred to as the "draft plan '-" draft budget') shall be drawn up by the central authorities. The National Committees shall follow specific guidelines when drawing up the draft State Implementation Plan and the State Budget. *)
(2) The central authorities are:
(a) ministries and other central authorities to which the State plan and the State budget directly impose tasks or define resources (the central body of the single agricultural cooperatives is the Ministry of Agriculture and Forestry);
(b) the Central Board of Cooperatives, the Central Association of Production Cooperatives and the Central Association of Consumer Cooperatives as central bodies of Cooperatives;
(c) the Central Committee of the National Front as the central body of the relevant planning social organisations and the Central Council of Trade Unions;
(d) the Slovak National Council and its bodies.
Článek 2
(1) The indicative tasks for 1967 set by the Government in the framework of the guidelines and objectives for the development of the national economy until 1970, including complementary government resolutions, and in particular a versatile analysis of the initial state of the economy, the results of market research and the results of negotiations between customers and suppliers, are the basis for drawing up the draft plan and draft budget. The preparation of the draft plan and budget shall be based on the framework conditions of business management applicable from 1 January 1967.
(2) To the extent set out in these Guidelines, the outlook for 1968 and 1969 shall also be drawn up.
(3) The draft plan and budget include comments and analyses justifying the proposal in its various parts and in its entirety.
Článek 3
System of indicators
(1) The draft plan and budget shall be drawn up in the system of indicators contained in the form templates, *) in the lists and in the budget composition included in these guidelines. The selected indicators of this system will be proposed to the government as binding tasks and binding limits. The list of envisaged binding tasks and binding limits is part of these methodological guidelines.
In addition, indicative indicators will be proposed to the government, which are identified by these methodological guidelines or will be defined in the course of the work on the draft state plan and state budget.
(2) Indicators are also an organic part of the draft plan and budget which enable the assessment and active influence of the creation of the desired regional proportions, in particular as regards the development of the economy in Slovakia. The manner and scope of drawing up and presenting the draft plan and budget in cross-section for Slovakia shall be as laid down in Article 7.
(3) Unless otherwise specified, data shall be reported.
(a) for 1966 (reality) in prices and according to the 1966 methodology and in the organisation on 1 January 1967; if, at the time of drawing up the draft plan and budget, the final figures for 1966 are not known, the expected facts shall be reported;
(b) 1967
(aa) in prices, in accordance with the 1966 methodology and in the organisation on 1 January 1967;
(bb) in prices, according to methodology and in the organisation on 1 January 1967; in relation to foreign trade, 1967 prices shall mean the transfer prices of foreign trade franko Czechoslovak border;
(c) for the year 1968 or 1969, respectively, in prices, according to methodology and in the organisation on 1 January 1967.
The calculation of the effects of price and methodological changes shall be submitted together with the draft plan and budget, unless they are directly prescribed by different forms. Where organisational changes are made on 1 January 1967, their impact shall be indicated in the commentary.
Procedure for drawing up and presenting the draft plan and budget
Článek 4
(1) The basic planning unit is an undertaking or another organisation that is equal to it.
(2) The authorities directly superior to the undertakings and the budgetary organisation shall submit a draft plan or budget to their supervisory authority for all their subordinate units and for their own activities. In the cases and to the extent set out in the relevant parts of these guidelines, it shall also submit its proposals to the authorities of the Slovak National Council and the Regional National Committees.
(3) At the same time as submitting the draft plan to its superior authorities, production units will provide basic information on the draft plan (Article 10-12) in a single copy to the State Planning Commission, which will provide the results of the processing of the supporting documents to the relevant sectoral and expert central authorities.
(4) Undertakings shall discuss draft plans with the relevant branch of the Czechoslovak State Bank (production units with the relevant branch of the Bank) to the extent that they justify the need for credit and foreign exchange funds from the Bank; In particular, they shall discuss those parts of the plan which they need from the bank for the implementation of which they need funds, or in whose area the control of the use of social funds is imposed on the bank. The comments shall indicate any discrepancies, their reasons and the consequences.
