on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Federal Republic of Germany on cultural cooperation
On 11 April 1978, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Federal Republic of Germany on cultural cooperation was signed in Bonn. The Agreement entered into force on 16 March 1979 pursuant to Article 15 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Federal Republic of Germany on cultural cooperation
Government of the Czechoslovak Socialist Republic and Government of the Federal Republic of Germany,
Desiring to develop friendly relations between the Czechoslovak Socialist Republic and the Federal Republic of Germany as well as in the mutual interest of extending cooperation in the field of culture in accordance with the Treaty on Mutual Relations of 11 December 1973,
DETERMINING that the provisions of the Final Act of the Conference on Security and Cooperation in Europe are properly respected and implemented,
Knowing that the development of cultural relations is an important contribution to strengthening peace,
Believing that the expansion of cultural cooperation will contribute to a better understanding of each other,
decide to conclude this Agreement and agree as follows:
The Parties shall promote mutual cooperation in the fields of culture, science, education, art, film, mass media, sport and youth cooperation.
In order to develop cooperation in the field of science and education, Contracting Parties shall:
1. promote cooperation between the Czechoslovak Academy of Sciences and the German Research Society and its members on the basis of direct arrangements;
2. promote cooperation between public authorities, universities, educational and educational institutions, including those dealing with adult education, and scientific and research institutes;
3. promote the mutual transmission of delegations to exchange experience and information;
4. promote the exchange of scientists, teachers, university students and university graduates for information, research, study and education stays;
5. provide scholarships for traineeships and study visits to universities and further training in research and education institutions;
6. allow access to archives and libraries in accordance with national rules;
7. promote the exchange of scientific, pedagogical and didactic literature, teaching tools, including textbooks and information material, study films and photocopies of archive materials, and provide support in organising relevant professional exhibitions.
The Parties shall endeavour to contribute in textbooks to such a representation of the history, geography and culture of the other Party, which will promote better mutual understanding.
In order to further develop cooperation in the field of teaching and research, the Parties will examine issues of mutual recognition of university diplomas, diplomas of other universities and other scientific degrees.
The Parties shall promote the dissemination of the knowledge of the language and literature of the other Party, in particular:
1. teaching Czech and Slovak and German languages at schools and other educational establishments,
2. by broadcasting to lecturers and other language teachers,
3. participation of teachers in schools and universities and university students in language improvement courses, participation of adults in general language courses to be organised by the other Party;
4. exchange of textbooks, teaching aids and other material to teach and study language and literature and cooperation in this field;
5. exchange of experience and cooperation in the use of modern methods and means of teaching foreign languages, including the use of radio and television.
In order to allow for better mutual recognition of art, literature and related areas, the Parties shall, as far as possible, promote cooperation and contacts in these areas, in particular:
1. when hosting artistic ensembles and groups and individual artists at concerts, theatre performances and other artistic performances,
2. in organising exhibitions and organizing lectures and lessons,
3. in carrying out exchanges of artists, architects, composers, writers, journalists and publishing staff, libraries, museums, archives and other representatives of cultural life to develop cooperation and exchange experience or information;
4. in the development of contacts and cooperation between libraries, publishers, museums and archives, by direct borrowing between museums, exchange of books and other publications, photocopies of archive materials of a social, cultural, artistic and scientific nature, as well as gramophone boards and magnetophones with cultural content;
5. in publishing translations of works of beautiful, scientific and professional literature,
6. when presenting dramatic and musical works.
The Parties shall assist in further cooperation in the field of film.
To that end:
1. promote the mutual organisation of film weeks, the exchange of feature and documentary films and weekly newspapers, the implementation of joint production of feature and documentary films, as well as mutual participation in international film festivals;
2. facilitate the importation of film and film material within their competence;
3. promote direct cooperation between film producers and film organisations and the exchange of film staff delegations and experts.
The Parties shall promote cooperation in the field of publicity, television and radio, in particular the exchange of television and radio programmes, as well as the joint production of television films, and provide mutual assistance in the production of radio programmes and television films.
They will promote direct cooperation between television and radio institutions, as well as the exchange of delegations and individual experts.
The Parties will promote cooperation and exchange in the field of sport and physical education, which will be continuously agreed by relevant sports organisations and regulated in the annual cooperation programmes between the Czechoslovak Union of Physical Education and the German Sports Union.
The Parties shall promote the exchange of youth and cooperation between youth organisations and relevant institutions. Such exchange and cooperation shall be carried out on the basis of annual programmes or arrangements in a different form.
The Parties shall support non-governmental organisations in the implementation of actions serving the objectives of this Agreement.
1. A Joint Commission, composed of representatives of the Parties, shall be established for the implementation of this Agreement. It will meet as necessary, but at least every two years, alternately in the Czechoslovak Socialist Republic and the Federal Republic of Germany.
The names of the members of the Joint Commission shall be communicated in advance through diplomatic channels.
Experts may also be invited to attend meetings of the Joint Committee.
2. The Joint Commission will meet to exchange experience in order to give initiatives and recommendations for the further development of cultural cooperation, to draw up programmes for the implementation of this Agreement, as well as to regulate financial and organisational issues related thereto.
The Contracting Parties shall exchange draft implementing programmes not later than two months before the start of the negotiations.
Measures which will not be included in the implementing programmes, but which correspond to the spirit of this Agreement, may be agreed by diplomatic means.
Cooperation in the scientific and technical field shall be governed by a specific agreement.
According to the four-party agreement of 3 September 1971, this agreement will be extended to Berlin (Western) in accordance with the procedures laid down.
This Agreement shall enter into force as soon as the Contracting Parties have notified each other that the national conditions necessary for its entry into force have been fulfilled.
This Agreement shall be concluded for a period of 5 years. If it is not terminated in writing six months before the expiry of this period, it shall remain in force for an unlimited period unless one of the Contracting Parties denies it in writing with a six-month period.
Done at Bonn, 11 April 1978 in duplicate, each in the Czech and German languages, the two texts being equally authentic.