Článek 5
(1) The central authorities shall manage the work on the draft plan and budget for the economy under their authority and shall draw up a comprehensive proposal. In doing so, they shall cooperate with the State Planning Commission, the Ministry of Finance and other professional bodies of the Government, the authorities of the Slovak National Council, the central bodies of suppliers and customers and the regional national committees.
(2) The central economic authorities will submit their proposals to the State Planning Commission, the Ministry of Finance and other bodies within the time limits set by the State Planning Commission and the Ministry of Finance Directive of 14 June 1966 on the procedure and time limits for drawing up the State Implementation Plan and the State Budget for 1967 (Art. 102 100 / 66 - SM / 3; Art 11 / 23500 / 66).
(3) The central authorities shall submit:
(a) a draft plan (without a financial plan, a science and technology development plan and a project work plan) in three copies, a draft budget including a financing plan in two copies, a draft science and technology development plan and a project work plan in one copy;
(b) the draft budget to the Ministry of Finance, including the financial plan in two copies, the draft of the other parts of the plan in one copy (without the cadre plan);
(c) Three copies of the State Technical Commission
(aa) a draft scientific and technical development plan, using a summary form containing the data of the State Implementation Plan and the State Budget, to be drawn up for non-investment funds in accordance with Title III, Article 88 (14);
(bb) draft project work plan;
(d) to the Czechoslovak State Bank, all parts of the draft plan, including financial (excluding the specific parts of the plan and the cadre plan) in one copy;
(e) the draft plan and budget in cross-section for Slovakia also to the competent authorities of the Slovak National Council, in accordance with Article 7.
(4) The Ministry of Mining and Heavy Industry will submit the draft plan as follows:
(a) the Ministry of Mining, the overall draft plan without data for the Central Administration of the Uranium Industry; the size of the fuel industry, ore mines and magnesite plants and the Central Geological Office shall be agreed by the Ministry of Mining with the State Planning Commission;
(b) the Ministry of Heavy Industry overall draft plan and separately draft plan for the engineering sector (MTP - 1) and separately for the metallurgical sector (MTP - 2).
Details of the scope of the indicators shall be agreed by the ministries with the State Planning Commission.
(5) The central authorities shall submit proposals for the relevant parts of the plan expressing relations with the Ministry of Mining and the Ministry of Heavy Industry, broken down in accordance with paragraph 4.
(6) The guidelines on the different parts of the plan and budget shall specify, where appropriate, further details of how the draft plan and budget are to be submitted.
(7) The State Technical Commission shall submit:
(a) a draft science and technology development plan in three copies and a draft project work plan in one copy;
(b) to the Ministry of Finance and the State Bank, a proposal for a plan for the development of science and technology and a proposal for a plan for project work, one by one;
(c) relevant data to the Ministry of Foreign Trade of the draft scientific and technical development plan concerning foreign trade;
(d) submit to the Ministry of Finance and the State Planning Commission a proposal for financial security of non-investment needs for the development of science and technology by central authority, in a manner and in a form agreed with the Ministry of Finance.
Článek 6
(1) When drawing up the draft plan and the budget of the national committees, the relevant sectoral central authorities shall in particular:
(a) provide regional national committees with the necessary documentation (economic analyses, etc.) and technical assistance;
(b) comment on the proposals submitted by the Regional National Committees, from the point of view of the national concept of sector development, the effectiveness of the resources spent, etc.,
(c) coordinate the technical development of sectors managed by national committees.
(2) The relevant sectoral central authorities shall agree with each regional national committee and with the National Committee of Prague on the scope of the data submitted to them by the Regional National Committees and the National Committee of Prague at the same time as they submit their draft plans and budgets; the agreement will be concluded at the latest two months before the date of submission of the draft plan and budget by the Regional National Committees (National Committee of Prague).
Článek 7
Method and procedure for planning economic development in Slovakia
(1) The draft plan and budget for the economy in Slovakia shall be drawn up as follows:
(a) the draft plan, in addition to some of the parts referred to in point (b) of this paragraph, shall be drawn up by a territorial cross-section method, i.e. the relevant indicators include the activities of establishments in Slovakia, subordinate to undertakings in the Czech regions, but do not include the activities of plants in the Czech regions, subordinate to undertakings in Slovakia;
(b) the proposal for a financial plan and budget, the proposal for economic breakdown and the structure of industrial production shall be drawn up as organisational integrated units (enterprises and their like organisations), irrespective of whether they are managed by production units based in Czech regions or Slovakia;
(c) the more detailed way and scope of the indicators for the development of cross-section behind Slovakia is defined in the various parts of these methodological guidelines and in the model forms;
(d) where possible, derogations from the procedure and procedure for drawing up the draft plan in the territorial section for Slovakia shall be agreed by the competent central authorities with the Slovak Planning Commission and, where appropriate, with the delegation of the Slovak National Finance Council.
(2) Undertakings in Slovakia and undertakings located in the Czech regions for plants in Slovakia shall submit their draft plans to the extent specified in paragraph 1, in addition to the authorities responsible for the management of the Slovak National Council and in the sectors in which they are not active, directly to the Slovak Planning Commission (except for specific parts of the plans).
(3) Production units shall also submit their draft plans (including financial plans) for undertakings located in Slovakia (indicators of the implementation plan referred to in paragraph 1 (a) and for plants) to the Slovak Planning Commission. the proposal for a financial plan with commentary, in addition to the delegation of the Slovak National Finance Council; in the sectors in which the delegates of the Slovak National Council are active, the production units shall submit those proposals to those authorities. The production units shall submit those proposals to the authorities of the Slovak National Council, to the extent that they are submitted by the sectoral central authorities to the authorities of the Slovak National Council and to the extent specified directly in the relevant forms. Budget and contribution organisations shall proceed mutatis mutandis.
(4) The central organisation of the research and development base, production units and other organisations will submit a proposal for a science and technology development plan for the activities of all their departments located in Slovakia in one copy to the Slovak Technical Commission.
(5) The delegation (Commission) of the Slovak National Council will submit the draft plan and budget to the competent central authorities and the Slovak Planning Commission, the draft financial plan and budget also to the delegation of the Slovak National Finance Council, to the full extent of the indicators for the organisations for which they act as carriers of the plan; for other organisations of the relevant sector only to the extent agreed with the Slovak Planning Commission and with the delegation of the Slovak National Finance Council.
(6) The sectoral central authorities shall draw up a draft plan to the extent set out in these guidelines also on behalf of the economy in Slovakia and shall submit it at the same time as the proposal under the CSSR to the authorities referred to in Article 5 and to the Slovak Planning Commission; the proposal for a plan for the development of science and technology and a project work plan, in a single version, also to the Slovak Technical Commission and the draft budget for the budgetary organization in Slovakia, also to the delegation of the Slovak National Financial Council.
(7) The Slovak Planning Commission will submit a draft plan for the development of the economy in Slovakia and the delegation of the Slovak National Finance Council to the draft financial plan and budget (including the draft budget of the Regional National Committees in Slovakia) after consulting the Bureau of the Slovak National Council of the State Planning Commission and the Ministry of Finance. The Slovak Technical Commission shall also submit the relevant parts of the plan to the State Technical Commission. These proposals are the subject of joint discussions between the competent central authorities and the authorities of the Slovak National Council.
(8) The draft plans and budgets submitted by the State Planning Commission, the Ministry of Finance and the State Technical Commission to the Government include proposals for binding tasks and binding limits and, where appropriate, indicative indicators for the development of the economy in Slovakia.
Článek 8
Participation of workers
The different stages of the procedure shall be discussed in the draft development plan for the economy managed by them at stages of preparation and approval with the relevant trade unions. They are presented with individual problems and discussed with them their opinions and joint action to address important issues.

HLAVA DRUHÁ

STATE IMPLEMENTING PLAN
Common provision
Článek 9
Planning acts within the meaning of Article 115 (1) of Economic Code No 109 / 1964 Coll., are merely binding tasks for the supply of raw materials, materials and products in tangible units and their breakdown to a lower degree of management, provided that binding limits on the collection of raw materials, materials and products are laid down at the same time.

Část I

BASIC INFORMATION ON PREPARATION OF THE PROPOSAL
Článek 10
The basic information on the draft plan shall be drawn up by trade firms and trusts, or other economic organisations directly controlled by the ministries of mining, heavy industry, chemical industry, construction, consumer industry, food industry, transport (for railway, air and water transport organisations, industrial and construction organisations), agriculture and forestry (for industrial and construction organisations only), health (for industrial organisations only) and education (for industrial organisations only), the Central Energy Administration and the Central Water Management (for construction organisations only).
Článek 11
The organisations referred to in Article 10 shall draw up the basic information separately by sector to which they are subject, by sector:
industry (for the industrial activity of enterprises including the works of industrial enterprises),
construction (performance of construction organisations),
circulation (sales, supply and, where appropriate, business organisations),
transport (performance of rail, road, air and water transport; but not of racing).
Článek 12
For the submission of basic information (form 01-01) for machine processing at the State Planning Commission, the deadline set by the economic organisations for the submission of the draft plan (31 January 1967) applies.

Část II

INDUSTRIAL PRODUCTS, SUPPLIES AND THEIR USE
Článek 13
Planning of total production volume
(1) The total volume of industrial production is expressed in the draft plan by value indicators, i.e. using indicators of gross production and the production of goods of a underlying nature. they are compiled using the business method, that is to say, the volume of production at all pre-industrial stages is the sum of the production volume of each undertaking; the exception is the proposal for an industrial production plan for Slovakia, where these indicators are compiled using a territorial cross-section method.
(2) The industrial production plan for production units and central authorities includes the production of all subordinate industrial undertakings. for ministries of construction and transport, the production of industrial plants and workshops of non-industrial organisations.
Supply planning and use
Článek 14
Total volume of deliveries
(1) The total volume of deliveries includes total deliveries (sales) of undertakings and organisations, both from production companies and from sales organisations, including supplies of commercial goods purchased from other undertakings.
The volume indicator at all stages of the procedure therefore contains the part of the total realisation of the goods produced (including the goods of secondary plants, plants and workshops of non-industrial organisations) and the sale of commercial goods, which will remain after deduction of the unrealised components of the goods production.
(2) In the volume of supplies for the Ministry of Mining, duplicity will be excluded, that is to say that supplies of solid fuels made via Uhlozout will be included in the volume of supplies and for other undertakings only the volume of supplies made by enterprises directly, i.e. outside Uhlozout.
(3) The total volume of supplies is broken down by basic customer areas, i.e. supplies for internal trade, export, investment construction (only for machinery and equipment including assembly, tools and inventory) and for other purposes (for production or other consumption).
(4) Deliveries for internal trade and for export include all supplies, whether as a result of industrial, agricultural and forestry production or activities of so-called free professions (e.g. market production of artists), etc.
(5) The draft supply plan shall be drawn up in accordance with the business method, that is to say, the total volumes of deliveries at all pre-corporate stages of the procedure are the sum of the total quantities of deliveries by individual undertakings.
(6) The indicators referred to in paragraphs 1 and 3 shall be drawn up at the level of the production units also for enterprises in Slovakia (business method).
Článek 15
Deliveries for internal trade
(1) The volume of supplies for internal trade includes all supplies of own production as well as supplies of commercial goods intended for sale in the retail or wholesale network of the Ministry of Internal Trade and the Central Association of Consumer Cooperatives, as well as supplies intended for sale to the population by undertakings and organisations of their own and other central authorities.
(2) Internal trade supplies include an organisation (production unit, sales organisation, etc.) which plans the supply of the sector in question for internal trade in immediate contact with the organisations making the relevant sales.
(3) Deliveries from imports destined for internal trade include, in its total volume, the organisations which immediately implement such supplies for internal trade.
Článek 16
Export deliveries
The volume of export supplies shall comprise goods and works of an industrial character supplied to foreign trade undertakings, or directly to foreign companies and intended directly for export to or in the warehouses of the foreign trade undertaking, or production (where such goods are invoiced to the foreign trade undertaking). This also includes supplies for the foreign trade company Tuzex, or for other organisations selling for foreign currency. This does not include supplies of goods exported within the framework of internal trade exchanges, etc.
Článek 17
Supply for investment construction
(1) The volume of supplies for investment construction includes supplies of machinery and equipment intended for investment construction, including assembly, tools and inventory, including supplies for own organisation, as well as costs of transportation and storage (for general and final suppliers), provided they are covered by investment funds.
(2) Deliveries of an investment nature, which are made through sales organisations, will include up to the relevant sales organisations in the supply volume indicator for investment construction. Production undertakings supplying sales organisations shall include these deliveries in their plan in the volume of supplies to other customers.
Článek 18
Structure of production, supply and use
(1) The structure of production, supplies and their use is expressed both in value indicators and in material units.
(2) The value indicators of the structure of production, supplies and their use are processed according to the "Uniform Classification of Agricultural, Forest and Industrial Productions."
(3) The material characteristics are set out in the list of material indicators of agricultural, forest and industrial production annexed to these guidelines.
(4) All production shall be included in the production in tangible units, irrespective of whether it is production for disposal or for own use.
(5) The production structure will also be developed in the cross-section behind Slovakia to the extent defined in the form section of the guidelines.
Článek 19
Planning of imports from socialist countries
(1) The draft plan of all supplies from imports from socialist countries will be submitted by the central authorities superior to the import customers and supported by a calculation which will also justify the need for commercial goods (for sales organisations and for the completion of export and domestic investment units) and the need for other imports of machinery (for the maintenance and repair of machinery previously imported, for the assembly of machinery, etc.). The calculation of applications also justifies the need for machinery and equipment for the Science and Technology Fund. (An import customer is also considered to be a sales, business or other organisation which further sells the imported goods on its own account to domestic customers. Those organisations which have so far carried out a mere reallocation of import funds shall not be considered as import customers. The exemption for certain metallurgical materials and raw materials, as well as for books, newspapers and magazines, is provisionally applicable within the meaning of Government Resolution 223 / 1966).
(2) The State plan will define all the means for imports from socialist countries to each central authority in the form of a binding limit from which the volume of imports of machinery and equipment for investment construction will be allocated as an indicative indicator.
For small customers, a common limit shall be established, managed and distributed by the Ministry of Foreign Trade.
(3) The limits on all imports, including machinery and equipment from socialist countries for economic organisations managed by national committees, are laid down directly by the Regional National Committees. Sectoral central authorities will only provide, where necessary, expert expertise on the suitability of proposed imports in order to unify, characterise, service, import of spare parts, etc.
Planning of supplies from imports from capitalist states
Článek 20
Imports of machinery and equipment for investment
(1) The plan for the import of machinery and equipment from capitalist states for investment includes the planned import volume.
(2) The resources for the import of machinery and equipment for investment from capitalist states are not provided for in the State Plan to the customer departments. They are secured by customer production units by buying the necessary foreign exchange with the Czechoslovak State Bank under the terms of the Czechoslovak State Bank for the sale of foreign exchange for the purchase of machinery and equipment from imports for investment construction.
(3) The Czechoslovak State Bank, together with the Czechoslovak Commercial Bank, will provide foreign exchange funds for imports in the form of import authorisations within the scope of the total import of investment machinery and equipment and the limit of payments for these machines, which will be binding on them by a state plan.
(4) The Bank will allocate foreign exchange funds to imports of machinery in the form of a return (on internal foreign exchange credit) or non-refundable (on a competitive premium). In return form, the bank will provide investors with an internal foreign exchange credit for the purchase of machinery and equipment for which a special contract between the bank, investors and foreign trade organisations will guarantee the foreign exchange return and repayment of the foreign exchange credit provided, including foreign exchange costs outside the specified tasks of the State Plan. In the case of non-refundable form, the customer shall not be entitled to import until after the competitive procedure. The competition procedure will be coordinated both in time and in substance with the selection procedure for individual investment actions.
The detailed procedure for the provision of foreign exchange funds for machinery and equipment for investment imported from capitalist states is laid down in the terms of the Czechoslovak State Bank of July 1966 and the Foreign Trade Ministry's import directives.
(5) If an investor decides to import from capitalist states, he shall inform the domestic producer of this intention (if the like equipment is produced in the country) in order to be able to submit a competitive offer (but without veto rights).
(6) Imports of machinery and equipment from capitalist states for investments provided by sales organisations (e.g. Central Agricultural Technology Company, Technomat, Office machinery, Laboratory needs) are made on the basis of the import limit provided to the competent organisation by the central authority. Within this limit, the sales organisation shall ensure all supplies from imports, including machines from capitalist states, for investment construction under conditions laid down by the Bank without competitive procedure.
Článek 21
Imports of goods of the nature of production consumption
(1) The draft supply plan from imports for production consumption shall be drawn up by the central authorities of the import customers. Importers shall mean customers within the meaning of paragraph 1 of Article 19. In addition to the means of import of raw materials, materials and products derived thereof, the draft plan includes means for the import of commercial goods for sales organisations, machinery and equipment of a non-investment nature, such as spare parts, products for the assembly of machinery production, machinery for maintenance and operation, etc.
(2) The State Plan will define the means for imports from capitalist states for production consumption (within the meaning of paragraph 1) to individual central authorities of import customers in the form of a binding limit. With regard to import customers, paragraph 1 of Article 19 shall apply mutatis mutandis.
(3) For small customers, a common import limit is established, which is administered and distributed by the Ministry of Foreign Trade.
(4) The limits on the import of the nature of production consumption from capitalist states for economic organisations governed by national committees are established directly by the Regional National Committees.
Článek 22
Specific provisions for planning and securing imports for production consumption
(1) The cancellation of the balance sheet of import gestures (with the temporary exceptions provided for in Government Resolution 223 / 1966) changes certain existing import conditions. in accordance with the principles adopted with this resolution, the new conditions will be followed as follows:
(a) the import customer has the right, within the limits of his own import resources, to apply to the importing organisation as well as to the import of goods which are in the commercial capacity of the sales organisations;
(b) the customer's decision to import the relevant goods is not subject to the consent of other domestic organisations. However, the importer is obliged to respect the commercial policy criteria established by the Ministry of Foreign Trade;
(c) an import customer may transfer its own import limit to sales or other domestic organisations in order to increase or pool the means of buying abroad, to entrust import security to an organisation with better conditions for the import of the requested type of goods, to enable the import of raw materials to the domestic processor for the production of goods for import customers, etc.;
(d) in order to ensure mutual contacts and information on the use of domestic resources and the supply of goods from imports
the import customer is obliged to notify the normal domestic supplier in advance of the delivery period of his intention to transfer, to a significant extent, the current domestic demand to import or to limit the current demand for other reasons,
the domestic supplier is obliged to notify domestic customers in advance of the setting of the import limit in the implementation plan of its intention to move to a significant extent the existing export deliveries to domestic customers or to restrict domestic deliveries for other reasons;
(e) where, for each product within the set import limits, there is an imbalance in demand with supply corresponding to the possibilities of measures taken by these products in socialist states, the importing organisation shall deal with the imports directly with the relevant import customers and, where necessary, take into account the distribution of the products envisaged by the gestor when transferring the existing import limits to customers.
(2) The details follow the implementation of imports by the Ministry of Foreign Trade Directives on the examination and implementation of imports.
Článek 23
Imports of goods for internal trade
(1) The draft internal trade supply plan will be submitted by the Ministry of Internal Trade and the Central Association of Consumer Cooperatives, indicating, on the one hand, the need for supplies for internal trade and, on the other hand, the need for supplies for the actual supply of operations (and, in the case of imports from socialist countries, investment) of these departments.
(2) The State Plan will define the means of import for the Ministry of Internal Trade in the form of an overall binding limit. the import of goods for sale in internal trade takes place within this limit under a special agreement with the Ministry of Foreign Trade.
Článek 24
Information on the development of business relationships between customers and suppliers
The supplier organisations shall, together with the draft plan, submit to the supervisory authorities information on the major problems and their causes in the relationship between customers and suppliers, indicating the measures they take to eliminate them. For this information, forms and a set of indicators shall not be provided.
Článek 25
Prices used to express value indicators of the industrial production, supply and use plan
(1) The value indicators shall be expressed in prices in accordance with the provisions of Article 3 (3), the indicators compiled at comparable prices being those in force on 1 January 1966.
(2) The supply indicator for internal trade is expressed in wholesale and retail prices. The valuation of the supply of consumer goods from imports for internal trade shall be made in agreement with the Ministry of Internal Trade.
(3) The export volume indicators as well as the import volume indicators are expressed in foreign trade foreign prices franko Czechoslovak border (abbreviation PC). These prices are made up of the planned price of trade parity on importation plus and minus the planned (rate) direct commercial costs of foreign (foreign exchange and currency) and interest on commercial transactions per loan of one year (if interest is not agreed and invoiced separately) and the average level of domestic prices (after adjustment for the level of the business margin if decided). In the draft State plan, the volume of export supplies as well as the volume of imports are expressed in wholesale prices.
(4) Construction, mining, geological and assembly works (including for their own use) are valued according to the budgetary system in force.
(5) The investments of own production included in the supply volume indicator for investment construction are expressed in wholesale prices.
(6) The value of the addition (loss) of unfinished production is expressed in its own costs of unfinished production.
(7) The value of the addition (loss) of semi-finished products, tools and own-production products is expressed in wholesale prices, with the exception of the machinery sector, where it is expressed in its own cost.

CONSTRUCTION
Článek 26
The draft plan shall be drawn up (in addition to the volume of work carried out by its own staff) only for works which cover both investment construction and repair works (the works are further defined in the construction documentation regulations). Where construction organisations carry out, in addition to construction works, exceptionally, the installation of technological equipment or work which is part of it, they shall include it in the volume of work carried out by their own staff but without the value of the assembled equipment.
Článek 27
(1) The draft plan shall be drawn up by undertakings on the basis of the results of negotiations with investors (in line with the results of the selection procedure) or with other customers of construction works.
(2) Construction organisations shall agree with customers the volumes of construction works on buildings built up and opened, until they are completed in full. If the capacity is not met by specific requirements, the annual volume of work shall be determined according to experience and the survey of the structure and distribution of work.
Článek 28
(1) The draft construction plan shall be drawn up and submitted by:
(a) the Ministry of Construction for the branch of construction production; In addition, it shall submit a breakdown analysis in a manner agreed with the State Planning Commission;
(b) Ministry of Mining separately for the fuel sector (for enterprises Ostrava-Karvinské mines in Ostrava, Mining buildings in Ostrava, Most, Sokolov and Prievidzi, Gas station in Pardubice and Construction of stone-coal mines in Kladno) and separately under the Central Administration of the uranium industry;
c) Ministry of Transport (for enterprises Railway construction in Prague, Brno and Bratislava, Railway electrification in Prague and Railway Automation in Prague);
(d) the Ministry of Agriculture and Forestry separately for the construction plants of the State Forests and separately for the Association for Agricultural Construction and Melioration;
(e) Ministry of National Defence.
